Message from Chairman

May I welcome you to our AGM. As you are
well aware, the VCCPU took sometime to
be formally constituted, and was finally
approved by the Registrar of Societies in
2019. I would like to acknowledge the
work done by our first Chairman,
Academician Professor Dato’ Dr Khairul
Anuar, who was then the Vice Chancellor
of MAHSA, in getting through the various
processes for VCCPU’s registration,
including in finalising the Constitution.

VCCPU was established to provide a
platform for Vice Chancellors of the private universities in the country to deliberate
and strengthen collaboration among the private universities, thus contributing to
strengthening higher education in this country. The aspiration as expressed by the
Ministry of Higher Education for Malaysia (MOHE) for Malaysia to be a hub for Higher
Education in the region is a good enough rallying call for us to be part of the effort.
Now with MOHE recognising ‘Education as an Industry’ a further impetus is accorded
to us. Of course, all these efforts must have a basic premise that standards are
maintained, and beyond that, Excellence is reached out for. It would be
advantageous for us to define these together, and project our aspirations as a group
to MOHE, MQA, the regulatory bodies and the public. In the past few weeks, we had
a chance to meet up with the full Board of the Engineering Accreditation Council,
and the new Director General of Higher Education who expressed his appreciation
of the role VCCPU has. Our Secretary-General Professor Dato’ Ir. Dr. Kamal has been
active in the mass media, providing the public the position of the VCCPU on various
specific topics. I would like to thank him for this important engagement. Yet more
need be done. Hence, I welcome you to this AGM so that we can further consolidate
the role of private universities in enhancing Higher Education in this country.

MINUTES OF ANNUAL GENERAL MEETING OF THE COUNCIL HELD AT 2.30 P.M. ON
TUESDAY, 11 FEBRUARY 2020 AT SENATE ROOM, LEVEL 10, UNITY BUILDING,

1. WELCOMING REMARK

1.1. Academician Prof. Dato’ Dr. Khairul Anuar Abdullah being Chairman of VCCPU,
took the chair and welcomed members of the council

1.2. The Chairman then welcomed Tan Sri Datuk Dr. Hj. Mohamed Haniffa Hj.
Abdullah, the Chairman of MAHSA Sdn. Bhd. On behalf of the council, the
Chairman thanked Tan Sri Dr. Hj. Mohamed Haniffa for agreeing to host the
AGM at MAHSA University.

1.3. The Chairman also welcomed the Dr. Zubaidah Aman, Director of Governance
Division (IPTS), Department of Higher Education, and Prof. Emerita Datuk Dr.
Mazlan Othman of Mahathir Science Award (MSA) Foundation

2. OFFICIATING ADDRESS

2.1. The Chairman then invited Dr. Zubaidah Aman, representing Dato’ Prof. Ir. Dr.
Mohd Saleh Jaafar, Deputy Director General of JPT to deliver her opening
speech.

2.2. Dr. Zubaidah thanked the Chairman, and the organizer for the warm welcome
and inviting her to officiate the AGM. She also conveyed her honour to meet Tan
Sri Datuk Dr. Hj. Mohamed Haniffa and council members in these auspicious
event.

2.3. In her speech, Dr. Zubaidah had mentioned several important and unpredictable
scenarios that related with higher education industry in Malaysia. First and
foremost, Datuk Dr. Siti Hamisah Tapsir who had left JPT to take up the post as
Secretary-General of MESTECC, followed by resignation of YB Dr. Mazlee Malik
as Minister of Education.

2.4. Dr. Zabidah also mentioned about the challenges for Malaysia to sustain its
significant role as higher education hub. With regards to international students.
The Ministry has set a target to attract 200,000 international students by 2020
and 250,000 students by 2025.

2.5. In her speech, Dr. Zubaidah further touched on the IR4.0, graduate employability
in her and way forward for private higher education. The document which related
to her presentation which was “Way Forward for PHEIs: Education as An
Industry (2020-2025)” was circulated to all members for reference after the
meeting.

3. SPECIAL BRIEFING ON MAHATHIR SCIENCE AWARD

3.1. The Chairman, then, welcomed Prof. Emerita Datuk. Dr. Mazlan Othman to
deliver her briefing on Mahathir Science Award (MSA). The information deck on
MSA was also circulated to all members after the meeting.

[The meeting was adjourned at 3.20 p.m. for group photography session and tea-break
at Level 1, Unity Building. Tan Sri Haniffa, Dr. Zubaidah and Datuk Dr. Mazlan Othman
left the occasion at this juncture. The meeting re-convened at 3.45 p.m.]

4. ADOPTION OF AGENDA

The Chairman with the permission of the Meeting declared that the Notice of AGM
dated 22 January 2020 to be taken as read and agreed.

5. CONFIRMATION OF MINUTES

The Chairman with the permission of the Meeting declared that the Minutes of the
General Assembly No.1/2019, held on Wednesday, July 17 2019 at UCSI University,
were duly confirmed and taken as read.

6. REPORT ON ACTIVITIES OF THE COUNCIL FOR YEAR 2019

6.1. The Chairman thereafter invited Secretary of VCCPU, Prof. Ts. Datuk Dr. Ahmad
Rafi, to present under the following highlights on the Council’s activities:
a) Establishment of VCCPU on January 2019
b) Official launching by Minister of Education on 21st February 2019
c) There were 4 Executive Board’s meeting held throughout the year of 2019
d) The first General Assembly was held at UCSI University on 17th July 2019
e) Engagement sessions were held with MQA, EMGS and Department of
Immigration
f) VCCPU received the approval from Registrar of Society on 19 November

6.2. Summarizing his presentation, Datuk Ahmad Rafi informed the Meeting that the
activities in 2019 emphasized on the establishment and building the reputation of
VCCPU with the strong support of the Chairman and Executive Board members.

6.3. The Chairman with the permission of the Meeting declared that the activities
report were duly approved and taken as read.

7. FINANCIAL REPORT OF THE COUNCIL FOR YEAR 2019

7.1. Prof. Dato’ Dr. Azmi Omar, Treasurer of the Council, reported that was no item
yet under the financial report, due to no collection activities for year 2019. The
opening of bank account under the VCCPU has been completed in December
2019, subsequent to the approval by the Registrar of Society. Collection of
membership fee will start in year 2020 for registered members with the amount of
RM1000 per year, as mentioned in the constitution.

8. TO APPOINT TWO (2) INTERNAL AUDITORS FOR ONE (1) YEAR

The Meeting also APPROVED the appointment of Prof. Zulkifflee Mohamed (Universiti
Tun Abdul Razak) and Dr. Abdul Aziz Ahmad (Multimedia University) as internal
auditors for a period of 1 year.

9. OTHER MATTERS
9.1. The Chairman then invited Prof. Ts. Datuk Dr. Ahmad Rafi, the Secretary of the
Council to present the Proposal for the official logo of VCCPU. Datuk Ahmad
Rafi presented 4 different logos for consideration of the Meeting. By majority of
the votes, the Meeting APPROVED the following design as the official logo of
VCCPU :

10. CHAIRMAN’S CLOSING REMARK
The Chairman expressed the Executive Board’s utmost appreciation to all members for
attending today’s AGM at MAHSA University. He also recorded the appreciation to the
secretariat for working hard in organizing the event.

CLOSURE
The proceedings of the General Meeting ended at 5.00 p.m. with a vote of thanks to the
Chair.

Executive Board’s Report on Activities of VCCPU for Year 2020

No. Description
1. Two Office Bearers’ meetings were conducted on:

i. 5th November 2020 (Thursday) via Zoom video conferencing.
ii. 25th November 2020 (Wednesday) via Microsoft Teams conferencing.

2. Three Executive Board meetings were conducted on:
i. 16th January 2020 (Thursday) at INCEIF, Kuala Lumpur.
ii. 28th October 2020 (Wednesday) via Zoom video conferencing.

iii. 18th December 2020 (Friday) via Microsoft Teams conferencing.

3. An Annual General Meeting was held on 17th February 2020 at MAHSA
University, Bandar Saujana Putra, Selangor. The meeting was officiated by
YBrs. Dr. Zubaidah Aman, Director of the Private Higher Education
Governance Division. A total of 25 Vice-Chancellors/Presidents/Rectors
participated in the meeting.

4. Throughout the year, the Vice Chancellor's Council for Private Universities
(VCCPU) had engaged with several stakeholders to address the challenges
faced by private universities due to the COVID-19 Pandemic. Among other
things, the engagement series in which VCCPU participated were the
following:

i. Townhall on the new Higher Education Act.
ii. Cadangan Membangun Kelestarian Institusi Pengajian Tinggi Swasta

(IPTS) bagi Menghadapi Pandemik COVID-19.
iii. Contributed proposals on the Standard Operating Procedure (SOP) for

Higher Education Institution, Operation Management and
International Student Management during COVID-19 Pandemic.

5. VCCPU took the initiatives to cascade and share the communique related to
higher education issued by the Ministry of Higher Education (MOHE),
Department of Higher Education (JPT) and other related agencies.

6. VCCPU was involved in assessing the application for the establishment of
new IPTS branches.

7. VCCPU sent a letter to the Director-General (DG) of MOHE concerning the
use of the SPM forecast results for new intakes. MOHE then distributed the
circular on the approval of the use of the results for admission to tertiary
education institutions.

8. VCCPU discussed and prepared two opinion papers:
i. Paper on the Engineering Accreditation Council (EAC) for Engineering
Programs prepared by Prof. Mushtak Al-Atabi, the Provost, CEO and
Vice-Principal of Herriot-Watt University Malaysia.
ii. Paper on the Staff-student Ratio prepared by Prof. Graeme Wilkinson,
the Vice-Chancellor of Sunway University.

9. VCCPU also sent a letter to YB. Datuk Seri Dr. Noraini Ahmad, the Minister
of MOHE, regarding the request for students to return to campus.
