Today no-one will dispute the notion that the only
engine of economic growth with jobs is boosting local
entrepreneurship. Consequently, the most successful growth
approach in a country will be a perfect salsa between the
government and the private sector in support of
innovations and creation of new opportunities for small
and medium size enterprises.
From the experience in the USA we learn that much of the
current economic recovery resulted from an increased
investment of the Obama government in the many
startups and incubators programs in the States.
Similarly, in the European Union a joint policy has been
established to trigger innovations in SME in order to
increase their competitiveness, resulting in 2014 in
the Horizon 2020 program and its financial support
mechanism for SME’s in the member states.
In Horizon 2020 the buzz words are: eco-innovation,
green economy, and sustainable development. The
Horizon 2020 policies in particular highlight the role
of eco-innovation in SME in a transformation process
towards a green economy. The main idea is that
green-growth spurs job-growth, the more so if it is
based on multiple stakeholders collaboration.
These green-growth multiple stakeholders are governments
with their enterprise promoting institutions, in
collaboration with applied research and development
institutions, who team up with entrepreneurs (including
starters), and all together working in such a way that
the participating SME’s are not being charged with too
much risks and endless rules.
Already in 1936 TNO was established by the Netherlands
Government to work closely with private sector and
universities on connecting technological innovations at
Universities to private enterprises. Since then, campuses
were developed such as Brain-port in Eindhoven, where
companies can ‘camp or sleepover’ in order to be supported
in the final development of their technological
innovation and consequent marketing strategy.
There is also IRIS, a team of eco-innovators at RVO in
The Hague, who support businesses with the development
and submission of projects for which Horizon 2020
subsidy is requested.
