Director’s Message
The training of healthcare professionals is of paramount importance to sustain competent
workforce and enable the continued improvement of healthcare services.
The Hospital Authority Institute of Health Care (HAIHC) committed to provide quality
training for clinical healthcare professionals in HA. In regard to the HA Review Action
Plan, the training governance and organization were enhanced. The development of
quality assurance framework for training and trainer competency is crucial to improve the
quality of training. In addition, the phased approach in developing the Training Information
Management System enables accurate and appropriate records management and forward
planning of training programmes. I am confident that HAIHC will continue to coordinate
and organize quality training to healthcare professionals in HA. I would like to extend my
heartiest thanks to all training partners and colleagues for their dedicated support and
participation in staff training and development in the past year.

Principal’s Overview
The annual report summarized our contribution in providing diversified training activities
support major priority training areas in professional development, service development
and job and operational requirements respectively. Apart from commissioning local and
overseas experts to teach and share, HA trainers have been contributing significantly to
the development and delivery. Training programmes have been pilot on the essential skills
in clinical education to supplement HA trainers from foundation in clinical education. We
do believe that a pool of competent trainers at HA would be critical to enhance training
quality and learning outcome. The prototype development of the Training Information
Management System (TIMS) has been kicked off by engaging clinical and non-clinical
stakeholders and paves the way for the full gear development.
I would like to express my heartfelt thanks to advisors, Board of Studies and other
committees for their valuable advice and programme development. The last but not the
least, please gives applause for the dedicated staff from HAIHC and member institutes
who support the organization and commencement of trainings in year of 2016.

HAIHC at a Glance
The Hospital Authority Institute of Health Care (HAIHC) is a corporate training department
to nurture competent and responsive professional clinical workforce for service
advancement and professional development. It caters various professionals in the health
care sector and covers various specialties by providing timely and comprehensive training
and development programs. The operation and development are governed by the HAIHC
Management Committee and two subcommittees, namely Subcommittee of Quality
Assurance and Subcommittee of Policy and Practices.
HAIHC has been advocating and providing multi-disciplinary training programs to
enhance inter-professionals understanding and collaborative practice. By working closely
with professional grade departments, clinical competencies can be built for healthcare
professionals at all levels. For example, medical professional trainings are delivered by
Medical Grade Department through partnering with HAIHC. Training programs for nurses
and allied health professionals are designed, developed, and implemented via HAIHC’s
member institutes, namely Institute of Advanced Nursing Studies (IANS) and Institute of
Advanced Allied Health Studies (IAAHS) respectively. This structure of closely connected
platforms advocates the steering of clinical training & development for health professions at
all levels and also optimizes effective use of resources.

IANS Graduation Ceremony
The Graduation Ceremony was successfully held on 4 May 2017 and Dr. LEUNG Pak Yin,
Chief Executive of Hospital Authority was invited to officiate the Graduation Ceremony.
Over 50 guests from the Board of Studies, senior executives and clinical leaders were
gathered to celebrate the achievements of 1158 graduates of Post-registration Certificate
Course (PRCCs) in the past year. To encourage the integration of knowledge and practice
to promote quality nursing

IAAHS Graduation Ceremony
The Institute Advanced Allied Health Studies Graduation 2017 has been held successfully
on 11th May 2017. It was a momentous moment to celebrate the achievement of 215
graduates of Training and Development Program for Newly Recruited Allied Health
Professionals and 46 graduates of Advanced Specialty Programs. It was an honor for us to
have a privilege to invite Dr. CHEUNG Wai Lun, Director (Cluster Services) as our honorable
guest to share on their inspirational words of encouragement. This event was not only
served as a recognition to the graduates but also a platform to express our appreciation to
respective department in-charges and all AHCOC/ Subcom, and involved parties for their
dedicated service and contribution in continuing professional training and development of
our graduates.

Allied Health Seminar 2016-2017
To facilitate the alignment of Rehabilitation Services according to the Strategic Service
Framework, the seminar aimed to 1) to discuss the relevance for developing outcome-
driven rehabilitation services and way forward for AH rehabilitation services and 2)
to discuss the use of outcome data for service planning and developing annual plan
initiatives. The seminar was held in March 2017 and more than 190 colleagues participated
in the event. It was our privilege to have Ms Frances SIMMONDS, Director of Australian
Rehabilitation Outcomes Centre, as our key speaker to have a fruitful sharing on Australia’s
practice.

Resident Pharmacist Presentation Forum cum Certificate
Award Ceremony
The 12th Resident Pharmacist Presentation Forum cum Certificate Award Ceremony was
held on 17 November 2016. This ceremony provides a platform for resident pharmacists
to present their research projects with the aim to promote sharing of best practices; and
to recognize their contributions towards the enhancement of clinical pharmacy practice.
A total of 46 resident pharmacists were awarded the Certificate of Completion of the
Resident Pharmacist Training Programme by the Chief Pharmacist together with their
Cluster Clinical Stream Coordinator (Pharmacy). Ms. KONG Sarah Hiu Hung, HKWC
representative was awarded the best presentation award for her project on “Retrospective
Cohort Study Comparing the Safety and Efficacy of Propriety Filgrastim (Neupogen®)
versus Biosimilar Filgrastim (Nivestim®) in Patients Receiving Adjuvant or Neo-adjuvant
Chemotherapy Treatment for Breast Cancer”.

Palliative Care Conference
Funded by Li Ka Shing Foundation, HAIHC worked with Primary & Community Services
of HA Head Office Strategy & Planning Division to jointly organize two 3-day events on
Palliative Care: “Seminar and Workshops on Nutrition & Feeding in Palliative Care” on 1 - 3
Sep 2016 and “Palliative Care Conference – Holistic Journey” on 13 - 15 September 2016.
Both events aimed at strengthening HA clinical professionals working in all care settings
and specialties with better knowledge and skills to support patients who require palliative
care during their end of life. Conference, seminar and a series of small group workshops
were conducted with local and overseas experts as speakers and facilitators. There were
188 participants attended the seminar including 13 doctors, 60 nurses, 109 allied health
professionals and 6 pharmacists and 238 participants attended the conference including
26 doctors, 86 nurses, 122 allied health professionals, 1 pharmacist and 4 management
staff. Positive feedbacks were received from participants.

Teaching and Learning
Overview
HAIHC and its member institutes were devoted to strive for excellence in the provision
of quality training programmes. We believed that remarkable organizational performance
stems from staff competence through continuous professional training. In order to meet
the growing demand of healthcare services in Hong Kong, we aimed at facilitating the
improvement of patient care outcomes by providing a full spectrum of trainings for
healthcare professionals at different levels of practice.
Various training programmes ranging from basic level for new recruits to advanced level
for experienced practitioners are well developed to equip healthcare professional staff with
appropriated skills corresponding to their current positions and future career path.
Every year, Overseas Corporate Scholarship Programme is offered to selected candidates
to equip them with an international vision in healthcare development and broaden their
exposure by making reference to overseas advanced knowledge and skills in healthcare
technology in response to the complicity and fast-changing health service challenges.
Apart from organizing professional-specific programmes for internal staff, HAIHC also
provide professional trainings to non-HA healthcare professionals through open-up
programmes or tailor-made training programmes.

Coaching and Nurturing: Training Programmes for New Staff
Every year, new workforce will join our HA family in different professional settings. Hospital
Authority is always dedicate to nurture new graduated healthcare professionals by
providing structured training programmes at beginner level to facilitate their early adaptation
to the clinical working environment and ensure continuous refinement of their practices.
For newly recruited doctors, the 1-year Central Internship Programme is provided to interns
to equip them with essential knowledge and skills for safe clinical practice.
For newly recruited nurses, Simulation Training Programme in the 2-year Preceptorship
Programme is offered for newly qualified registered nurses to consolidate their clinical skills
especially for handling emergency medical conditions, and the introduction of simulation
training could offer real-life but risk-free situations for clinical skills teaching.
For newly recruited allied health professionals, the 3-year Training & Development
Programme is organized to familiarize them with a structured exposure to their profession
for future career development.
For newly recruited pharmacists, the 2-year Resident Pharmacist Training Programme is
arranged to nurture them to become competent and progressive pharmacy practitioners
with adequate knowledge and skills. HA also provide 1-year Pharmacist Internship Training
for local pharmacy graduates from CUHK and HKU with the required skills, knowledge and
experience in pharmacy. For newly recruited dispensers, the 2-year training programme
allows them to gain exposure and experience through rotation in different pharmacy
sections.

Simulation Training Programme for Newly Qualified Registered Nurses
Undergoing the Preceptorship Programme
A total of 50 classes of simulation training programmes were conducted and there were
1,114 attendants in 2016-17. This programme was designed for newly qualified registered
nurses undergoing the Preceptorship Programme to consolidate their clinical skills through
simulation training and enhance proficiency of nurses to provide safe practice during
medical emergency.
Some feedbacks from participants:
• Speakers are very knowledgeable and experienced;
• The course is well-organized and unique in locality;
• The programme is very useful, practical and interesting.

The Training and Development Programme for Newly Recruited Allied
Health Professionals (NR Program)
The programme is a three-year cluster-based professional specific programme, it serves
to provide all newly recruited AH professionals with a structured exposure to familiarize
themselves with the HA environment, to refine their practices and help them to have a
clearer picture and better understanding of their roles for facing and tackling future career
challenges in HA. New recruited staff would enroll the programme automatically upon the
commencement of his/her employment. Orientation Programmes were organized 2 times a
year to introduce the NR programme and HA environment. In 2016, more than 350 Newly
Recruited Allied Health Professionals participated in the orientation programmes.
Some feedbacks from participants:
• It is appropriate on the adequacy of available trainings in the past 3 years;
• I am confident that I can perform as an independent allied health general
practitioner after joining the NR Programme;
• The professional skills and knowledge acquired in the training and development
programme is continuously applicable to the NR’s day to day patient care and
job requirement.
Resident Pharmacist Training Programme
A total of 34 resident pharmacists were enrolled for the programme in 2016/17. This 2-year
cluster-based programme prepares newly-qualified pharmacists to become competent and
progressive pharmacy practitioners and future leaders in the profession. It also develops
the clinical skills of resident pharmacists to support the delivery of quality pharmaceutical
care in various specialized areas of pharmacy practice.
Some feedbacks from participants:
• My preceptor always provides valuable feedback to guide my improvement in
professional knowledge. The coaching is very helpful for my development as a
competent pharmacist;
• The training is well-structured and comprehensive. Clear guidance is always
available from my preceptor and colleagues. Comprehensive standard
operation procedures are also in place for reference;
• The training programme is comprehensive as it provides both operational
and clinical exposures and equips me with knowledge in various aspects of
professional pharmacy practice.

Pharmacy Internship Training Programme
This year, a total of 78 interns underwent training in Hospital Authority institutions. This
1-year training programme aims to equip local pharmacy graduates from CUHK and HKU
with the required skills, knowledge and experience to be eligible for registration with the
Pharmacy and Poisons Board of Hong Kong. It also provides an opportunity for the interns
to apply theoretical knowledge to real life situation in practice settings.
Some feedbacks from participants:
• I was given a lot of opportunities to participate in various pharmacy projects,
such as internal audit of outpatient dispensing service, medication safety
ward round, etc. This not only broadens my horizon, but also prepares me to
become a qualified, competent hospital pharmacist;
• Ample opportunities were provided to gain exposures in various clinical aspects
of pharmaceutical services including handling of drug information enquiry,
attending ward round, patient counselling, etc.
New Recruits Training Programme
A total of 64 dispensers joined this programme in 2016/17. This newly launched 2-year
training programme aims to provide opportunities for entry-level dispensers to gain
exposure and experience through rotation in different pharmacy sections as well as
to acquire essential knowledge, skills and attitude to practice as a dispenser so as to
discharge duties in a safe and efficient manner to support delivery of quality pharmacy
services.
Some feedbacks from participants:
• The programme provides new comers a structured training pathway supported
by guidance from the preceptors;
• The programme comprises essential learning components which are useful to
new dispensers.

Training Series on Structured Image Review for Diagnostic
Radiographers
A new training series composed of 4 training programmes on structured image review
for Diagnostic Radiographers aims to improve the image quality, equipping staff with the
knowledge and ability to identify acute abnormalities from plain radiographs. This new
programme gave an opportunity to the newly recruited radiographers to have global
understanding on X-ray image, letting them initiate urgent reporting when necessary and
performing ‘Plain Radiograph abnormally alert’. The expected outcome is multiple and
significant that helps to enhance the competence of the newly-employed radiographers.
Some feedbacks from participants:
• Abnormality Alert System is very important to deepening of our knowledge and
practice;
• Improve my imaging quality and Image interpretation;
• Recognize acute abnormality of patient to shorten the treatment time;
• Detection of subtle abnormalities and Abnormalities identification;
• Cases as quoted are practical and useful to our daily works which may facilitate
the role of our professional.

Competency Enhancement Programmes & Commissioned
Training Programmes
Responding to our changing healthcare environment, Competency Enhancement
Programmes (CEP) are organized with the aim of improving work efficiency of HA
healthcare professionals to foster the provision of high quality and effective health care to
patient. With the support of HAIHC, commissioned training programmes are launched by
various HA Central Coordinating Committees (COC) and Central Committees (CC). These
programmes aimed to facilitate continuing professional development of frontline clinical
professionals with the latest knowledge and skills and support service development. In
addition, renowned overseas experts and speakers were invited to our commissioned
training programmes to provide HA healthcare professionals with an opportunity to share
knowledge and advanced technology.
Below are some highlighted commissioned training programme organized in 2016/17:
Commissioned Foundation Course on Genetic Counselling for Nurses
To support the development of genetic counselling services in HA, a series of training
programmes were conducted. This programme series consists of 1 foundation course on
genetic counselling and 3 specialty modules introducing genetic counselling for obstetric
& gynaecological, paediatric and oncology patients respectively. The programmes
commenced on 11 January 2017. There are 28 attendants from Hospital Authority in this
course in total. The target participants are registered nurses who over 2 years of post-
registration working experience. The course is highly valued by course participants.
Some feedbacks from participants:
• The programme is very fruitful, impressive and practical for clinical use;
• The topics are very interesting & related to work;
• Speakers are very knowledgeable, inspiring and experienced;
• The learning atmosphere is good;
• Students get along well with one another.

Commissioned Training Programme on Ambulatory Surgery Services
The aim of this programme is to enhance the competency of nurses serving or going
to serve in the Ambulatory Surgery Care Service of Hospital Authority so as to provide
comprehensive, safe and patient-centred amubulatory surgery services. Two identical
classes were held in 2016. There are 72 attendants from Hospital Authority in this course
in total. The target participants are nurses who are currently working in preoperative
anaesthetic assessment service or involving in the development of the related service.
Some feedbacks from participants:
• Gratitude was expressed by participants to the speakers for their highly
professional performance and generosity in sharing their experiences in
establishing the ambulatory services. The workshop was considered to be
comprehensive, practical and useful for staff who work or are going to work in
Ambulatory Surgery Services settings.
Enhancement Course on Wound Care
The aim of this programme is to enhance the knowledge on wound care for frontline
nurses caring for patients with wounds. The programme was held from 22 November 2016

Training on Internal Auditing Based on HKAS Requirements
The programme aims to let the Associated Medical Technologists/ Medical Technologists
with over 5 years of experience to understand the audit system and be trained as an
internal auditor which would be able to plan and conduct an internal audit effectively and
efficiently. Throughout the training, the participants are given the opportunity to learn and
identify the room for improvement during auditing in the lab, in addition to detecting non-
conformances, as well as to facilitate partnership in upkeeping quality in the lab. Attendees
are expected to get prepared for the challenging situations encountered in auditing and
write up a good audit report. More than 80 participants were joined the training sessions
held on 10 February 2017.
Some feedbacks from participants:
• Learnt professional communication wordings in audit process, process &
critical points that have to be alerted had been clearly mentioned in the lecture;
• This course is practical and overall is good;
• Learn how to prepare internal audit and write audit report.
Senior Allied Health Staff Development Programme
The programme is a 3-month full time attachment to HAHO which allows participants with
opportunity to better understand the operation of HA at the corporate level and grade
management of different AH professions. Target participants are AH staff at senior rank.
The key learning outcomes are able to appreciate 1) Collaboration among cluster/hospital/
different divisions in HAHO 2) Organization and coordination of cross disciplinary subjects
3) The operation of HA at corporate level 4) The process of policy development and 5) The
challenge in communication, consultation and engagement of stakeholders

clusters and the HAHO including policy development, engagement of

Training Programmme on Core Practice Skills for Pharmacists
This modular-based training course, targeted for pharmacists with less than 5 years of
experience, aims to enhance the competence of serving pharmacists to carry out practice-
based research and to enhance their clinical competence to effectively manage medication
therapies in various disease conditions. The programme was held from December 2016 to
March 2017 with 35 pharmacists attended the training.
Advanced Pharmacotherapy Workshop for Pharmacists
This programme, organized in collaboration with College of Pharmacy Practice, is targeted
for pharmacists with 5 years or more of experience. It aims to enhance the clinical
knowledge, skills and competencies of serving pharmacists. Thirty-nine pharmacists
attended the programme held between September and October 2016.
Some feedbacks from participants:
• The clinical areas covered were useful to daily practice;
• Discussion on infectious diseases was very practical and up-to-date;
Cardiology lecture was very clearly presented, up-to-date and relevant to Hong
Kong practice.
Training Programme on Drug Therapeutics for Dispensers
The objective of this programme is to enhance the drug therapeutic knowledge of serving
dispensers so as to assist pharmacists in the provision of pharmaceutical care. Fifty
dispensers with 2 to 5 years of experience attended this training programme held from
January to March 2017.

• The training includes useful topics and the workshops are very interactive;
• The lecturers are well prepared and the content delivered was very well.

All-time Learning: Online Programmes
With the advancement of internet and mobile technologies, learning no longer limit to
face-to-face interaction. The effective combination of online courseware and face-to-
face session is found to be more flexible and efficient. Informative course materials can
be provided in advance and fruitful discussion can be focused more on the applications.
HAIHC keens on supporting the development of online courseware to enhance learning
experience. We have offered 72 online coursewares in various subject areas for healthcare
professionals in HA.

Advanced Training: Specialty Programmes
IAAHS organized Advanced Specialty Programmes (ASP) for experienced practitioners for
complex service demands and specialized clinical practice of high volume and with high
significant impact. These programmes are commonly launched in collaboration with local
universities and overseas renowned experts to assure programme quality and uphold the
standard. The Advanced Certificate Course in Specialty Training of Paediatric Pharmacists
which was organized by CPO in 2016/17 was highlighted as below:
Advanced Certificate Course in Specialty Training of Paediatric
Pharmacists
This 10-day training course, organized in collaboration with the Chinese University of
Hong Kong, was conducted between September and November 2016. The programme,
targeted for pharmacists with five years or more of experience, was designed to enable
participants to achieve an advanced level of knowledge and clinical competence to provide
specialized clinical pharmacy services to paediatric patients. Eight pharmacists enrolled in
the programme in 2016/17.

• The course provides up-to-date information on pharmacotherapy for paediatric
patients;
• The lectures on Total Parenteral Nutrition, Epilepsy, Bronchopulmonary
Dysplasia and Respiratory Distress Syndrome are applicable to work.

Multidisciplinary Programmes
Teamwork among different professions is vital in contemporary health care services.
HAIHC has been advocating inter-professional collaboration for years to organize multi-
disciplinary training programmes or co-operate with other training partners. It is a
collaborative approach to facilitate healthcare professionals to work as a team on common
goals to solve complex medical issues so as to improve patient outcomes.
GI Endoscopy Multidisciplinary Simulation Training (GIEMST)
Four classes of GI Endoscopy Multidisciplinary Simulation Training (GIEMST) have been
held in the year of 2016/17 in the Nethersole Clinical Simulation Training Center (CSTC),
PYNEH. This programme aims to enhance the quality and safety of GI endoscopic
procedures through scenario-based simulation and multidisciplinary training for endoscopy
doctors and nurses. The target course participants are registered nurses and have not less
than 24 months post-registration working experience. Forty-one nurses in total attended
this programme in 2016/17. Positive feedbacks were received from course participants.

Advanced Training Programme in Palliative Care for Allied Health
Professionals
This is an inter-professional case-based oriented programme specially designed to
equip and enhance the competence and performance of Allied Health Professionals in
provision of palliative care service. The programme aims not only to facilitate Allied Health
Professionals to develop knowledge, skills and attitude that will enable them to deliver
quality palliative care to advanced disease patients and their families, but also to enhance
mutual understanding, collaboration and efficiency in an inter-professional teamwork.
Participants are expected to apply the evidence-based approach to patients and their
families, as well as to enhance coping in death and dying, work stress management and
increase self-competency in providing quality palliative care. This programme is conducted
in format of lectures, work-based /experiential learning, pre-reading and site visit. One
of the distinguishing features that it is the first multidisciplinary Advanced Specialty
Programme for Allied Health professionals.
Some feedbacks from participants:
• I have a better dimensional understanding on assessment including symptoms
& psychological distress, and the interventions through ward round, case
conference, bedside shadowing, home visit & case sharing with doctor, nurses,
dietitian & occupational therapist;
• Can explore routine and duties of other disciplines and understand the
clinical reasoning of their interventions in relation to palliative care. Also,
have opportunity to meet and learn from various experienced palliative care
colleagues;
• This attachment enriched my understanding in this specialty. The experience
and knowledge obtained can be shared among our profession;
• To have an opportunity to observe how other healthcare professionals work for
the patients;
• Learn the Holistic patient care by all team member in PC team;
• Increase awareness in holistic approach in management of patients under
palliative care especially in identifying the social, spiritual, and psychological
impact and needs of the patients;

CQI Seminar - Driving for Outcome-driven AH rehabilitation Services
This seminar brought out several beneficial outcomes, which include conducting the
Overview of CQI projects on stroke & hip fracture, introducing on the why, what and how to
do outcome measure, inspiring overseas example of establishing & maintaining a national
rehabilitation clinical quality registry from Australasian Rehabilitation Outcomes Centre
(AROC) experience and organizing local sharing on how to use clinical indicators to achieve
CQI. It was honorable to invite Ms. Frances Simmonds to be one of the guest speakers
and more than 70 participants attended the seminar on 14 and 15 June 2016.

Understanding Patient Journey Series – Emotional Reaction with a
Diagnosis of Chronic Illness and Disability
To facilitate the Allied Health Professionals to have an all-rounded understanding on the
psychosocial needs of patients in the face of major diseases and thereby improve service
effectiveness, the IAAHS had launched a series of multidisciplinary programmes focusing
on patients’ psychosocial journey in different major diseases. The series comprise of 5
programmes, in 2016/17, the fifth lecture in Understanding Patient Journey Series was
launched. This programme is Emotional Reaction with a diagnosis of chronic illness and
disability. The programme aims to facilitate the Allied Health Professionals to appreciate
the illness experiences of chronic illness in both childhood and adulthood. It targeted Allied
Health Professionals with less than 5 years of working experience in direct patient care
services. Total 47 targeted participants joined the fifth programme.

• The speaker provided good illustration and explanation on understanding
patient with depression or anxiety disorder and explained well on the use of
medication which enriched my knowledge in applying to my work;

• Speakers’ presentations were very practical.
Training programme of Team Care Approach
Along with the population aging and chronic illness, it generates increasing demand on
healthcare services. Well coordinate multi-disciplinary team care approach allows low risk
patients to manage their conditions in the community. This programme aims to emphasize
team building and collaboration among multi-professionals in provision of primary care
services for example Risk Assessment and Management Programmes (RAMP) or Nurse
and Allied Health Clinic (NAHC). The mode of teaching promotes team understanding
and collaboration in primary services through mini lecture, interactive activities and group
discussion of different scenarios.
The programme was highly valued by participants and most of the participants replied that
they will recommend this programme to their fellow colleagues.

World Connection: Overseas Corporate Scholarship
Programmes
Every year, overseas sponsorships were offered for selected doctors, nurses and allied
health professionals to keep them abreast of the newest health care service development,
technology innovations and best practices of health care sector in foreign countries. It
aims is to build up a pool of clinical leaders. Selected clinical leaders are encouraged to
consolidate their overseas learning experience and make contributions to their service
development for continuous improvement.
Overseas Training Programme for Senior Allied Health Professionals
This programme aims to enhance the professional development and expertise of senior
allied health professionals through self-arranged overseas training and attachment
programme. The training can be conducted in the mode of professional attachment, visit
or training course and the total duration is around 2 to 4 week. This programme was first
launched in 2015/16 and targeted to the staff at the most senior rank of respective AH
disciplines.
Some feedbacks from participants:
• I would like to recommend this programme to other colleagues because it
could enhance colleague’s exposure at different health care systems and
appreciate the use of cognitive behavior approach, mobile communication and
advanced technology in physical rehabilitation;
• It was a fruitful and inspiring learning experience;
• Provide opportunities for us to direct communicate with the product/technology
developer, gaining inspirations which could not be acquired through reading
textbooks/journals.

Overseas Corporate Scholarship on Clinical Attachment
A 10- to 12-week clinical attachment programme to advanced practice sites in the U.K.,
U.S.A. and Canada were arranged for pharmacists to enable them to develop expert
knowledge, skills and competencies in oncology and paediatric specialties.
A total of 3 pharmacists has successfully completed the oncology clinical attachment at
the Royal Marsden Hospital, U.K. and University of Illinois Medical Centre, USA, whereas
seven pharmacists have completed paediatric clinical attachment at the Evelina London
Children’s Hospital, U.K., University of Illinois Medical Centre, USA and the Hospital for
Sick Children, Canada.
Some feedbacks from participants:
• The programme is well-structured and organized. Opportunities are provided
for participants to gain exposure in advanced pharmacy practice with guidance
and support from preceptors;
• Gained new perspective in a more holistic approach when performing patient
assessment and counselling. The training schedule was tailor-made to fit
training needs of HA pharmacists.
Overseas Corporate Scholarship on Professional Development
This programme aims to enhance the professional development and expertise of senior
and experienced pharmacy staff through overseas training and attachment exposure.
A total of 15 pharmacists completed the exchange visits, and attachment in health
institutions in the U.S.A, U.K. and Singapore.

visits and exchanges, the programme stimulates us to reflect on and enhance

Professional Exchange: Programmes for External Partners
Apart from conducting training programmes for HA internal staff, HAIHC also organizing
tailor-made programmes upon receiving requests from non-HA organizations (e.g. Health
Bureaus/ Professional Bodies from the Mainland and Macau) on selective occasions
for signed Memorandum of understanding between HA and strategic partners. These
professional exchange programmes can foster mutual understanding between the health
care professionals in Mainland/ Macau and Hong Kong in regard to the similarities and
differences of health care policies, service models and training.

In accordance with the signed Memorandum of Understanding of “ New Horizon in

training programmes on community health and primary care were provided to mainland
healthcare professionals. HAIHC organized several programmes in 2016/17: (i) a 1-week

Patient Partnership in Action Programme 2016-17
The Patient Partnership in Action Programme (PPIA) was jointly organized by the Hospital
Authority Health InfoWorld and the Hospital Authority Institute of Health Care, with the
support by the Alliance of Patients Mutual Help Organization. The aim of this programme
are to enhance awareness of Hong Kong's healthcare system and Hospital Authority,
to enhance the ability of patients to participate in the improvement of medical services,
and to strengthen the relationship between practitioners and patients. The programme
was held from October 2016 to March 2017, with 27 participants from patient group
leaders, hospital volunteers and caregivers. After completion of the programme, they were
appointed as PPIA Representatives「薈智大使」and invited to participate in HA activities
promoting patient involvement and collaboration to further improve local healthcare
services.

Looking Ahead
The continuous enhancement of training infra-structure is one of the key to enhance the
quality of trainings. The Training Information Management System (TIMS) will be kicked
off the phase I development in 2017, jointly collaborate with HAIHC and the Training &
Development Department of Human Resource, HA. We expect the system will generate
selected training management reports in dashboard and provide valuable information
for planning, monitoring and reporting in corporate level and roll out to other levels by
phases. To support the diversified and complex modes of delivery of training programmes,
innovative teaching and learning technologies will be explored and adopted to enhance
the efficiency in delivering quality trainings. The Institute of Advanced Allied Health Studies
(IAAHS) is dedicated to support training and to facilitate career progression of allied health
and pharmacy professionals by providing wide-spectrum of training programmes; the
commitment is well recognized. In 2017, the IAAHS is approaching the 10th Anniversary,
may all the stakeholders and colleagues continue to support IAAHS in enhancing the
continuous professional development for allied health and pharmacy professionals for
coming years.
