QUARTERS
An old adage goes “time stands still for no man.” The message is simple -
time is always in motion and we are given 24 hours a day to either utilize it
or squander it away. Time waits for nobody but it gives us all equal
duration to follow our dreams or dissipate them. Furthermore, we can
never turn back time. Once it is gone, it is gone.
I have spent my three quarters of 2022 leading this organization to where
we envisioned it to be. Together, the men and women of DILG-Guimaras,
endeavored to effectively utilize the time given to us. We set our short and
long term goals, prepare work lists, prioritize tasks, and take care of
ourselves and colleagues. These have kept us to remain productive. Our
goals have kept us motivated. Our vision is our driving force to achieve
something more than the usual.
As the third quarter ends, I have this persistent thought that I wish I could buy more time because I want to do
many things but I have so little time to do them. I actually stopped for a second and think thoroughly what this
means. I realized that no matter what I do and no matter how much time I have, there will be tasks that I
cannot handle. I will do progress in some areas, and no progress in other areas. I have to accept this reality
and it is perfectly OK.
Looking back to the three quarters I have spent in this wonderful province with the wonderful people I work
with, I can say that I have spent my life with no regrets. I have lived my life with the glass not full but not empty,
so to speak. I know for a fact that I get to live this kind of life here in Guimaras once, hence, I ensured that I live
it as best as I can.
Moreover, I have three quarters to be grateful about. Indeed, it is easy to be thankful when life is smooth and
all is well. But the real test comes when we are forced to find reasons to be grateful even if things turn out not
the way we want them to be and there is nothing that we can do about it. It is during these times that I learned
to find a new rhythm and to fill my days with the business of living in order to make peace with my frustrations.
One thing that has helped me to be more appreciative is to focus on what brings me joy and to shrug off
negativity. I am learning to slow down, just breathe and enjoy the present moment.
As Provincial Director of DILG-Guimaras, what brings me real joy and what I am most thankful for are the
wonderful people - MLGOOs, provincial personnel, local officials and functionaries - with whom I share my time
whether in person or via the virtual world. Their smiles, greetings, conversations and generous assistance
made me feel that this world is full of kindness and people are willing to help without expecting any return.
Three quarters … so short a time to realize a vision. But my greatest consolation is that I have given it my best
and I could not have done it any better.
I am thankful because I choose to be. For the three quarters … Deo gratias!

The event opened with a ribbon cutting of the Local Governance Resource Center Expo for the
Visayas Cluster. Regions 6, 7 and 8 exhibited materials that their LGRRCs developed as well as
videos of their initiatives and best practices. They also displayed their regions’ food delicacies.
Free resource materials were also given by the Local Government Academy (LGA).
Present during the activity were USLG Marlo L. Iringan, CESO III, USEC Epimaco V. Densing III
and LGA Executive Director Thelma T. Vecina, CESO IV. They conducted an Open Forum which
revolved around the MLGOOs challenges and welfare. The future plans and priorities of the
Department were likewise discussed.
In his speech, Sec Aňo thanked the MLGOOs
who he said had been instrumental in the gains
of the Department. He talked about his
experience as Secretary of the DILG where he
learned to appreciate the work of the Field
Officers especially during challenging times
particularly during the Marawi Siege, the
Boracay and Manila Bay Clean Up and the
COVID 19 Pandemic. The latter has also been a
source of fear and anxiety for everyone
especially since a total of 182 DILG organic
personnel died as a result of COVID 19. A
moment of silence was offered in tribute to the
fallen colleagues.
In the end, a toast was held in honor of SILG
Aňo. And all Field Officers were able to bump
fists with him during the photo opportunity.

DILG Guimaras proudly unveils the Best Implementers of
DILG Program Awards also known as "BIDA" to recognize
the exemplary performance of DILG Field Officers.
This award is given to MLGOOs of DILG-Guimaras who are
able to consistently exhibit exemplary performance in
achieving their deliverables and beyond.
When it started, BIDA was divided into three
(3) categories: Capacity Development,
Monitoring and Evaluation, and Project
Development. Awardees for each category are
determined by each major section in DILG-
Guimaras Provincial Office where rating is

SEC. BENJAMIN C. ABALOS, JR

The Department of the Interior and Local Government (DILG) Guimaras Provincial Office welcomes
the appointment of Secretary Benjamin “Benhur” C. Abalos with high hopes that the momentum the
Philippine government has generated towards the country’s recovery from the effects of COVID-19
pandemic will be carried over to the new administration.
The new secretary expressed his desire for a smooth turnover. In a recent press conference
Secretary Abalos thanked former DILG Secretary Eduardo M. Año for his excellent stewardship in
handling the health crisis faced by the country as we move forward with revival and recovery.
His political career dates to 1995 when Abalos first served
as Councilor for the 1st district of Mandaluyong until 1998.
He was then elected mayor from 1998-2004 and his
brand of governance was credited for transforming
Mandaluyong into the “Tiger City of the Philippines”. As
congressman from 2004-2007, he was well-known for
sponsoring the biggest budget of the Philippine Sports
Commission and being the principal author of Republic
Act No. 9397, otherwise known as the Amended Urban
Development Housing Act of 1992.
Secretary Abalos is the former Metropolitan Manila
Development Authority (MMDA) Chair during the Duterte
Administration. Now as appointed DILG Secretary, he is
committed to sustaining the gains attained the ongoing
campaign against illegal drugs, criminality, corruption and
communist terrorism that the department has focused on
the past six years.
He mentioned on his first day as head of the agency that
the DILG workforce has his full confidence having
interacted with them in previous endeavors especially
during the onset of the COVID-19 pandemic and he adds :

GOV. JOAQUIN CARLOS RAHMAN NAVA

A medical doctor by profession, Governor Joaquin Carlos Rahman Nava or “JC” as he is
commonly known in the province, started his career in public service as a Political Affairs
Officer in the office of Congressman Catalino S. Nava in 1995. Because of his unwavering
dedication, Gov. JC would then be elected as Governor of the Province of Guimaras for three
consecutive terms from 1998 to 2007. After nine (9) years of honest, steadfast and
accountable governance, Gov. JC Rhaman Nava would then take on the challenge as the
Representative of the Lone District of Guimaras from 2007 to 2016.
Having spent the good 18 years as a public figure, Governor JC would then transition to
the life of a private citizen. With the wealth of his experience in politics, he worked behind
the scenes as a consultant and political affairs officer for the Lone District of Guimaras.
His expertise as a physician is also instrumental during the height of the COVID-19
pandemic as he assisted in coming up with guidelines and protocols against the spread
of virus successfully making the Guimaras one of the places in the country with
the fewest recorded cases.
Fifteen (15) years after he first took office as governor, Gov. JC is once again the
Governor of the island Province of Guimaras. He is married to Congresswoman
Ma. Lucille Ledesma-Nava and blessed with two (2) children. Indeed, coming back
to serve in the local political scene is surreal for this man, as he would put it-

HON. SAMUEL T. GUMARIN

There’s an old saying that all politics is local, and few know that better than Mayor Samuel
Gumarin. He served the government for almost 30 years. Graduating with a degree in
Public Health, he first came into public service as the Municipal Health Office of Buenavista
in 1993 before becoming the Provincial Health Officer.
Because of his admirable charisma, he was elected as Municipal Mayor in 2004 and
eventually became Governor of the Province of Guimaras in 2013 and served into office for
three (3) terms.
Serving the Province of Guimaras was one of the highlights of his career but going back and
serving his first love- the Municipality of Buenvista was always an easy decision. Mayor
Samuel is now the current Mayor of Buenavista and we cannot ask for anything more.
As mayor, he is dedicated to supervising all programs, projects,
services, and activities of the municipal government, enforcing all
laws and ordinances related to governance of the municipality and
the exercise of its corporate powers, maximizing resource and
revenue generation, and ensuring the delivery of basic services and
the provision of adequate facilities.
Mayorship is a serious job, it’s a real job. Serving the people
and dealing with them and solving their problems can become
a challenge but, in the end, when you see that the people you
serve are happy, it is rewarding.

HON. CRESENTE P. CHAVEZ, JR

“Toto Engue”, as he is fondly called by the people of Jordan, started his political career when he
ran for Sangguniang Bayan Member in 1992 and continued on to his second term until 1998. After
this initial stint in public service, he went on to become the Municipal Mayor of Jordan from 2007
until his last term which ended in 2016. For a single term in the Sangguniang Panlalawigan of the
Province of Guimaras from 2016 to 2019, he continued to serve not just the people of Jordan but
those from the Municipalities of Nueva Valenca and Sibunag. Mayor “Toto Engue” returned as the
Local Chief Executive of the Municipality of Jordan when he was elected and won by a very
wide margin last May 9, 2022 during the National Local Elections and assumed office last
June 30, 2022..
His heart has always been in the service of the people and being the current Municipal
Mayor, he has immediately acted upon the various issues, concerns and problems of the
Municipality of Jordan.
"As a comebacking Municipal Mayor, I am well aware of my role to lead the local
government for transparent, accountable, participative, equal, efficient, and
effective implementation of projects, programs and activities that are
geared toward the development of the municipality.
Also, I am reacquainting my familiarity with the pertinent section of
RA 7160, particularly on those that affect the municipality”.
The goal of this administration in this first (1st) term of office is
to improve its current income level classification; from being a
third (3rd) class municipality to a second (2nd) class LGU.
Mayor Engue will continue to serve his constituents in his
utmost capacity as a true resident of Jordan.

HON. PAUL VINCENT DE LA CRUZ

Having been elected at the age of 37, Mayor Paul Vincent G. De La Cruz is presently the
youngest Local Chief Executive in the Province Guimaras. He graduated his Bachelor of
Laws at the University of San Agustin - Iloilo in 2010. A youth leader and a lawyer by
profession, he entered the political arena and was elected as Sangguniang Bayan Member
for two consecutive terms (2013 – 2019). He served as Municipal Vice Mayor from 2019-
2022 and won the mayoral race in the recently concluded May 9, 2022 elections.
Atty. Paul as he is fondly called, firmly believes that public office is a public trust that
needs to be brought to greater heights. He anchored his 6-point agenda on the UPWARD
kind of public service that focuses on:
Upscaling of government service delivery
Participative governance for inclusive growth
Web and digital platform optimization
Agri-Fishery Development, Protection and Conservation
Revitalization of the local economy
Development and operationalization of public utilities
Being the son of a former Sangguniang Panlalawigan
Member, Mayor Paul understands that there is no
higher calling in terms of a career than public service,
which is a chance to make a difference in people's
lives.
As of now, his main focus is giving attention to the
concerns of his constituents. Whenever there is time,
he enjoys having fun with family members and friends
and of course, strolling as his hobby.

HON. NINFA GADNANAN GAJO

Hon. Ninfa Gadnanan Gajo was first elected as the Mayor of the Municipality of San
Lorenzo, Guimaras last May 9, 2016. With no political experience prior to her mayoral
candidacy, she was confidently endorsed by the party to take the lead in this municipality
believing much in her capacity to unite their group.
She is a midwife by profession, however, she dedicated her younger years in taking good
care of their two (2) sons while she was serving as private secretary to her husband Jimmy
Octaviano Gajo, the former three (3) termer Mayor of San Lorenzo and supporting his
outstanding political career before she took over the post. Truly, in every man’s success
there’s a woman behind. It is no wonder that she is considered as an excellent wife and
mother. Likewise, as she was always saying, her husband is the wind beneath her wings.
Mayor Ninfa is known for her motherly style of management. She has a pure
and sincere heart. She is very economical and transparent in terms of finances.
Also, she always wants to get the best value of the money the government is
spending for the services to its constituents. Though she is very direct and
tough sometimes, but her intentions are always pure and honest with her
desire for changes or improvements within the municipality. Visitors who came
for courtesy to the mayor would always say that she is very approachable and
accommodating. She is also very active in community affairs
especially in church.
A HANDS-ON MAYOR as she was
mostly labelled by her co-politicians and this was
first witnessed when San Lorenzo had won several
cultural competitions (local, regional and national
level) under her hands-on management.
A leader with a vision, strong political will and a pro-
development local chief executive with a sense of
urgency and unbiased decisions, which apparently
lead towards Good Governance.

HON. ANNABELLE SAMANIEGO

Honorable Annabelle Vilches Samaniego, publicly known as Pempe, was born August 14,
1972. She is currently serving her 2nd term as the Mayor of the municipality of Sibunag and
is elected as the President of the League of Municipalities of the Philippines -Guimaras
Chapter.
Mayor Samaniego entered politics in 2016 as a Sangguniang Bayan Member and was
elected for her 1st term as Municipal Mayor last 2019 to 2022.
Mayor Annabelle's development agenda are focused on:
Maximize agriculture and fishery resources for a competetive
economy
Sibunag as the Sports Capital of the Province of Guimaras
Development of health, education, security and gender equity
Provision of adequate, stable and stable infrastructures to the
social and economic sectors

DILG Guimaras conducted a training-workshop entitled
"Your Story, Our Story, Leveraging the Power of
Storytelling"on March 30-31, 2022 at Zankamp Chalet,
Jordan, Guimaras
The seminar workshop focuses on the fundamentals of
news writing for print and social media. Participants were
from the Provincial Government of Guimaras, Municipal
LGU documenters and writers from Guimaras State
College. LGOO II Mark Joenel Castillo provided his
expertise as the resource speaker.
Participants of the activity were given an orientation on
the basics of story writing and demonstrated writing well-
organized articles.
The said activity is in line with the Documentation of Best
Practices and Social Impact of the FY 2020 under Local
Government Support Fund.

(SUSTAINABILITY OF DRUG CLEARED BARANGAY)

The Philippine Drug War is the anti-drug policy and actions of the
Philippine government under Former President Rodrigo Duterte,
who assumed office on June 30, 2016.
In line with this, MLGOO started to focus on the Advocacy of
Barangay Anti-Drug Abuse Council (BADAC) Functionality in order to
facilitate all the requirements of all barangays for the declaration as
DRUG CLEARED BARANGAYS by the Regional Oversight Committee.
With this, ALL BARANGAYS were declared as DRUG CLEARED
BARANGAY last 2017, FIRST VALIDATION IN REGION VI. But the said
status should be sustained by the barangay.
The MLGOO continued to support the Barangay Officials and
Barangay Anti-Drug Abuse Council thru advocacy and monitoring
the functionality of said council. During the said activity,
constituents, volunteers, and persons who used drugs (undergone
CBDRP-Graduated) were involved.
Through this initiative, persons Who Used Drugs are now
aware of the consequences of the result if they will
continue to use the illegal drug, youth and other
constituents are vigilant and people are taken away from
the lure of illegal drugs. A BALAY SILANGAN was also
established in coordination with other agencies and local
government units.
The next step for the LGU is to FACILITATE the
requirement in order to enhance initiatives towards
attaining a DRUG CLEARED MUNICIPALITY.

The Province of Guimaras is once again awarded with the Seal of Good Financial Housekeeping
(GFH) by the Department of the Interior and Local Government (DILG). The Municipalities of
Buenavista, Jordan, Nueva Valencia, San Lorenzo and Sibunag likewise achieved the same feat.
The results were released by the DILG last May 27, 2022.
Good Financial Housekeeping recognizes the practice of the local government Units (LGUs) of
financial transparency and accountability and instituted public reporting of the budget and
expenditure of local governments.

The DILG-Guimaras launched knowledge management services and facilities in order to enhance
access to information for its clients. Composed of the Microsite, Vlogs and Library Cart, these
interlinked tools provide both the public and DILG Officers access to DILG learning materials from
across the Philippines, with some being produced locally at Guimaras.
This started on 2021 when government employees started adopting a hybrid form of working
environment where going to the office was limited to only a few days a week. As a result,
coordination and knowledge exchange was often done online, specifically with the use of social
media and online cloud services. Although this was already being done before the pandemic, working
from home accelerated the use of online tools. Even trainings were being conducted through the

The Province of Guimaras ranked first in SubayBayan with a performance rating of 96% through the
released regional memorandum relative to the status of SubayBayan updating last April 25, 2022
among the six provinces and two highly urbanized cities (HUCs)

As part of its communication and advocacy initiatives, the OPDS, through its PMED and UPMO, is
developing a campaign to increase public awareness.
The SubayBayan platform (subaybayan.dilg.gov.ph) promotes project transparency, LGU
accountability, and participatory governance. This will serve as easy reference material for the LGU
partners and other stakeholders to know about and navigate the SubayBayan system.
