POSITION OBJECTIVES

 Manage all activities and projects that relate to Strategic Waste Management, external
contracts, recycling resource recovery, transfer stations, litter collection and landfill
operations within Mitchell Shire in accordance with relevant legislation and Council’s
Strategic plan.

 Supervise all staff engaged in Waste Management Services to ensure that the functions
and duties are performed in accordance with Mitchell Shire policies and procedures.

 Develop policy and procedures and develop/review strategic plans relating to the provision
of waste services for the Mitchell Shire.

 Plan and implement Waste Management Services and infrastructure to meet community
and stakeholders expectations.

KEY RESPONSIBILITY AREAS

Operations Management

 Manage a diverse range of services to deliver high quality outcomes in the area of
waste management in accordance with Council’s Waste Management Strategy,
Council procedures and policies.

 Manage the legislative requirements of government, permit and licence obligations
in relation to the waste management portfolio.

 Ensure rigorous landfill management practices are in place and regularly reviewed
for the management of Council’s operating and closed landfills.

 Develop and implement effective public education programs to encourage
awareness of waste minimisation and recycling and measure effectiveness of
Council’s waste initiatives.

 Exercise delegated authority in a timely and professional manner.
 Manage council’s existing waste and landfill contracts on a day to day basis and

develop tender specifications for contract renewal or new services.
 Facilitate the provision of specialist advice on the provision of waste management

services including landfill management..
 Identify and assess changes in the external environment that are likely to have an

impact on Council’s waste management responsibilities and provide this advice to
the Manager Operations.
 Remain up-to-date with legislative changes that may impact on Council’s waste
management responsibilities.
 Participate in cross-organisational studies, projects and activities in order to meet
corporate priorities and client focused outcomes.
 Develop, interpret and review where required the operations, procedures and
policies and strategies in relation to waste management.

Managing Relationships

 Represent Council as appropriate at meetings and regional forums, including:
- Goulburn Valley Waste and Resource Recovery Group
- Other Advisory Committees

 Establish productive working relationships with professional groups, government
departments and authorities external to the organisation whose activities have
significance for Council’s operations in the area of waste management and
education.

 Provide advice on waste management services, changes to state government
policy and initiatives to the Manager Operations and Director Engineering and
Infrastructure as required.

 Liaise and consult with the community on waste management proposals and
issues.

Resource Management

 Facilitate participatory decision making within work teams and promote a positive
work culture.

 Prepare budgets for the financial planning of this service area and ensure efficient
and effective management of section finances within allocated budget.

 Budgeting is to include the preparation of fees for transfer stations and the landfill,
monitoring of monthly income and expenditure and the preparation of capital works
programs.

 Prepare reports for Council on budget programs, the effectiveness of financial
expenditure and the success of key performance indicators..

 Monitor and review the performance of staff against developed criteria and agreed
work objectives and develop programs for staff to improve their performance
effectiveness and job satisfaction.

 Provide professional leadership and direction for staff in accordance with the
principles of Equal Employment Opportunity, ethical practice, human resource and
corporate policies.

 Manage purchasing and procurement in line with Council’s policies and procedures.

 Risk management and occupational health and safety -
Comply with occupational health and safety legislation, risk management requirements and
all Council policies.

QUALIFICATIONS, EXPERIENCE AND SELECTION CRITERIA

Essential

 Tertiary and/or post graduate qualification preferably in the environmental and engineering
field or a related discipline;

 Proven experience working within the waste and environment industry with demonstrated
capacity to work productively.

 Proven experience in managing budgets and experience in financial procedures and
reporting.

 Substantial experience in a fast paced, multiple project and operational high volume
environment with a demonstrated proactive approach to problem solving with the ability to
apply value-add solutions

 Highly developed interpersonal skills, with the proven ability to build effective relationships,
influence and communicate with a diverse range of stakeholders

 Demonstrated experience in leading a multi-disciplinary work force ensuring the
management of performance and development to staff to promote a positive work
environment.

 Previous experience in the delivery of waste management services (including landfill
management), EPA compliance and interpretation of legislation applicable to the work area.

 Lead by example in living the organisational values and behaviours.
 Knowledge of safe work procedures and relevant legislation;
 Willingness to undertake National Police Check
CONDITIONS OF EMPLOYMENT
Employment conditions for all employees are in accordance with the relevant award, employment
contract industrial agreement, organisational policies and procedures as amended.

Appendix A

Accountability and Extent of Authority

 The position occupant is required to carry out the broad range of tasks and duties subject to
regulations and policies and use initiative to resolve complex service delivery issue and
provide information to customers and assistance to other staff as required.

 Accountable for the quality, planning and prioritising of work associated with Waste
Management.

 Manage and co- ordinate staff work programs.
 Provide advice to internal and external groups that are relevant to Waste Management

Services and contractors.
 Accountable for fulfilling obligations under the Occupational Health and Safety Act and

relevant regulations and Council’s OH&S Policy, observe safe work practices and resolve
and issue advise to management.

Judgement and Decision Making

 Make judgements and formulate recommendations on Waste Management Services for the
Shire to improve services provisions and operations.

 The holder is required to have the ability to exercise initiative and judgement associated
with Waste Management functions, and make decisions that are not always available within
the organisation but are in accordance with Council policy.

 Contribute to making on site decisions within the council’s procedures having regard to
quality efficiency and safety.

Specialist Knowledge and Skills

 Specialist skills to manage the provision of waste management (including landfill or
contaminated land) services.

 Demonstrate a sound knowledge to clearly understand and adhere to legislation policies
and procedures relating to waste and landfill management and provide advice to the
Manager Operations in relation to legislative changes which may impact Council.

 Demonstrate the ability to independently resolve issues in a cost effective an innovative
manner in line with Council’s policies and procedures.

 Continuously seek new opportunities for reducing waste to landfill in conjunction with the
regional waste management group.

 Sound knowledge of all awards and policies and ability to write and review policy and other
strategic documents.

 Possess sound customer service skills.
 A sound knowledge and understanding of contract management and administration

procedures including the preparation of tender specifications.
 Extensive knowledge of relevant budgeting techniques with the ability to cost, acquire and

complete projects while continually evaluating the best resolution to meeting infrastructures
goals.

 Demonstrated ability to work with minimal supervision to achieve objectives and goals of
Mitchell Shire Council for the relevant areas of responsibility;

 Proven time management and goal setting skills with the ability to manage time, set
priorities, plan and organise work in an environment of conflicting and changing demands;

 Demonstrated ability to supervise contractors and other employees in critical program
areas;

 Confidence to implement OH&S policies and award practices.
