Ashley Brown Bailey
Ashley Brown Bailey is a native Philadelphian. She graduated from the Mississippi State University College of Veterinary Medicine in 2010 and practices in Byram. She is married to Simon Bailey. They have two children, Turner and Elizabeth, and live in the Belhaven neighborhood of Jackson. Ashley has always appreciated art but didn’t begin painting until her husband’s grandmother, Frankie Harpole, encouraged her to try it.
“Making Up For Lost Time”
This painting represents the simple pleasures of a lazy afternoon at the Fair. The slow, easy conversations on the porch, the hugs and laughs, delicious homemade meals, and the sounds of children playing in the sawdust were all absent during the Pandemic. And sadly, the Fairgrounds were silent during that hot week in July for the first time in decades. When asked to paint something for the program cover, I knew that I wanted to illustrate the joy of just being together. The sensation of sitting on the porch swing swaying to the rhythm of the music somewhere in the distance was something I imagined as I applied the paint to the paper. We will never get back the time we lost in 2020, but maybe its loss will remind us to be even more grateful for the time we have going forward. Maybe this year we will “make up for lost time.” I hope that the warm (and possibly sweaty) embrace of this Giant Houseparty welcomes you back, and may this be the best Fair yet!

I, along with the Neshoba County Fair Board of Directors, welcome you back to Mississippi’s Giant Houseparty. Last year was a challenging time for all of us and there is much anticipation and excitement surrounding this year’s Fair. Every year when planning, we as a board try to insure the ideas and foundations of the very first Fair remain intact. The Fair is an agricultural fair with much more to offer... political speaking, arts and crafts market, horse racing, agricultural & home economic exhibits and top notch entertainment. With all the Fair has to offer, the most important aspect will always be the time spent with family and friends. It is the memories we make each year that will always bring us back to the hallowed Neshoba County Fairgrounds.
The Neshoba County Fair is the oldest campground fair in the United States. With many cabins and campers it is a unique experience. First time fairgoers experience true southern hospitality and are amazed by all the NCF has to offer. It doesn’t take long for someone to sense the connection here and feel the desire to make the annual trip back to the NCF. For those of us who have been attending for years, it is coming home.

• Neshoba County Fair Farmers Market will be open Saturday, July 24 from 8:00 am until 12:00 noon in the Livestock Show Arena.
• Shuttle service for the physically challenged only will be provided from 9:00 am to 10:00 pm daily with stops at the Gate 2 handicapped parking area, the Grandstand and the Gate 1 Ticket office. This service is provided at no charge to our physically challenged patrons. A FAIR TICKET PURCHASE IS REQUIRED FOR ADMISSION ONTO THE FAIRGROUNDS AND SHUTTLE ASSISTANCE. PLEASE ALLOW 30 MINUTES LEAD TIME FOR SHUTTLE ASSISTANCE. For shuttle assistance, call 601-504-7008.
• ATM’s will be located at Gate 1, Gate 2, Post Office, Carnival Area, North Exhibit Hall and the Livestock Barn’s concessions area.
• Mitchell Bros. and Sons Amusements Co. will be open and operating on Thursday Night, July 22 from 6:00 pm until 11:00 pm for a pre-Fair preview.

FACTS ABOUT THE FAIR
FORERUNNER OF THE FAIR: After a group of local farmers attended the “Patron’s Union” in Lake, Mississippi where farm produce and animals were shown, they arranged a picnic in the Coldwater Community in 1889 where farm animals, farm produce and women’s handiwork were displayed.
PURPOSE: To encourage farmers to raise better crops and farm animals.
OFFICIALLY ORGANIZED: After two successful picnics, the fair was organized in 1891 when officers and a
board of directors were elected.
NAME OF FAIR: The fair was originally called “Stock and Agricultural Fair”
STOCK IN FAIR: Preferred stock in the fair was sold as early as 1892. This stock was “called in” in 1936 and common stock was issued.
PREMIUMS: 1894 records show that premiums amounting to $200.00 were offered for best farm and garden display, best mule and best trotting horse.
RACING: Harness and Running horse races have been held since 1894. The red clay, 1⁄2 mile oval currently in use is over 100 years old, having been constructed in 1914. For 85 plus years, it was Mississippi’s only licensed horse racing track. The track itself was extensively refurbished in 2021.
GIANT OAKS: On Founders Square planted in 1898 and now being replaced.
GROUND LIGHTED: Originally “lights” consisted of pine knot torch lights atop 19-foot poles, which had a shelf covered with red clay to prevent the wood from burning. This method of lighting was replaced by a dynamo for lighting purposes, and by electricity in 1938 when electric power came to the rural area.
BATHROOM FACILITIES: Since no waterworks existed, bathroom facilities were the most primitive, until 1938 when electricity arrived and wells could be built.
POLITICS: All state, district and local candidates or elected officials have spoken at Mississippi’s most revered political speaking stump. Presidential candidates Ronald Reagan (1980), John Glenn (1983) and Michael Dukakis (1988) have spoken at the Fair, along with Donald Trump, Jr. (2016) on behalf of President Donald Trump’s campaign.
REGISTERED TRADEMARKS: “Neshoba County Fair Association, Inc.”, “Mississippi’s Giant Houseparty” and “The Neshoba County Fair, Mississippi’s Giant Houseparty” registered in 1983.
CABINS: There are 597 individually owned cabins on the grounds. Also space for 575 plus RV units. PAVILION ON FOUNDERS SQUARE: Built in 1914 with only minor repair work having been done since
construction. Completely refurbished in 2003 with no architectural or cosmetic changes.
EXHIBIT HALL: While different buildings were built and utilized from the days of the first Fair, the current structure was built in 1924 and has undergone repairs, improvements and modification since, the most current being a re-roofing in 2013.
WASTEWATER / SEWAGE SYSTEM: The system is comprised on 2 lagoons located west of Highway 21. Pumping stations located inside the residential areas transfer all wastewater to the lagoons. This system is privately owned by the Fair Association and maintained and monitored by licensed personnel.

It was flown by John Cabot in 1497 under the reign of King Henry VII.
2 The KINGS COLORS was the first flag used for the Colonies after the Mayflower landed in America (1620).
3 The BRITISH RED ENSIGN was England and it’s Colonies new flag adopted by Queen Anne in 1707.
4 The CONTINENTAL FLAG was one of the most popular flags to be flown during the Revolutionary War by
the Colonists.
5 The PINE TREE FLAG was flown on Colonial sea vessels against the British shore defenses in the New England area (1775).
6 The GADSDEN FLAG was intended as a warning of the danger of treading on the Colonies.
7 The GRAND UNION FLAG was adopted by the Colonies in 1776 and was raised by General Washington
at Cambridge.
8 The BETSY ROSS FLAG was adopted by Congress on June 14, 1777.
9 The STAR SPANGLED BANNER was flown shortly before the “War of 1812”. Since two new states were added to the Union, two stars and two stripes were added to the Betsy Ross flag.
10 As the United States expanded and more states entered the Union, it became necessary to adopt a practical design to represent each new state. April 4, 1818, Congress passed legislation establishing the number of stripes at seven red and six white and an additional star for every new state joining the union.
11 The “In God We Trust” flag of the State of Mississippi was approved by the voters of Mississippi in 2020. The new flag features a magnolia blossom surrounded by 20 stars, signifying Mississippi’s status as the 20th state in the Union, a gold five-point star to reflect its indigenous Native American Tribes and the words “In God We Trust”.
