Scope of work : Complete repair/ rewinding of 6.6. KV 280 KW HP Ash water
pump motor Sr. No. 17804400 (NGEF make )
A. Rewinding of stator:-
1. Debrazing of connections.
2. Dismantling of slot wedges.
3. Taking out of all coils from stator slots.
4. Cleaning of stator slots.
5. Making and forming of complete set of new coils with E.C. grade, super enameled double
fiber glass tabbed varnished conductor and carryout H.V. test at 18KV, AC on each coil in
the presence of HPGCL representative.
6. Rewinding of stator with newly formed and tested coils.
7. Providing and fixing of new epoxy glass slot wedges, cleats, packers tying and lacing of coils
with glass cord with each other on both the lower and upper overhang portion of winding.
8. Applying of epoxy.
9. Making and brazing of connections.
10. To providing on insulation the winding with H class resin rich glass mica tapes.
11. Applying of gel coat epoxy by spraying to the complete stator winding.
12. Drying out and to carryout H.V. testing at 14.2KV, AC of the re wounded stator in the
presence of HPGCL representative.
13. Providing of leads made of single core flexible copper cable with annealed tinned stands of
original size, up to the terminal box .These leads should having Butyl insulation or other
better grade , weather proof rubber insulation with cotton/ glass braiding suitable for 6.6KV
AC .Termination of leads in the junction box.
14. Scrap will be retained by firm.
B. ROTOR
1. Cleaning of complete rotor surface along with end rings .
2. DP test carrying out on both short circuiting rings and all joints of rotor bars on both ends
(DE/NDE) for checking cracks in the presence of HPGCL engineer.
3. Varnishing of the rotor with backtol red varnish of Dr.Beck make.
4. Dynamic balancing of the rotor in the presence of HPGCL engineer.
C. GENERAL
1. Hot spot test on stator core after dismantlement of old damaged winding shall be
carried out in the presence of HPGCL engineer.
2. Replacement of 6 Nos RTDs of 110 Ohms with new ones and terminating there leads
properly in the junction box.
3. Resistance measurement of each phase of winding.
4. Cleaning and washing of bearings and its all parts. Checking of all parts of housings
(both sides) and bearings ,if found damaged minor repair mechanical work shall be
carried out by firm and bearing shall be changed with new ones (supplied by HPGCL)
and filling of fresh grease (Servogem-3).
5. Complete assembly of motor .
6. Trial run on 415V in the presence of HPGCL representative.
7. Painting of motor with enamel paint of smoke grey shade of some reputed make.
8. Replacement of heat proof leads /wires for space heaters.
9. Fabrication of NDE side new outer bearing plate and sleeve as per sample and to fit
in the motor after rewinding.Damaged samples can be retained by the firm.

Terms & Conditions: Annexure: B
1) The tenders must be complete in all respects.
2) Tenders should be submitted in duplicate. Each copy should be separately tagged and
clearly marked as original/duplicate.
3) Conditional tenders or tenders through telegraph/Fax will not be accepted.
4) The officer inviting tenders reserves the right to reject any or all of the tenders received
without assigning any reason.
5) Prices quoted by the firms should be competitive and firm. The prices should be quoted
lump sum for the complete scope of work F.O.R. PTPS, Panipat.
6) Tenders should be valid for at least 180 days from the date of opening of tenders.
7) Tenders must be accompanied with the earnest money amounting Rs. 6,000/- in the
following forms.
a) Demand draft payable at the State Bank of Patiala, Thermal plant or any other
scheduled bank at Panipat, in favour of Sr. Accounts Officer/O&M, PTPS, Panipat.
b) BA 16 receipt against cash deposit at the counter in the office of Sr. Accounts
Officer/O&M, PTPS Panipat.
c) Tenders not accompanied with the prescribed earnest money shall be out rightly
rejected.
8) The successful tenderer will have to deposit security @ 10% of the contract value with Sr.
Accounts Officer O&M, PTPS, for faithful execution of work before collection of damaged
motors. The amount of earnest money shall be adjusted againt the security deposit.
9) The failure on the part of successful tenderer to honour his commitment given in the tender
will constitute a default. In such an event his earnest money will stand forfeited.
10) Subletting of contract will not be allowed. If there is any partnership of the firm then the
partnership deed should be submitted as and when required.
11) To and fro transportation from PTPS to firm’s works and back shall be arranged by the firm
12) Transit insurance of damaged motor from PTPS to firm’s works and back shall be arranged
by the firm.
13) The work is to be completed within 45 days after issue of L.O.I. excluding the seven days for
lifting the motor. However, the firm may quote their minimum completion period.
14) 90% payment will be released on receipt of motor at PTPS or 100% payment will be
released against 10% B.G. of Contract value or balance 10% payment shall be released
within 10 days after expiry of guarantee period
15) If the work is not completed within stipulated period, the penalty shall be levied @ ½% per
week or part thereof for the delayed period of delivery subject to maximum 5% value of the
work order.
16) The firm will submit the guarantee certificate for the repaired motor for 18 month for
satisfactory performance under normal working conditions from the date of successful triall
run of motor at PTPS. In case the motor gets damaged during the guarantee/warrantee
period, the firm will repair the motor free of cost including to and fro, transportation and
the guarantee of 18 months will be applicable again from the date of putting back the motor
in to service. In such case the firm will lift the motor within seven days after the receipt of
intimation from HPGCL about its damage during guarantee period. The said guarantee shall
be furnished by the firm on the NJSP of Rs. 10/ along with the bill of repaired motor.
17) Income Tax as per statutory provision shall be deducted from the bill.
18) Work sales tax as applicable shall be paid by the firm.
19) The tenderer may inspect the damaged motor at site on any working day between 9AM to
5PM.

GENERAL INSTRUCTIONS TO TENDERERS
All tenderers must carefully observe the following instructions and offers/tenders not
strictly in accordance with these instructions will be liable to rejection:
1. Tenders must be complete in all respects.
2. Telegraphic tenders/offers will not be accepted.
3. Tenders should be submitted in „DUPLICATE‟, per Registered post or by hand, all the pages
of each copy should be duly signed & stamped, both copies should be separately tagged &
clearly marked as „ORIGINAL & „DUPLICATE‟.
4. Offers/tenders should positively reach before last date prescribed for their receipt, those
received late will not be considered irrespective of whether the same was sent by Regd. post
and place of posting.
5. Tenders/offers of the firms who do not purchase or who are not issued tender
documents/specifications shall not be accepted.
6. Tenders/offers received without earnest money shall be straight way rejected.
7. The offer/tender should be typed or written in ink. Offer/tender written in pencil shall be
ignored.
8. The offers/tenders will be opened on the date & time prescribed in the Notice Inviting Tender
Documents. In case, the date of opening falls on a holiday or a holiday is subsequently
declared on that day, the tenders will be opened on the next working day following the
holiday.
9. The prices quoted by the tenderer should be competitive and as prevailing in the market and
should be firm. Prices should be quoted per unit also wherever applicable and asked.
10. Since the contractor will be handling electrical motors, he must have proper skilled staff that
has already worked on similar jobs. Qualification & experience of all skilled workers as well
as Engineers should be given in tenders. The period for which these categories of people
have been working with the firm and their experience on similar jobs should be indicated
distinctly.
11. STUDY OF TENDER DOCUMENTS
Before quoting, the tenderer shall carefully study all the clauses and specifications of the
tender documents. If tenderers have any doubt for the meaning of any portion of the tender
specifications or find discrepancies or omissions in the drawings or the tender documents
issued are incomplete or needs clarification in technical aspects, scope of work etc., he shall
at once contact the authority inviting the tender for clarifications before submission of the
tender. No arguments on this account whatsoever shall be entertained after the last date &
time of submission of tenders.
12. SITE OF WORK INSPECTION
Before tendering, the tenderer is advised to make with the quantum inspect of work & author
conditions. No claim will be entertained later, on the ground of lack of knowledge.
13. EARNEST MONEY
a) The tenderer shall be required to deposit earnest money of Rs.6000/- in one of the
following forms”-
i) Demand draft drawn on the State Bank of Patiala, payable at Thermal Plant, Panipat or any
scheduled Bank at Panipat in favour of Sr.AO/O&M-I, PTPS,, Panipat-132105.
ii) Cash at counter of PTPS, Panipat in the form of BA-16. Earnest money in the name of any
officer other than the mentioned above & in any other form will not be accepted.
b) The earnest money of successful tenderer will be treated by the HPGCL as part of the
security deposit for faithful execution of the contract.
c) The bank charges, if any, will be to the account of tenderer.
d) No claim shall be entertained against the Board in respect of interest on earnest
money deposit or its depreciation in value.
e) The failure on the part of successful tenderer to honour his commitment given in the tender
will constitute a default and in that event, his earnest money will stand forfeited by the
HPGCL.
f) The earnest money should be submitted in a separate envelope along with Part-I, which
should bear the words “Earnest money amount Rs.6000/- enclosed”. The envelope should be
properly sealed & signed by the tenderer. Tender enquiry No. 6/PTPS-I/EMD-I/547 due date
18/07/2011 should also be mentioned on this envelope.
14. SUBMISSION OF TENDER
a) Tenders should be submitted in two parts, addressed to Executive Engineer/Electrical
Mtc. Division- 1., PTPS Panipat. Part-I shall comprise of technical bid containing the scope of
work, General/Special terms & conditions, Supervision/Quality Control of work, Payment
terms, Completion Schedule & deviations if any along with the earnest money & Income Tax
clearance certificate etc. Part-II shall comprise of price bid only. Both Part-I & II are required
to be submitted in separate sealed covers, each super scribed with “Tender Enquiry No”
Quoted for. Both these covers be enclosed in one outer sealed cover super scribed with
“Tender Enquiry No”. and the fact that “Earnest money amount of Rs.6000/- is enclosed with
Part-I tender.” Part-I shall be opened on 18/07/2011 at 1530 hours and Part-II shall be
opened on subsequent date which shall be intimated separately to those tenderers whose
Part-I is considered complete as per tender documents, technically and commercially
suitable. If no deviations are observed in Part-I tenders, then Part-II tenders shall also be
opened on the same day.
b) The tender will be received in the office of Executive Engineer /EMD-I Division, PTPS
Panipat up to 1500 hours on 18/07/ 2011 and will be opened on the same date at 15.30
hours in the presence of the tenderer or his/their representative who may like to be present.
c) Tenders received late i.e. after the due date & time will not be entertained irrespective of
whether the same was sent by registered post & date of posting.
15. RATE/PRICE QUOTING METHOD
The tenderer shall quote the prices in English language and international numerals. The rates
shall be in whole rupees and shall be entered in figures as well as in words. For the purpose
of tender, the metric system of units shall be used.
16. OVERWRITING
All entries in the tender shall either be typed or written in ink. Erasers and over-writing are not
permitted and may render tenders liable to summary rejection. The tenderer shall duly attest
all cancellations and insertions.
The power of attorney in the name of signatory on behalf of the company, for signing
the tender documents and other papers of the contract should be furnished with Part-I tender.
17. DEVIATION
Tenderer‟s offer and remarks and any deviation shall be strictly with reference to sections
and clause numbers given in the tender schedule, which should be strictly
adhered to.
18. Prices
The tenderers will quote the unit rate price for repair of each rating of motors separately,
covered under scope of work.

19. The officer inviting tenders reserves the right to modify the tender as a whole or in parts and
will not be responsible and not pay for any expenses or losses that may be incurred by the
tenderer in the preparation of the tender.
20. The officer inviting tenders reserves the right to accept or reject any or all tenders without
assigning any reasons and will not be responsible and will not pay for any expenses or losses
that may be incurred by the tenderers in preparation of the tenders.
21. VALIDITY
The validity of tenders should at least be for a period of 90 days from the date of opening
of Part-II tender.
22.. The work shall be awarded to a firm with lowest rate.
