Indian Industries Association (IIA) is an apex representative body of Micro, Small and Medium Enterprises (MSME) with
a strong membership base of about 9000 Micro, Small and Medium Enterprises (MSMEs) in most of the industrialized
districts of U.P, Delhi, Uttarakhand and Adjoining States. IIAs motto is to create an enabling environment for the

(UPEIDA)- AN INTRODUCTION

The Indian Defence Industry is going through a rapid change where the nation is not just focusing on expansion of Defence
market but also is looking at arena to strengthen indigenous manufacturing under ‘Make in India’ scheme, a vision of the
Hon’ble Prime Minister.

The two Defence Industrial Corridors (DICs) in Uttar Pradesh and Tamil Nadu were thus announced with the aim of
expanding defence manufacturing capability within the country and reducing foreign dependency as part of the campaign.

For Uttar Pradesh, Defence Industrial Corridor is a greenfield project. Therefore, in order to initiate growth of
manufacturing industry, the state has come out with various incentives and subsidies and all desired approvals to the
Aerospace and defence manufacturing units will be provided through single window system.

Over 1289 hectares of land at- Aligarh, Kanpur, Jhansi and Chitrakoot had already been acquired till date. Further, land
acquisition at the nodes is progressing at a good pace.

The state has declared entire 6 districts as the defence node. Hence a large number of industries including MSMEs and
startup from non-defence sector in the region would be able to take advantage of the Aerospace & Defence Policy and
integrate into the defence manufacturing ecosystem.

With Indian Navy joining with UPDIC, the industry, MSMEs & Start-ups will be able to interact directly with the ‘Buyer
and customise their solutions as per the requirements of our Indian Navy. This will facilitate in getting more enterprises
into the defence manufacturing ecosystem. The centres of excellence established by UPEIDA- IIT BHU and IIT Kanpur
will also work closely with the Indian Navy thus providing much needed synergy between the industry-academia & the
user.

India is the world’s largest military hardware importer and among top five military spenders. To meet growing
modernization needs of Indian Armed Forces, the Ministry of Defence will need to acquire equipment worth over $25,000
Crore by 2027. However, recent estimate shows that the current delivery capacity of the Defence industry sector in India
is $7,500-8,000 Crore annually. This means the ratio of indigenous to imported equipment is stagnating at 30:70. To
achieve the aspirational target of manufacturing 70 per cent of defence equipment indigenously, it is needed to incentivize
private enterprise for development of large scale R&D and manufacturing capabilities. It is therefore necessary to increase
the production level of defence manufacturing units and establish new units for defence manufacturing to cater to the
growing need of defence sector of India. We can also reverse the flow of trade: from being the largest importer of defence
items to become the largest exporter of defence goods as well.

So to provide the needed thrust to the Defence Manufacturing in India the then Hon’ble Union Finance Minister Late
Shri Arun Jaitley announced setting up of two Defence Industrial Corridors in the country through his budget speech on
February 1st 2018. Thereafter, Hon’ble Prime Minister Mr Narendra Modi during U.P. Investors Summit 2018 held in
Lucknow on 21st February 2018 announced setting up of Defence Industrial in Bundelkhand region of Uttar Pradesh.
The second Defence Corridor is being set up between Chennai and Bengaluru. As per the announcement of Defence
Production Corridor in U.P. (Bundelkhand) and Tamil Nadu (Chennai) and to support the Make in India campaign for
defence manufacturing, it was proclaimed by the Government to provide the MSMEs all the needed support and assistance
through different policies and incentives for active participation in Defence Production in India. Defence production is a
high tech and precision manufacturing activity. Stringent quality standards are also required to be maintained. MSME’s
generally are not equipped to produce such products without handholding services from Industry Associations and the
Government.

Uttar Pradesh Expressways Industrial development Authority (UPEIDA), the nodal agency for development of U.P
Defence Production Corridor decided to publish “Indian Defence Industry Sector Directory” and assigned this task to
Indian Industries Association (IIA) an apex body of MSMEs in North India with the objective to facilitate MMSE’s in
particular and Defence Industry/ other Stakeholders in General to set up Defence Production Units in U.P Defence Corridor
and operate profitably for long term sustenance.

The specific objectives of publishing the directory are:-

 To provide information on Defence Production Policies, Provisions for Ease of Doing Business and incentives
announced by Central / State Government and incentives for Startups.

 To provide information on Availability of land & infrastructure for setting up Defence production units.
 To provide information on Technology Transfer, Incubation, Indigenization, Design / R&D facilities & Testing and

Certification organizations.

 To provide information on Defence Export procedures and Imports.

2 [A] (i) Defence Production Policy-2018 (Draft) of Department of Defence Production, MOD, Govt. of

India (Extracts)

1. Vision:

To make India among the top five countries of the world in Aerospace and Defence industries, with active
participation of public and private sector, fulfilling the objective of self-reliance as well as demand of other friendly
countries.

2. Goals and Objectives:

The policy has the following goals and objectives:

2.1 Create an environment that encourages a dynamic, robust and competitive defence industry as an important

part of the ‘Make in India’ initiative.

2.2 To facilitate faster absorption of technology and create a tiered defence industrial ecosystem in the country.
2.3 To reduce current dependence on imports and to achieve self-reliance in development and manufacture of

following weapon systems/platforms latest by 2025:- Fighter Aircraft; Medium Lift and Utility
Helicopters; Warships; Land Combat Vehicles; Autonomous Weapon Systems; Missile Systems; Gun
systems; Small Arms; Ammunition and Explosives; Surveillance Systems; Electronic Warfare (EW)
Systems; Communication Systems; Night Fighting Enablers.

2.4 To achieve a turnover of Rs 1, 70,000 Crores (USD 26 Bn approx.) in defence goods and services by 2025

involving additional investment of nearly Rs70,000 Crores (USD 10 Bn approx.) creating employment for
nearly 2 to 3 Million people.

2.5 To achieve export of Rs 35,000 Crores (USD 05 Bn approx.) in defence goods and services by 2025.
2.6 To make India as a global leader in Cyberspace and AI technologies.

3. Policy:

The Policy is centered on following pillars:

3.1 Fostering a competitive, innovative and robust defence industry.
3.2 Encouraging collaborations to acquire latest technology, manufacturing processes, skill-sets and R&D.
3.3 Providing a boost to MSMEs and Start-ups.
3.4 Strengthening infrastructure, including QA/QC/testing labs, both within public and private sector.
3.5 Enabling ease of doing business.
3.6 Enhancing defence exports.

4. Ease of Doing Business in Defence Production:

4.1 To make it easier to do business with defence, particularly for innovators, small and medium-sized

enterprises and non-traditional defence suppliers, the following is proposed:

4.1.1 Necessary enabling provisions will be brought in to enable Startups and MSMEs to participate in

transparent and fair manner, without having restrictions of turnover, prior experience as they meet
technical and functional requirements.

4.1.2 The stipulation that the value-addition for IDDM should be done by one unit will be done away

with. The IDDM requirements of value-addition can be met if said value-addition is done within
India by multiple units within India.

4.2 Undertake ‘Competency Mapping’ of private defence industry including MSMEs, to establish their core

competence/ability to absorb various technologies. Towards this, a new Portal will be opened shortly on
DDP website to improve engagement with industry and to facilitate collection/updation of requisite inputs
directly from the Indian industry/suppliers.

4.3 Defence Investor Cell in Department of Defence Production will provide handholding to MSMEs and

other investor in defence production, as also to resolve issues with Central, State and other authorities.

4.4 Technology Perspective Capability Roadmap (TPCR), which lists out the platform/weapon systems

being considered for procurement in the next 10 year timeframe by our Services will also be hosted on
Department of Defence Production website to provide our private industry greater visibility into the likely
opportunities in the defence sector.

4.5 The Simplified Make-II process of DPP 2016 will be streamlined to make it easier for industry to enter in

defence production sector.

4.6 Simplified Make-II process provides for proactive suggestions from industry for consideration by services.

Services would be encouraged to consider such proposals received from industry.

4.7 Sample survey shall be carried out involving industry units in defence clusters to Identify bottlenecks in

doing business in defence. Policies will be streamlined based on these feedbacks.

5. Licensing Process:

5.1 Licensing process for defence industries will be liberalized. The list of items requiring licenses will be

reviewed and pruned.

5.2 All applications for licenses will be disposed off in 30 days. NOCs/Comments from all agencies must

necessarily be received within two weeks.

5.3 Favorable consideration will be given to the track record of companies for purpose of renewal or additional

license.

6. The practice of ex-ante capacity assessment of industrial units

Will be done away with, in general. Suitable safeguards will be ensured in the RFP through EMDs and performance
Guarantees. Only in exceptional cases, involving big value of extremely critical projects, ex-ante capacity
assessment will be undertaken.

7. Open Competition:

7.1 Open competition, besides maximizing returns on money, is the greatest driver for innovation and

productivity, and therefore will remain at the core of defence procurement.

7.2 Revenue procurement and outsourcing of services will be progressively made competitive through

increased participation of industry.

7.3 Only niche/core products will be manufactured by OFB. Several non-core items have already been de-

notified from the OFB list and Ordnance Factories are competing with industry for supply of these items.

8. FDI:

8.1 FDI regime in defence will be further liberalized.
8.2 FDI up to 74% under automatic route will be allowed in niche technology areas.

9. Offsets:

9.1 New investment linked avenues for discharge of offset obligations will be made available which will also

enable certainty and quick discharge of offsets.

9.2 The end-to-end offset process will be made digital to ensure speedy, transparent and efficient management

of offset obligations.

9.3 Offsets Ombudsman will be set up to resolve issues arising from claims of offset in a fair, speedy and

transparent manner.

10. Tax:

10.1 Tax regime will be rationalized to make domestic manufacturing attractive by ensuring there is no tax

inversion.

10.2 Taxes on import of capital goods and services, inputs and components used in defence production will be

rationalized in this regard.

11. Market Creation:

11.1 Aggregation of demand over medium to long term will be the accepted broad policy for attracting

investment in major defence production areas. Aggregation of such demand will help attract greater
investment interest and reduce prices of Identified goods and services.

11.2 Wherever applicable, life time support for large platform will be included while inviting bidders to set up

production facility.

12. Vendor Development Outsourcing:

12.1 OFB and DPSUs will focus on system integration, design and development, and will actively engage

domestic vendors in the private sector for other assembly work.

12.2 Similarly, private defence majors will also be encouraged to play the role of a System Integrator and setup

an extensive eco-system comprising development partners, specialized vendors and suppliers, particularly
from the MSME sector.

13. Infrastructure Development:

Success of the policy is dependent upon a genuine partnership with industry, which helps to build a robust defence
eco-system and creates jobs across the country. Towards this, following steps are envisaged:

13.1 Defence Industry Corridors:

Two Defence industry Corridors will be set up in collaboration with States to provide state-of-the-art
infrastructure and facilities for setting up defence production facilities.
13.1.1 These Defence Corridors will be built on existing defence production facilities and will set up new

industry clusters to create a synergistic supply chain of MSMEs and OEMs with necessary testing
and certification facilities, export facilitation centres, technology transfer facilitation etc.
13.1.2 Gov. of India will contribute 50% of assistance subject to a ceiling of Rs 3000 Crores to the SPV
set up for development of each defence Corridor. The SPV will take up projects for creating
necessary eco-system for defence production in these Corridors.
13.1.3 In each Defence Corridor, one major cluster of defence production units around an anchor unit
will be developed in one of the Nodes of the Defence Corridor.

14. Boosting OFB and Public Sector:

14.1 Government will support infusion of new technology/machineries in OFB/DPSUs to enable them take up

advanced manufacturing/development of futuristic weapons and equipment.

14.2 OFB/DPSUs will be encouraged to increase productivity and timely execution of orders by addressing

issues of high inventory handling, greater vendor outsourcing, improving skill levels, overall program
management etc.

14.3 Ordnance Factories will be professionalized to make them competitive and improve their productivity.
14.4 Disinvestment of minority stake in DPSUs will be pursued.
14.5 DPSUs/OFB will explore acquisition of technology through mergers/acquisitions globally.
14.6 Cyber security framework will be put in place for DPSUs and OFBs to prepare them for leveraging

capabilities of cyber space in their respective function.

15. Standardization And Quality Assurance:

15.1 The quality control process will be reviewed and aligned with the best global practices.

15.2 Simulation based testing will be encouraged and greater emphasis will be laid on acceptance of certification

from accredited laboratories. Towards this, DGQA will promulgate a detailed list of environmental tests,
which are supportable by certification/simulation, for reference of industry.

15.3 Third-party and self-certification will be promoted across all platforms and throughout value chain.
15.4 Pool of test beds/firing ranges/QA-QC labs will be mapped in the country and wherever required new

QA/QC and testing facilities/labs will be setup both in the Govt departments as also the private sector.

16. Export Promotion:

16.1 Defence Expo and Aero Expo will be positioned as major global events to showcase India’s capabilities in

defence manufacturing, as also to encourage exports.

16.2 Subject to strategic considerations, domestically manufactured defence products of both public sector

organization’s and private industry will be promoted through Govt to Govt agreements and Line of
Credit/Funding.

16.3 Indian Offset Partners will be encouraged to take up export of parts and accessories developed as part of

offset.

16.4 Defence Export Organization process.
16.5 DPSUs/OFBs will set up export offices in countries having such potential with the objective of promoting

exports actively.

16.6 Will be set up jointly with industry to promote export of Indian defence products abroad.
16.7 The end-to-end export clearance process in the Department of Defence Production will be made online and

time-bound.

17. Innovation and R&D:

17.1 While promoting the public sector based R&D ecosystem developed through DRDO labs, efforts will be to

create an active and healthy innovation and R&D ecosystem for Defence technologies in partnership with
the industry.

17.2 A High Level mechanism with involvement of Service organizations and HQIDS will be set up for

Identifying capability voids and defining critical technologies required for indigenous
research/manufacturing in consultation with industry and academia.

17.3 R&D capability mapping will be done to Identify defence related technologies. This mapping will cover

DRDO labs, other public sector laboratories, academic institutions and industry.

17.4 Support will be given for speedily indigenizing components/sub-assemblies from foreign OEMs, which are

used for manufacture of final products under licensed production in the country.

17.5 Services/DPSUs/OFs have worked out formal arrangements for research with top end technical institutions

in the country. This initiative will be encouraged and will be further spread to other academia/higher

learning institutions to spur R & D in select fields as well as to build indigenous capacities to undertake
substantial technology upgrades.

17.6 Centre’s of Excellence with industry participation and with Government support, will be set up in niche

areas to enable development of frontier technology areas with active involvement of academia and R&D
institutions.

17.7 Competitive funded prototyping will be pursued during the design process to address the multiple

challenges of technical feasibility, affordability, producibility and supportability.

18. Start-ups:

18.1 Start-ups will be involved in the technology development in aerospace and defence sectors.
18.2 Hackathons will be conducted on specific problem areas. Department of Defence Production and DRDO

will announce challenges for major defence R&D requirements for institutions to participate with well-
defined outcomes. An amount of Rs 1000 crores will be allocated for this purpose for period 2018-2022.

18.3 A scheme entitled Innovation for Defence Excellence (IDEX) will be formulated which will set up Defence

Innovation Hubs throughout the country to provide necessary incubation and infrastructure support to the
start-ups in defence area.

18.4 Government will come up with appropriate policy for Start-ups in strategic areas to monetize the newly

developed technologies. The policy will, inter-alia, provide Right of First Offer to Government to acquire
the technology through appropriate market based acquisition process.

18.5 An Intellectual Property Cell will be set up in Department of Defence Production for promoting creation

of Intellectual property in the sector. The Cell will, inter-alia, provide legal and technical assistance for
Identifying and registering intellectual property in aerospace and defence related sectors.

18.6 Priority will be given to registration of intellectual property involving national security and defence and

aerospace related technologies.

19. Aerospace:

19.1 DDP will consult all stakeholders and explore possibility of a setting up an autonomous National

Aeronautical Commission, in line with Nuclear or Space Commissions to bring focus onto following
important areas:

19.1.1 Leverage mutually beneficial links between military and civil aviation for expansion and, importantly,

indigenization.

19.1.2 Bring together diverse agencies for synergies in technology development, basic and fundamental research

and production.

19.1.3 Create a scenario in which the benefits of a competitive environment are felt in all areas of the economy as a

whole and the defence economy in particular.

19.2 An Aeronautical University will be set up as an autonomous institution to promote design, development

and manufacturing industry in the country on a 50:50 cost-sharing basis between Government and HAL.

19.3 Automotive component manufacturers and other similarly relevant industries will be encouraged, through

appropriate skill development and technology upgradation initiatives, to transition to aerospace component
design and manufacturing.

19.4 Financial and fiscal incentives will be provided for promoting MRO in aerospace sector.
19.5 Leveraging the design and manufacturing capabilities developed in the country for developing various

flying platforms, Government will develop civilian aircraft of 80 to 100 seats over the next 7 years.

19.6 Capacities to produce various platforms, including Light Combat Aircraft (LCA), Advance Light

Helicopter (ALH), Light Combat Helicopter (LCH), Light Utility Helicopter (LUH), and Dornier 228 will
be augmented to meet the requirement of forces as well as export.

19.7 Global majors will be encouraged to set up manufacturing capabilities of their platforms in India, oath to

cater to domestic needs and export from India.

20. Electronics And Cyber Space:

20.1 To leverage India’s strength in IT/software area and a program to incentivize development of specific

technologies relating to cyberspace will be formulated.

20.2 A Task Force involving experts from Industry, Academia, DRDO, and Government has been set up to chalk

out the strategic roadmap for Defence in the area of Artificial Intelligence and Robotics has been set up
recently.

20.3 Support will be provided to strengthen cyber security infrastructure for defence related systems in the

country.

20.4 Secure communication devices, secure microprocessors and secure mobile phone development will be

supported.

20.5 Viability of chip-level fabrication (Silicon, GaN, etc.) will be supported in collaboration with similar efforts

being taken up in Ministry of Electronics and IT.

21. Governance:

21.1 Department of Defence Production (DDP), Ministry of Defence will be the nodal department for

implementation of the Defence Production Policy 2018.

21.2 Legal framework will be put in place to ensure that technology and other sensitive information shared with

industry is safeguarded and put in place. Trusted supply chains will be encouraged in defence production
ecosystems.

21.3 All AoNs involving domestic production will be reviewed by HQIDS in a time-bound manner and their

implementation expedited. Those AoNs where further progress is not likely, will be appropriately closed
and necessary steps to issue fresh AoNs initiated.

21.4 Awards and Recognition are currently available for DPSUs and OFBs. DDP will institute similar awards

and recognition for well-performing private industry and start-ups.

21.5 As far as possible, all requirements of forces will be manufactured domestically. Where the capability to

manufacture does not exist in Indian industry, transfer of technology or enhanced FDI will be considered
to enable domestic production.

21.6 The Government e-Marketplace (GeM) will be used for those items, which are repeatedly required for

needs of the forces and for which adequate supplier base exists.

21.7 State Governments will be encouraged to come up with State specific aerospace and defence related policies

to attract investment in this sector. Some states have already taken the initiative in this regard.

21.8 Department of Defence Production will hold regular interactions with all stakeholders, including industry,

to foster a partnership model for growth of aerospace and defence sector in the country.

21.9 All stakeholders; DDP, Services, DRDO, DPSUs will conduct regular Outreach Programmes in various

parts of the country to interact with industry, especially MSMEs, to spread awareness about the potential
opportunities, as also understand the challenges being faced by them.

21.10 Services will also be encouraged to hand-hold defence industry through continuous interaction, sharing of

information and arranging visits to repair establishments/field depots for better understanding/appreciation
of the requirements.

21.11 Public Procurement Order will be made applicable for procurement of those items in Defence sector for

which tenders are global and domestic production capability exists. Institutional data collection mechanism

Amebdment)-2019 (Extracts)

This policy aims to attract private investment in the defence manufacturing sector in the state in the context of the
announcement of the establishment of Defence Industrial Corridor in Uttar Pradesh by Hon'ble Prime Minister, Shri
Narendra Modi.

1. Policy Objectives
1.1 Toestablish Uttar Pradesh as the best destination for defence and aerospace manufacturing sector.
1.2 Promotion of private industrial parks for defence and aerospace manufacturing sector.
1.3 Connecting the ancillaries in the state to reduce the market gap.
1.4 Establish and facilitate industrial clusters.
1.5 Development of an export-oriented manufacturing base in the defence sector.
1.6 Attracting anchor defence and aerospace manufacturing projects as well as public sector defence units

(DPSUs) / Ordnance Factory Board (OFB).

1.7 Encourage R&D in the defence and aerospace sector.
1.8 To develop, support and promote skill development in defence and aerospace and strategic knowledge sector

simultaneously.

1.9 To attract significant portion of Gross Investment to the State through Companies/Institutions, nominated for

new offset obligations in India.

1.10 To provide air passage facility / enrichment of road / rail traffic for defence and aerospace Manufacturing

Park / group.

1.11 Attract new Units in MSME sector common facility centre (CFCs) will be setup which will facilitate

establishment of common facilities, prototyping, training centre, testing and certification facility etc.

2. Private Defence and Aerospace Park
2.1 Uttar Pradesh government will encourage setting up Defence and aerospace parks in the state, especially in

areas with strong ecosystem.

2.2 Parks will have a 'plug-and-play' industrial infrastructure facility, so that companies can focus on their core

business.

2.3 Defence/ Aerospace and strategic developers can purchase land from UPEIDA or can also take land at their

level.

2.4 Bundelkhand Region will attract 15% additional capital investment subsidies up to limit of Rs. 15 Crore.
2.5 Defence Aerospace and strategic developers will be eligible for back ended subsidy on infrastructure

development up to maximum limit of Rs. 10.00 Cores.

2.6 50% subsidy will be eligible after acquisition of 25% land of the park and 100 % subsidy will be applicable

on acquisition of 50% land of the park.

3. Incentives for units investing in defence corridor
3.1 Incentives will be provided by the State Government only on purchase of land in the notified area for Defence

Corridor in Uttar Pradesh.

3.2 Anchor Defence / Aerospace Units will be given a rebate of 25% of the gross selling price of the land in the

Defence Corridor.

3.3 Anchor units will be allowed to install vendor units in 20% of their land area.
3.4 Payment Termsfor LandAllotment: The above facilities will be provided by the Uttar Pradesh Expressways

Industrial Development Authority (UPEIDA) as per the provisions of the Uttar Pradesh Industrial
Development Act, 1976.

3.5 Capital Subsidy:
3.5.1 In the case of new anchor units in Defence / aerospace sector, back ended capital Subsidy to the extent

of Rs. 10 crore at the rate of 10% and to new vendor / MSME units at the rate of 5% up to Rs. 5 crore.

3.5.2 Defence / aerospace units being establish in Bundelkhand Region will attract 15% or Rs. 15 crores,

whichever is less, and to vendor / MSME. Units, 7.50% or Rs. 7.50 crores post-capital Subsidy,
whichever is less will be applicable

3.6 Support to Common Facility Centre:
3.6.1 There is a provision of soft loan for the establishment of Common Facility Centre.
3.6.2 The Common Facility Centre will be a collective collaborative effort in which MSME, Defence /

Aerospace sectors will participate.

3.6.3 For the establishment of Common Facility Centre, the State Government will give 25% grant if 75%

grant is given by the Government of India.

4. Incentives for Defence and Aerospace Units
4.1 Subsidy on Transport Charges –
4.1.1 Transport of Plant and Machinery: Anchor Defence and Aerospace Units are eligible 50%

Subsidy on Cost of transportation of imported equipment and Plant and Machinery from Logistics
Park/ Transport Hub/Harbor/Port to the Production Site located in the State, the consolidated
maximum limit will be Rs. 2.00 crore.

4.1.2 Transportation of finished products: Defence and aerospace units to transport the finished

products to the Logistics Park / Transport Hub, Harbor / Port are eligible for 30% of transportation
cost with effect from the first year of Commercial Production and up to next 05 years. Yearly limit
of this Subsidy will be Rs. 1.00 Cores (One Crore).

4.2 Subsidy for The Installation of Effluent Treatment Plant: 20 percent of the cost of the effluent treatment

plant set up by the anchor Defence and aerospace units will be reimbursed to a maximum limit of Rs. 1 Crore.

4.3 Technology Transfer Grid: Anchor units will be reimbursed 75% of the cost of transfer of technology to

the first 5 vendors to the extent of maximum Rs. 50 lakh for each vendor unit located in the same cluster and
50% to the next 05 vendors thereafter.

5. Assistance for Research and Development and TeSting Facility
4.1 Floor space index (FSI) of 2 will be available to the eligible research and development units in the urban area,

whereas floor space index will not be application in rural areas.

4.2 Promotion of innovation and research and development - Uttar Pradesh government will use the start-up fund

created under the UP Start-up Policy 2017 to promote innovation in Defence and aerospace manufacturing.

6. Capacity Development
6.1 Existing Skill and Training Base Straightening: Uttar Pradesh Government will periodically start specially

designed syllabus for Defence and aerospace sector.

6.2 Educational Agreements: Uttar Pradesh government will encourage universities (in India and abroad) with

excellence in Defence and aerospace training.

6.3 Subsidy for Skill Development: The cost of technical training on work for one year will be reimbursed by

the Government of Uttar Pradesh up to a maximum limit of Rs. 10000 per trainee per month up to a maximum
trainees in each unit.

7. Patent Cost And Quality Certifications

The Government of Uttar Pradesh will provide financial assistance for expenditure incurred for obtaining patent
registration and quality certificate.

7.1 Patent Fee Reimbursement: Defence and Aerospace units established in the country will be reimbursed

100% of the patent fee for domestic patent registration and 50% of the patent fee for international patent
registration, the maximum limit of which is up to Rs. 25 lakh per unit. The annual maximum limit of
reimbursement payable to all units will be Rs. 1 crore.

7.2 Quality Certification: The Gov. of Uttar Pradesh will provide financial assistance to the MSME units

defined in this policy for obtaining quality certification such as the AS 9100 series, NADCP. 100% of the
certification fee for each certificate, a maximum of Rs. 1 lakh per unit will be reimbursed, the maximum limit
of reimbursement payable to all units will be Rs. 20 lakh per year.

7.3 Trademark Registration: All eligible defence and aerospace manufacturing units will be fully reimbursed,

the trademark registration application fee up to a maximum of Rs. 1 Lakh per year per unit. The maximum
limit of reimbursement payable to all units will be Rs 10 lakh per year.

8. Ease Of Doing Business
8.1 Single Window: All desired approvals and clearances to the Defence and aerospace manufacturing units will

be provided by the state government through the single window system under the supervision of the Chief
Minister's Office.

8.2 Consolidated Payment of Incentives: UPEIDA will be the nodal agency for the facilities / incentives

provided under this policy.

8.3 Simplification of Procedures: The objective of this policy is to rationalize the existing regulatory system

and simplify procedures through self-certification, deemed approval; and third party certification.

8.4 Labour Permissions: The Government of Uttar Pradesh will allow the Defence and aerospace industry to

provide flexible employment conditions, hours of work and 3-shift for women and recruitment of workers on
contractual basis under the relevant laws.

8.5 Infrastructural Facilities: Infrastructure facilities like 132 KVA. Level power supply system, Provision of

Water Supply, Road connectivity and land demarcation by pillars shall be provided in each node.

8.6 Industrial Security: Uttar Pradesh Government will provide safe and fear-free industrial environment in the

state.

8.7 The procedure for acceptance of the facilities / exemptions provided in this policy will be the same as given in

the Uttar Pradesh Industrial Investment and Employment Promotion Policy-2017.

8.8 100% exemption in stamp duty payable on purchase of land will be allowed to eligible units covered under this

policy. Apart from this, no facility / exemption as provided in any other policy of the State Government will be
permissible.

9. Notes
8.1 Land will be provided on lease to Public Sector Defence Units / Ordnance Factory Board (OFB) for

construction of their facilities.

8.2 In addition to the subsidies mentioned in this policy, mega anchor Defence and aerospace units will be provided

incentives on a case-to-case basis.

8.3 The maximum limit of all incentives provided to all eligible Defence and aerospace units as reimbursement,

Subsidy exemption etc. as defined under this policy will be given in the following categories, whose
maximum limit per year is 15 % of the total fixed capital investment and maximum for 10 Years :-

 100% of fixed capital investment made in Purvanchal and Bundelkhand region.
 90% of fixed capital investment made in the region of Madhyanchal and Pashchimanchal (except

Gautam Budh Nagar and Ghaziabad districts).
 80% of fixed capital investment made in Gautam Buddha and Ghaziabad district.

8.4 All incentives will be permissible for new Defence and aerospace units as well as projects for

expansion/diversification which meet the specific norms like new Defence and aerospace units.

8.5 Only those units which are found eligible under this policy by the Department of Infrastructure and Industrial

Development will be provided incentives under this policy.

8.6 Only those units will be given concessions/facilities under the policy which will be established after

promulgation of this policy. Defence and aerospace units benefiting from the incentives accepted by the
Central Government Departments will also be eligible to avail the incentives / benefits mentioned in this
policy, provided similar benefits / incentives are not availed by any other policy.

8.7 "Expansion / Diversification" refers to where the current industrial undertaking increases its gross block by

at least 25% by new capital investment.

revised guidelines, Foreign Direct Investment Cap is 100%. Foreign Direct Investment up to 49%* is allowed through
automatic route and above 49% under government route wherever it is likely to result in access to modern technology or
for other reasons to be recorded.

The other conditions governing FDI Policy in defence manufacturing sector as notified in the Press Note 5 of 2016
Series dated 24/06/2016 are as under:

 Infusion of fresh foreign investment within the permitted automatic route level, in a company not seeking
industrial license, resulting in change in the ownership pattern or transfer of stake by existing investor to new
foreign investor, will require Government approval.

 License applications will be considered and licenses given by the Department of Industrial Policy & Promotion,
Ministry of Commerce & Industry, in consultation with Ministry of Defence and Ministry of External Affairs.

 Foreign investment in the sector is subject to security clearance and guidelines of the Ministry of Defence.
 Investee Company should be structured to be self-sufficient in areas of product design and development. The

investee/joint venture company along with manufacturing facility, should also have maintenance and life cycle
support facility of the product being manufactured in India.

Investment Promotion Board (FIPB) by the

FIPB dated 05.06.2017, the work of granting
approval for foreign investment under the extant
FDI Policy, has been entrusted to the concerned

*In a big push for ‘Make in India’ for the defence sector, Finance Minister Nirmala Sitharaman on 16th may
2020 announced raising the Foreign Direct Investment (FDI) limit in the defence sector under the automatic
route from 49% to 74%. She also said that the import of some weapons and platforms will not be allowed. “We
shall notify a list of weapons and platforms which will not be allowed or imports. Every year this list will be
increased, as we build capacities,” Sitharaman said in her fourth press conference this week to announce the
Rs 20 lakh crore economic stimulus package.
“Make in India and self-reliance have become a partner, particularly when you are talking about industries like
defence. Armed forces require the best of equipment and the latest technology, so some of the latest weaponry
will continue to be imported. But some equipment are being made in India and can be bought by the armed
forces,” she said.

The Defence Procurement Procedure (DPP) is not merely a procurement procedure- it is also an opportunity to improve
efficiency of the procurement process, usher change in the mind-sets of the stake holders and promote growth of the
domestic defence industry. However, these opportunities are not natural outcomes of merely publishing the DPP and
are highly dependent on the manner in which the DPP is implemented. In that sense, DPP should be amply supported
by an eco-system of result orientation, commitment to timelines, iterative learning and continuous improvement-
involving the active ownership of all stakeholders concerned. Hence the Ministry of Defence (MoD) is determined to
treat DPP 2016 as a dynamic and an evolving document and is committed to making improvements based on emerging
data and anecdotal evidence, to realize the vision of „Make in India‟ in the defence sector. DPP-2016 has introduced
specific provisions that will act as a growth stimulus to the domestic defence industry. In order to promote indigenous
design and development of defence equipment, DPP 2016 has introduced the „Buy-IDDM‟ category of acquisition and
accorded it the top most priority. For the first time ever, provision to procure equipment with enhanced performance
parameters, has been accounted for – this will enable the armed forces procure the most advanced weapon systems
available in the market. DPP 2016 also provides greater impetus to the MSMEs, with certain category of „Make‟
projects reserved exclusively for them. There are also other provisions and procedural measures that have been
introduced to make the procurement process more efficient and effective. The MoD is also keen on generating robust
codification data for items and parts that are being procured by the armed forces. This would not only ensure
standardisation of supply, and effective resources and materials management, but will also enable the domestic defence
industry integrate with the global defence equipment supply chain. Hence I urge the industry players to quickly align
themselves to globally recognized codification standards. At this juncture, I would like to emphasize on the importance
of two key aspects: probity and trust. It is imperative that the stake holders of DPP 2016 do not lose sight of these
aspects while implementing the DPP 2016, and at the same time ensure that best-in-class weapons and equipment are
made available to our armed forces at the most competitive prices. I sincerely hope that the DPP 2016 acts as a catalyst
for change, and leads to the outcomes that have been envisaged.

2 [D] Scheme for Promotion of MSMEs in Defence Production

1. Introduction

One of the key objectives of the Make in India initiative of the Government of India is to bring Micro, Small and
Medium Enterprises (MSMEs) into the defence supply chain and thereby boost the self-reliance of the country in
defence, and also contribute towards the burgeoning defence exports market.
Under this Scheme, MSMEs will be educated about the requirements & expectations of the defence sector, and
the enabling provisions & avenues introduced by the Government to incentivize them, through various events
and on-site visits to the prominent defence sector establishments in the public and private sector.

2. Objectives:

The primary objectives of the proposed events are as follows:

(i) To unlock the potential of the non-defence sector MSMEs by providing them with relevant information

about the Government of India’s ‘Make in India’ programme in defence.

(ii) To give a new impetus to the development of defence production in the country both for its domestic needs

and also for exporting to friendly countries, by involving the MSMEs in larger numbers.

(iii) To provide know-how to Indian MSMEs active in non-defence sectors for their entry in the defence sector

through workshops and conclaves.

(iv) To tutor the MSMEs about the prospective market and business opportunities around the world.

(v) To enable institutionalization of the interaction of foreign OEMs with MSMEs to encourage wider

participation in the offset business industry.

3. Scope:

(i) MSME vendors will be imparted awareness and information about opportunities emanating out of the

Defence Procurement Procedure.

(ii) MSMEs from non-defence sectors to be connected with OEMs, DPSUs and OFB to help them avail the

opportunities under Make in India programme in the defence sector.

(iii) MSMEs to be educated about the relaxations in the procurement process.
(iv) MSMEs will be familiarized with the various funding mechanisms established specifically for facilitating

capable entrepreneurs low on capital, or for capital intensive projects.

(v) Explore the possibility of establishing common testing and allied facilities at select centre’s.

4. Coverage:

The proposal envisages the following deliverables:

(i) Consolidate existing defence manufacturing ecosystem and induction of competent MSMEs of other sectors to defence

sector.

(ii) Identification of location specific problems that need to be addressed by MoD.

(iii) Identification of MSMEs with strong potential.

5. Operationalization of Proposal:

In the former scenario, Defence Exhibition Organization (DEO) will take the lead role in the conduct of the above
events. In the latter scenario, private establishments which extend a proposal for organizing such MSME promotion
events may be asked to submit a plan.

6. Eligible agencies:

The management of the proposed events can be through DEO / Leading Think Tanks / Industry Associations /
Local Industry Chambers / NSIC / Any agency or any entity as may be recommended by Department of MSMEs.

7. Criteria for Sanction:

The factors to be considered for the assessment include proposed coverage in terms of Catchment Area, number
of MSME units, range of defence items/ equipment targeted, potential outreach of the proposing agency, geo-
demographic potential of the region and extant Infrastructural facilities.

2 [E] Scheme for Self-Certification of Defence Public Sector & Private Industries

1. Objectives:

When a Supplier with self-evident Quality systems that meet requisite Standards is awarded the status of Self
certification, it encourages them to assume direct responsibility to sustain and improve the standard of Quality.
Accordingly, this scheme is intended to integrate Quality throughout the manufacturing process thereby ensuring
better reliability of the end product.

2. Applicability:

This scheme is open to all Defence Public Sector Undertakings (DPSUs) as well as Private (Pvt) Vendors with
state-of-the-art manufacturing infrastructure and demonstrated capability to consistently fulfill the stipulated
requirements.

3. Scope:

This scheme lays down the requirements, criteria and assessment procedure for awarding Self-certification status
to DPSUs as well as Pvt Vendors, its validity and withdrawal, and executive instructions for acceptance of stores
under the scheme.

4. Eligibility Criteria:

The DPSUs/ Pvt Vendors shall exhibit a stellar past performance demonstrated by a consistently maintained
Supplier Rating above 90%. The process should be stable and Process Capability Index for those processes
critical to Quality of the product should be greater than 1.33.

The DPSUs/ Pvt Vendors shall have established a Quality Management System (QMS) certified as per the
requirements of ISO 9001: 2015 and its revisions.
The test labs of the DPSUs/ Pvt Vendors shall have Quality Systems in conformance with ISO/IEC 17025 and
preferably be NABL accredited.

5. Procedure for Award of Self Certification Status

5.1 Applicability

The guidelines and procedure contained in this document are to be followed, by all the Technical
Directorates of DGQA and Defence Services as well as establishments there-under, for award of Self-
certification status for supply of products and any materials/components/sub assembly/assembly used in
the production of equipment supplied to the Defence Services under their Self-certification.

5.2 Related Specifications and Documents: (the latest versions as applicable)
a. ISO 9001:2015; b. ISO/ IEC 17025: 2017; c. MIL-STD-781D; d. MIL-HDBK-781; e. JSG:

015: 2018 (Fourth Revision) ; f. IS 12040: 2016; g. Defence Procurement Manual - DPM 2009

5.3 Procedure for award of Self-certification
5.3.1 Self-certification status awarded is product specific. The desirous DPSU/ Pvt Vendor is required to

apply to the AHSP concerned with data of the items supplied in the last three years including a
comprehensive report on assessment of Quality Management Systems (QMS) and Performance
Matrices.

5.3.2 The competent authorities in respect of various aspects of the Self-certification will be as under:-

a. Initiation: AHSP concerned
b. Recommendation: Assessment Team through Technical Directorate
c. Approval: DGQA

5.3.3 Eligibility criteria: Qualification in terms of Process Capability and Final Supplier Rating will only

make the said DPSU/ Pvt Vendor eligible for further assessment as enumerated at Para 5.5 below.
a. Process Capability: The process should be stable and Process Capability Index (Cpk) for those processes

critical to Quality of the product should be greater than 1.33.
b. Final Supplier Rating: The past performance of the DPSUs/ Pvt Vendors will be assessed through the

‘Final Supplier Rating’ with the following weightages, arrived at on the basis of ‘Quality Rating’,
‘Delivery Rating’ and ‘System Rating’ in respect of the supplies executed :

i. Quality Rating 60 %,
ii. Delivery Rating 30 % and
iii. System Rating 10%.

Ranges by Private Defence Industry

General
1. The MoD is committed to facilitating active participation of the Indian defence private industry to rapidly

take forward Government of India initiative of ‘Make in India’ programme in the defence sector. It is well
understood that the Indian defence private industry would require facilities to trial evaluate and test equipment
developed by them. Presently, minimal test facilities are available outside of the Government owned
infrastructure and it may not be financially viable for companies to create a huge testing infrastructure.

2. Testing and proving facilities are only held with the various MoD agencies i.e. Armed Forces, DRDO, DGQA and

OFB. These include firing ranges, laboratories and trained personnel of these agencies. To assist the Indian private
firms in achieving the ‘Make in India’ initiative and to further test and improve their products, there is a need to
Streamline the guidelines for allotment and utilization of Proof/Field Firing ranges for Indian private industry
through this Standard Operating Procedure.

Aim

3. To lay down the guidelines and procedure for allotment and utilization of firing ranges under the MoD to Indian

private defence industry.

Conclusion
1. The MoD is committed to the success of the indigenization process. Opening up of scarce resources like proof

1. The Defence Procurement Procedure 2016, under Chapter II, describes the procurement procedure for categories
under “Buy”, and “Buy and Make schemes. “Buy & Make” category refers to an initial procurement of equipment
in Fully Formed (FF) state from a foreign vendor, in quantities as considered necessary, followed by indigenous
production through an India Production Agency (PA), in a phased manner involving Transfer of Technology (ToT)
of critical technologies as per specified range, depth and scope, to the Production Agency.

2. The PA could be selected from any of the public/private firms including a joint venture company based on the inputs
from DDP and, if required, from DRDO. Cases in which foreign vendors are allowed to select an Indian Production
Agency, the eligibility criteria of Pas, will be provided in the RFB.

3. In any case, where ToT is being transferred to Indian private firm. It is essential to define critical technologies as
per the specified range, depth and scope relevant for manufacture of the defence equipment.

4. The ToT is then transferred to a production agency in India by the Vendor.
5. Following discussions issued as the eligibility criteria for Indian Private firm as Production Agency:

5.1 General Parameters:
5.1.1 Production Agency should be Indian Company, owned and controlled by resident Indian Citizens. The

Management of applicant entity should be in Indian hands with majority representation on the Boards of
Directors.

5.1.2 Business dealing with applicant entity or any of its allied entities should not have been suspended or banned,

by MoD/SHQ or any Government Department or organization.

5.2 Technical Parameters:
5.2.1 Production Agency shall be manufacturing entity or a system integrator of defence equipment and

not a trading company

5.2.2 Minimum 2 years’ experience in Manufacture/ assembly/ integration of same product(s). If not, the

cumulative 3 years’ experience in related field resulting in gaining of competence for manufacturing
the proposed product.

5.2.3 The firm should possess adequate capability to absorb ToT.
5.3 Financial Parameter’s:

5.3.1 Turnover: Min. average annual turnover for last 2 financial years should not be less than 10% of

the estimated cost of the “Make” part of the project.

5.3.2 Net Worth: Should have minimum worth of 5% of the estimated cost of “Make” part of the project.
5.3.3 The SHQ may consider prescribing additional financial parameters based on the complexity of the

project.

5.4 Other Parameters:
5.4.1 Industrial License (IL): Production Agency should be either holding a valid defence industrial

license or should have applied for the same before responding to RFB.

5.4.2 None of the Promoters and Directors of applicant entity should be wilful defaulter.
5.5 Stipulations For Applying Parameters:

5.5.1 In case the production agency is a fully owned subsidiary of another company, all technical, turnover

and net worth parameters can be assessed after including the achievement against these parameters
of the parent company.

5.5.2 OEMs should provide all necessary self-authenticated documentation in support of the Identified

Production Agency. Such documentation should, inter-alia, include:-

(i) Details of projects/supply orders successfully executed in the last two years.
(ii) Annual reports for two years of Production Agency, parent an associate companies and JV

Partners.

(iii) Details of shareholders, promoters, associated, allied and JV companies.
(iv) Details of vigilance action by any Department/agency of Central Government.
(v) Any OEM furnishing false information will be liable for action under Para 93 of Chapter II of

DPP 2016.

5.5.3 The specific criteria evolved for each case, as per guidelines, may be approved within SHQ and

shall be incorporated as part of RFPs.

5.6 The eligibility criteria for Indian Private Firms as PA shall be stipulated RFIs/RFPs so as to maintain

transparency in the process.

5.7 In respect of ship building projects, Indian Navy and Coast Guards shall ensure criteria for capacity

assessment of shipyards are stipulated in advance of such assessment and made known to prospective
vendors.

Indigenization
(i) Achieving self-reliance in defence manufacturing is one of the key objectives of Department of Defence

crores by the year 2025. The current defence exports are hovering in the range of Rs.3000 crores to Rs.5000 crores
