Out Going President Remarks:
I want to thank all my Rayconda friends and residents for all the support during my
candidacy for District 6 Council. Your support for essential to my success. My warmest
thank to all of you.
First let me get you abreast on our current situation. Recently I have stepped down as
your HOA President so there will be no conflict of interest in city matters pertaining to
Rayconda. I want to ensure there will be no accusations of bias in any of my decisions
in support of District 6. I want to thank each and every one of you for supporting me in
my tenure as President. It has been a lot of fun meeting and talking with all of you,
please continue to support Judy Lee as the new HOA president. Please support her as
you have supported me.
HOA President Judy Lee remarks: Many of you in the community know me but a little
about myself. I am a 32-year Army Veteran and retired in 2018. I am currently working
for the Veterans Administration. I have served on the board as Secretary, Vice
President and now President. I have lived in Rayconda since 2003 in-between
deployments and assignments around the world. My husband Bert Kinkead, a 36-year
Army Veteran has had a home in Rayconda since 1996 and raised his two sons in this
community. We have lost and are losing significant members of the Rayconda board.
With these losses other board members are assuming their duties. There are positions
on the board described in this newsletter that we need volunteers to fill. My main
priorities are safety and maintenance (cleanliness and beauty) of the community. The
community watch program is an important part of safety.
Community Watch: Becky Hottel a 28-year member of the board left in August to join
her husband in Indiana. She developed and was dedicated to the Community Watch
program which is the oldest in the City of Fayetteville. We are very thankful that Michelle
Shortsleeve took over the duties for Roving Patrol.
Of approximately 240 homes in Rayconda only 22 participate in Roving Patrol. Crime
in the United States and Fayetteville continue to increase. With a crime rate of 44 per
one thousand residents, Fayetteville has one of the highest crime rates in America
compared to all communities of all sizes - from the smallest towns to the very largest
cities. One's chance of becoming a victim of either violent or property crime here is one
in 23. Our Community Watch program is essential for the continued safety of our
residents.
The time required for roving patrol is 2 hours on a Friday or Saturday nights from 8pm
to 10pm. When we had more volunteers, we had two shifts. Most that participate in
Roving Patrol are over 60 years old. If we get additional volunteers, we may be able to
add an additional shift. Please get involved for the safety of our community.

Vice President: Assist President and fill in as needed.
Lakes and Dams: Chet Oehme has served on the board for many years in a variety of
positions. He and his wife Jill will be leaving the community this year for a home that will
better fit their needs. His current position is Lakes and Dams. Chet keeps in contact with
the City of Fayetteville concerning issues with the dam and road over Siple Avenue. He
also communicates with the lawyers in regards to the ongoing lawsuit.
Newsletter: Dan O’Donnell one of our two active duty service members has recently
deployed for 180 days and has had several short deployments in the past year. The
newsletter is a means of communication on what is happening in the community. If not a
replacement than an alternate is needed for when Dan deploys.
Secretary: Ted Kostich our other active duty service member is scheduled to leave
Fayetteville the summer of 2023. He has done an amazing job of automating all
correspondence related to Rayconda. We need a volunteer for this position as soon as
possible to serve as an alternate until Teds departure.
Roads and Grounds: Lead community biannual and as needed clean-up efforts to
include recommending what areas need attention, contact the City of Fayetteville when
Pinewood Terrace needs to be cut, monitor storm water drains in the neighborhood,
notify Lumbee River when a street light is out.
Community Holiday Decorations: We are looking for someone who would like to a
take on the responsibility of decorating the Rayconda front entrance for special
occasions such as 4th of July and Christmas. Decorations are provided and there is
flexibility to be creative and request funding for additional themes such as Easter,
Thanksgiving (Fall) from the board.
Captain of the Block Captains: This is a new position that Joseph Windley has
volunteered to assume. All block Captains please email Joseph with your name,
number, and address so he will have an accurate updated list. His information is

Community Clean Up: Twice a year we have community clean up. All the current
volunteers who come out on those days are over 60 years old. I rarely miss an
opportunity to assist and will turn 66 in November. Women of the community are
welcome to come out as we need more volunteers. Occasionally we request additional
days for clean-up such as National Night out, when Siple Avenue or the lower dam need
a little extra attention, or a tree has fallen into the lake.

The next community clean-up day is 1 October. Volunteers meet at 0800 at the
Rayconda road front entrance. Bring your rakes, weed eaters and blowers. I don’t know
of any other community that does as many activities or works as hard to keep a safe
and clean community. It is also a great way to meet and get to know one another.
Fall Activities:
1 October- Fall yard sale, make sure you get your permits 1 October. If you are going
to participate, please email Judy Lee at [email protected] by 29 September so
signs can be positioned to direct toward your home.
22 October- Oktoberfest the lower dam. Bring the kids for the bounce house. The Party
begins at 4:30 at the Lower Dam. Provided will be Brats, hotdogs, and soft drinks.
(BYOB) The bounce house will be set up for the children.

We will also have our famous Chili Cook Off. First prize is a $50.00 and second and
third place are $25.00 gift certificates. Come and enjoy this beautiful fall weather and
join your neighbors at the party.
31 October: Halloween Ghost Patrol: We need volunteers to patrol the neighborhood
during Trick and Treat times to keep our kids and community safe. Rayconda
Community Volunteers patrol throughout the neighborhood, driving slowly with their
flashers on and a Community Watch sign on the driver side door on their car. Please
inform your children if they have any problems or encounter any difficulties to notify a
ghost patrol member to assist them!
Myra McLoud at 7721 Siple Avenue will have areas in her yard set up for Halloween
picture opportunities.

4 December: Santa Visits Rayconda from 3-5pm at the home of Judy Lee and Bert
Kinkead, 2112 Ancon Dr. Besides Santa cookies and hot chocolate will be available for
kids and adults.
HOA name change: The board has approved to change the name of the Rayconda
HOA to the Rayconda Neighborhood Association. HOA indicates homeowners
however, those renting are part of this community. We want everyone living in this
community to know they are welcome and encouraged to join the association and
participate in all activities.

We are trying to keep our directory information up to date. If you are new to the
community (homeowner or renter) your information has changed, or you are not
receiving our mass callings, please inform our Directory chair Mrs. Dee Bodner. Call her

you with a directory if you do not have one.
We are still actively in need of all resident’s support by joining the association. Please

Food Truck Friday: Tired of cooking and want to try something different? The Church
of the Nazarene at 1844 Rayconda Rd will have the Creole Café Food Truck on site on
21 October from 5-8 pm. Grab and Go or sit down at the tables provided by the church.
Keep an eye on November 18th for the Crazy Potato and every 3rd Friday of the month
for additional Food Trucks that will cruise into the Church of the Nazarene parking lot.
As we move from summer into the fall remember to reflect on what a wonderful place
we live. It takes a united community to maintain the beauty around us. We are grateful
to have our community member Derrick Thompson on the city council. He will work hard
to ensure all of District 6 is represented and our voices are heard.
