Welcome to Annual Meeting 2020!
Our experience this year is a little different than my first convention
last year at the Broadmoor in beautiful Colorado Springs, or our
planned convention at the Grand Floridian Resort in Orlando.
Nevertheless, it is a privilege to welcome you to this first-ever, and
hopefully last, virtual annual meeting of the PACB membership.
Kentucky author James Lane Allen once observed “Adversity does not KEVIN L. SHIVERS
build character, it reveals it. This year sure revealed the character President and CEO, PACB,
and strong leadership of our PACB chairman Jon Conklin. At last
year’s convention, Jon challenged members to “be involved.” During Harrisburg, PA
this extraordinary time, whether in person or online, Jon always was
present, eased our concerns, and fought for our interests. He deserves
a lot of credit for his leadership during these extraordinarily trying
times and our undying gratitude for his efforts.
Community banks in Pennsylvania have done a fantastic job. You delivered the lion’s share of paycheck
protection loan funds to our small businesses. More than 158,000 of them, an average of $112,000 each.
And you did it quickly, despite confusing and ever-changing rules. You let customers know you “had their
backs.” And you instituted new procedures to protect your employees and associates from harm.
I know we’re all eager to return to normal. But what is normal? Our kids are at home, doing their Zoom
homework. Restaurants have moved their tables outdoors. It’s tempting to think about “the new normal.”
Some things have changed forever. Some for the better.
For one thing, we have rediscovered the value of strong relationships. I think that is what set community
banks apart during the pandemic. It undoubtedly is the reason Washington called upon us to deliver the
largest domestic economic relief package in our nation’s history.
You were models for the nation. That is not hyperbole. That is a fact.

OPENING CEREMONIES:
Convention attendees stood for the national anthem and joined in the pledge of allegiance. PACB President and CEO, Kevin Shivers,
welcomed the group and honored the founding members of the PACB. Mr. Shivers introduced PACB Chairman Troy M. Campbell,
President and CEO Altoona First Savings Bank who welcomed everyone to Colorado and recognized the past Chairmen of PACB
thanking them for their leadership of the association.
CALL TO ORDER:
Chairman Campbell called the meeting to order at 8:33 am.
INDUCTION OF 2019 HALL OF FAME HONOREES:
Chairman Campbell introduced Henry H. Deible, former President and CEO of Community First Bank, and presented him with a Hall
of Fame inductee plaque. Mr. Deible provided brief remarks. Chairman Campbell introduced W. Russell Koerwer, former president
and CEO of Chelten Hills Savings Bank, and presented him with a Hall of Fame inductee plaque. Mr. Koerwer provided brief remarks.
Chairman Campbell introduced Terry Sager, former President and CEO of William Penn Bank who continues to serve on their Board of
Directors, and presented her with a Hall of Fame inductee plaque. Ms. Sager provided brief remarks.
APPROVAL OF MINUTES:
Chairman Campbell reviewed the minutes of the 2018 Annual Membership Meeting. A motion was made and seconded to approve
the minutes as presented. Motion carried.
TREASURER’S REPORT:
PACB Secretary/Treasurer Roger A. Zacharia, President and CEO, Ambler Savings Bank, reviewed the financial statements of PACB
and its subsidiaries. A motion was made and seconded to approve the treasurer’s report as presented. Motion carried.

Secretary Zacharia then read the “Salutes” to honor and thank those Board members whose terms were
concluding as well as the Committee Chairs and Vice Chairs for the past year.
CHAIRMAN’S REMARKS:
Mr. Campbell stated that he is thankful and proud for the opportunity to have served as PACB Chairman
and provided an overview of the legislative advocacy that is ongoing because of all of PACB’s members
efforts. He thanked PACB staff for their strategic thinking and ongoing support of PACB initiatives and
Pennsylvania’s community banks, and noted the future is bright with new president and CEO Kevin Shivers
at the helm. Mr. Campbell thanked the PACB Board of Directors for their engagement, as well as, the Board
of Directors and staff at Altoona First Savings Bank for their support and ability to create a culture of
giving back to their community. Mr. Campbell provided the background to the #DifferenceMaker concept
by reflecting on his upbringing, the unwavering support of his family, and ultimately thanked his wife
Jodie for being the biggest difference maker in his life. He finished by encouraging members to be actively
involved in the PACB, and continue making a difference in their community.
Chairman Campbell then introduced Incoming-Chairman Jon P. Conklin commenting that he is sure that
Mr. Conklin will continue to lead the association towards a bright future.

Pennsylvania’s hometowns strong and vibrant. He encouraged all to join the team and his yearlong
journey to level the playing field.
PRESIDENT AND CEO’S REPORT:
Mr. Shivers provided remarks on how PACB member banks have kept communities together for
centuries. He thanked Mr. Campbell for his service and dedication to being a difference maker.
He then thanked incoming chairman Jon Conklin for his service, noting he looks forward to next year,
and then shared his vision for PACB’s future.

Jon came to Woodlands Bank as the Chief Financial Officer in 2010 and has been
in the role of President and CEO since the beginning of 2013.
The PACB Executive Committee, Board of Directors and team is honored to thank
Jon Conklin for his commitment, determination and leadership throughout this year
of epic challenge. Jon brought candor, thoughtfulness, steadiness and a heroic
voice to community banking through a pandemic and economic uncertainty not
seen in decades. His fierce advocacy at both the state and federal level was known
by policy-makers, bankers and centers of influences across the Commonwealth.
Although Jon had planned for a traditional chairmanship, complete with travel across PA to meet personally with you and attend
events across the country to engage with community bankers from every state, COVID-19 required him to turn on a dime to serve us
and the PACB.
Jon quickly pivoted his activity as chair to incorporate virtual connections to create ways conduct business and foster relationships,
while keeping connected with policy-makers and centers of influence to ensure the voice of community banking was heard.
Even through the never-ending challenges of minute-by-minute advocacy and hour-by-hour legislative guidance changes, Jon never
shied away from difficult decisions or conversations. Incorporating his genuine and transparent leadership style, he leaned into
discomfort and stayed focused on what was needed to keep the PACB steady while it navigated through uncharted waters.
Jon met every challenge head-on with commitment, strength, skill and dedication. Dedication to his fellow bankers, the Woodlands
Bank team, PACB and his local community.
PACB thanks Jon’s family for sharing him with us over the past several years and especially during his chairmanship. We know that

ICBA the leading advocacy organization exclusively representing community banks.
She is one of the nation’s foremost advocates of the community banking industry,
with a focus on regulatory reform for our country’s more than 5,000 community
banks. She has met with President Obama and President Trump to discuss issues
that are top of mind for community banks.
A third-generation community banker born and raised in Taos, N.M., Romero Rainey is the former Chairman and CEO of
Centinel Bank of Taos. Upon graduating from Wellesley College, she returned home to Taos with the dream of continuing her
family’s business of running the town’s only local community bank.
Her broader service to the community banking industry began when she joined the board of the Independent Community
Bankers of New Mexico, where she served as president in 2007-2008. She entered the national stage by becoming active
within ICBA and serving on several committees. Rebeca also played a key role in the formation of ICBA’s Minority Bank
Council and served as its first chair. Later, she was nominated to become a member of ICBA’s Executive Committee, and in
2016, became ICBA chair.
Rebeca has also served on the Federal Deposit Insurance Corp. Advisory Committee on Community Banking and the Kansas
City Federal Reserve Community Depository Institution Advisory Council. She has been featured on CSPAN, MSNBC, CNBC,
NPR, and has testified before Congress, and delivered speeches before the Federal Reserve, OCC and FDIC.
She has a long history of community engagement and collaboration among community stakeholders. Rebeca is the co-
founder of the Bridges Project for Education, a nonprofit focused on helping first-generation college students. She was also
selected as Taos Citizen of the Year in 2009 and has been awarded the New Mexico Governor’s Award for outstanding women.
In addition to graduating from Wellesley College, Romero Rainey holds a degree from the Pacific Coast School of Banking.
