ON HISTORICALLY BLACK COLLEGES
AND UNIVERSITIES
MISSION
To strengthen the capacity of Historically Black Colleges and Universities (HBCUs) to pro-
vide excellence in education.
A BRIEF HISTORY
In 1980, President Jimmy Carter signed Executive Order 12232, which established a
“federal program” to overcome the effects of discriminatory treatment and to strengthen
and expand the capacity of historically black colleges and universities to provide educa-
tion.
In 1981, President Ronald Reagan, under Executive Order 12320, established the White
House Initiative on Historically Black Colleges and Universities, which expanded the pre-
vious program and set into motion a government-wide effort to strengthen our nation’s
HBCUs.
In 1989, President George Bush signed Executive Order 12677. This Executive Order es-
tablished a Presidential Advisory Board on Historically Black Colleges and Universities to
advise the President and Secretary of Education on methods, programs, and strategies to
strengthen these valued institutions.
In 1993, President William Jefferson Clinton signed Executive Order 12876. This Executive
Order required that a senior level executive in each agency have oversight in implement-
ing the Order, and that the Office of Management and Budget be involved in monitoring
implementation of the Order.
On February 12, 2002, President George W. Bush signed Executive Order 13526. This Ex-
ecutive Order transferred the White House Initiative on Historically Black Colleges and
Universities to the Office of the Secretary within the U.S. Department of Education.
On September 8, 2006, President George W. Bush declared September 10-16, 2006 as Na-
tional HBCU Week.
On August 30, 2009, President Barack Obama declared August 30-September 5, 2009 as
National HBCU Week.
On February 26, 2010, President Barack Obama signed an executive order to strengthen
the capacity of and increase access to Federal funding for the nation’s Historically Black
Colleges and Universities.
ABOUT CLAFLIN UNIVERSITY
MISSION STATEMENT
Claflin University is a comprehensive institution of higher education affiliated with the
United Methodist Church. A historically black university founded in 1869. Claflin is com-
mitted to providing students with access to exemplary educational opportunities in its un-
dergraduate, graduate and continuing education programs. Claflin seeks to foster a rich
community comprised of students, faculty, staff and administrators who work to nurture
and develop the skills and character needed for engaged citizenship and visionary and
effective leadership.
In its undergraduate programs, Claflin provides students with the essential foundation of
a liberal arts education. Emphasizing critical and analytic thinking, independent research,
and oral and written communication skills, the University invites students to use disci-
plined study to explore and confront the substantive challenges facing the global society.
Claflin’s graduate programs provide opportunities for advanced students to increase their
specialization in particular fields of study oriented toward professional enhancement and
academic growth. Its continuing education programs provide students with expanded av-
enues for professional development and personal fulfillment.
VISION STATEMENT
Claflin University will be recognized as one of the premier undergraduate teaching and
research universities in the world that prepares effective and visionary leaders with global
perspectives.
GUIDING PRINCIPLES
At the center of everything the University does is a system of values informing and guid-
ing all policies and programs. These values, expressed through Claflin’s decisions and ac-
tions, are defined by five overarching guiding principles:
Commitment to Excellence through doing things better and differently.
Commitment to Valuing People by providing a safe, wholesome and healthy environ-
ment for our people to live, learn and work.
Commitment to Being Customer Focused ensuring that everyone knows who the cus-
tomer is, and takes steps to show it.
Commitment to Exemplary Educational Programs by educating our students in a way
to help them have a full, quality life and function as productive citizens.
Commitment to Financial Accountability by putting in place sound and effective fis-
cal policies which are consistent with the mission and goals of the university.
CLAFLIN UNIVERSITY LEADERSHIP
THE PRESIDENT
Dr. Henry N. Tisdale, a 1965 magna cum laude
graduate of Claflin University, returned in 1994 as
the institution’s eighth president. The visionary
leader has overseen the growth of the University
and strategically placed Claflin among the premier
liberal arts institutions in America.
Claflin University was recognized as the best-
ranked liberal arts college in South Carolina and
the top HBCU in the nation by Washington Monthly
in its 2014 “Best Liberal Arts Colleges” edition.
Claflin has also been ranked a top national liberal
arts college in U.S. News and World Report’s 2015
“America’s Best Colleges,” a position that the Uni-
versity has maintained for the past 16 years. The
University is ranked 9th nationally among histori-
cally black colleges and universities.
For the seventh year, Forbes.com has ranked Claflin University one of the top colleges
in the United States. Additionally, Claflin was ranked #1 in alumni giving among
HBCUs by U.S. News and World Report, and in 2013, the University was named to the
President’s Higher Education Community Service Honor Roll for the seventh consecutive
year.
