This relentless cycle of poverty is the legacy of centuries of racism and exploitation of communities of color4 . To address these racial gaps, WRMSDC works to support people of color who have founded their own companies to make a better life for themselves and their families. We help them gain the funding, education, and connections essential to feeding their families, supporting their communities, and building intergenerational wealth. By supporting our programs, you can help us break the cycle of poverty for future generations. Infographic - Growth of MBEs https://wrmsdc.org/giving-tuesday/pdf/WRMSDC%20v2.pdf
The Department of General Services (DGS) Office of Small Business and Disabled Veteran Business Enterprise Services, known as OSDS, is California’s lead entity on certification, outreach, education, and advocacy and is committed to helping small, diverse, and disabled veteran businesses thrive. OSDS works to ensure the state as a whole, and each department and agency, meet the 25% Small Business and 3% DVBE participation goals. The Statewide Supplier Diversity Program (SSDP) within DGS is the state’s leader in integrating strategies and resources to advance the equitable inclusion and utilization of small and diverse businesses in California’s state procurement and contracting opportunities. Through collaboration with internal and external stakeholders, both OSDS and SSDP work together to: • Provide education and resources to California’s small, diverse, and disabled veteran business enterprises, • Use data-driven tools to support state directives and program strategies to reach underserved and diverse communities and • Engage in partnership opportunities with diverse business organizations, government, and private entities. FY 22- 23 Accomplishments Voluntary Diversity Data Collection - In April 2022, DGS launched a voluntary diversity data collection for all new businesses registering with the state and for current registered businesses within their profiles on Cal eProcure. The purpose of the diversity data collection is to allow the state to gain a better understanding of business owner demographics related to ethnicity, race, gender identity, and sexual orientation. Collecting this data will help the state of California to gain insight into the cities, counties, communities, and industries where better support is needed to foster supplier diversity in state contracting. The information will be used to help the state to shape policies and develop strategies to advance the equitable inclusion and use of small and diverse businesses in California’s state procurement and contracting opportunities. Statewide SB/DVBE Advocacy Support Unit - DGS created an SB/DVBE Statewide Advocacy Support unit to support the state SB/DVBE advocates with direct assistance, onboarding, mentorship, and ongoing training to help state departments meet their SB/DVBE participation goals, expand their pool of SB/DVBE and diverse bidders, enhance their support to the SB/ DVBE community and increase diversity and inclusivity in state contracting. Assembly Bill (AB) 1574 Policy Implementation - DGS developed policy to support implementation of AB 1574 requiring awarding departments to regularly seek out and identify certified Small and Micro businesses that either have not previously done business with the state or are not regularly used in state contracts. The policy includes a list of available tools and best practices available for departments to incorporate when developing and adopting their own policy and procedures. This new policy, along with existing statutory requirements, are designed to facilitate and encourage SB, Micro and DVBE participation. Increased Small Business Certification Size Standards - DGS increased the Small Business certification size standards and is statutorily required to conduct a biennial review of the gross annual receipts (GARs) size standards for the state of California Small Business certification program using the California Consumer Price Index and other standards as necessary to reflect unique variations or characteristics of different industries. Based on the 2021 biennial review, the GARs standards for the SB certification program were adjusted as follows: Microbusiness (Micro) remained at $5 million, SB increased from $15 million to $16 million, and Small Business for the Purpose of Public Works increased from $36 million to $37 million and will further increase to $38 million in 2023. Best of California Award from GovTech - DGS received an award for its Small Business and Disabled Veteran Business Enterprise (SB/DVBE) Emergency Registry Portal for the Best of California Award within the category Best Application Serving an Agency's Business Needs at the California Government Innovation Summit 2023. To increase opportunities for SB and DVBE firms to participate in emergency procurements, DGS launched the online SB/DVBE Emergency Registry. This is a dedicated, searchable database where certified SBs and DVBEs self-register to show the state that they are ready and able to deploy goods or services around the clock during an emergency. The Emergency Registry is an essential tool for department buyers and advocates to expand their supplier base in a critical area of state procurement. The registry allows departments to quickly identify certified SBs and DVBEs that are ready and able to provide emergency goods and services. Buyers can use certification type, county, city, emergency category or keywords as search terms to locate potential suppliers. To date, we have 308 registered buyers and 869 registered businesses.

Beginning in 2019, the program was opened to any “diversity-certified” business while maintaining its focus on growing businesses owned by people of color.
