Jennifer Sibanda who trades in fruits
and vegetables attested that "vendors are
not allowed inside the council premises,
we relieve ourselves in that bush behind
us".

She said, "the trading area has become
a health disaster as the banana traders from
Chipinge are camping and sleeping at the
new market where there are no toilets".

Investigations by this reporter revealed
that council's quest to collect revenue from
the market hits a wall as the vendors are
resisting to pay, saying the local authority
must first put up the ablution facilities.
Save only a few operating outside the des-
ignated areas are paying a US$1 equiva-
lent to local currency per week.

Describing the chaos at the newly es-
tablished market GUPRARDA executive
Director David Chikore said " The truth
of the matter is that the bush patches be-
hind Mtapa cemetery have been turned
into a giant open-air toilet defecation zone
by vendors.

"The chaos that currently exists at the
Mtapa market is the legacy of political po-
larization, outright greed by the space
baron opportunists and an inept council
that rolled over and allowed political in-
terests to take over a council asset".

He said politics has become a hindrance
to development.

"The vendors, or more aptly, the bull-
ish politically linked space barons, some
of who were masquerading as vendors,
caused the chaos and benefited for close
to a year from the chaos.

"Their chaotic conduct prevented the
council from implementing it's phased
plans where ablution facilities, running
water, and proper vending bays were to
be demarcated by the rightful landowner,
which is the City of Gweru," he said.

Pastor Chikore added that space bar-
ons took advantage and allocated bays
based on political affiliation.

" Space barons took center stage in
March 2021 where they allocated bays to
people, allegedly based on political party
loyalty. The same space barons made a
killing by collecting cash ($1/day) from
vendors at a market illegally "seized"
from Council," said GUPRARDA execu-
tive director.

He said Council also contributed to the
chaos by not being transparent in the reg-
istration process of vendors.

" After promising vendors who had re-
ligiously complied with council's call for
vendors to register for vending bays, af-
