down and scratched his big toe a little bit. Walked over toward the elephant, walked
around and went over and got a couple of bricks that was there. He walked back over
to the elephant, looked back up at him, walked around behind him, put those two bricks
behind him in between his legs and gave it a big old (noise). All four feet came off the
ground. So the guy in good old Tennessee collected his ten bucks. The guy didn’t feel
too happy losing his $10. He goes back to the north. He’s wandering around there, he
finds out there’s another little secret. That is making an elephant do this too. So, he
makes his trek to back down to Tennessee after he makes his $10 shots everywhere
else. He goes back to the same ole boy again. Says to him, “I’ll bet you a hundred
bucks you cannot make my elephant shake his head like this, you can make him lift four
legs at once, but you cannot make him do this. Ole boy wanders around past the
elephant, walks over, picks up his two bricks, walks over looks up at the elephant, he
says “do you remember me”? The elephant shakes his head, yes. “Do you want me to
do that again?” The elephant shakes his head the other way.
Smile. Every day is another day at paradise guys. Tomorrow it will be better. Enjoy the
day. Enjoy the journey. I certainly have. Thank you most Excellent Grand High Priest.

Recognition of Michael Gilliard

REGSEC: Michael is an artisan and a craftsman. A few days before I went into the
hospital to have knee surgery he presented me with the walking stick. I am most
appreciative; it is a beautiful piece of art. He has blessed a number of people. As we
found out when you weren’t here, you blessed the Grandmaster with two. I was
misinformed and he had to correct me as to the number of sticks he had.

Michael Gilliard: Most Excellent Grand High Priest, Past Most Excellent Grand High
Priest, Carving those sticks is actually therapy for me. I really enjoy doing it. I get more
joy out of doing that than I can begin to tell anyone. I think I have done at this point 33
sticks in 22 years. They take about 120-130 hours a piece to carve. I’ve never charged
anybody for anyone of them. They have all been gifts. Most of them have been
Masonic related. George got one shortly after he was Grand Commander and shortly
before he was Associate Grand Guardian of Jobs Daughters, in between the two offices
(I think). It was just a stick. It didn’t have any Masonic significance at all. Then he
asked me if I’d do some for somebody that was Past Grand Master. I was glad to do
that. I had to give him a second one. Normally I’d rather have two for myself. So,
George is special in that regard. Special. It really is therapy for me. I really enjoy doing
it. I’ve got a couple I’m working on right now. I’m not going to tell you who for. I hope
they will be as appreciated as I know some people have been. Thank you.

Finance Committee Chairman Kris Phillips, PGHP, recommended that the General
Budget support the Life Membership fund for one year and forgive payment of Per
Capita out of that fund for the coming year.

Report of the Ritual Committee

Report of the Ritual Committee
To the M.E. Grand High Priest, members of Grand Chapter, Companions all:
Producing a clear, understandable ritual that can be sufficiently conferred upon candidates by all
Indiana Royal Arch Chapters, all while maintaining the integrity and lessons of the degrees, may
seem a Sisyphean task. That the best interest of Royal Arch Masonry in Indiana may be served,
your Ritual Committee has taken its time to make such revisions to our Degrees as necessary.
As ofthis day, a current version of the Revised Ritual is available and in the hands of the Grand
Secretary. However, no consensus has been reached regarding the publication, format, printing
and distribution of said ritual.
Your Committee, therefore, recommends the following:
1. The submitted Revised Ritual should be adopted as the Official Ritual of the Grand
Chapter Royal Arch Masons of Indiana for use by subordinate Chapters and should be
distributed by this body in electronic format as soon as possible.
2. This Ritual shall be used by the subordinate Chapters of this Grand Body for the

conferral of degrees, all Instructionals and Inspections from this point, forward.
3. The Ritual Committee, together with the Grand Secretary, shall be responsible for
receiving and selecting such bids for printing and binding as are in this Body's best
interest.
Your Ritual Committee would like to express its thanks to the Companions for their continued
support, patience and understanding during the long process of the revisions to our ritual.

Chapter Instructionals
To the ME Grand High Priest, members of Grand Chapter, Companions all:
Your Committee respectfully reports that during the 2012-2013 Capitular year, instructionals
were scheduled for each of our 15 districts to be held from May through October, 2012. Several
consolidated instructionals were held, but representatives from each chapter were present over
the course of the cycle. These instructionals continued the pattern of the break-out sessions held
during the 2012 Grand Session.
Following this path, the Companions of the subordinate Chapters were afforded the opportunity
to discuss such important issues as Communication through Grand Chapter, Communication
Across the Generation Gap, and Maximizing Technology. Further, each companion present
could call attention to those issues most directly affecting their chapters, as well as providing
feed-back to the Grand Officers as to the various programs and direction of our Grand Chapter.
Further, a portion of the Instructional was set aside for the discussion of our ritual as well as a
general question and answer session.

Education Committee Report
To the most Excellent Grand High Priest , Grand Officers and Companions all:
The committee first wants to thank the efforts of the Grand Lecturer, Matt Lowe, on his
work this year. Also the Grand Officers who spent time working to improve the workings
of the local Chapter. The committee looks forward to many of the projects that are in the
works.
The Committee also wants to thank the Royal Arch Deputies, who are the front lines of
communication for the Grand Chapter, Royal Arch Masons of Indiana; their work is
never given enough credit.

Report of the Foreign Relations Committee

To the Most Excellent Grand High Priest, Officers and Delegates to the Grand
Convocation. I submit the report of the Foreign Relations Committee.

We of the Grand Chapter of Indiana continue to try to enhance the Grand
Representative Program by continuing to appoint Grand Representatives to our sister
jurisdictions. Many time long lasting friendships are produced in this program as the
representatives of the jurisdictions communicate with one another on various programs
and events going on in their jurisdictions.

I am sorry to say several of our sister jurisdictions have dropped the program for the
lack of interested Companions willing to accept the responsibilities.

On another note I will report that the General Grand Chapter Royal Arch Masons,
International; continues to promote Royal Arch Masonry through out the world and has
just recently created a Grand Chapter in the country of Gabon in Africa. We have just
recently issued dispensations for Charters in Mauritius and Madagascar. Inquiries have
also been received from the Grand Lodge of Serbia.

Permanent Investments Committee

Most Excellent Grand High Priest, Most Worship Grand Master, Distinguished Guests,
Grand Officers, Companions all:
This is permanent investments. Permanent investments are stable and growing under
our excellent management program. The committee would recommend that the fund
continue under this same course for the management as over the past year has
recouped $8224.06 we lost in 2011. Additional information on permanent investment
fund can be found in the report of the Grand Treasurer on page 15 of the advanced
proceedings. You will note that we had a gain or increase of $23193.43 from January 1,
2012-December 31, 2012. Respectfully submitted for the committee; I move the
adoption of this report.

2012-2013 Life Membership Committee Report
168th Annual Convocation
The Committee on Life Membership reports that no business came before the Committee and
that two (2) Life Memberships were purchased this past year.
As many are aware, the world wide situation with financial investments is and has been in great
turmoil over the past 4 or 5 years. Yes, we have sustained losses and have made careful
corrections to reduce such exposure and to reinvest in areas of more promising gain over the long
term. Concern for the future solvency of the fund is very great as the current balances suggest
adequate funding to last only 6-9 years.
Therefore the Committee begs leave to propose that the Grand Chapter of Royal Arch Masons of
Indiana forgive reimbursement from the Life Membership Fund to the General Fund for the 2013
year.
The current fund balances require a gain of 7 or 8 % per year and that growth could support
required Life Membership obligations but the past few years have been inadequate. The next
year will allow the Committee to determine various options to seek resolution.

Report of the Committee for Charters and Dispensations
2011/2012

To the Most Excellent Grand High Priest, Grand Officers and companions all:
The committee on Charters and Dispensations wish to enter this report.
The committee has continued to monitor Lincoln Chapter #53 and Brownsburg UD on
their respective efforts to move to a full Chapter status. The committee can only hope
the companions of these Chapters fulfill the requirements in a timely manner.
The committee recognizes the need for the continuance of 1845UD as a special
purpose Chapter and approves the granting of said disposition by the Grand High Priest
to satisfy this need.
As opening a chapter is always good news there has been some bad news. Rensselaer
#150 decided they could no longer continue and consolidated with Lafayette. The
committee can only hope that the companions of these closing chapters will work to
make their new homes stronger in the coming years.

Membership report
I refer the companions to the recapitulation report on pages 18 and 19 of the preliminary
proceedings. Last year we were 14 short of actually breaking even on our membership
in the plus and minus column. This year we did not do so well. After all has been
totaled up, it appears that we are 194 more suspensions, demits, deaths and other
reasons that people left our chapters compared to the number of exaltations and
affiliations that we have. I would point out one thing to you. If you would look at the
bottom lines, the sub totals, particularly for suspensions, demits and deaths. 175
suspended. 140 demitted. 126 deaths. That’s 305 suspensions and demits to 126
deaths. That’s 2 ½ times. I would submit to you as part of this ongoing membership
growth and trying to sustain membership that we spend more effort on retention of
existing companions. Next we will have, it will be announced after this evening, we will
have new membership chairmen. I believe that will make a big difference. I think it’s
always good that every 2 or 3 or 4 years we change up, change of scenery, get some
people doing different things. I think the choice we have in mind will be very very good
for our Grand Chapter. Most Excellent I move the acceptance of this report.

INDIANA GRAND CHAPTER, ROYAL ARCH MASONS

TO: The Grand High Priest and Companions of the Indiana Grand Chapter of Royal
Arch Masons.

The Committee for the Re-Codification, after diligent research and effort, submits this
2013 version of the Indiana Grand Chapter Constitution and General Regulations for
use by and regulation of the Grand Chapter and its constituent Chapters of Royal Arch
Masons in Indiana; to be effective on May 1st, 2013.

The 2013 version of the Constitution and General Regulations contains the original
statutes adopted by
the Indiana Grand Chapter of Royal Arch Masons and all the amendments and
revisions we could find, at this date. In addition, the document was re-formatted with
consistent type fonts and sizes, grammar and spelling.

In no case, was the spirit or intent of any constitutional statute or general regulation
altered or changed. In other words, we did not “sneak” anything into the document that
should not be there. Any changes made to the document are cosmetic only.

All constituent Chapters in the State of Indiana will receive one (1) printed version and
one (1) electronic version of this Constitution and General Regulations, along with any
amendments approved at this Grand Session; immediately after May 1st, 2013.

I move the approval of this Report and with it, the adoption of the 2013 version of the
Constitution and General Regulations of the Indiana Grand Chapter.

REPORT OF THE GRAND SCRIBE

Companions as some of you were aware of; I found my self incapacitated most
of the first quarter of this past year. In late January of 2012 I suffered a detached retina
in the left eye. This was the first year in many years I did not attend the Tri State York
rite festival here in Indiana, Ohio, and Michigan. I was blessed to have had foremost my
wife Shari caring for me and my family supporting me through this ordeal. I am
convinced that my Brethren and Companions and Sir Knights around the state praying
for my recovery, ensured the success of this procedure. Through all of your efforts I was
able to regain near normal sight it that eye. Apparently I also had a very competent
retinal surgeon attending me that day. For everyone’s efforts on my behalf, I thank all of
you from the bottom of my heart!

I have visited the following chapters on at least three separate occasions in the
2012 Capitular year; Angola#58, Huntington#27, Fort Wayne#19 and William
Hacker#63. I have attended functions at the following chapters on at least one occasion
during the year Westside #138, Middletown #143, King Solomon #4, Noblesville #120,
Greencastle #22, Corydon #156, Hendricks County U.D., and Hicksville Ohio#177.

My travels took me to several instructionals across Indiana, held in the following
chapters: Westside #138, King Solomon #4, Greencastle #22, Corydon #156, and Fort
Wayne #19. REGK David F. Wood and I represented MEGHP Jordan at a dedication
ceremony in Earlham cemetery in Richmond, Indiana this year. The ceremony honored
our first MEGHP William B. Smith MD at his gravesite, followed by a table chapter at
King Solomon #4 RAM domicile.

I was happy to represent this Grand Chapter at the Annual Job’s Daughters
Grand session in North Manchester, Indiana. Memorial Day festivities found me
representing MEGHP Jordan, at an annual celebration at Garrett American Legion 178
(Garrett IN) honoring our U.S. Veterans. I was privileged to represent MEGHP Jordan in
presenting several Lewis Awards to lodge members in Indiana.

I was present at a Courthouse rededication in Winchester, Indiana with M.W.
George Ingles and his Grand Lodge officers. I have also attended functions of Thespian

Council # 464 and Edward C. Etchyson #326 Allied Masonic Degrees. I was present at
meetings of Terre Haute Preceptory #6 and Angola Preceptory #2 Yeomen of York. I
was present at meetings and conferral of Indiana Priory #8 KYCH and Indiana #55
YRSCNA, where I participated in conferral of these orders.

I also attended the Founder’s Day of Grand Lodge in Indianapolis at the AASR
cathedral In January 2012. I was present at the annual sessions of the Indiana Grand
Chapter Royal Arch Masons, Grand Council & Grand Commandery, in April 2012. I was
in attendance at the annual communication for Indiana Grand Lodge in May. I was also
present at the East Central York Rite Department Conference in Merrillville, Indiana

I attended the Masonic services of WB Reverend George P. Weister in Attica
Indiana. George served as Grand Chaplin of the Grand Lodge, Grand Chapter RAM,
and numerous other Masonic bodies over many years. He was a swell fellow and it was
my honor to have made his acquaintance over the years. He left this world with the
workmanship of his Masonic character and passed into the hands of a loving Father,
whose goodness and mercy know no bounds!

My out of state travels included the states of Ohio and Kentucky. I attended the
Demolay International Conclave In Louisville, Kentucky. I attended several chapter
meetings at Hicksville Chapter #177 RAM, in the neighboring state of Ohio.

Throughout my travels across the state I was privileged to view some excellent
degree work. I was a participant in some degree work in various chapters around the
state. There are a lot of hard workers out there in the quarries keeping these chapters
ready and able to do impressive work. Some chapters are struggling to keep open. Yet
others have taken many new members in during this past year, and have new blood for
the degree teams. We can only hope this upswing in membership can turn the tide of
declining membership seen over the past several years.

Report of the Grand Captain of the Host

To the Most Excellent Grand High Priest, Officers and Members of the Grand Chapter,
It has been my pleasure and privilege to have served this year with this line of Officers
and I believe the year proved to be a productive and enlightening time. The
instructionals during the year provided information and direction from the members to
map the direction of the Grand Chapter for years to come. Information gathered has
provided the basis for organizing the components to offer insight to the subordinate
chapters and the tools to make their chapter work more effectively.

I am pleased to report that the Lewis Jewel Program continues to be in great demand
and is a prominent tool to allow Royal Arch Masonry to be directly involved with the
symbolic blue lodges.
This program would not be the success that it has become without the dedication of a
dedicated group of Grand Chapter Officers and Royal Arch Deputies. They volunteer
their time, talent and willingness to travel long distances to make these presentations so
that the father and son relationship is presented as an essential part of masonry. I
would like to thank all the presenters for accepting the responsibility to represent Royal
Arch Masonry in a positive view.
During this year I have enjoyed visiting many chapters and seeing the dedication of men
who take great pride in doing quality ritual work and working to keep Royal Arch
Masonry active and relevant in today’s society.
It has been my distinct pleasure to serve this year with a team of officers and members
of the York Rite who endeavor to meet and exceed what is asked of them in order to
make our organization one which brings out the best in a man and makes us all better
masons.

Report of the Grand Principal Sojourner

To: The Most Excellent Grand High Priest, Grand Officers and Companions of the Grand
Chapter of Royal Arch Masons of Indiana;
I would like to start by thanking the MEGHP Jeffery Jordan and Companions of this Grand
Chapter for continuing to show their confidence in me during this Capitular year.
During this year I was able to attend 6 of 8 Instructionals. I attended the Grand Session for the
Grand Chapter of Kentucky. I was able to attend several other events such as; the annual 3-way
York Rite Charity Banquet at Greencastle, the Grand Council’s Ish Sodi Table Council and a
Grand Lodge Cornerstone re-dedication of the Randolph County Courthouse at Winchester, IN.
I have attended and participated in numerous Blue Lodge and York Rite Degrees and Orders.
I would like to thank the MEGHP Jeffery Jordan and our MWGM George Ingles for allowing me
to set up an Informational table this year at Founders’ Day. This table was set up as a result of
having a conversation, on separate occasions, with two Master Masons where by neither was
familiar with the Royal Arch of Freemasonry. One having been a Mason for close to a year and
the other a 15 year Mason. It seemed that they both were aware of the York Rite and Knights
Templar; however neither were familiar with Royal Arch or Cryptic Masonry. I felt this sparked
a need to promote the importance of Royal Arch Masonry. I also feel that our three York Rite
Bodies can be compared to the Doric, Ionic and Corinthian orders of architecture, whereby they
each show invention and particular character, and essentially differ from each other. In closing I
would like to thank the Grand Officers and Companions who were present to help, aid and assist.
Finally, I had been appointed as a Special Deputy to Lincoln Chapter No. 53 RAM. The Officers
and Companions of Lincoln Chapter No. 53, having not performed requirements of exemplifying

the Degrees of Mark Master, Most Excellent Master and the Royal Arch. Were given a final
opportunity of providing a plan to complete the Degrees, schedule York Rite presentations with
area Blue Lodges, and supply a complete list of Officers for 2013 by the Stated Meeting of
December 3, 2012. Thus being unable to comply and as a representative and Special Deputy of
the MEGHP, I left on the evening of December 3, 2012 with the Charter of Lincoln Chapter No.
53 RAM.

ROYAL ARCH DEPUTY ANNUAL REPORT
AREA A

To: The Most Excellent Grand High Priest, Officers and Members of the Grand
Chapter of Royal Arch Masons, State of Indiana.

From: Robert L. Kumpfer, RAD Area A

Excellent Grand Secretary,

First and foremost, I want to humbly thank Most Excellent Grand High Priest Jeff Jordan
for the opportunity to serve the Grand Chapter this year. It has been a valuable learning
experience and a great honor personally to serve under your direction. I would also like
to thank Grand Master of the 3rd Veil Steven Arlington for recommending my
appointment.

In 2012, Area A experienced unprecedented growth, particularly in Hammond and
Valparaiso where degree work was performed on a steady and consistent basis. I feel
very lucky to serve as the Deputy in Northwest Indiana due to the extraordinary amount
of teamwork that exists.

The Companions of Hammond, EH Gary, Valparaiso, Michigan City and LaPorte
communicate frequently and regularly travel to assist each other in Conferring of
Degrees, which are performed from memory and with heartfelt meaning and a true
desire to impress the candidates with the goal of educating them and getting them
active. Area A is strong and I am proud to represent them.

On a side note, High Priest John Bridegroom and Royal Arch Deputy Matthew Backus
of Hammond instituted a wonderful educational program that dedicated an entire

recommend the Grand Chapter review their program for possible use Statewide. I feel
that this focus on education for new Companions is a key to member retention and it
encourages active participation from new members with respect to taking parts and
learning the ritual by cementing the lessons taught in our allegory.

It is with deep appreciation to our Most Excellent Grand High Priest, Companion Jeff
Jordan with the Officers and Companions of the Grand Chapter R.A.M. State of Indiana
for allowing me to serve this past year in District “N” and then allowed to travel all over
the State of Indiana to many Chapters and Lodges working for Capitular Masonry
representing R.A.M. by presenting the Lewis Jewel Award as well as other
presentations for Grand Chapter.

District “N” consist of (3) Chapters which are Vincennes #7, Evansville #12, and Slaton
& Stephens #168 in Huntingburg, Indiana. I have visited each of these Chapters and
worked with Companions and Officers both in 2012 and 2013 as well. By
recommendations of those Lodges in those area`s we were able to put on several Lewis
Jewel Award presentations with positive results from all involved placing Royal Arch
Masonry in front of those who may have not known about the progression from the Blue
Lodge to Capitular Masonry.

From Southwest part of the State to Central and Northern Indiana I have had the honor
of attending many meetings with Grand Chapter Officers and Companions. Traveling to
East and West Indiana for Capitular Masonry working in Chapters we have seen
excellent work put on by our Companions who show they have the right stuff. It is with
sadness we attended the funeral rites for our friend and Companion who served our

Grand Chapter R.A.M. as Grand Chaplain Rev. George P. Weister who will be missed
by all.

In 2012 & 2013 I attended Founders Day at Grand Lodge of the State of Indiana and
with several other Companions from Grand Chapter did work a table set up for York
Rite information. I had the opportunity to attend the East Central Regional Meeting and
fully participate in the Educational program they administered for both years.

Working for Royal Arch Masonry in District “N” and all over the State of Indiana is what
we will continue to do as we are needed and with the strength of the Supreme Architect
of the Universe and His Son Jesus Christ by His grace.

David Franklin Wood was born at a
very young age on November 15th,
1949, at Payne, Ohio, to Harold
Franklin and Ruth Weber Wood. He
graduated from Payne High School
in 1967 and from Bluffton ( Ohio )
College in 1971; with a Bachelor of
Arts degree in History. He is a
member of the Church of Christ in
Payne and Northway Church of
Christ in South Bend, Indiana.

Dave taught social studies and
coached football and track in the
Wayne Trace public schools in
Paulding County, Ohio, for several
years and was involved in adult
education as a sales manager and
instructor for Dale Carnegie Training

for over ten years. He also has been employed by Skyline Corporation of Elkhart,
Indiana, as a Human Resources specialist and by Gurley – Leep Automotive of
Mishawaka, Indiana as its Manager of Training and Human Resources; and as
Operations Manager for Unitrans Logistics, Inc. He currently is the owner of Genesis
Management Services, which provides corporate services to small and mid-size
businesses who wish to outsource some of their responsibilities.

Active in the community, Dave was a member and served on the Board of Directors of
the South Bend Kiwanis Club; a past member and Chairman of the Board of Directors of
the St. Joe County Chapter, American Red Cross; and is a past member of the South
Bend Crime Stoppers Board of Directors.

Dave is a Charter Member of Van Wert Chapter, Order of DeMolay; served as its
second Master Councilor; then as its Chapter Dad and 4th District Governor, Ohio
DeMolay. He is a Chevalier and an Active member of the Legion of Honor of the
Supreme Council, Order of DeMolay.

Dave is proud to be an active Freemason for 42 years, and was Raised on January 12th,
1971 in Flatrock Lodge No. 580, F and A M, in Payne Ohio. He is a member and Past
Master of Flatrock Lodge and a member and Past Master of Council Oak Lodge No.
745, F and A M in South Bend, Indiana. He is a member and Past High Priest of
Plymouth Chapter No. 49, Royal Arch Masons in Plymouth, Indiana, and a member Van
Wert Chapter No. 71, Royal Arch Masons, in Van Wert, Ohio;. He is a member and Past
Illustrious Master of Van Wert Council No. 73, Cryptic Masons, Van Wert, Ohio, and a
member of Elkhart Council No. 79. He is a Past Commander of Elkhart Commandery
No. 31, Knights Templar in Elkhart, Indiana, and a member of Ivanhoe Commandery
No. 54, in Van Wert, Ohio; a member of St. Hilary Council, Red Cross of Constantine,
Thespian and Robert Seppey Councils, AMD, the Royal Order of Scotland and
Sagamore Valley, Sovereign York Rite College. He belongs to the Valley of South
Bend, Ancient and Accepted Scottish Rite; served as Thrice Potent Master of the South
Bend Lodge of Perfection and was coroneted a 33° Mason in Milwaukee, Wisconsin, on
September 21st, 2004. He serves as Master of Ceremonies of the Indiana Council of
Deliberation, Ancient Accepted Scottish Rite; and is currently serving as Grand King of
the Indiana Grand Chapter of Royal Arch Masons.

CONDENSED HISTORY GRAND CHAPTER OF INDIANA

1. MADISON, MADISON

Organized July 14, 1819, under dispensation issued April 1, 1819, by Deputy General Grand High
Priest, Thomas Smith Webb; but Webb died without making official report of his action to General Grand
Chapter. The Chapter made no returns, believing it was wording under charter as an independent body.
Hence General Grand Chapter at its September, 1819, meeting having only hearsay evidence of its
existence took no action and no charter was granted; but Chapter continued to work U.D. until 1829,
when it suspended until July 19, 1842, when it resumed labor. In 1843 its irregularity was brought to their
attention Deputy General Grand High Priest Stapleton, and it ceased labor and petitioned General Grand
Chapter to heal and confirm its doings from September, 1819, to date; this was done by General Grand
Chapter September 12, 1844, and a charter was granted, upon the Chapter healing the member's by re-
obligating them. This confirmation gives the Chapter an unbroken record since July 14, 1819. Regretfully,
Madison No. 1 was consolidated with Columbus No. 10 on September 11, 2000.

BROOKVILLE, BROOKVILLE

Organized under dispensation given by Deputy General Grand High Priest Thomas Smith Webb
sometime during 1819, but Webb died before General Grand Chapter met in September, 1819, and
no official report was made of its formation; upon the hearsay evidence General Grand Chapter did
not act, and no charter was granted. General Grand Chapter gives the order of formation as Madison
first and Brookville second. Brookville met with Madison and Vincennes, at Madison, May 13, 1823,
and organized a Grand Chapter, which never functioned thereafter, and Brookville Chapter passed
out of existence, with no records left even of its brief career.

VINCENNES, VINCENNES

Organized June 16, 1820, under dispensation issued May 13, 1820, by General Grand King, John Snow.
September 15, 1826, the Committee on Doings of General Grand Officers reported That charter's have
been granted to Vincennes Chapter on May 13, 1820, and the Jennings Mark Lodge at Vevay on May 4,
1821.” This Chapter during its early years was very peripatetic, and aside from taking part in the formation
of a Grand Chapter at Madison in May, 1823, which went for naught, it suspended functions on four
different occasions, viz, from March 9, 1830, to December 29, 1834; from August 7, 1836, to May 2,
1838- from February 3, 1839, to February 28, 1842, and from November 16, 1842, to May 7, 1845. On
this last date it resolved to participate in the approaching meeting at Indianapolis for the purpose of
forming a Grand Chapter and, although five delegates were named, not one was present at the formation.
About this time the history of Vincennes Chapter was rather clouded. Whether it was working under
dispensation or charter is not clear; for on May 22, 1848, Grand Chapter provided that "a charter or
dispensation be issued in vacation by the Grand High Priest and one other Grand Officer, which although
the Chapter met on June 30, 1848, to receive it, and the Grand High Priest, at the May, 1849, Annual,
reports that a charter has been issued to Vincennes Chapter No. 7, yet future developments reveal it was
never delivered, and that the Chapter really received a Dispensation granted in 1848, signed by the
Grand High Priest, but not even attested by the Grand Secretary," as reported by Grand High Priest
William Hacker in 1858, and upon Hacker’s recommendation a charter was granted on May 21, 1858.

FIRST GRAND CHAPTER
Madison Chapter, Brookville Chapter, and Vincennes Chapter met at Madison on May 13, 1823, and
organized a Grand Chapter. From some cause, it never met afterwards, and was actually and legally
dissolved by reasons of its failure to comply with its own constitutional requirements to meet and elect
officers at the regular meeting in May, 1824. Neither was General Grand Chapter advised of its
existence, except hearsay: said body therefore on September 12, 1844, declared it to have no legal
existence or authority. This paved the way for the present Grand Chapter of December, 1845.
