CEREMONY

The implementation of the RCSP Baranggayan in 2020 was a remarkable feat for
Region V, with a total of 135 barangays engaged and complying the four key
activities under the RCSP - the EBDP Formulation, BBI Strengthening Activities,
Serbisyo Caravan, and the Solution Seeking Dialogue. All these were achieved
amidst the COVID-19 pandemic, severe weather disturbances, and security
concerns in some areas.

As a culminating activity for the 2020 RCSP Implementation and to kick-off the
2021 RCSP Implementation, this one-day Regional Assessment, Planning and
Recognition Ceremony was conducted on February 19, 2021, at St. Ellis Hotel,
Legazpi City.

Part II - Regional Recognition Ceremony: 2020 RCSP Baranggayan
Awards

The 2020 RCSP Baranggayan Awards served as the culminating activity of
the 2020 RCSP implementation highlighting the contribution of everyone
who pitched in in the implementation of the 2020 RCSP Baranggayan - the
DILG Baranggayan Facilitators and Provincial Teams, NGAs and partners
from the security sector, and LGU implementers from the Provincial down to
the City/Municipal and Barangay level.
Plaques of Recognition and Appreciation were given to 110 Barangays, 29
City and Municipal Local Governments, 6 Provincial Governments, 1 LCE, 14
NGA and security sector partners, 6 DILG Provincial Teams, and 36 Local
Government Operations Officers and RCSP Focal Persons.

IMPLEMENTERS AT THE PROVINCIAL LEVEL

With the mandate of supervision over their component LGUs, the assistance
and contribution of the provincial local governments were significant, As
Provincial Task Force ELCAC, the PLGUs contributed financial and logistical
support from provincial activities down to the immersion proper in the
barangays, particularly in the conduct of the Serbisyo Caravan and Solution
Seeking Dialogues.

The DILG provincial field operations offices spearheaded the conduct of RCSP
Implementation in the six provinces, ensured the organization and coordination
of all RCSP activities in the province and espoused the convergence of all
stakeholders at the provincial, municipal and the barangay level.

IMPLEMENTERS AT THE CITY/MUNICIPAL LEVEL

The involvement of the local government units at the city/municipal level
under the leadership of the mayors who took on the role of the head of the
city/municipal RCSP Team was key to the successful conduct of RCSP
Baranggayan Activities. The city/municipal LGUs provided financial and
logistical support in the conduct of pre-immersion, immersion proper, and post-
immersion activities. Their support and active participation particularly in the
dialogues also conveyed the EO70 objective of upholding good governance and
provision of basic services to the community.

No RCSP Baranggayan activity would have been possible without the
support, cooperation, and commitment of the barangay government. More
than beneficiaries or recipients of the programs and activities under the
RCSP Baranggayan, the barangays themselves are the owners and duty-
bearers of the engagement and assistance provided during the RCSP. Thus,
recognition is given to all the barangays led by the punon gbarangay and
members of the Sangguna for the support and participation and for mobiling
their community, leading to the completion of key activities during the 2020
RCSP Baranggayan Implementation.

It takes a dedicated, inventive and persistent team with a high level of stress
tolerance to keep up with the demands of the RCSP Baranggayan program,
especially in executing the required tasks amidst the pandemic and the other
challenges in implementation such as security and weather disturbances. Our
Baranggayan implementers rose up to these challenge since we began our RCSP
engagements in 2019. Thus, DILG 5 takes pride in recognizing individuals and
teams who went above and beyond in complying with the required tasks.
