about £18m. Essex Police £2.6m, 5 PCT’s £50m.
Looking at £80 – 100m deficit next year. Youth Services,
Rural bus services are likely to be affected. Questionnaire
will be issued soon asking where cuts could be made with
lower impact on services.
ML reported that the Government have called in the
decision on Little Hallingbury Gypsy site.
Rural bus services are likely to be hit. Consultation at
present on usage of bus passes.
Uttlesford Futures: ECC have cut funding by 50%. All

funding has already been spent.
UDC is now back into surplus.
Sheering and several other parishes have their village hall
car park used by residents.
MS asked ML regarding constitutional reform. Workshop
next week to discuss implications.

It worked really well. I understand that parking is difficult
but I do think that parents should think before being abusive
towards other people who ask them to move on, especially
as if there was an accident they may find themselves relying
on a non-parent to administer first aid to their child in an
attempt to save their lives. What is more important, the life
of their child or taking a few extra minutes to ensure their
safe arrival at school. Also maybe they all need to think
about the example they set for their children as the teachers
work hard to provide children with an education about
communities and what they can achieve together. It's states
in the EYFS that we should accept communities and be
proud to be part of one that prides itself on diversity and
values everyone. You can't value someone when you are
shouting or swearing at them and like wise when you ignore
them, everyone's views should count and one member of the
community should not be more important than the safety and
well-being of everyone else.
MAYBE A SMALL SCHOOL BUS

OR SHARE CARS
Maybe a small school bus would be helpful if many children
come from the local surrounding areas and cannot walk to
the school. Or the school could encourage parents to share
cars and yes I'm very aware of the law about police checks
but if you cannot trust a friend to take your children to
school what has become of the world around us. Everyone
needs to show community spirit and remember that a small
amount of politeness can get you a long way, as my Nan
always said what goes around comes around! If you want
your children to respect you and the community you have to
respect them yourselves.

William Mark Fisher R A
Mark Fisher was born in Boston USA in 1841. He
came from a very poor family but at the age of 14
he was apprenticed to his cousin as a sign writer.
With his obvious artistic gifts he began to study art
at the Lowell Institute and then found work as a
portrait painter.
He met the landscape artist George Inness who
proposed he went to Paris to study impressionist
painting. On finishing his studies he returned to
Boston but his style met with little success in
America and he returned to Europe.

Little Brewers 1918

In 1901 he moved to Little Brewers at Hatfield
Heath and was there until his death in 1923. He
was elected to the Royal Academy in 1919 and
exhibited there for many years. Among his local
works were The Orchard, The Crossroads and
Harlow Mill(1912). His daughter, Margaret, also
