It is with great honour that I welcome everyone to the
10th International Conference on University Learning
and Teaching (InCULT 2021). As we celebrate the 10th
year of organizing this prestigious education conference,
we are delighted to share the experience of hosting
this conference with the Faculty of Educational Studies,
Universiti Putra Malaysia; Department of International
Affairs (DIA), UiTM and Office of Global Affairs, Ohio
University.

As the world move forward into the online realm of hosting
events due to the recent pandemic, we were also forced
to migrate to an online platform to ensure that InCULT can
still go on, and knowledge sharing can still take place.
Embracing the change as we embrace living with COVID19,
it is our hope that this year’s conference will enable
academicians and scholars to engage
in meaningful discourses that will be the
platform of change in the education field.

The conference theme ‘Realising Sustainable
Development Goals (SDGs) in the New Norms through
Quality Education’ is timely, given the circumstances of
how teaching and learning has taken place for these
past two years. The most important question that we
need to ask ourselves is ‘What has the pandemic taught
us?’. The answer to this question should enable us to
be forward thinkers and shift our thoughts and ways to
move alongside with how the rest of the world is moving.

conference would also explore new directions and possibilities in
teaching and learning - especially during these challenging times.

It is our wish that the outcome of this conference will offer
a shared learning experience and provide opportunities for
intellectual discussions and academic exchanges between
local and international participants. I believe that the
outcomes of this conference will be pertinent and valuable
sources of reference for educators in relation to teaching and
learning, research, consultancy and innovations. These will ensure

This conference emphasises the informal
engagement involved in developing scholars,
researchers, and practitioners as well as that which

KEYNOTE SPEAKER II Dr. Sara R. Helfrich serves as Interim Dean of the
Patton College of Education at Ohio University. She
Professor Kelly Eskew most recently served as Senior Associate Dean for
Research and Graduate Studies after working for ten

in the Literacy Program. During that time, she taught
courses in reading methods, reading instruction and
assessment, language and literacy development,
and children’s literature. Her major research interests
include pre-service and in-service teacher self-efficacy
related to teaching literacy, teacher preparation
programming, and the role of partnerships in teacher
education.

An attorney, Professor Eskew started her law KEYNOTE SPEAKER III

Emeritus Professor Dr. Thomas N. Robb

The Importance of Extensive Reading and How To Do It Without Graded
Readers

Thomas Robb, Ph.D., University of Hawaii, is Professor Emeritus, Kyoto Sangyo University, where he was
Chair of the Department of English, Faculty of Foreign Languages until he retired in March 2017. He is a
long-time user of CALL and the Internet and has created a number of websites and applications for
Extensive Reading, student projects, interactive learning and professional exchange. One site for extensive
reading, mreader.org, now has over 100,000 student users in 40+ countries. He has been President of JALT
(The Japan Association for Language Teaching), the Board of Directors of International TESOL, and a past
president of Pacific CALL. He is Chair of Extensive Reading Foundation, the editor of TESL-EJ, the first online
journal for ELT. Recently he has been delivering workshops to teachers and ministry officials concerning
Extensive Reading in various countries worldwide.

Emeritus Professor Tan Sri Dato’ Dzulkifli Abdul Razak

Realizing Sustainable Development Goals in the New Norms Through Quality Education

Dzulkifli Abdul Razak (or for short, Dzul) is currently the
Rector of the International Islamic University Malaysia. He
was the Vice-Chancellor of Universiti Sains Malaysia (USM)
from 2000-2011. He is the immediate past president of the
International Association of Universities (IAU), a UNESCO-
affiliated organisation based in Paris. He was the
Convenor of the Regional Centre for Expertise on
Education for Sustainable Development based in USM,
one of seven pioneering centres worldwide, beginning
in 2005. Dzul was awarded the prestigious 2017 Gilbert
Medal by Universitas 21 in recognition of “his long term
commitment to a sustainable approach to international
higher education.” He is a Fellow of the Academy of
Sciences Malaysia (FASc), the World Academy of Art
and Science (FWAAS) and the World Academy of Islamic
Management (FWAIM).

Dzul was an Honorary Professor at the University of Dzul was awarded the 2017 Tokoh Akademik Negara
Nottingham from 2014 until August 2020. He is a (National Academic Laureate) and recipient of
