The Toolkit provides guidance, instruction and ideas to support you in your essential
role as a PTA officer or chairman. You will discover valuable information to assist
your PTA/PTSA with the important work that you do on behalf of children and fami-
lies. Many of your questions and concerns can be answered here in just one place.
Please take advantage of this great resource as you continue to plan, implement
and evaluate the work of your local PTA. Also, please be sure to discard any older
printed copies of the Toolkit you may have, as the information provided here is the
most up-to-date.
As a resource to rely on throughout the year, our OnlineToolkit is also accessible at
any time at capta.org in English and Spanish.
In addition to the printed and Online Toolkit, remember you always have access to
guidance and support from your PTA council, district or state PTA. Please don’t hes-
itate to contact them.
The California State PTA Toolkit reflects the hard work and effort of your State PTA
Board of Managers. It is based on more than 100 years of best practices by PTAs
around our state. To help make sure this and all PTA materials continue to be as
useful and pertinent to you as possible, your input regarding your PTA needs is
essential.

The California State PTA is the oldest and largest statewide volunteer organization working on children,
youth, and family issues. Unit, council, and district PTAs serve more than one million members. Each
level of PTA plays a vital role in efforts to implement the Purposes of the PTA.
Within this section, you will find information on the structure, organization, basic policies, and accepted
procedures pertaining to all divisions of the California State PTA, a branch of the National PTA.

Selecting Coalition Representatives
There are several considerations when selecting PTA

• Handle questions and deal with antagonistic
audiences;
• Refrain from arguing with adversaries, realizing that
stimulating discussion is always in order; and
• Share personal expertise and appreciate the talents
of others in the group.
Tips for Success
Plan for meetings and discussions.
Be sure everyone understands what PTA represents and
the purpose for the proposed coalition.
Encourage each organization to share its goals and
philosophy, its operational style, and its potential
capabilities for assuming a fair share of the workload.
Jointly prepare an “action plan” with time lines and a
date for completion of each phase of the plan (see
Action Plans, Programs Chapter and Forms Chapter).
Coalition Leaders Should
Keep a low profile and recognize the needs and the
resources of the participants;
Analyze and appreciate the different personality types
and leadership styles involved;
Help discourage divisive competition, and instead,
encourage creative competition and collaboration
between sub-groups or sub-task forces;
Sustain the spirit of the members by somehow keeping
the interest high during periods when “nothing much is
happening”; and
Help the group determine the organizational style that
feels most comfortable and that is best suited to
achieving the purpose set forth.

These finance tools help financial officers of unit, council, and district PTAs gain a better understanding of
their responsibilities, keep and maintain accurate records, and exercise proper control of all PTA monies.
Sound financial procedure must be a prime concern of the treasurer as well as all officers and chairmen.
Although fund-raising is not a Purpose of the PTA, funds must be raised to carry on the work of the
organization. Each PTA should raise only the funds necessary to conduct annual activities and projects
as outlined in the PTA’s adopted budget. Fundraisers should be planned to meet all budget expenditures,
including special projects and funds for emergencies.
Remember that providing adequate public school facilities, supplies, and programs is the responsibility of
the taxpayers, not the PTA. Public officials must remain responsible for providing each and every student
with the resources necessary for an equitable, quality education.
