BISHOP’S STORTFORD & DISTRICT TALKING NEWSPAPER

This article is a plea for help, and you may be able to provide it.

We are trying to recruit more listeners for our service. The Talking Newspaper is a weekly recording of local
news taken from the Bishop’s Stortford Independent and the Dunmow Broadcast. It is a free service, including
postage and all necessary equipment, for anyone who is visually impaired or who cannot manage a newspaper
because of some physical disability. The recording comes on a USB stick and we normally provide listeners
with a special player for the purpose.

The restrictions placed on all of us over the past two years have highlighted the problems of social isolation.
We know from our existing listeners how much they have appreciated the Talking Newspaper in keeping them
in touch with local news brought to them by local voices. We are sure that there are many others who would
feel the same if they were aware of it. These same restrictions have, however, made it much more difficult for
us to identify new listeners, so please give serious thought as to whether you know anyone who might benefit.
The Talking Newspaper is also available via a Listen Online facility on our website:
www.bstalkingnewspaper.co.uk

The website option can be used by anyone, whether visually impaired or not. It is also possible to access the
recordings via links such as Alexa or an app on your smartphone. If that appeals, please contact us and one of
our technicians would be able to provide assistance if required.

AGM and Memories of Hatfield Heath Chat.

Our March AGM covered the years activities, re-election of the Chairman & Committee and overview of the
new seasons program of 6 meetings and an outing. With the annual subscription kept at the Covid reduced
rate of £5 for the year, this is a bargain! Contact David Parish to join (07483 276543) with full details on our
web page. All official business was completed within 15 minutes allowing plenty of time for the ‘Memories
of Hatfield Heath’ conversation with four villagers. The speakers had all grown up in the village in the 40’s
and 50’s and have happy memories of events and people.

Robin Whitbread was the senior boy, having arrived in the village in 1937 when aged 2 years, his mother
having taken up the position of District Nurse. They lived in Mill Cottage with a hand pump in the yard for
water, no electricity (so paraffin lamps and candles for lighting) and an outside toilet. During the war, two
ladies worked in the upstairs room making ladies stockings for the armed forces. Robin learnt to play the
cornet in the village band under Gilbert Hutchin and this ability allowed him to join the Welsh Guards band
in 1952 when called up for National Service and he ended up staying for 8 years. His first main parade was
the Coronation.

John Faulkner was born in 1942 in Ilford but the family soon moved to Hatfield Heath and lived at Hockleys
Cottage with 13 others! His father had employments at Browns Bakery as a Roundsman, which enabled the
family to move into the tied cottage adjacent to the Bakery (located between current day The Thatchers
and Broomfield). Ill health meant his father died after a few years and the family had to move out – initially
to Mrs Whitbread (Robins Mother) before getting a council house. His mother worked in Browns Bakery
shop and he remembers they had two Germans working in the bakery post war.

John Brown was also born in 1942 at 26 Ardley Crescent before the family moved into a tied cottage in
Audley End and finally to 1 Bentley Villas, only leaving the village on his marriage in 1964. He was in the
same village school classes as John Faulkner and then on to Stansted School. He remembers helping an
electrician who was wiring up Ardley Crescent for mains electricity and this experience caused him to
become an electrician. For many years he worked for Emery Electricians in Sawbridgeworth.

David Brown is Johns younger brother by 4 years. He grew up playing in the village football and cricket
teams, only moving out of the village in 2000. Village team selections were posted up in the Beehive shop
for 6d per week but those outside the village received a postcard notification. Selection required you lived
in the village, were born here or had married a local girl. He remembered that the Fox Inn as the only pub
with a Juke box.

The memories of village bonfires ‘was sparked’ by recalling the largest ever built was for the end of the
war, with a central air vent that you could walk through. There was intense rivalry between Broomfields
and Ardley Crescent for building the best bonfires post war but eventually they combined before the
Council stopped them in the late 60’s/70’s. Also punishment for being caught collecting conkers in the
Vicarage garden was 4 hours locked up in the Vicarage cellar! With additional contributions from the floor
by John Smith and Andrew Passfield the time soon passed with many more comments than I could catch
(being a newcomer!). A very enjoyable evening.

Jean Foster 28 March 1919-29 March 2022 R.I.P.

Jean passed away in the early hours of yesterday morning. Our thoughts are with Steve, Judith, Abigail, Jessi-
ca and the rest of her family and friends.
Although she has been a resident at the Haven Care Home in recent years due to her declining health, I under-
stand that she joined Steve and Jess in a little sing-song just days before her passing.

I've written before about Jeans legacy to the Players but it truly cannot be overestimated. She kept the group
alive in the 1990s through to 2000 being our only director of eight consecutive full productions.
As well as acting and directing, she was a skilled make-up artist (always present backstage at pantomime
time), acted as secretary for the group and for many years kept our wardrobe of costumes at her house.
Before the Players were formed in 1969, she was active in another local troupe (Group 64 I think?) and was
also involved in village WI theatre productions.

She was not one to suffer fools gladly and many of us (me included) were subject to her withering looks and
comments if our behaviour did not come up to her own exacting standards... :) In general, such disagreements
were soon put behind her as she moved on with the production. Her priority was always to put on the best
show we possibly could-an ethos I hope and believe continues in the Players to this day.

I have many fond personal memories of Jean. She directed me in my first "proper" production (Alan Ayck-
bourn's Bedroom Farce); I remember watching her with buttons on a diagram of the set to help her with plot-
ting moves. She was also a delight to work with when designing sets and the like-she always had a very clear
idea of what she wanted. My first experience of directing was a one act (The Laboratory) in 1998 when Jean
was in the cast and was so helpful to a young man who had little idea at what he was doing!

After she stopped active involvement with the Players she would help out with Front of House duties and pro-
duced many lovely displays for the Foyer. I also spent many happy evenings round her dining table at the play
readings she hosted until just before she moved to Hatfield Haven.

This is just a small snapshot of her work with us. She did so much more in the village, active with the church
and hosting Cream Teas for the Festival are just a couple of examples that spring to mind.

Minutes of the Meeting of the Parish
held at 19:30 on Wednesday 2nd March 2022 in the URC Hall

Hatfield Heath Parish Council

Unfortunately, the draft minutes for this meeting were not available before the
magazine needed to go to press. They will however available on the Parish Council
website (hatfieldheath.com) and posted on the Parish Council notice board.
The next meeting will be held on Wednesday, May 4th 2022 in the URC hall at 1930
and the Parish Forum on Saturday, May 14th from 1000 to 1200 in The Institute.

We had three visitors. Ivan/June Cooper and Hillary Allen
In attendance were Sandra Saban, Nigel Robley, Chris Overton and Peter Brown.

We talked about damage in the play area and NR phoned and dropped a message to
Sam King to see if he could do it. Chris Overton also sent him a photo.

We talked about the tree for the Platinum Jubilee, which needs to be purchased
urgently if we are to have a ceremonial planting on Jubilee day as previously discussed.
This would then become our ‘Christmas Tree’ for the future.

We talked about the ‘Have a Chat’ bench dedicated to Phyliss Howard that has been
destroyed by the falling sycamore tree from the church yard. Michael Hockley will
retrieve the sign on the bench and discuss with the Church how best to replace the
bench.

The sign at the end of Cox Ley which was reporting some legal activity on Taylor’s
Field has disappeared and so Chris Overton has been unable to take photos of it as we
agreed at our last forum. We agreed that there is not much we can do without this
information.

The car parked in the cut through between the Sawbridgeworth Road and Stortford
Road is still there and NR has taken photos to send to the correct people at UDC to deal
with it.
Ivan expressed concern about a number of things.

The first was lack of any information about the forthcoming festival and other
events over the four day weekend to mark the Jubilee. We told him that there
was a meeting planned for Wednesday to finalise plans for the Sunday
traditional festival but there were other events planned (a history Society
event at the URC and also an art exhibition, lighting of the beacon, Flower
festival at Holy Trinity, music event at the Hunter’s Meet). NR and SS will
endeavour to pull together a timetable in the next few days to summarise
these and circulate to the responsible people to agree,/provide more detail so
that this can be put into the village magazine and loaded to the website.
The second was the Neighbourhood Plan. We told him that this was to be one of the
topics at our annual AGM and we were attempting to ensure that the UDC expert could
come along and help us all understand what and how to do it. He remembered the
‘Village Plan’ from several years ago which attempted to do at least partly what the
Neighbourhood plan attempts to do and believes there are examples of local plans on
the Recorders of Uttlesford website that could be useful.
He lastly expressed concern about stacking of chairs in the URC hall and wondered
if it was possible to reduce the five high chair stacks to (say) two by distributing around
the hall, since there have been difficulties putting out and replacing them at such
events as Leisure Hour.
Dog bins were discussed. The bin outside the surgery was emptied on April 8. We
agreed to check the others and Peter will try and co-opt Anne Walsh whose dog walks
pass by virtually all of them. We van then establish of how frequently they are actually
emptied to support Richard’s efforts to get a replacement bin for Ardley Crescent and
replace the ‘disappeared bin’ at the entrance to Friars Lane.
NR gave a debrief of his and Mark Bissell’s meeting with the head of Essex Highways,
which was very positive if the things that were discussed actually come to pass.

In essence Lee Scott said the following:
� He is responsible for potholes, flooding, speeding and enforcement. He has a finite budget that relies

on local taxation and government funding and is looking at ways to get commercial sponsorship to
increase this amount. This against a background of having existing contracts that he must continue to
honour until they come up for renewal.
� His first focus is on enforcement, since he presently only has one enforcement officer with an ever
growing portfolio of cases, so he is actively recruiting very many more (15 to 20) additional

but there is a fourth in the vicinity that needs doing then do it and he will sign off the overage.
� Slightly linked to this is the damage done by individuals and companies during development. He
intends to demand a bond for each new development to be able to pay for proper repairs to damage
to Highways Property caused during construction.
� On flooding his major concern is new systems joining up with historical old systems and causing the
flooding. We alerted him to our situations.

� On speeding he said that we were not going to have fixed speed cameras all over the county but told
us about TruCam. These are hand held cameras that can automatically issue points and fines to
speeders. His vision is that these will be operated by the parking partnerships, who are actually part
of the police force themselves and therefore trained and legally able to operate such devices. The
idea is that the present wardens, who police our system at the moment would also use their TruCam
on their visits. The advantage is that their visit times are random and also seven days a week so
speeders cannot rely on patterns being constant. He believes that word will very quickly get around
about these devices while at the same time protecting local residents from abuse, since the
measurements would be independent.

County Council have no power to do anything about it but will raise the issue.

Moat Field Allotments

We recently had a problem on the Moat
Field Allotment Site, when it was found that
one or more of the allotment holders sheds
had been entered and a quantity of garden
tools stolen. However, a local person
spotted a "camp" set up by we presume
children at the edge of the adjoining football
field and most of the stolen garden tools
were found in and around that "Camp", and
have now been returned to their owner, who
was very upset, as some of the tools had
been given to them by relatives who had
now died.

However, not all the tools stolen were
successfully recovered, so if there is a
resident we presume in the vicinity of the
Moat Field Allotment Site who finds garden
tools at their home that they did not
purchase, could they please return them to
the Allotment site where their owner would
be pleased to receive them.
