OUR VISION
The Cebu City Office for Substance Abuse Prevention (COSAP) is geared to extending dynamic support to the government's fight against illegal drugs, promote awareness to the public of its ill- effects, implement programs focused on demand and harm reduction, and empower the barangays as partners of the local government in drug abuse prevention and control, thereby, aiming to attain an environment that is safe, prosperous, and drug-cleared.
Currently, we are looking at activating and maximizing the capacity and capability of the community-based rehabilitation program, with the hopes of uniting families, public health and safety agencies, civil affairs departments and other social resources to help victims of illegal substances achieve recovery
and long-term abstinence.
In the midst of pandemic, COSAP remains a steady and steadfast companion to every Sugbuanon's journey to recovery.

SURPRISE RANDOM DRUG TESTS
As Per City Ordinance 1829
Has conducted random drug tests to employees of
Has conducted random drug tests to workers of 30 Barangays including Fire Volunteers
63 barangay workers got positive results and 1 Fire Volunteer
38 Cebu City Government Departments and Offices, including new-hires.
39 employees got positive results, 3 of which are regular employees.

Office-Based Rehabilitation Program
AGAK Program currently has 1180 enrolled clients -

Person's Deprived of Liberty (PDLs) who availed of the Plea Bargaining Agreement with the court.
164 Clients have completed the rehabilitation program as of February 20, 2020
Sessions are facilitated by 2 Addiction Professionals and 6 Faith-Based Facilitators
A total of 21 Sessions per week are being conducted Success story: 6 clients who completed the AGAK rehab program underwent a 4 week construction skills training program and was hired thereafter by Duros Construction.

Community-Based Drug Rehabilitation Program
Has launched CBDRPs in 47 barangays - 27 in North District and 20 in South District
Has created 3 Rehabilitation Program Modules ceUrStiEfRieSdINbAySDIAr. Ibones (City Health Officer) and Dr. Ilya Tac-an (DOH DDE Specialist) and up for DOH Region 7 acknowledgement.
Program Modules are for General Intervention (1 month), Drug Surrenderers (3 months) and PDLs (6 months)
Has hired 20 addiction professionals who are recovering drug dependents, as facilitators for CBDRP Sessions
Has activated the Community Rehabilitation Network for each barangay
Has conducted profiling of around 700 drug surrenderers with the help of ASSIST-BI (Alcohol Smoking Substance Involvement Screening Tool - Brief Intervention) and conducted pre-admission drug tests as part of surveillance testing for the rehab program.

Has attended a total of 87 BADAC Meetings since September 2020 to Feb 17, 2021
Has participated in the various House Visitations of Drug Surrenderers in 4 barangays - Sapangdaku, Mabini, Basak Pardo and Sta. Cruz
Discussed the importance of activating own CBDRP during various BADAC Reorientation and BDCP Roll outs.
Participated in BDCP One-Stop Shop which is the all-in processing of surrenderers with PDEA and PNP

INFORMATION DISSEMINATION
IEC Campaigns
Prior to pandemic, gave presentation on the ill-effects of drugs to the
academe to various schools such as Mabolo Elementary School,
Carreta Night High School and Zapatera Elementary School
Participated in the Destruction of Dangerous Drugs by PDEA last October 13, 2020.
Participated in the Omnibus Procedures on Barangay Drug Clearing Program Seminar Workshop sponsored by PDEA Regional Office VII last November 9, 2020.
Stage drama presentations to Barangays Kamputhaw, Pulang Bato, Sin-Sin and Adlaon depicting the Ill-Effects of Drugs.
Has discussed City Ordinance 1829 as well as the Ill-Effects of Illegal Drugs to new-hires during their orientation with Human Resources and Development Office (HRDO)
Collaborated with FARM Recovery Center and BESPREN Foundation for the drug symposium held at TINAGO gym last Feb 26, 2020

Attended CADAC Regular Monthly Meetings
Participated in the Senior Citizens’ Financial Aid Distribution
Participated in the Coastal Clean-Up and was assigned to the
Guadalupe-Pasil River.
When the City was placed on Enhanced Community Quarantine
last March 28, 2020, the office was tapped to man the Mayor’s Assistance Hotline from 8AM-5PM Mon- Fridays.
On April 25, 2020, the EOC Hotline was upgraded to 24/7 operations, thus, COSAP Staff was designated to shifting schedules.
On July 25, 2020, 2 dedicated hotlines for Telemedicine was added and is operating for 24/7 to cater to medical issues and consultations.

Attended court hearing at various RTC Branches regarding case filed to those PDLs who are not attending the Rehab Sessions.
Attended Seminar on Public Accountability with resource speaker Visayas Ombudsman Region 6 Director, Atty. Pio R. Dargantes last March 11, 2020.
Attended collaboration meeting with Dr. Rahul of Global Fund for
possible partnership and funding for the city's programs against infectious diseases and drug use.
Participated in the Oplan EcstaNO with PDEA during Sinulog Week 2020
Rendered invaluable service as Co-creator and co-responsible for the implementation of community-based recovery program of LaBang (Lahat Bangon) and Dilaab Foundation.
Participated in the celebration of 83rd Cebu CIty Charter Day at Plaza Sugbo last Feb 24, 2020.
Participated in the Formulation of Peace and Order Program and Public Safety with Department of Local and Interior Government (DILG) and City Peace and Order Council last September 30, 2020.

AT A GLANCE


For the longest time I hated drug addicts, until I heard their stories, their struggles, their fight to overcome addiction. While it maybe true that it could’ve been a “choice” from the start, doesn’t mean that it became their choice to abuse. Behind every addiction could be a daughter who was abused, a mom who lost a loved one, a dad overly stressed to keep up with finances, a son suffering from low self- esteem. Underneath an addict, is a victim of unfortunate circumstances.
Being the Executive Director of COSAP, immersing myself with addiction professionals and recovering drug dependents over the years, I came to realise that since addiction is a chronic brain disease, it causes compulsive behaviours outside of one’s ability to choose - that amidst a ruined life, the addict continues to succumb to a desire greater than he. That instead of hating them, we need to understand and extend help - and that’s my vision for COSAP. I want every struggling drug dependent to know that there is HOPE, there is HELP and COSAP CAN HELP.
The journey to recovery is not just the fight of one addict. He is not the only one in recovery. The family is also in recovery, the community is also in recovery. Battling addiction is a gruesome war, and we cannot fight it alone, but, together, a community is strong. COSAP is ready to stand by you. The Cebu City Government is ready to fight with you.
