INTRODUCTION HALAL
CERTIFICATION

Halal certification give assurance to all
Muslim consumers that the product is in
compliance with the Shariah laws, and
for non-Muslims that the Halal products
are quality products based on Halalan
toyyiban (Halal and wholesome) concepts
as it integrates the Good Manufacturing
Practices (GMP) and HACCP. Malaysia is the
only country in the world whereby the
government provides full support in
promoting Halal certification process on
products and services

Did we know that when halal certification is started in Malaysia .The
involvement of the Department of Islamic Development Malaysia (JAKIM) to
confirm the status of halal on consumer food products and goods in the
country began in the year 1974 when the Research Centre of the Islamic Affairs
Division of the Prime Minister's Office started to issue halal certification
letters for products that met the criteria. Furthermore, who is involved the
halal certification is Department of Islamic Development Malaysia (JAKIM),
Halal Development Corporation (HDC) and Prime Minister Office

Malaysia Halal Certificate is an official document stating the halal status of products and/ or services
according to Malaysia Halal Certification scheme issued by the competent authority

Competent authorities for halal certification has three:

JAKIM is a Malaysian government institution which established the Malaysia Halal logo
and implemented Halal Certification System. It is the governing body that issues Halal
certificate for local and export markets. It is also the monitoring and enforcement
body for Halal guidelines.

Besides JAKIM, the State Islamic Religious Department (JAIN) and State Islamic Religious
Council (MAIN) have the authority to issue the Halal certificates and logos for domestic
market. The Halal certification is issued according to three categories of application:
Product/Consumer Good, Food Premise and Slaughter House/ Abattoir.

REQUIREMENT

• Producing only halal food: Must be no
interaction between halal and non-
halal products. Storage and
manufacturing must be separated.

• No religious statue or deity
• Supplier have halal certification and

all ingredients are halal
• Muslim employees: At least 2 Muslim

employees are required to follow the
guidelines of halal requirements.
• Comply to halal procedure
• Declared list: actual material list

• Clean surrounding: no contamination & schedule cleaning
• Transportation for halal products only
• 5km which is pig rearing & waste sewage
• Practice GMP
• From halal committee & appoint halal executive
• No contamination during preparation, handling, packing and transportation
• Equipment free of Najs

ONLINE APPLICATION

• All online application must be made through Jakim website which is
(http://apps.halal.gov.my/myehalal/pemohon/index.php)

• Registration for each company number needed to be completed in online application.

DOCUMENTATION

Application form must be completed and
accompanied with relevant certificates and
documents, as the following:
1. Registration of company/business at companies’
commission of malaysia (SSM)
2. Manufacturing license from local authority which
is city council.
3. Copy of IC/passport/work permit and appointment
letters for 2 permanent workers (at the
premise/plant) or slaughtering certification for
slaughterer (for slaughterhouse only)

4. Halal certificate or product specification for critical ingredients. Any import permit
from DVS for meat/animal based products (if any)

5. Manufacturing license from Cosmetic and Drug Control Authority (for Health products
and cosmetic)

6. Map of location/plant/premise
7. Company’s annual turnover (financial statement)

8. Design and label of products
9. Other certificates or documents such as Hazard Analysis and Critical Control Point
(HACCP) Plan, International Standard Organisation (ISO), Good Hygiene Practices (GHP) , Good

Manufacturing Practices (GMP),
