Welcome to the Fall Edition of our Newsletter!
Alot has changed in the 50 years that
Borough Hall and the Police Station were
located at 140 Church Street. The old building
was smaller and had a variety of infrastructure
problems. In 2011 Borough Council recognized the
need for a new facility and made the decision to
design and execute the construction of the new
building to better position itself for future growth. On
August 12, the Administration and Police Department
moved into their new home at 351 Bridge Street.
The new building is wired for current technology as New Phoenixville Borough Office Building
well as for the future. The Police Department’s upgrades
in public safety provides the most modern improvements
in security for both prisoners and staff. Additionally, the
new location is adjacent to the District Court.
The building is environmentally friendly with energy efficient windows, significant insulation throughout, automatic
light shut-offs, LED lighting in the parking lots and two charging stations in the parking lot for those who have electric
vehicles. Using a credit card, anyone with an EV can charge their car. The building was also designed with solar energy
in mind. Additional conduit is already in place so that when photovoltaic panel efficiencies make the technology more
affordable, the building can be seamlessly wired for that form of energy.
The building is adjacent to the Schuylkill River Trail, so residents and visitors can drive to the parking lot on weekends
, offload their bikes and enjoy a wonderful ride or walk on the trail.
The Spiezle Group provided architectural design services and guidance for the project. Caldwell, Heckles, and Egan,
Inc. was the general contractor and IMC Construction provided construction management services for the project.
In addition to the police department on the first floor, the 20,000 square foot building also houses the Borough’s
administrative, finance, zoning, planning and codes, and parking offices and the office of the Borough’s Tax Collector
on the second floor of the building. The third floor contains Borough Council Chambers and several meeting rooms.
On September 6, 2013, a Ribbon Cutting Ceremony officially opened the new building with long-time residents
Donald Coppedge, Emmett Gruici, Richard Devaney, Joseph Fabian, David Gill, Anne Helduser and Paul

Winter Weather Advisory
As winter approaches, please remember your responsibility as a property owner
or occupant.
1) SNOW REMOVAL - Sidewalks must be cleared of snow and ice within 24
hours of the last snow fall or ice form. For everyone’s sake, please take care
of each other. If you are able-bodied, please offer your help to your
neighbors. If you are not, please ask for help from your neighbors,
neighborhood kids, friends, relatives, etc. Snow removal is required,
enforced, a good practice and last, but not least, the neighborly thing to do
for all those people who use the pedestrian sidewalks frequently!
2) PARKING SPACES – For properties that only have on-street parking, please remember, the streets of Phoenixville are open
to all the public, in any location. Clearing a spot does not legally give any one person the right to “reserve” that spot with
the various forms of reservation methods seen in the past, typically lawn chairs, tables, buckets, trash cans, and other various
household items. Any items found in the streets are regarded as refuse, and will be disposed of each and every time it is
witnessed by the Codes Department personnel.
Buying or Selling a Home in Phoenixville?
The Phoenixville Code Enforcement Department regularly conducts Use and Occupancy
inspections as a requirement for the transfer of a property within the Borough. While
not wholly inclusive, a very helpful list of guidelines of conditions that we verify, can be
found on the “Forms and Applications” tab of the borough website (www.phoenixville.org)
titled “U&O Checklist.” You or your realtor can arrange for these inspections by contacting
the Borough Code Enforcement desk to schedule the inspection. Should you have any
questions previous to your inspection date, you are encouraged to reach out to Code
Enforcement Administrator/Zoning Officer, Dave Boelker at [email protected] or

Many questions come across our desks in regards to specific conditions or ordinances
within the Borough. While we are always eager to speak to you about, clarify, and
inspect conditions when warranted, you are always encouraged to research the ordinances
yourself. This is also available online through the Borough website by clicking on the
“General e-Code” icon on the bottom left of the main page.
PLEASE NOTE; the Borough is bound by the Plain Sight inspection laws of the
Commonwealth of Pennsylvania. If we cannot see the condition from a public area (street, alley,
park, etc.) we cannot pursue the potential violation. At that point, we would need to be given
access to a neighboring property in order to inspect the condition.

Electronic Devices Are Now Banned From Landfills
PENNSYLVANIA LANDFILL BAN ON COVERED ELECTRONIC DEVICES
NOW IN EFFECT (PA ACT 108) AS OF JANUARY 24, 2013
Landfills are no longer permitted to accept covered electronic devices and waste haulers will no longer
accept them with curbside trash or in dumpsters. This new regulation affects every person in the
Commonwealth of Pennsylvania. The Covered Devices Recycling Act (CDRA or Act 108) was intended to be a
cradle-to-grave conception where the manufacturers are responsible for the disposal of the product that they
create. The Act requires a manufacturer of “covered devices” to register each of the brands they wish to sell in PA with
the Department of Environmental Protection and to then take responsibility for recycling their determined portion of the weight of
covered devices that are sold in PA.
COVERED DEVICES DEFINITION: "Covered Devices” include electronics such as computers & their peripherals, printers,
monitors, devices with processors and televisions.
HOW “CDRA” IMPACTS PHOENIXVILLE: Every resident, business, institution and school in Phoenixville must find other
options for disposing of their old electronic devices. They can no longer be placed in trash or in dumpsters.
FREE OPTIONS IN THE AREA
1. Staples Office Supply: stores accept all types of computers and computer equipment for free. Please call the local store for
details on exactly what they will accept.
2. Best Buy Electronics: accepts most types of electronics for free (including televisions). Please call the local store for details
on exactly what they will accept.
3. Other Options: Many manufacturers of electronic equipment have begun their own take back programs. Some may require
the equipment to be boxed and sent to them. For more information, check the web site of the manufacturer.

PUBLIC WORKS DEPARTMENT
The Public Works Department is having a very busy and exciting year with a variety of projects throughout the Borough. I am
very proud of each and every one of my departments for accomplishing various projects above and beyond their daily routine
maintenance work. As well as all of the projects enclosed in this summary we have been overseeing certain aspects of the
construction of the new Borough Hall and Phase 3 of the PennDOT Streetscapes Project.
Streets Department
PROJECTS: In addition to the daily maintenance of our roads and properties, the Streets Department undertook the challenge
of constructing the mile long phase of the Schuylkill River Trail between North Main Street and High Street with our own forces.
The scope of work included clearing and grubbing the overgrown vegetation, excavating and filling the trail for an even surface,
the installation of 8” of 2a modified stone base, the installation of 2” of fine screenings, as well as safety fence and landscaping.
The majority of the work was completed with Borough employees utilizing rented construction equipment. We are very proud of
the final product and encourage residents to use and enjoy the trail for recreation.
Winter is fast approaching and it is time to start thinking about leaf collection and snow removal.
Leaf Collection
• Please remember to keep the leaf piles free of trash and debris because of the potential damage to our
collection and processing equipment.
• Please be patient, we have 4 crews out working continually throughout the Borough. We collected over 600
tons of leaves last year in a 10-week period.
Snow Removal.
• As always, remember NOT to throw snow in the streets while clearing your sidewalks and parking stalls. It
is against Borough Ordinance and creates a dangerous driving condition as well as frustrates both the
snowplow operator and resident alike.

Sanitation Department
I am very proud to announce that the Borough of Phoenixville received The 2013 Pennsylvania Waste Watchers
Program Award. This award recognizes municipalities in recycling, waste reduction, reuse, and composting programs
in Pennsylvania that have exhibited exemplary performance. Congratulations to all of the residents for their efforts
Waste Water Treatment Plant
After many delays we have finally awarded the Digester #1 rebuild contract. The General Construction Contract worth
$1,017,000.00 was awarded to Blooming Glen Contractors and the Electrical Contract was awarded to Wescott Electric worth
$220,000.00. A Spring completion date is anticipated.
We purchased a new pipe video van to video our sanitary and storm pipe lines. The van will allow us to be proactive in keeping
our infrastructure mains in good repair. The cost of van with the video equipment was $107,000.00.
Water Treatment Plant
We are continually working on Plant upgrades with the financial support of a Federally Funded H2O Grant as well
as a County Grant. Our latest projects involve the replacement of our reservoir covers located at Reservoir Park,
the Lane Avenue Standpipe Rehabilitation project and several water quality projects for the Water Treatment Plant.
• The reservoir cover project will replace the existing 25 year old covers. The cost of this project is $635,000.00 and
we anticipate a fall completion date.
• The repainting project at Lane Avenue will include cleaning and repainting the interior of the standpipe as well as
the installation of a circulation pump to help improve the water quality. The cost of this project will be $192,000.00
and we anticipate a late fall completion date.
• We have completed the installation of back-up generators at the Riverwalk and Richards Lane Pump Stations. These
generators will allow us to continually feed potable water to our water system in the event of an extended power outage in the Borough.
The cost of the project was $300,000.
• The various water quality upgrades include the replacement of our aged sludge collection system and the installation of plate settlers in
the Flocullation Basins. Both of these projects will help improve the overall quality of our potable water. Other upgrades at the Plant will
include converting our system from a chlorine gas system to a Hypo-chlorination system. The conversion will eliminate the risk of a
chlorine gas leak and will ensure the safety of our plant personnel, first responders as well the general public. We will be upgrading our
control panel as well to help make the plant more efficient in the daily operations.

Water Distribution
• We continually strive to ensure the delivery of potable water to all of our customers
• We responded to approximately 4 water main breaks to date this year.
• We continue our meter replacement project to ensure accurate meter readings. The current water meters are 25+ years old.
The Public Works Department is here to help make the resident’s quality of life the best it can be in the Borough of Phoenixville through
it’s various departments. My department heads work very hard everyday to improve the basic needs and services that the residents of the
Borough have come to expect. It is my hope that the Public Works Articles were both informative and useful. Please email me with any

POLICE DEPARTMENT
PUBLIC SAFETY
Crime never sleeps. As the seasons change, so do the types of crimes, or at least the way they
are committed. During the summer months, many residents take vacations leaving their
homes unattended for weeks at a time. That is the season where we may experience an increase
in burglaries. There is also an increase in noise complaints (people sleeping with their windows
open are disturbed easier, people hanging around outside later into the evening because it is
cooler then, teenagers out of school roaming around unsupervised, parties, fireworks, etc.). As
the season changes, vacations are behind us, the kids are back in school, and the hours of
darkness increase. This is the time for increased vigilance, because it is hard to see when it is dark,
and it is dark for longer periods of time. Criminals prefer to work in the dark when there is less
of a chance of being detected. As fall and winter approach there are a few things that you can do
to protect yourself and your property. These things include:
LIGHTING: As mentioned above, criminals prefer to work in the dark. The better lit a property is, the less likely someone would
choose to commit a crime there. If you can, try to park your car under a street light or in a well-lit area of a parking lot. Even if
you have to walk a little further, your car will be better protected. While we are on the topic of cars; remember to always lock your
car doors and never leave valuables in your vehicle. Most car break-ins are perpetrated by opportunists. They walk around trying
door handles until one opens, then they rummage around inside looking for things to steal like change, GPS units, and high quality
sun glasses. They don’t want to smash the glass because that makes noise and attracts attention. However, a pocketbook or lap top
computer left in plain sight may be too big of a temptation to pass by.
Lighting plays a big part around the house as well. Make your property uninviting for those looking to get close to see inside or
to hide from you, your neighbors, or the police. If you have large shrubbery between the street and your house (blocking the view
of your house from patrolling police officers), you may want to trim or remove some of it so that no one can duck down behind
it and conceal themselves when your neighbors walk by or when police drive by. Installing motion activated lighting is also a great
idea. That way you don’t have to keep your lights on all night, but will still illuminate a person who gets too close. For a little extra
money you can purchase video surveillance equipment. It is inexpensive, relatively easy to install and can be monitored by you
from a remote location by phone or computer. More and more these days, these inexpensive camera systems are helping to solve
previously unsolvable crimes.
SOLICITING: Another way to protect yourself and your property is to be skeptical about door to door solicitors. Everyone who
wants to solicit in the borough needs a permit first. That way borough authority knows who is in town and what they are doing.
Properly permitted solicitors have the right to knock on your door, but you don’t have any obligation to speak with them. If you
suspect that the person at your door is soliciting without a permit, call the police department and they will come and check it out.
That goes for people posing as borough employees too. Every borough employee has a photo ID. If a police officer, code
enforcement officer, zoning officer, or water department employee comes to your door, they will have a Borough of Phoenixville
photo ID. They will also be operating a vehicle bearing the seal of the Borough of Phoenixville as well. If you are not certain that
the person at your door claiming to be a borough employee on official business is legitimate, refuse them entry into your home
and call the police immediately. An officer will respond promptly and check it out. It is always better to be safe than sorry, and our
borough employees are trained to anticipate and expect that this may happen from time to time.
BEWARE OF SCAMS: There have been a recent number of scammers calling elderly people
posing as relatives (nephews or grandsons) and telling the victims that they are in trouble (may be
in jail and need bail, may be out of gas and need money). They try to convince their victims that
they are legitimate relatives and need money to help them out of some bind. Again, be skeptical,
especially if this trouble is uncharacteristic of the relative being impersonated. Those who have
successfully rooted out the scam have asked questions that only the real relative would know the
answer to. Also beware of unsolicited contracting work. If someone tells you that your roof needs work or that there is a pipe in your
basement that is leaking (maybe into your neighbor’s house), be skeptical. Scammers will tell an elderly person or a person with limited
mobility that there is a problem with their roof or basement and then offer to show the victim (knowing the victim can’t climb to the
roof or go down to the basement). The victim is left to take the scammer’s word for it. They will pretend to fix the problem (that never
existed) and take money for doing nothing. Lastly, if you receive notification that you won some lottery that you know you never
entered, it is a scam. They will ask you to send them some amount of money to release the funds that you won. Don’t do it. If you are
selling something (maybe on e-bay) and a person sends you a check for an amount way above your asking price (supposedly by
accident, and then they will ask you to deposit their phony check and then ask you to send them a check for the difference) don’t do
it. It is a scam. Even if they tell you that you can keep some of the overage for your troubles as long as you send them back some
money, don’t do it. Don’t be greedy. Nobody is going to give you money for nothing no matter how good it sounds.

PAL BOXING MATCH
On Saturday October 12, 2013 at 7:30 pm the Phoenixville Area PAL will be sponsoring a 12-bout card featuring

Double-Dutch is a jump rope program consisting of area youth (grades 4 through 12) that promotes self-esteem, physical fitness,

PICKLEBALL
All are welcome! Pickleball is a fun game that is played on a badminton court with the
net lowered to 34 inches at the center. It is played with a perforated plastic baseball
(similar to a whiffle ball) and wood or composite paddles. It is easy for beginners to learn,
but can develop into a quick, fast-paced, competitive game for experienced players. Cost
is $5.00 per person and will be played at the Civic Center on Wednesday nights from 7pm

COED FLAG FOOTBALL
The Phoenixville Coed Flag Football League is a competitive and
recreational version of the popular American game. Teams will be
organized and play according to national rules and regulations. League will
include regular season league games, statistics, awards and playoffs. The
league will provide the referees, flags, field and football. This is a great activity for individuals
and teams. Individuals and teams are encouraged to register. Athletic attire and non-metal
football cleats/sneakers required. No Experience is necessary. Contact the Recreation
