TOTNES MATTERS
TOWN COUNCIL SETS 2021/22 BUDGET
Totnes Town Council has agreed by majority a 2% increase on the annual
precept, which equates to £0.15p per week or £7.52 per annum per
average band D property (actual increase of 4.14% as the tax base has decreased).
£The total budgeted expenditure in 2021/22 is 1012,870, with the Town Council requesting
£545,986 from South Hams District Council in terms of precept from taxpayers. The shortfall of
£466,844 will be funded from income generation, grant monies and the general reserve.
Some projects include:
£50,000 for community grants, supporting those groups who, amongst other things, support
the vulnerable, provide youth engagement, provide community transport.
£7,500 for heritage projects.
£188,000 for public realm and shared space (traffic calming) improvements.
£20,000 for public toilet provision.
£10,000 to continue our popular community arts and events programme.
£10,000 to get to grips with climate change challenges and promoting green transport.
£Over 40,000 for Totnes Cemetery maintenance and improvements.
£Over 26,000 on supporting local business and tourism through our Visit Totnes brand.
In the current 2020/21 financial year, the Town Council has spent additional funds on Covid-19
response support such as helping the food bank, additional resources for Totnes Caring, sheltered
shopping measures and assisted local community groups with claiming grant funding available
from other organisations and agencies.

Illegal off-road riding
Why is this important?
Illegal off-road riding and driving cause real damage to the landscape,
heritage sites and can harm livestock. The use of off-road vehicles
without authority is an offence, causes anti social issues and in some
cases the vehicles are uninsured and illegal for use on the road.
What do you need to do?
Under the Road Traffic Act using a mechanically propelled vehicle
without lawful authority on common land, moorland, on any footpath or
bridleway is an offence. Ensure you have permission to carry out the
activity. Members of the public should be vigilant reporting incidents to
the police.
How can you prevent this?
Be aware of where you are riding and ensure you have permission.
Your vehicle could be seized.
Drive responsibly, anticipate hazards, ensure your vehicle is road
worthy.
Landowners can consider securing entrances and the use of
appropriate signage.
Notify the police using 999 if you suspect an offence is being
committed and the offenders are still on scene.

Crisped Salmon with Watercress
and Soba Noodles
Serves 4
Preparation time: 10 mins

4x 175g boneless, skinless salmon fillets
4 tbsp teriyaki marinade
juice of 2 oranges
2 tbsp soy sauce
2 tbsp groundnut oil
ground black pepper
250g soba noodles (40% buckwheat)

Lockdown Student Book Reviews
Benny Williams Year 7
After much consideration, my absolute favourite book from the KEVICC Canon has
to be Skulduggery Pleasant by Derek Landy, a gripping book full of witty humour
and insults, crime fighting and a cocky, sharply dressed skeleton detective. Having
read many of the listed titles off the KEVICC Canon, it was not an easy decision to
make, but the main factors that tipped my decision were that it is an extremely well
written book and keeps you fully engaged in the story to the very end by making
sure everything that happens is a complete surprise for the reader. I enjoyed it so
much that I then went on to read the rest of the series which (SPOILER ALERT) has
a very satisfying (and unexpected!) twist near the end.
My favourite genre to read is by far fantasy fiction, as it allows for such a myriad
range of different story-types and is sure to have books that everyone will enjoy, no
matter what their interests are. A few series that I would recommend are: Summoner
by Taran Matharu, Bodyguard by Chris Bradford and Magisterium by Holly Black
and Cassandra Clare.

The most recent book that I read from the Canon is Murder Most Unladylike by
Robin Stevens. At Deepdean School for Girls, Daisy Wells and Hazel Wong have set
up their own detective agency. But they are struggling to find any real crimes to
investigate. Then Hazel discovers the Science Mistress, Miss Bell, lying dead in the
Gym. To add to the mystery, when she and Daisy return five minutes later, the body
has disappeared. I think the best thing about it was when they found the body but
then when they went to look again it had disappeared... My favourite character in
the book is the character ‘Beanie’ because she's nice and funny.
The Canon books I recommend are: 1) The Hunger Games; 2) Wonder ; 3) A Murder

Ogden Trust Winners
Last summer when we were all away from College the
Ogden Trust launched a photographic competition for
students in three different age categories to capture
‘Physics in Everyday Life’. In the Sixth form group
KEVICC students scooped two of the top three prizes
– showing that they can be masters both of art and
science!
Lalie Pireyn (now in Year 13) finished second with her
night time exposure of a scene familiar to all Totnesians.
Her composition has a skilful exposure that lets you see
the light that has taken less than a millionth of a second
to arrive from the brickwork as well as the photons that
have travelled for hundreds to thousands of years from
distant stars to arrive together at that precise moment.
The sense of scale is spectacular.
Local Talent
Jupiter Jones in Year 10 has used a range of approaches
here to capture these scenes of Totnes at night. The long
exposure used outside China Blue is exceptional as is his
composition of Totnes old town at night.
