About Singapore Cricket Association The Charity was set up on 4 November 1965 as a society. It was registered as a charity under the Charities Act (Chapter 37) since 1 February 2011. SCA has a Constitution and By-laws as its governing instrument. ABOUT SINGAPORE CRICKET OBJECTIVES POLICIES a. Our Vision & Mission OUR VISION To develop the game by making cricket a recognised and enjoyable sport for all levels and ages of players in Singapore by embedding cricket into the culture and passion of the people of Singapore. Message from President In any contemplation, let alone accomplishment, of success, a key ingredient is reality check. In the last year, plans to sustain Singapore cricket’s standing on the world stage were challenged to the hilt. With no facilities of our own, the ambition to retain our world ranking at 19 was given a severe jolt. As things panned out, we slid to 36. The chief reason for this downgrade is the inability to focus on harnessing the national players to the desired level. Cricket’s ground at Kallang was taken away in 2015-16 and prior to that, we operated on yearly licenses. In 2018 – after 2 years in the wilderness – cricket was asked to share a training ground at Indian Association (IA) after SCA brokered a deal to have the unused IA ground in the evenings become productive with floodlights. The transformation was immediately visible. National team training attendances progressed to more than 90% compared with an average of less than 50% previously. The exclusive use of the ground in the evenings allowed for planning and execution. Although less than ideal, given that a full-time facility was preferred, the arrangement assisted cricket development. This has changed. In August 2022, the use of the IA ground came to a halt. Players were left in the dark for a considerable period. This at a time when several key tournaments were on the horizon – the World Cricket League for 50-overs, the ICC T20 Qualifiers, the Asia Cup T20 Qualifiers the Under-19 World Cup qualifiers, the South-east Asia Games and the upcoming Asian Games. In short, player preparation was severely hampered. The sight of national players being thrust into a corner at the IA ground while the centre was used by a handful of players past their prime in recreational activity was most ironic. In land scarce, and certainly “cricket scare” Singapore, this state of affairs was most concerning. After the non-availability of training facilities from August 2022, it was finally in March 2023 when the authorities deemed that SCA would once again share the IA facility but this time, on fewer evenings than previously. Through the hard work of MCCY and Sport Singapore, we were allotted use of the ground on all evenings except Monday and Friday. This arrangement is less than ideal; it meant players had only 3 days to train weekly – Tuesday, Wednesday and Thursday – and that too on a non-cricket friendly environment given that there was use of the pitch prior to national team practices, a situation which disallowed ideal training conditions, and which meant preparation of the pitch for national cricket was put to utter waste. The shared-facility arrangement gives the impression that SCA has a facility, but this is an illusion when the performance of the agreement is taken into account. In reality, national players do not have access to a cricket-ready or cricket-friendly pitch as the shared facility left the cricket pitch in an undesirable state, especially for high performance training. This state of affairs is essential to be surfaced to explain local cricket’s frustration. This reality check must operate on the minds of the cricket fraternity and relevant authorities to explain the national cricket team’s inability to progress. While the efforts of MCCY and Sport Singapore are to be applauded, it is apparent that efforts put in to allow for concentration on cricket development have been sidetracked by administrative issues that crop up regularly, no thanks to SCA having no custody and control of a dedicated facility it can call its own. While the rest of the region has jumped ahead and availed itself of enhanced facilities, our national players suffer. Mind you, we have shown that we can rub shoulders with the best. Singapore has under its belt wins over fancied Afghanistan, Zimbabwe, Scotland, Canada and Bermuda. Now, we struggle to stand against Cambodia, Indonesia, Thailand and the Philippines. And no one with adequate appreciation of the reality can blame our relative slide. The recent South-east Asia Games saw us clinch a gold and two bronzes. This is a commendable feat but there was enough evidence that opposing teams were better prepared than us. When you factor in reality check, the truth is that we have shackled our players by depriving them the opportunity to raise their competency and demanding high standards without commensurate help. A basic ingredient is a training facility. Without that, local cricket’s slide is a given even if there is enough talent that has been unearthed at the Under-16 and Under-19 levels. Cricket remains grateful to Sport Singapore for all assistance but until meaningful facilities are made available, cricket’s fight is on an ever-increasing upward curve. transforming the persona of Singapore cricket and its infrastructure. We continue to focus our efforts on ensuring good governance and operational excellence in everything that we do. Developing quality winning teams is a key strategic objective and I believe we continue to deliver on this strategic imperative, especially after our recent wins in the South-east Asia Games in Cambodia. We will focus on reclaiming our positions in the international area in ICC events and tournaments. We will grow all forms of cricket. Our staff has done an excellent job to get club cricket played again, and to make sure that all protocols were in place. We will continue to reach out to the cricketing community. LOOKING AHEAD To our member clubs and cricket community, a huge applause for the enthusiasm and passion which helps to keep us all motivated. Message from CEO After the standstill of cricket in Singapore over the pandemic years, the last year was an excellent transformation year for our boys and girls. We lost precious time during the Covid, and our ability to grow further was challenged after the thrilling wins in 2020. In fact, Singapore cricket went back a couple of steps: playing fitness, mental pressure of the game, lack of facilities for training and inability to have key performers throughout all major tournaments, were areas that made us slip behind. The downside is not without positives. A flurry of tournaments meant player availability was limited, allowing us to provide opportunities to other players. Next year, we are to carry on our journey to transform and develop. We were immensely grateful when Sport Singapore paved the way for cricket to resume behind closed doors. The resumption of international cricket was important, not only from a playing perspective, but also helping to lift the spirits of all our players and staff knowing that the game they love could once again become visible. One important lesson we learnt is that we cannot predict the future and we must be prepared for all eventualities. Singapore national men's Team U - 1 9 M E N ’ S I N T E R N AT I O N A L C R I C K E T C O U N C I L C R I C K E T W O R L D C U P 2024 ASIA DIVISION 2 QUALIFIERS (OMAN) 7 OCTOBER 2022 The Singapore National U-19 Team won the Men’s International Cricket Council Cricket World Cup 2024 Asia Division 2 Qualifiers. Our team triumphed over Bahrain, Bhutan, Hong Kong, Qatar, Saudi Arabia and Thailand. We have taken the first step on the qualification pathway to the U-19 Men’s Cricket World Cup 2024, and will join Kuwait, Malaysia, Nepal and the UAE in the Asia Qualifier in 2023. Our players negotiated the hurdles of balancing studies and training, Covid-19 restrictions and finding a conducive daily training environment. In facing the odds, we had to alter our plans frequently, exhaustively and painstakingly. Eventually, all the hard work paid off as we keep our sight on the World Cup. T20I & T10 Tour of Bali, Indonesia Our Girls U-16 Team @ Singapore National Cricket Academy National U-19 Squad Women's CriCket Nurturing talent and embracing diversity The Singapore women’s Cricket landscape continued to flourish and bloom, grow despite the dark shadow of not having our own dedicated ground and facility for training. Post-Covid pandemic, we embarked on a holistic initiative to conduct training camps, development clinics, and the inaugural Sunbirds’ Women’s Premier T20 League in Singapore. Our ecosystem is thriving, with more than 260 active High Performance, Singapore National Cricket Academy and Private Academy players training and playing regularly. Developing women coaches and coach developers and also focusing on Strength & Conditioning Improvements The Sunbirds’ League and hosting talent from UK, USA and Australia provided cross training opportunities as part of our growth initiative. The Sunbirds’ League 2023 (SBL) All-Star Game launched the Premier T20 domestic league for women in Singapore. The SBL 2023 will feature talent from the region and the local stars of the women’s T20 game. HIGH PERFORMANCE & TALENT DEVELOPMENT HIGH PERFORMANCE & TALENT Development HIGH PERFORMANCE TALENT DEVELOPMENT SCA has been well-supported by SportSG and the Singapore Sports Institute (SSI). They played a pivotal role in terms of cricketers’ wellbeing and fitness & conditioning development. With SSI’s guidance on nutrition, research, medical screening, and physiotherapy, our players benefitted immensely as they were able to peak optimally for competition. The administrative support from SSI and liaison with the Ministry of Defence allowed our national players serving NS to train regularly. SCA Junior Intermediate Development (JID) Programme for U-14. As a strategy for our SCA 2025 vision, we are focused on continuously identifying and developing new talent. The SCA Pathway Development Plan provided the opportunity for 134 players to be selected through a national selection trial on 30 September 2023 at the Ceylon Sports Club. THE SCA NATIONAL CRICKET ACADEMY SNCA Academy is the nursery for the junior cricketers to blossom in future. Meticulous attention was given to our young players, addressing areas of technical, physical, and skills development over the weekends. Our team of dedicated coaches take pride in nurturing them from the beginning. Players as young as 6 years to 18, were given coaching attention and guidance from our pool of dedicated and well accredited professional coaches. THE SCA NATIONAL CRICKET academy Regular assessments were being conducted, to ensure that competencies and standards were achieved. The partnership reached out to over 10,000 migrant workers by using Cricket as a medium to promote, physical, mental, social and emotional health in our inclusive outreach. We were delighted to contribute, in keeping with Vision 2025, to enhance Foreign Migrant Worker integration and to take the game we love to those who also love it passionately. Appreciating Ms. Sonali Sinha (Community Services Director RCoS) for engaging with SCA, as we celebrated the International Migrant’s Month. To collaborate with Ray of Hope and including migrant workers within the Cricket community in Singapore. PROGRAMME OVERVIEW The ICC Cricket T20I World Cup Trophy was in Singapore and displayed at the Singapore Cricket Club, Singapore Recreation Club, the National Stadium and the migrant workers’ dormitories at Jalan Papan. COMMUNITY & STAKEHOLDERS’ ENGAGEMENT The sport of Cricket has inspired and captured the imagination of stakeholders ranging from school children, youth, men, women to enthusiasts from different social circles. During the Trophy Tour, SCA dedicated 3 days of engagement for the SCA Member Clubs, schools, members of public and our migrant workers. National players, and key appointment holders, were immersed within the cricket community as role models and ambassadors for our sport. Our migrant workers play a significant role in the growth of Singapore’s construction industry, making personal sacrifices in leaving their families to earn a living here. As a gesture of gratitude and inclusion, SCA entered into a collaborative partnership with the Ray of Hope (RoH) to reach out, inspire and engage our community of migrant workers through the sport of Cricket. The SCA takes an active interest to invest time, resources and coaching support to engage the Foreign Migrant Women Work Force and continues to support the Sri Lankan Migrant Women’s Cricket Team to make a positive impact on their physical and mental well-being. 10. Since there were no other nominations for the post of President, Mr. Mahmood Gaznavi was duly elected President of SCA for 2022-23. 11. Voting commenced under the charge of Mr. Mark Christensen and Mr. Rashid Khan. 23 members voted. 12. The Accounts and Annual Report for year ending 31 March 2022 were received as proposed by Mr. Sashi Dakey of SRC and seconded by Mr. Balakrishnan Rajesh of ICC. 13. In respect of appointment of External Auditors, Chairman informed the floor that under the SCA Constitution, the current audit firm, Prudential PAC, was not eligible to be reappointed as Auditors. Chairman proposed M/s SB Tan Audit as the new Auditors. They used to be the Auditors of SCA before and understood our domain and context. Mr. S. Santhanam seconded the proposal. There were no objections from the floor. M/s SB Tan Audit was unanimously appointed as Auditors for the year 2022-2023. 14. Mr. Zahirul inquired whether there were more options, Chairman replied that SCA performed a procurement process. SCA received 3 quotes. 15. Last year was challenging. SCA struggled with many limitations and obstacles. The biggest challenge was to secure a conducive daily training environment. However, SCA emerged stronger and overcame its challenges to achieve the accolade of being the Southeast Asian Champion (6-a-side) and winning 2 Bronze medals (T20I & T10I) at the 32nd South-east Asian Games 2023. We documented our journey, highlighting the challenges and how SCA worked as a team to overcome them. We would also want to pay tribute to the key stakeholders who FACING THE ODDS played a significant part in our journey, by acknowledging individuals and organisations that contributed to our success. Arriving at the milestone of winning the Gold medal at the SEA Games 2023 is only the beginning of our journey of growth and sports excellence. While we have proven that we have what it takes to face the challenge of the day, SCA will not rest on its laurels as we push forward the Strategy for Growth. In our opinion, the accompanying financial statements are properly drawn up in accordance with the Societies Act, Charities Act and Singapore Financial Reporting Standards ("FRS") so as to give a true and fair view of the financial position of the Association as at 31 March 2023 and of the financial performance, changes in funds and cash flows of the Association for the year ended on that date. Basis for Opinion We conducted our audit in accordance with Singapore Standards on Auditing ("SSAs"). The Association is not subject to any externally imposed capital requirement. ACCUMULATED FUND Accumulated Fund SINGAPORE CRICKET ASSOCIATION RESERVES POLICY The accumulated fund represents surplus from the operations after meeting the expenditure of the Association. The Association’s reserves position is as follow: The reserves i.e., accumulated funds that the Association have set aside provides financial stability and the means for the development of the Association’s principal activities. The reserves are meant to provide a cushion to ease the operational cash flow requirements while pending funding from International Cricket Council (ICC) and Singapore Sport Council (SSC). The council members review annually the amount of reserves that are required to ensure that they are adequate to fulfil the Association’s continuing obligations. The Association’s objectives when managing its funds are to safeguard the Association’s ability to continue as a going concern. The Association monitors its cash reserves to enable it to pay its creditors as and when they fall due. The Association’s overall approach to management of reserves remains unchanged from 2021. ACCUMULATED FUND Summary of Financial Performance for the Financial Year ended 31 March 2023 There has been an increase of $407,054 in this year’s income when compared with last year. This is due to the due to the Covid-19 pandemic restrictions in prior year. There were no significant changes in expenditure. There has been a surplus of $221,055 for the year. The accumulated funds are reported at $4,255,905 and not in deficit. The Association consists of members of the following categories: • Honorary Life Members • Club Members • Associate Members • Individual Members Honorary Life Members, the office-bearers, one authorised representative of each Association Members’ in the Executive Committee are entitled to vote at any General Meeting, provided that only Individual Members may vote in the election of their Representative in the Executive Committee. On winding up. The remaining funds shall be distributed to one or more charities or Institution of Public Character approved under the Charities Act Cap 37, in accordance with the decision taken by the majority of members eligible to vote at the Extraordinary General Meeting. STAFFING As at 31 March 2023, there were 7 full-time employees. None of the staff receives more than $100,000 in annual remuneration each for FY2022/2023. GOVERNANCE Governing Board Members, (who are known as Members of the Executive Committee), do not receive any remuneration and/or benefits All other Board members are not on the board of any other approved charity. CONFLICT OF INTEREST POLICY All Board members and staff are required to comply with SCA’s conflict of interest policy. The Board has put in place procedures to declare actual or potential conflicts of interests on a regular and need-to basis. Board members also abstain and do not participate in decision-making on matters where they have a conflict of interest. Accordingly, all declaration shall be minuted on the notes of the meeting where the declaration is made. 2.2 A Committee Member/staff, who is interested in a matter, shall not participate in any decision by the Committee regarding that matter. There were no significant changes in operating expenses. REVIEW AND CHANGES IN THE POLICY Work on revisions to the Associations’ Constitution are in progress. PURPOSE OF CHARITABLE ASSETS The Association does not own any land or building. The office computers, printer, fixtures and furniture are assets held as necessary operational resources. FUTURE PLANS AND COMMITMENTS To continue participating in ICC, ACC and other approved international cricket competitions and to conduct local cricket competitions and events to promote cricket, for both Men and Women in Singapore. Mr. Harbans Singh, a past president of the Singapore Cricket Association, passed away on 25 Feb 2023. The 92-year-old Harbans was a stalwart of SCA and led the front for several years. He played for Singapore Chinese Recreation Club and was in charge in difficult times when the sport lacked sponsorship and funds. Harbans would periodically call to ask about local cricket development. He was very interested in following the growth and progress of the sport. We recognise that he was in charge at a time the sport struggled to attract sufficient numbers and he put in a great deal of effort to lead. Harbans was an Honorary Life Member of SCA. He was also an Honorary Life Member of the prestigious Marylebone Cricket Club, a club that has considerable global influence over cricket.
