MAEDCO oversees the administration of services for the
Western Illinois Business & Technology Center, a business in-
cubator. The WIBTC provides business assistance to existing
and start up businesses. Currently the WIBTC has three tenants.

MAEDCO promotes economic development in
the greater Macomb area. The City of Bushnell
has been an active member of MAEDCO since
2006 and holds a seat on the Board of Directors.
Cardinal Point Wind (McDonough County/Warren
County) became fully operationally March 15, 2020.
The $250MIL project is generating 150MW
between its 60 turbines MdDonough county and
150MW turbines. Total jobs created once
completed will be between 10-15.
MAEDCO is a member of many state and national
organizations. These include the Illinois Enterprise Zone
Association, the Illinois Economic Development Association, and
Corridor 67.

ENTERPRISE ZONE
The Enterprise Zone is an important marketing tool and plays a crucial role in business
retention, expansion and attraction. The Enterprise Zone program is designed to
stimulate business development, job creation, retention, and neighborhood
revitalization in economically depressed areas of the state that fall within Illinois’ 92
designated enterprise zones. This is accomplished through state and local tax
incentives, regulatory relief and improved governmental services. MAEDCO serves as
the administrator of the Macomb/Bushnell Enterprise Zone.

• Issuance of Building Permit Required (Macomb Only)
• Certificate of Eligibility for Sales Tax Exemption
• What Qualifies? Building materials that are eligible for the enterprise zone sales tax
deduction includes items that are permanently affixed to real property like lumber,
mortar, wiring, etc...
Investment Tax Credit
• Allows a .5% credit against the state income tax for investments in qualified
property that is placed in service in the enterprise zone
• The credit may be taken by a qualified tax payer who makes an investment in a
“qualified property” and who otherwise meets the terms of the state
• Qualified Property-Tangible, whether new or used, Including buildings and
structural components, acquired by purchase, is depreciable, and has a useful life.
• Examples: Buildings, structural components of buildings, elevators, material tanks,
boilers, and major computer installations
Machinery & Equipment Sales Tax Exemption
• Certificate by the state is required prior to getting exemption
• Several qualifying criteria

2019 HIGHLIGHTS
• Celebrated Hy-Vee's 40th anniversary,
• Celebrated our one year anniversary at our new office (1406 East Carroll, Macomb) with an
Open House.
• Celebrated the Grand Re-opening of ALDI, Inc. after their expansion and remodel.
• Continued involvement with Capital Power and their $250MIL Cardinal Point wind farm
located North on US67. Operations is slated for Spring 2020.
• Launched the inaugural year of the McDonough County CEO Program with 16 students from
Macomb, Bushnell-Prairie City, and West Prairie School districts.
• Celebrated the opening of Forgottonia Brewing in June (MAEDCO sold the property to
Forgottonia in 2018).
• Niemann Foods re-invested over $6 million at the corner of Dudley and East Jackson Street
to bring us three new retailers: Pet Supply Plus, Wash ’N’ Win, and Haymakers.
• Participated in the Macomb Community Mural Painting located on the North side of the Old
Dairy.
• McDonough District Hospital celebrated the completion of their new Dolores Kator Switzer
Women's Center.
• Participated in multiple diversity training sessions with our partners; City of Macomb,
Western Illinois University, and the Macomb Area Chamber of Commerce.
• Macomb Municipal Airport celebrated it's 50th Anniversary.
• Welcomed Billy's Furniture to Macomb (located in the former CVS Building).
• Showroom Shine Express Wash broke ground in December for their new $3 million
automated tunnel car wash. The first in our region!
• Announced a new, corporate Starbucks locating in the former Ponderosa building on East
Jackson Street.
• Vaughan & Bushnell Manufacturing celebrated their 150th Anniversary with an Open House,
plant tours, and walk through history museum (1869-2019).
• Continued administration of the Macomb/Bushnell Enterprise Zone and implemented a new
project application fee.

Ten percent of investor dues are deposited into our seed capital fund. This resource is
used to provide financial support for the development and/or expansion of
business and industry which will create or add new jobs in our area. This fund has
accumulated over $300,000 throughout its existence. The remaining 90% of
member dues are used for administration costs.
