K. Parliamentarian (11/2012)
It shall be the duty ofthe parliamentarian to:

1. Interpret procedure according to the organization’s

governing document and Robert’s Rule of Order.
2. Advise the presiding officer on orderly conduct in meetings.
3. Other duties as assigned.
L. Term of Office

1. Chapter officer will be elected by majority vote of the
membership present and eligible to vote.
2. Officers will serve for a two (2) year term of office.
3. No officer will serve for more than two (2) terms in succession.
M. Non-fulfillment of Duties
Non-fulfillment of the duties by an officer as outlined above will result in
expulsion from the office. Replacement of the officer will follow
ARTICLE VI, Section II of the chapter bylaws.
N. Responsibility to New Officers
All outgoing officers shall complete their duties and transfer all
accounts, records, and files to the new officers before July 1.

Section IV. Executive Committee
The executive Committee will be made up of all elected officers for the
current year, meeting on a regular basis at the President’s discretion.
The Executive Committee will coordinate the affairs and programs of
the parent group and make recommendations to the group for
consideration. The immediate past President will serve as an ex-official
member of the Executive Committee for one (1) year.

Section V. Committees and Their Duties
Membership on one or more committees is a responsibility of chapter
membership. Particular committee membership may either be voluntary
or appointed by the president.
Membership on committees is involuntary except where
previously noted in the Constitution ARTICLE III, Section 3D of the
chapter bylaws.
The immediate past chair of a committee will serve as a committee
member of the same committee for one (1) year.
The following will be standing committees:
A. Children’s Programs Ð Coordinate calendar of events for

the year. This committee will consist of all coordinators of
children’s groups.
B. Adult/Family Programs Ð Plans and coordinate adult/family
activities for the year. The Program Director is the coordinator

of this committee.
C. Finance (Budget) Ð Responsible for organizations budget to be

presented at or before the May meeting each year with voting to
follow at the June meeting. Select an outside auditor to conduct
a year-end audit of all books and financial records of the
organization. An official report must be made to the general
body no later than the 1st meeting of the program year.
D. Membership Ð Plan and implement procedures for acquiring
new members including initiation and orientation workshop. (In
accordance to ARTICLE III, Section VIII of the chapter bylaws.)
E. Bylaws Ð Recommend and/or changes to Chapter Bylaws
when necessary and keep organization informed of
content periodically. Participate in orientation workshop.
F. Legislative Ð Advise membership of relevant national and local
legislative issues. Lobby as requested by the membership. Attend
and conduct workshops on children’s issues, which are impacted
by legislation. Community Service - Inform the organization
regarding community service opportunities. Research and
develop a plan by which the organization can fulfill its community
service obligation.
H. Foundation/Fundraising (Ways & Means) Ð Inform membership of the
function of National Foundation and its relationship to the local
chapter and community. Keep up to date information relating to
Foundation business. Responsible for the fundraising plan and
implementation of fundraiser(s), and formulating a plan for
disbursement of funds.
I. Health - Keep the membership educated about health issues
affecting the family and seek opportunities in which membership
can participate in order to improve their personal health, their
family’s health or general health issues.

J. Audit - Review the accounting practices and financial reports
annually for accuracy and recommend any changes to the
membership.

Section VI. Parliamentary Authority
The rules contained in the current edition of Robert’s Rules of Order Newly
Revised shall govern the Des Moines Chapter of Jack and Jill of America,
Incorporated in all cases to which they are applicable and in which they
are not inconsistent with the Bylaws and any special rules of order, which
may be adopted.
Section VII. Reimbursement for Expenditures
All bills are due and payable to members must be submitted to the Treasurer
on voucher forms with receipts within thirty days (30) following the
expenditures or they will not be honored for payment
Section VIII. Mother in Charge of Group Activity
The Lead Mother in Charge for a children’s group activity will:
A. Notify other Mothers assigned to the activity and coordinate

planning for the activity for the month.

B. Evaluate the activity.
C. Record the attendance of both children and mothers at the

activity, and report attendance to the Group Coordinator
before the next month’s activity.
D. Write up activity on the Monthly Activity Schedule.
E. Refer any questions, concerns, or problems to the Group
Coordinator.
Section IX. Attendance
F. The group coordinator will have a record of attendance of
children at the group activities and report to the Recording
Secretary those who have missed more than three (3) meeting
per program year.

ARTICLE VII. AMENDMENTS
Section I. Procedure
These Bylaws shall be amended at any meeting of the body of the
organization, provided a majority of the members present vote in favor of
said amendment, and provided further that said amendment has first been
circulated to the body for not less than thirty days (30) prior to the voting
date.

DES MOINES CHAPTER I TEEN GROUP BYLAWS

Article I. PURPOSE
The purpose of the Des Moines Teen Chapter is to create a medium for Teens to
provide constructive, educational, cultural, civic, recreational, and social
programs by and for teens within the Des Moines area, and to interpret the
programs and promote the projects of the National, Regional, and local
organizations as they pertain to the Teens.
Article II. MEMBERSHIP

Section 1. Eligibility
A. Membership in this organization shall consist of the Teens whose
mothers or legal guardians, or custodial caretakers are active and
financial members of Jack and Jill of America, Incorporated, and
whose membership is with the Des Moines Chapter.
B. A teen member must be between the ages of thirteen (13) and
nineteen (19), as governed by the National By-laws.
C. The active status of a Teen must terminate when he or she reaches age
twenty (20) or when the Teen’s mother/legal guardian/custodial
caretaker withdraws her membership or is terminated from membership
with her local chapter of Jack and Jill of America, Incorporated.

Section 2. Membership Classification
A. Active membership requires full participation by the teen to include
attendance at meetings, monthly activities, and serving on a
committee or as an officer.
B. Must be financial with National, Regional, and Local Chapter dues
and assessments.

Section 3. Initiation of New Teen Members
A. New Teen members shall be formally notified of their transition to the
teen group, and be invited to become members by the Teen Vice
President by April 30th.
B. New Teen members shall be initiated at the May meeting. A new
teen member’s renewal per capita fee shall due before, on, or at
the May meeting, as required by National.

Section 4. Transfers
The provisions of Article II, section 8, of the National By-laws, shall govern
transfers from, and to the Des Moines Chapter.
Section 5. Members Responsibilities
The following responsibilities of membership must be met or the organization
cannot fulfill its purpose.
A. Financial

1. Each member shall promptly meet their financial obligations as
required by National.

2. Members are responsible for notifying the Corresponding Secretary
of change in address and/or telephone number.

B. Participation
1. Attend monthly meetings

2. Participate in teen activities
3. Serve on committees or as officers
Section 6. Teen Group Self-Governance
A. The Groups composed of teenagers may draft their own rules,
governing conduct, requirements for attendance, participation, and
service per National Constitution and By-Laws.
B. All proposed rules of self-governance drafted by Teen Groups must be
consistent with National, Regional, and Des Moines Chapter Bylaws.
C. The Teen President and the committee chairpersons shall submit
proposed rules through the Teen lead sponsor, who submits them to the
mothers Chapter President for submission to the mothers’ general
membership for approval.
Article III. FINANCE
Section 1. Yearly
Dues
A. Amount. Yearly dues shall be determined in accordance with the
budget submitted by the Teen Executive Committee and approved by
the mothers membership, and shall include any uniformly applied
National and Regional taxes, assessments and fees.
B. Yearly dues for the current year shall be paid by the first Teen Meeting in
September of the current year. Members who have not paid their yearly
dues by the first Teen Meeting shall be notified by mail that they must
pay the dues plus a 10% late fee within thirty (30) days.
Section 2. Assessment
A. Annual Obligation. Each year, to fund its contribution to the Jack and Jill
of America Foundation, as required by Article VII of the National
Constitution and Article XI, Section 4, of the National Bylaws, as well as
the Des Moines Chapter’s own local service project(s) and charitable
contributions, the organization shall either: 1) conduct a fund raising
event, for which each member shall be obligated to produce an equal
share of the revenues to be raised; 2) assess each member an equal
share of the amount to be raised.
B. The amount of the fundraising obligation of assessment shall be
determined by the Teen membership in accordance with the budget
submitted by the Executive Committee and approved by the mothers
membership and shall take into account the recommendations of the
Jack and Jill Fundraising Committee.
C. The fundraising obligation shall be paid in full no later than 7 days prior to
the fundraising event, if any. All fundraising assessments shall be paid in
full no later than the April meeting. Members who have not paid their
fundraising obligation by the 7 days prior to the event or their assessment
as of the April meeting, shall be notified by mail that they must pay the
obligation or assessments plus a 10% late fee within thirty (30) days.
Section 3. Special Assessments.
A. Special Assessment fees shall be imposed when necessary and
members have been notified in writing at least seven (7) days prior to
voting on the special assessment.
B. Special Assessments shall be paid as of the date specified by
the membership.
Article IV. CALENDAR AND MEETINGS

Section 1. The club year and fiscal year of the organization shall be
calendar months June through May.
Section 2. The membership shall met ten (10) times during the Club Year,
holding one meeting in each of the following months: August, September,
October, November, January, February, March, April, May and June.

Section 3. Meetings and/or activities shall be hosted by the members on

a rotating basis. Article V. VOTING
Section 1. Voting shall be by a show of hands unless required to be written by
another section of these Bylaws.
Section 2. A vote of the majority of the members present and eligible to vote at a
meeting at which a quorum is present shall be the deciding vote, except when
the voting requires a two-third (2/3) vote.
Section 3. A quorum shall consist of 30% of the teen membership present and
eligible to vote.
Section 4. Only active members are eligible to vote. To be active, members
must be in good financial standing.
Article VI. OFFICERS AND DUTIES
Section 1. Number Classification and
Duties.
There shall be ten officers with the following titles and duties:

A. President shall 1) preside at all teen monthly meetings; 2) cast the
deciding vote whenever necessary; 3) create and appoint
committees and their Chair except the nominating committee; 4)
serve as Chair of the Executive Committee.

B. Vice President shall 1) coordinate and oversee teen programming; 2)
assume powers and duties of the president in his/her absence; 3) chair
the membership committee; 4) submit program plans to Teen Sponsors
and mother’s chapter president for approval.

C. Recording Secretary shall 1) keep a record of the proceedings of each
meeting and read the minutes of the previous meeting, unless such
minutes shall have been distributed to the members before the meeting;
2) keep a register of all members and record their attendance at
meetings; 3) promptly notify the President following the November
through May meetings of any member who according to the
attendance records, has missed two membership meetings during the
club year; 4) be the recording officer for the meetings of the Teen
Executive Board; and 5) preserve all books, records and documents
pertaining to his/her office.

D. Corresponding Secretary shall 1) conduct all correspondence of the
chapter, except as otherwise provided in other sections of these bylaws;
2) submit National correspondence to the membership by the most
expeditions method available under the circumstances; 3) keep a
current list of the names and addresses of all members; 5) send a copy of
the minutes or newsletter when necessary; and 6) send a copy of all
proposed amendments to the Constitution and Bylaws to the National
and Regional mother’s chapter President and Constitution Committee
Chairman.

E. Treasurer shall 1) work to compile and transmit such financial reports and
statements; 2) promptly notify the president of members delinquent in
their financial obligations; 3) maintain a journal listing names of members
and an itemized breakdown of monies received, categorizing sources of

all income; 4) prepare a budget to submit to the Executive Committee
which shall provide for all foreseeable activities, obligations, and
assessments of the Teen Chapter; 5) submit the budget to the mother’s
group for approval.
F. Appointed Positions may include Parliamentarian, Historian, Editor
and Sergeant at Arms if needed.
Section 2. Election of Officers.
A. Election of officers shall be held in March of each year, no later than
April 30th.
B. The Nominating Committee shall present candidates for office as a slate
at the February meeting. Candidates for each office may also be
nominated from the floor at the February and March meetings.
C. To be eligible for any office, a candidate must be an active member in
good standing and a member for at least one complete club year.
Candidates for President and Vice President shall have served as an
officer prior to being nominated and have attended one regional cluster
or conference.
D. Officers shall be elected by secret ballot at the March meeting by a vote
of the majority of members present and eligible to vote. In the event that
there is only one candidate for an office, ballots may be waived by a
vote of the members.
E. In the event that all offices are not filled at the time of the election, the
teen president shall fill all vacancies by appointment in consultation with
the lead Teen Sponsor. The exception is those offices that require
election: President, Vice President, and Treasurer.
F. The term of office shall be one (1) year.
G. Officers shall be installed at the May meeting.

Article VII. STANDING COMMITTEES

Section 1. Appointment and Term
Appointments to the Chapter’s standing committees shall be made by the
Teen President in consultation with the lead Teen Sponsor for the following year,
except the Nominating Committee, which must be elected. Term of
membership on a standing committee shall be one year.
Section 2. Committee Notifications
The Teen President shall announce committee notifications for the forthcoming
year at the May meeting.
Section 3. Designation and Duties
The Teen Executive Committee shall consist of all officers of the chapter. The
outgoing President shall automatically become a member of the Executive
Committee for one year. It shall be the duty of the Executive Committee to
propose programs for the membership and policies for the chapter subject to
the approval of the entire mothers and teen’s membership. The minutes of the
Executive Committee meetings shall be read at all meetings. The Executive
Committee shall meet monthly prior to each monthly teen meeting.
Section 4. Standing Committees
A. Community Outreach and Service Committee. The committee shall consist

of a chairperson and four members. This committee is responsible for 1)
identifying service projects that the teens, as a whole, can support during
the Club Year; 2) informing the teens of events that are taking place in the
community that maybe of interest to the members; 3) presenting
information on prospective service projects to the teens at the September
meeting; and 4) following up on the service project once the teens have
identified which project they will sponsor this club year.
B. Nominating Committee. The committee shall consist of a chairperson and
two members and shall be elected at the January meeting by the

membership body. This committee shall prepare a slate of officers for
presentation at the March meeting.
C. Telephone Committee. The committee shall consist of a Chairperson and
four members. This committee is responsible for notifying members of
monthly meetings, special meetings and any other information that the
Executive Committee has identified the committee to contact the general
body.
D. Social Committee. This committee is responsible for planning organizational
social activities such as 1) Spring Car Wash 2) Bake Sale 3) Teen Christmas
Party or 4) any other activities that the Executive committee may suggest to
the membership body.
E. Foundation/Fundraising Committee. The committee shall consist of the
Foundation Director and four (4) members. This committee is responsible for
1) keeping chapter members informed of changes in the Jack and Jill of
America Foundation; 2) encouraging
local projects and submission of proposals to the Foundation; 3) informing
the mothers of the direction of teen activities targeting Foundation; 4) build
and preserve Foundation Archives; 5) orienting members about the history
and role of the Foundation; and 6) providing workshops on grant writing,
planning and fundraising projects.
F. Scrapbook Committee. The committee shall consist of the Chapter Historian
and four (4) members. This committee is responsible for 1) obtaining materials
for the teen activities and teen scrapbook.
G. Publicity Committee. The Teen Editor chairs this committee which is
responsible for 1) writing any articles or other material that the chapter
requires; 2) encouraging the teens to submit material to Up the Hill; 3) putting
notices in the local newspapers that pertain to teen activities; and 4)
providing a teen newsletter.
H. Membership Committee. This committee is responsible for 1) the installation
of officers; 2) membership orientation; 3) annual membership book
development; and 4) initiation of new members.
I. Health Committee. This committee is responsible for planning one event
that focuses on health issues related to teens and providing preventive
health education services, workshop to the teens and the community.
Article VIII. TEEN SPONSORS
Section 1. Designation and Assignment
A. The teens of the mothers group shall be assigned to the teen group
according to age.
B. The designation and assignment of children to age groups shall be the
responsibility of the mothers Program Director, and shall take into account
the recommendations of the mothers group President.
Section 2. Sponsor Selection and Duties
A. The mothers President on the recommendation of the mothers Program
Director shall appoint Teen Group Sponsor and Co-Sponsors. Such
appointments for the following Club Year, to be announced at the May
meeting. A Group Leader or Sponsor should be a member of the Des Moines
Chapter for at least one year.
B. Teen Group Lead Sponsor shall be responsible for:

1. Working with the Program Director, teen vice-president and
president on Teen programming to assure addressing teens are
national and regional programs and mandates.

2. Convening, no later than the second week of August, the mothers whose
teens are in her Group to a) plan activities and a service project; and b)
work out a schedule for one or more members to be responsible for each
planned activity or project for the Group during the Club Year.

3. Providing support, assistance and direction, as needed, for the mothers
whose teens are in her Group, particularly new members, in the fulfillment

of their Teen Group Activities responsibilities as provided for in Article III,
Section 10, National Bylaws.
3. Coordinating Teen Sponsor Workshop to train future sponsors regarding
responsibilities as outlined by national documents.
4. Attending Teen Regional Conferences.
C. Teen Group Co-sponsor shall be responsible for:
1. Assisting the Lead Teen Sponsor in her duties as set forth in the preceding
subsection.
2. Coordinating the efforts of the mothers whose teens are in the Group
in hosting one membership activity per Club Year.
3. Working with the mothers Vice-President on the Membership Committee.
4. Keeping records of mothers’ participation in or attendance at Teen’s
Group Activities as well as such other records of group activities as the
mothers Executive Board may from time to time require.
5. Attend Teen Regional Conference.
Article IX. CONVENTION DELEGATES
Section 1. Delegates
A. The President shall be designated as the Delegate and an Alternate shall
be elected by the majority vote to attend the regional conference and
any national meeting where teens have representation.
B. Election for conference alternate shall be held at the March meeting.
Article X. PARLIAMENTARY AUTHORITY
The rule contained in the most current edition of “Robert’s Rules of Order Newly
Revised” shall govern the teen chapter in all cases to which it is applicable and
in which it is not inconsistent with the national, regional or mother’s chapter
bylaws and any rules of order (standing rules) which may be adopted.
Article XI. AMENDMENT
These bylaws may be amended at any regular meeting of the chapter by a
two-thirds (2/3) vote provided that the amendment has been submitted to the
membership in writing at least 48 hours before the regular meeting.
Article XII. DISSOLVING THE ORGANIZATION
In the event that the chapter dissolves and all financial obligations have been
made to regional and national offices, the balance of all monies in the chapter
accounts will be given to the Jack and Jill of America Foundation, in the name of
the Des Moines Chapter.

Carole Robertson /Jack & Jill Day – Activities recognizing these days were
combined by the Des Moines Chapter of Jack and Jill of America, Inc., in a
family gathering to remember Carole Robertson at Corinthian Baptist
Church and a school supply donation to a local school in-need in honor of
Carole’s dream to one day become an educator.
Founder’s Day and Associate Appreciation (January 2019) - The Des Moines
Chapter plans to host a Founder’s Day Brunch where Associate Members
will be honored along with Jack & Jill of America founders,
National Black Family Day/National Day of Fitness (May 2019) - The Des
Moines Chapter will combine our “National Black Family Day with our
National Day of Fitness, reaffirming the importance of strong, healthy,
happy, beautiful black families. Members, fathers, children and
Associates of the chapter, will compete in fitness challenges, learn to
prepare quick, easy, and healthy snacks from a private chef. Doctors,
dentists, and dietitians will demonstrate good health practices, discuss
health crises plaguing the African American community. Medical
students from DMU will be on hand to answer health questions.

SECTION 5:

NATIONAL PROGRAMMING THRUST

CULTURAL JACK & JILL HISTORY: All Members and grade-groups, Fathers Auxiliary
and Associates gather to honor the life of Jack and Jill member, Carole Robertson
and the 16th Street Baptist Church Bombing. We worshipped as a chapter.

EDUCATION STE[A]M: Teens along with other chapter youth members will enjoy
full day of activities and workshops focused on Science, Technology, Engineering,
Art and Math featured through the exhibits on display at the Des Moines Art
Center: The Numen/For Use installation “Tape Des Moines” and Drawing in Space
exhibits.

HEALTH: J&J Explorers will participate in water/swimming safety training in
recognition of our organization’s partnership with the American Red Cross to
encourage children in local communities to learn how to swim and be safe around
water. Open to all grade groups.

CIVIC NAMI: Youth will gift inspirational book to a mental health wing for a
hospital for patients accompanied by a handwritten note stating the NAMI
motto “You Are Not Alone.”

SOCIAL/RECREATIONAL: The young men of the BLTs will attend an all-day young
mens conference. Presentations will be given on the “state of young men” and
breakout workshops.
