Thank you for taking the time to review the Kingsport City Schools Annual Report. It is exciting to
share the incredible work that was accomplished by the students and employees of Kingsport City
Schools during the 2020-2021 school year. I hope this annual report calendar will serve as a source
of information and inspiration throughout the coming year.
In a year that presented many challenges, the children and adults of Kingsport City Schools found
countless ways to overcome and excel in so many ways. Whether it was through in-person or virtual
instruction, the focus on moving forward and continuing to achieve was always the goal to which our school community aspired.
I am incredibly proud to look back on the school year and reflect on the successes accomplished during such uncertain times.
The adaptability and perseverance demonstrated throughout KCS is certainly reflected in the incredible results of the past year.
Especially in these challenging times, I invite and encourage you to engage with your teachers and schools, and to become an
active part of the Kingsport City Schools community. By coming together as a school community, we can best meet the needs
of our students and create the environment that is critical for their success in life. Thank you for exploring this annual report and
for learning more about what has been accomplished this past year. As always, we are excited to share these stories with you!

Jim Welch was elected to his first four-year term on the Board in
2019 and was elected president of the Board in 2020. Dr. Brandon Fletcher was elected to his first four-year term on the
Board beginning July 1, 2021.

in Unicoi County Schools. Dr. Moorhouse began his career teaching 1st
and 5th grade in Johnson County (TN).
Dr. Moorhouse earned a Bachelor of Science degree from Milligan
College (1991), as well as a Master’s of Arts in Teaching (1992), and a
Doctorate in Educational Leadership (2002) from East Tennessee State
University.
Dr. Moorhouse and his wife, Carol Grace, have two daughters. Grace Ann
is married to Sam Heller and are the parents of Hank Heller. Hannah Beth
is marred to Caleb Sprouse.

and recognize those individuals that have made significant contributions to Modern Era

Throughout the 2020-21 school year, Kingsport City Schools curriculum and
instructional efforts focused on maintaining the highest possible level of
engagement and learning while students attended school in virtual, hybrid,
and in-person settings. Through the extraordinary efforts of educators and
students, learning experiences continued that prioritized the individual
growth of each student. These experiences were centered on the four
critical questions that guide KCS instructional efforts:
• What is it we expect our students to master?
• H ow will we know when our students have mastered the content?
• H ow will we respond when our students have not mastered the content?
• H ow will we respond when our students have mastered the content?
While the majority of students attended school in-person during the
2020-21 school year, some elected to attend fully online using the KCS
Remote Choice Learning option. Regardless of the educational setting,
educators worked to continually monitor student progress throughout
the course of the school year, adjusting learning experiences to provide
the highest possible level of academic achievement. Teachers worked
collaboratively to support student learning and ensure student success.
These efforts by students and educators reflected the KCS goal of
ensuring that all students are provided the individualized and effective
learning experience that give them the skills to be successful.

ESDPUECCATIIAOLN

To best meet the individual needs of all students, the Kingsport City Schools Special
Education Department oversees and facilitates all programming and support for
students eligible for services under the Individuals with Disabilities Education Act
(IDEA). Services are provided for almost 1,300 students age 3-22 across the district.
Through the collaborative efforts of teachers, administrators, and special education
personnel, supports are provided to meet student needs in academic, social-emotional,
adaptive, and pre-vocational areas.

The Special Education department provides services and
supports to students beginning at age three using KCS
early intervention programs. A continuum of services
continues through age 22, which includes consultation, fully
inclusive programming, specialized learning environments,
homebound education, and related services (speech,
occupational therapy, physical therapy). Services are
provided by many KSC staff members, including special
education teachers, speech-language pathologists,
occupational therapists, physical therapists, vision
specialists, deaf educators, behavior specialists, school
psychologists, nurses, and instructional assistants. These
professionals provide wrap-around services for all special
education students in the district.

Students have the opportunity to become involved through
a variety of activities beyond the classroom. These include
the Sparkle Squad, Tribe Games, and serving in the BUDS,
STARS, and PALS mentor programs. Student engagement
also takes place through the Transition School to Work job
training program (which includes 16 community partners),
service learning projects, and at the Small Miracles
Therapeutic Equestrian Center. All are designed to provide
the deepest possible level of involvement in meeting the
individual needs of every KCS student.

TECHNOLOGY

The Kingsport City Schools Technology vision is focused on ensuring students
and educators have access to high quality technology that supports learning
and operational excellence. During the 2020-21 school year, this focus was
especially important as children and adults worked in virtual, hybrid, and in-
school settings. A commitment to providing the hardware devices, wireless
network, and software to meet educational and operational needs was
prioritized.
KCS continues to invest in providing the technology necessary to allow cutting-
edge educational experiences for all students. In addition to the ongoing
purchase of new computer devices through the district 1:1 program, new
wireless access points have been added throughout the Kingsport community.
These new “hot spots” located outside KCS schools allow for additional access
to the internet and increased connectivity for Kingsport
families. Technology staff members have also taken
extra steps to help facilitate increased online learning
by distributing and supporting student devices for both
school-year and summer school programs. This effort was
critical to provide the greatest opportunity for students
to accelerate their learning after a year of varied learning
environments.
The KCS technology vision continues to focus on
supporting the operational and instructional goals of the
district. By doing so, students and educators have the
tools necessary to reach the highest possible levels of
success.

The safety of students and staff is the highest priority for Kingsport City
Schools. A positive partnership is maintained with the Kingsport Police
Department that has allowed for four full-time School Resource Officers
(SRO) to serve KCS middle and high schools, as well as part-time SROs
to serve elementary schools, Cora Cox Academy, and D-B EXCEL. These
officers work to provide a safe working environment that allows teachers
and staff to focus on student learning.

Each summer, school administrators and the Kingsport Police Department
conduct assessments at all KCS locations to identify and address safety
needs. These needs cover areas such as safety plans, mental health,
and the physical safety of school campuses. With the use of allocated
safety funding, areas noted during these assessments are addressed
appropriately. Additional safety funding is utilized to provide part-
time School Resource Officers, contracted mental health staff at school
locations, an anonymous tip line to report safety concerns, and safety
training for employees and school resource
officers.

A key feature to KCS safety work is the presence
of a Safety Task Force, which reviews all safety
efforts for the district. This group, which includes
a range of safety-related community partners,
guides the overall district safety planning. With
the expertise and input of local police, fire, EMS,
and emergency management officials, the task
force is able to continually update district safety
practices for students, employees, and families.
These partnerships are vital to ensure the safest
and most secure environment possible for all

roundabout at Dobyns-Bennett High School and
paving at the D-B bus stop served to improve the
safety and appearance of the campus. Flooring
and surface improvements were completed at
schools such as Washington Elementary, Lincoln
Elementary, Roosevelt Elementary, and Robinson
Middle School, as well as the tennis courts at D-B.
A major electrical replacement took place at D-B,
with significant equipment original to the school
swapped for new up-to-date gear. And though
mostly unseen, additional electrical, plumbing,
and HVAC improvements took place throughout
the district to improve the infrastructure necessary
for healthy environments.

of the United States.
• J ohnson Elementary had one of the longest serving principals in the

history of KCS. Mr. Thomas Milam served as Johnson’s principal for 31
years from 1957-1988.
• I n 1990, Johnson families, along with over 1,000 community volunteers,
worked together over five days to build a playground that covered half
an acre and had nine different play levels. In March 2018, families and
community once again came together to build the school’s second
community playground, resulting in the current Castle of Kingsport
playground.
• J ohnson has been a“Leader in Me”school since 2016, creating a school
culture centered on developing students as leaders.
• J ohnson was named an ESEA National Distinguished School in 2018.
• I n 2019, Johnson received the designation as a Lighthouse School
by the Franklin Covey organization for exemplary student leadership
development.
• Johnson has been named a Reward School by the Tennessee
Department of Education for outstanding student success in

1949 and 1968.

EDUCATION
FOUNDATION

The Kingsport City Schools Education Foundation, Inc. is a Section
501(c)(3) organization formed to support the students, educators,
and programs of Kingsport City Schools.  The mission of the
foundation is to provide a supplemental source of revenue for
projects and initiatives not directly funded through tax dollars from
the State of Tennessee or provided in the Kingsport City Schools
district budget.   

The KCS Education Foundation is organized to further the growth
and development of KCS through charitable fundraising for the
promotion and advancement of the school district.  It serves
to encourage individuals and corporations to provide financial
support for KCS and to receive, accept, retain, administer, invest, and
distribute resources for the benefit of KCS in accordance with the
wishes of donors to further the purpose of the Foundation and KCS.

Those wishing to donate to the Foundation may contribute cash
(single gift or on an annual basis for a specific number of years),
transfer stock or other personal or real estate property of value,
life insurance, wills of interested individuals, or by transfer or
conveyance of any present or future interest in property in trust,
or otherwise. The contributions received may be provided for the
support of a specific project or projects or given to the foundation
for allocation to suitable projects at the discretion of the Board.
Funds will be used to support students, staff, or programs, pending
approval by the Board of Directors.
