1.0 WHAT IS PUBLIC RELATIONS (PR)?
According to the Encyclopedia Britannica, public relations means the aspect of
communications involving the relations between an entity subject to or seeking public
attention and the various publics that are may be interested in it. Moreover, in public
relations, the person who are responsible in this department must have a good
communications for the organizations relationship with publics. This is very important to
maintain an organizations relationship with society in a way that effectively achieves
organization’s goals. There are many criteria to be a public relations person likes good
communication skill, knowledgeable, creative, and more. It is very important to attract
people to come to our organization.
2.0 INTRODUCTION
Our group had decided to do our interview at Politeknik Sultan Salahuddin Abdul Aziz
Shah Library (PSA Library). This library is located at Shah Alam. We did our interview
with Miss Nurul Farhah Binti Dalaill who is library officer at this library. She did her diploma
in Information Management at Universiti Teknologi MARA, Kelantan and degree in
Resource Center Management in Universiti Teknologi MARA, Campus Puncak Perdana,
Shah Alam. At first she is being post at special library after graduated in 2008. In 2009,
she got the offered for the government sector. She had about 7 to 8 years of work
experienced.
3.0 BACKGROUND OF POLITEKNIK SULTAN SALAHUDDIN ABDUL AZIZ SHAH
LIBRARY
Shah Alam Politeknik Library is now known as Politeknik Sultan Salahuddin Abdul Aziz
Shah Library (PSA Library). The library is open to users in January 1998 and officially
opened on October 12, 1998. The library provides services to all students and employees

of the PSA. The library building has a floor area of 2624 square meters and can
accommodate 400 users at one time.

4.0 THE SCOPE OF WORK IN PUBLIC RELATION SECTOR AND OTHER SECTOR
The scope of work for public relation in PSA Library is deal with the library user. To deal
with them, the communication skills are needed in order to make the person in charge for
public relation in library and having good communication with the library users. As the
information provider, it is really important to have public relationship especially if the
library having the reference desk. In PSA Library, there are no Reference Desk because
of majority of student would go directly to the Circulation Counter if they have anything to
ask. To maintain the importance of public relation in library, suggestion box is provided.
If the user having any comment or complain about the library, they can use the suggestion
box as their medium of communication that will be assist by the library staff. The library
staff will reply back all of those comments. If there have the any day of meeting with the
users, the library officer will in charge of that.
5.0 THE ACTIVITIES THAT BEING HELD IN THE PSA LIBRARY
According to the interview, Miss Nurul Farhah said that there were a lot of activities have
been done in the library. Every year, this library have prepared a lot of activities for their
students. These institution offer the studies at diploma and degree levels. The courses
that they offer are Civil Engineering, Electrical Engineering, Commerce, and
Mathematics, Science and Computer. So, the PSA Library took the initiatives to provide
the activities that fit with the students. These are the examples of the activities:
i. Library Open Day

This activity is to introduce what the library have to the students. During that day,
there were many activities being held for the examples Booth “Jualan Buku
Penulis Indie”, Luck Draw, Home Library Exhibition and games. These activities
can attract the users to come to the library.
ii. “JOM LEPAK LIBRARY” Program

This program shown the latest films to all library users. Then, the theme for this
program is ‘Relax, Chill & Fun’. The examples of the films that have been shown
are Bajrangi Bhaijan, Jurassic World, Polis Evo, Avangers, Mission Impossible 5
and more. This program had been held at the Lotus room which is one of the
room services in this library.
iii. Pameran Kuiz Kemerdekaan Sempena Bulan Kemerdekaan

This program is open to all PSA students. Moreover, it is also provide the gifts
and participation certificates for the winners. Then, there are also have the
exhibition of independence in this program.
iv. READING ICON 2014 (student category)

READING ICON is one of the program to appreciate the student’s commitment
in civilize reading practice. This program also provide the cash prize, certificate
and plaque award.

This activity will expose students to the writing world and the challenge in the
future for those involve in this area. Moreover, it can give the chance to the
students to show their skills in writing.
vi. Basic Drawing Workshop

the talent in drawing. They can learn more about drawing in this program and
can show their skills in drawing.

As we know, each of the academic library can do the orientation to introduce the
library for their new students include the PSA Library. So, this program is one of
the way to inform the new student about the services and facilities that provide
by this library. This program is very important to them because they do not know
more on how to use the services and facilities in the library, so the library staff
should teach them how to use it in this program.
viii. Online Database Workshop

This workshop is introduce the database that provide by this library for their
students. During the interview, the library officer said that this library just adopt
the database from the PNM because they cannot afford to buy database.
Moreover, this program also provide the gift for those involve in the competition
of database.

ix. Online Entrepreneurs Talk

Todays, there are so many online sales in the internet. So, this library take the
initiative to do a program which is involve the online entrepreneurs. Online sales
can give a lot of benefits for students because they can get the income as the
additional spending money for their studies. Then, they can also get a lot of
experience.
6.0 THE CHALLENGES TO ATTRACT STUDENTS TO COME TO THIS LIBRARY AND
THE SOLVING FOR THAT PROBLEM
According to the interview, we can see that there are many challenges that PSA
Library has to face. Nowadays, the students did not have awareness about the useful of
library. This is because they are more concern on use the internet to search the
information then go to the library to find sources. The PSA Library have a lot of collection
to serve the right sources for their students. But, just a few students come to the library
to do their work. Another students most likely to do their work or assignment by refer to
the sources in the internet. They thinks that the sources in the internet are easier to search
because they just have to stay at home or hostel and they can get more information in a
short time. At the same time, they must know the right information. Most of the information

in the internet are not accurate. So, they must choose the right information as their
sources.
Furthermore, another challenge that PSA Library has to face is when some of the
lecturers at the PSA are not too concern about the citation of each the assignment that
make by their students. If, the lecturers concern about it, the students can go to the library
to find the sources to do their assignment because the library provide the right information
to the users. So, they cannot just take it simple but make the citation as the important one
to give the credit to the person who write the information at the sources that we take.
Moreover, this library also adopt the database from the National Library of
Malaysia (PNM) because they cannot afford to buy their own online database. Then, the
students also do not too use the database that’s why they do not buy it. But, in the future
they are planning to have their own database. Most of the students in the PSA are in
diploma levels so they not too refer to the database to search the information. Online
database is one of the library services that provide a lot of information to the users and it
is also the important sources.
Everything that we do must have their own challenges and problems. But, each of
the problems have their way to solve. PSA Library do a lot of activities to attract the
students to come to their library. For the examples, they make Library Open Day, “JOM
LEPAK LIBRARY” Program, Pameran Kuiz Kemerdekaan Sempena Bulan
Kemerdekaan, READING ICON 2014 (student category), Income Generating Workshop
through Writing a Novel with Liza Ali, Basic Drawing Workshop, The Orientation of the
PSA Library and Briefing About OPAC for New Students, Online Database Workshop,
Online Entrepreneurs Talk and more. All of the activities can attract the students to come
to the library.

7.0 THE SPECIFIC CRITERIA TO BE A PUBLIC RELATIONS PERSON OR PUBLIC
RELATIONS DEPARTMENT. (ACCORDING TO LIBRARY OFFICER OF PSA
LIBRARY)
Miss Nurul Farhah said that to be a public relations person in information work, they must
have all of this criteria:
i. Knowledgeable
The person who involve in public relation, they must have good knowledge to
provide the information about their organization to help organization maintain the
relationship with society in a way that effectively achieves organization’s goals.
The knowledge that they have can make the publics believe and interest with what
they told.
ii. Know about their organization
The meaning of public relations is the management of communication between
an organization and its publics. So, as a public relation person, he or she must
take note about their organization to promote to the public. Public relations must
pursuit of public understanding and acceptance of an agency’s purposes, goals,
objectives, programs and services. This is one of the important things in public
relations because they play the main role to promote what the organization have
to the public. For the example, the library promote their services and facilities to
attract the users to come to the library.
iii. Excellent communication
A person who has a good communication can attract people to hear what they
told. The good communication skill will influence the feelings, opinions, beliefs of
the public. They may interested in what we say. Moreover, we must tell them the
right information. The good communication can make the public attract to know
more about our company and that shows we have a good communication skill

because we can attract the attention of the people. Fantastic communication also
can make almost any narrative seem interesting.
iv. Creativity
A good public relations person can connects the users idea, cause, and massage
to the audiences they seek to reach. They must be a creative person to promote
their organization like library to the users or students. For the examples, they
make the promotional activities likes campaigns, exhibition, posters, conference
and more. This activities can attract the students to know more about our product
or services.
v. Awareness
Public relations person engaged in the world and keeps up with news in public.
That’s means understanding social media and development within the public
environment. Public relation’s job is to bring the outside in as well as the inside
out. We have to help them and know what they wants. For the example, library
must aware with what the students wants when do their work in the library like
the faster Wi-Fi, comfortable environment and more than that.
vi. Always ready in whatever situations
The best public relations person is a person who always get ready in whatever
situation to provide the information about their organization. In the library, as a
librarian, they must always get ready if the users ask a lot of question. They must
answer it carefully and find the evident for each of the answer to make the users
get the right information and can apply it in their life.
vii. Ability to cope with pressure
As the public relations person in department, they must have the skill to manage
the critical situations. This situation can make someone cannot think normally. If
they do not handle the situation properly, it may affect their credibility. The

pressure also can give the depression to the person who involve in that problem.
So, as the public relations person, they must think carefully to solve that problem.
For the example, the library staff must know how to manage the services if the
services had some problem.
8.0 HOW TO PROMOTE THE SERVICES AT THE PSA LIBRARY
There are many way that the PSA Library did to promotes the library to their students.
This promotion is very important to attract them to come to the library. They can receive
a lot of information if they stay at the library because the library provide many sources to
them. The examples of the promotion in the PSA Library are:
i. Workshop – The examples of the workshop that being held in this library are
Income Generating Workshop through Writing a Novel with Liza Ali, Basic Drawing
Workshop and Online Database Workshop. It may attract the students to come to
the library.
ii. Social media – This library also use the social media to promote their activities.
For the examples, they use Facebook, official web site of PSA and more. This
application are most helpful because every students have the Facebook and they
can see the activities through it. All of this activities may be separate so fast if use
the social media
iii. Flyers – Flyers also one of the way to promote an event or activity that will be
begin. It is too easy by using the papers to separate to the students. They will know
the library can make the interesting activities and can attract them to come to the
library. The most important things is the flyers must be interesting to make the
students attract with that activities in the flyers.

iv. Posters – The posters can help the library to show what they have. Moreover, they
also can promotes the activities in the library. The good characteristic of the
posters are large physical size, colourful, interesting and more. All of that can make
the students looking at the poster and read what are written there. So, they will
come to the library and join the activities.
9.0 PRODUCT AND SERVICE AVAILABLE IN THE LIBRARY
Every library has their own product and services that they offer to their user and for library
of Politeknik Sultan Salahuddin Abdul Aziz Shah (PSA) they provide service such Web
OPAC, self-check machine, book drop machine, interlibrary loan, and digital past year
paper exam. This services is available to all user of the PSA Library especially the
students of PSA. With this service it will help the students to gain the information needed.
i. Web OPAC
Web OPAC is an online database of materials held by a library. It allows user to
avail the services of the library using the internet. User can use the Web OPAC
to search a library catalog to locate book and other materials available at the
library. As for PSA Library, before this they use Web OPAC in their own system
which is Politeknik Information System. In 2011 they have started use the ILMU
system for their Web OPAC until todays.

ii. Self-check system
The self-check system is a system that allows you the user self-service. With this
self-check machine, when you want to borrow a material from the library you
don’t need to go to the circulation desk. You can just go to the machine to do the
borrowing process. It will save your time from queue in the line. In the PSA
Library this self-check machine is locate next to the Web OPAC.

iii. Interlibrary Loan Service
Interlibrary loan service is a service where the user of the library can borrow a
book or received photocopies of the document own by other library. The purpose
of this service is to make sure that the user get the information that they need
even though the library don’t have the information but they can get it from other
library. For PSA they just need to fill up a form of interlibrary loan then when the
materials is received by the librarian, the librarian will call you to come to get the
material you need.
iv. Book drop machine
Book drop system is a system that is provider for the user when they want to
return the book to the library and they don’t have to go to the circulation desk
inside the library to do so. They can just go to the book drop machine that is
located outside of the library to return the book. They just have to put their book

into the book drop machine and it’s done. But don’t forget to get the receipt as
evidence that the book have been return. The book drop machine is available
24hours.

v. Digital past year paper exam
For PSA Library they have provided a digital past year exam paper for their user.
So the student can come to the library and copy the past year exam paper that
have been provide in the system. They don’t have the online version because
their system is not capable to do so.
As we can see the service that PSA Library offer to their user is just a basic
service that library need. According to the librarians, it is because the user of
PSA Library is not aware of what is library. For example PSA Library don’t have
a reference desk, it is because the student will not come to the reference desk
to ask a question. So they decide to close the reference desk and if the student
has any question they just can ask at the circulation desk.

10.0 COLLECTION IN THE LIBRARY
The collection that PSA Library has is about 54,000 collections. The collection in the PSA
Library is related to the courses that are offered by the Politeknik. The course that are
offered by the Politeknik is civil engineering, electronic engineering, mechanical
engineering, science computer and mathematics, “perdagangan” and “pengajian am”.
PSA Library uses a Dewey Decimal Classification (DDC) as their classification for the
collection. According to Miss Nurul Farhah, they use the Dewey Decimal Classification
(DDC) because their collection is not many compared to other library. PSA Library have
7type of collection that they offered to their user which is general, reference, series issues,
newspaper, audio visual, industrial training report and past year exam paper, and the
children collection.
i. General collection
This collection is located at the open shelves, it can be borrowed. This collection
consists of Malay and English collection.
ii. Reference collection
This collection is located at the open shelves, it cannot be borrowed. The
example of this collection is dictionary, encyclopedia, almanac, and many more.
iii. Series issues collection
This collection is located at the light reading room. It cannot be borrowed.
Example of the collection is journal and magazines.
iv. Newspaper collection.
PSA Library subscribe to 7type of newspaper which is Utusan Malaysia, Berita
Harian, Star, Sin Chiew Jit Poh, Tamil Nesan, Harian Metro, and Sinar Harian. It
is located at the newspaper section.

v. Audio visual collection
The collection consists of CD-ROM, diskette, video tape, audio tape, and
multimedia kit. It is located at the AVA room. If want to borrow, for staff it is only
for a week while for student it is only for 3days.
vi. Industrial training report and past year exam paper collection
This collection is located at the special shelves according to the course. It cannot
be borrowed.
vii. Children collection
This collection consists of encyclopedia, story book, and reference materials.
11.0 THE LATEST ACTIVITY WAS HELD IN THIS LIBRARY

These are the latest activities which were held in the PSA Library. The activity is known
as "Relax, Chill & Fun". The activity organized for three days (3) where are starting from
14 Mac until 16 Mac 2016. The movies showing are like Bajrangi Bhaijan, Polis Evo, The

Avengers: Age of Ultron, Jurassic World, Pan and last but not least Mission Impossible.
It was showed in the Lotus Room in the library. The entrance fee was FREE and it is only
for the students, outsider excluded. Movie showing at the different time range which are
at 11 a.m. and 2.30 p.m. This activity was mean to chill up the student from their stressful
hectic day, and make them feel relax which at the same time, it attract students to come
to library and use the facilities provided. Other than that, it is also to expose the students
about library is not only for borrowing and returning books, but they also can enjoy many
activities held in library to fill their leisure time.
12.0 ABOUT THE PARTICIPATION OF THE STUDENTS. IT IS EXCELLENT OR
ELSE?
According to Miss Nurul Farhah responses, the participation of the student really made
differences compared to before. Many students come to join for watching those movies
with their friends, chit chatting and laughing together. When the time for movie showing
is arrived, many students involved and take place to watch it. They give an excellent
feedback which they are fully hope that the movie showing can be held again next session
or next time. The students whose are involve in this activity are engineering students,
business management student and many more. Besides that, the movies showed at that
time is a very new and latest movies, so that can give extra attractiveness to attract the
student attention. To wrap up, Miss Nurul Farhah said that, it is a really huge attractive
thing to attract the students to come to the library and make their perception towards
library was a boring and dull place changed. Now, they know that library was held many
interesting events and activities for the students also for the staff.

13.0 IT IS STUDENTS HAD BEEN EXPOSED TO THESE SERVICES THAT PROVIDED
BY THE LIBRARY?
Yes, the student already been exposed to the library services and facilities when they
come for a library orientation as said by Miss Nurul Farhah. The students were exposed
to library environment such as library online databases that had been subscribed by the
library. How to open the online databases, how to do online renewal, how access into
library website, doing the citation and etc. these are told when she doing the library
orientation for the students. But, students still did not use the facilities fully. It is a sad
condition that student did not maximize the use of the services provided by the library and
the budget spending was waste just like that. They already had knowledge about those
facilities and services but they still depending on the online based sources such as Google
and other type of search engines provider. Miss Nurul Farhah told that, during the library
orientation the librarians brings the student every semester to round and look on what the
library had provide to them until the washroom. But still, it is a sad moment because the
student didn’t want to use those facilities. They know how to use the Online Public Access
Catalog (OPAC) but they wouldn’t to use it, they are much prefer to ask the library at the
circulation counter about that library materials. Yes, the librarians also need to help the
student, but what use if the student not benefited the knowledge that they have. Hopefully,
the students are more aware and concern about the facilities and services for their own
future uses.

15.0 HOW TO LOAN?
i. General collection - user should bring the materials that they want to borrow to
the circulation counter and bring the matric card.
ii. Audio visual collection- user should get the call number and give it to the library
staff.
iii. Fines
Delaying of returning library materials, will be fined or if necessary user will be
blacklisted of lending for a certain period.
Election penalty
For all the fine will be charged 10 cent per day for the book starting from the
delaying period while RM1.00 a day will be fined for the audio-visual
material.
Loss/damage to the materials.
i. Replacing the material + RM10.00 (cost of services) and (late penalty) or
ii. Paying the material + RM10.00 (cost of services) and late penalty (if later)
Warning:
User cannot borrow any material by using other user matric card
Failure to return/replace the material lost or not pay the fined will result
arrest in exam slip.

16.0 FUTURE PLANNING FOR THE LIBRARY
The future planning for PSA Library according to Miss Nurul Farhah, they are still in the
ongoing process. They hope they can improve their library service by give more
awareness to their user about the library. For PSA Library they just has transformed from
the traditional library to the digital library, so they hope in the upcoming years they can
transformed into the hybrid library just like another library out there even though it is a
little bit late from them. They also is still in the progress to learn from another academic
library that are more advance from them, such as UiTM Library, UPM Library, and UM
Library. Lastly, according to Miss Nurul Farhah, they plan to do a good and improve their
Public Relation (PR) works for their library in order to increase the awareness of their
library. She also said that PR works is one of the measurements of the library whether it
is a good library or not.
17.0 OPINION ABOUT THE FUTURE OF THE LIBRARIAN IF THE HEAD OF
LIBRARIAN COMES FROM DIFFERENT BACKGROUND FIELD OF EDUCATION
According to Miss Nurul Farhah Binti Dalaiil, it is important for a library to be managed by
an individual who has a background of library management to ensure that the
management of the library is going well and it is operate in the right terms of the library
management and its classification. In her opinion, it says that if the library was managed
by the outsider such as a diplomatic administrative officer who doesn’t have the
background of library management. They don’t have any experienced in library
management such as how to catalog the material and what is the correct classification
for certain materials. So the government or the authorities should provide more vacancies
for the fresh graduated. This is to protect the future of the librarian in their upcoming
career. For Miss Nurul Farhah, it is not a problem if the library was managed by the
diplomatic administrative officer as long as the government or the authorities provide a
specific section where they need to cover such as the administration section and protect
the librarians’ right which they cannot interfere so much in the library process.

18.0 CONCLUSION
As the overall from this interview we get to know many things about the PSA library, such
as their collection, what system they use in their library, and what the service that they
offer to their user. We all also get to know how they manage their user and lastly we get
to know how they promote and what they do in order to promote their library. Besides
that, we also know about the environments of the library, the cope of their user which are
Civil Engineering, Electrical Engineering, Commerce, and Mathematics, Science and
Computer students. Their user also includes the polytechnic staff, lecturers which are
cover as academic and non-academic user. Other than that, we also discover about this
library where this library not only focus on the students, but also towards staff’s children
and they provide the special children corner inside the library’s building. We are fully hope
that the PSA students will aware about the facilities and services that available in the
library and make the library as their second home of information.
