PoW Camp 116 Memories
With the ongoing discussions on the future development of the Prisoner of War Camp 116
in Mill Lane, last summer Mark Ratcliff organised some walks around the perimeter of the
camp (the developer not wanting to allow access into the camp grounds). Over several afternoons and an
evening, nine groups totalling 90 villagers and locals enjoyed a stroll down tracks few had visited before
with a knowledgeable commentary from Mark for 90 minutes. These walks also caused further memories
of the camp and its inmates to be aired.
Bob French wrote in to say that growing up in Sheering, he remembers that once after his father had
returned home following Demob in 1946 (when Bob was about 4 years old), he walked the family up to the
camp one summer Sunday afternoon to see the German prisoners from the adjacent field to say that was
the reason he had been away fighting in the war. His second memory was at Christmas in 1949 when the
1st Sheering Wolf Cub pack was taken by their Akela (Peggy Austin) one evening to sing carols to the Irish
workmen who were billeted there whilst helping build Harlow New Town and could not return home for
Christmas. They stayed for about 1½ hours.
Jacqueline Jackson remembers her father, Malcolm Jackson, told that as a young child growing up on
Ardley Crescent, he saw the Italian working parties marching off to work at Down Hall. The Italians loved
children and used to hand out sweets to them and he was given a woven belt and a ring fashioned out of a
coin. One Italian was seeing a lady on the crescent and if he was able to get a pass out for the evening then
he would tie a hanky to his stick on his shoulder to indicate to her that they could meet that night!
Its good that even now after all the passing years we are able to record new tales of the camp.

NEWS FROM THE GARDENS OF EASTON LODGE
April 24th is our first full season Open Day at the Gardens of Easton Lodge and we are hoping for fantastic
weather and joyful visitors, to help us put the dark, windy and wet days of winter fully behind us. Last year the
April Open Day was the sunniest we had, so get our date into your diaries!
Since the new year, it has been one step forward, two back at the Gardens. Dry weather in January allowed us to
work steadily through our winter jobs, prepping for snowdrop open days. But once again, snowdrop season was
also storm season, so in March we have been clearing up all the dead wood, when it has not been too wet. We
know that trees can have limited lives and some of those planted in 1902, when the Countess of Warwick had her
Gardens at Easton Lodge remodelled by Harold Peto, are now becoming frail. So over recent years we have been
planting new trees to add different specimen trees and ensure succession. This last year many interesting
specimen trees were given to us by the widow of Henry Girling, who was a renowned arboriculturalist. Visitors
in April will be able to seek out all the new trees and the county champion trees in the Gardens; and there will be
a tree trail and craft activities for children.
April is a lovely month in the Gardens. The fresh leaves on the trees, particularly the acers, are stunning and there
is blossom on the plum trees in the walled kitchen garden. The daffodils are usually still massed in flower in the
Lime Wood and provide a carpet of yellow in the Glade; while the tulips look vibrant against the lime green of
the euphorbia in the Italian Garden.
The Trust’s volunteers will stand ready to welcome visitors from 11.00 and to provide the usual excellent fare at
the Gardens: local bacon rolls, or cheese or hummus, and homemade cakes, hot and cold drinks. And there will
be stalls too – plants, crafts and homemade jams.

A member of the public complained that the Implementation of Article 4 relating to the POW Camp 116
was not on the council agenda.
Dist Cllr Lemon reported that a CEO of UDC had said preliminary investigations would cost £2,000.
ML said that any planning application in excess of 10 dwellings would now be considered by the
Planning Inspector. Clerk to call an extra meeting of the council to propose payment of up to £2,000
be authorised to fund the coats of the Implementation.
A member of the public complained about brambles along the Sawbridgeworth Road and incursion of
vegetation on the slip road opposite Tudor Lodge and erosion of the verges. Contact Highway Rangers
to get undergrowth cleared.

��Youth council membership has dropped to 4 members.
��Grants applied for include facilities for schools and up to £900 for Jubilee celebration mugs plus
funding for setting up celebrations.
��Planning enforcement actions are non-existent. Currently 248 issues on officer’s desk!

To discuss the activities of the parish council, including a report of the activities of the Three Parishes
Local Planning Group (TPLPG) Parish Council is responding to the Infrastructure Delivery Plan used

3147 HIGHWAYS MATTERS
To consider any matters relating to Highways.
�� NR had met with Cllr Barker to talk specifically about flooding. Silting issue will be sorted. Any
scheme will be in 2023/24. Essex CC appear active not proactive.
�� UDC have not yet passed on £200k to the Highways Panel that they have received to fund local
schemes.
�� LoM has cleared ditches on the Dunmow Road. Existing pond remains, but there is a
congested highways road drain.
�� Request for a pedestrian crossing from church to school had been turned down due to
insufficient lighting and lack of a footpath. Further that footfall was deemed to be insufficient and limited
to school times. Various routes were discussed, the proposed roundabout at Pond Land might mitigate
the problem. Possibly introduce a “Lollypop Lady”
Invitation from Cllr Barker to attend a meeting with Cllr Scott, Essex CC cabinet member for highways
at Takeley or Dunmow on 07 or 13 April. Clerk to advise names of two attendees.

Uttlesford District Council, has declared support for the implementation of Article 4 for this site,
however they do not have the funds of £2,000 to start the process and has suggested that the parish
council might make a contribution.
