History
WRMSDC was founded on September 9, 1977, almost 10 years after the Civil Rights Movement that
sparked national awareness about racial discrimination and segregation in the United States. Galvanized
by the unequal treatment of minority-owned businesses, the Council began serving as advocates for
impacted minority communities in Northern California, Nevada, and Hawai‘i.

WRMSDC supports the growth and welfare of minority communities by championing the
use of minority-owned businesses in Northern California, Nevada, and Hawai‘i. Our parent
organization, the National Minority Supplier Development Council, helps over 12,000 minority
businesses connect with major Fortune 500 corporations and their buyers every year.

Cecil Plummer is the President and a member of the Board of
Directors for the Western Regional Minority Supplier Development
Council (WRMSDC), a two-time NMSDC Council of the Year Winner
(2019 and 2021). Plummer has over 13 years of executive leadership

change management, performance and process improvement,

Director, Supplier Diversity and Responsible Sourcing, Visa
Tanya Nixon is the Director, Supplier Diversity & Responsible
Sourcing at Visa Inc. She is responsible for leading and expanding
Visa’s supplier diversity and responsible sourcing program by
enhancing financial and operational infrastructure and reporting
mechanisms to increase alignment and engagement with our
regional customers. Prior to joining Visa, Nixon served for over 10
years as a Manager, for the National Supplier Diversity/Impact
Spending at Kaiser Permanente. She holds a Master’s degree in
Organizational Development, Bachelor’s degree in Business
Management, and a certificate in Human Resource Management.
