Hatfield Heath Photographer, Rachel Sloan is awarded the title of
“International Newborn Photographer of the Year”

The winning image was selected from thousands of entries into the
prestigious Master Photographer International Awards and was
announced virtually on Saturday night. Initial plans for an incredible
awards ceremony in London were put on hold thanks to rising Covid
concerns, so the MPA (Master Photographer Association) took the
decision to hold them online with a select number of winners receiving
their award in person with surprise visits from their company Directors.

“The whole family were watching with me,” beams Rachel, “and we
were literally jumping in the air when we saw my images appearing on
screen as a finalist! As my name was announced as the Newborn
Category Winner, the doorbell rang and I was over the moon to see the
MPA chairman Ray Lowe and MPA Director and fellow photographer,
Ian Boichat standing there with my trophy!”

Commenting about her win, Rachel said: “The last few years have been really difficult as a photographer,
with nearly 6 months downtime because of Covid restrictions. I am in total shock and feeling a tad
emotional about it too! I love being a photographer but didn’t dare to dream I could have won this and I am
so so proud!”

The winning image features a beautiful baby boy, just 10 days old within a stunning set up of Autumn
leaves around a leaf shaped bowl. The judges commented on it’s beautiful tones and use of props to
create a timeless and stunning portrait of a newborn baby.

Award winning photographer, Rachel Sloan, works from her studio in Hatfield Heath and specialises in
pregnancy and newborn photography. “I just love meeting these new families and creating pieces of art for
their families to enjoy for years to come” comments Rachel. “Each shoot is different and tailor-made for
every client according to their taste, with a little sprinkling of creative magic from me! This award means so
much to me in recognition of all the hard work and effort, which goes into every shoot”.

to Hatfield Heath Village Hall Trust

Due to the planned retirement of the present Treasurer an opportunity has arisen to join the Village Hall
management team at an exciting time of change to the charitable organisational structure and the extensive
refurbishment of the premises.

This is a voluntary job that is an integral part of the Village Hall Trust management team. The Trust manages two
premises: the Village Hall and the Institute. It is accountable for ensuring that the buildings are maintained and
equipped to provide for the comfort and safety of users of the facilities and for ensuring sufficient income,
through hiring fees, grants and donations, to meet the associated costs.

In addition to being a key member of the management team jointly responsible for day to day running of the
Village Hall and Institute, the Treasurer is responsible for bookkeeping, initiating payment against authorised
invoices and expenses, analyses of receipts and payments for preparing summary reports to the quarterly
management committee meetings and collating data for the external Independent Examination provider at year
end. The candidate should be IT literate and proficient with e-mail, word processing and spreadsheets. Training
for the role of Treasurer is available and there will be a period of overlap.

The Village Hall Trust is a charity registered with the Charity Commission.

Hatfield Heath Cricket Club.
The club are currently gearing up for the start of the new season, players of all ages, gender and ability are always
welcome.
On Saturdays we play league cricket in the premier division of the ‘Herts and Essex Border League’ this consists of
9 home and 9 away matches within an approximate radius of 15 miles of Hatfield Heath.
On Sundays we play friendly matches these can be either home or away.
The club have a very successful Junior Coaching set up and this year we have our first female coaching assistant.
It is our intention to upgrade our pavilion to include facilities for disabled access and female changing and to this
end we will be embarking on a series of fundraising events throughout this year.

Gladwyns and The Invasion of 1910.

In looking on Google for images of Gladwyns to illustrate a previous article, a reference to a book ‘The
Invasion’ was flagged up and looked to be of local interest.
‘The Invasion’ by William Le Queux was written in 1904 with serialisation in the Daily Mail and belongs
to the genre of books warning about the unpreparedness of Britain to resist any invasion, such that the
increasing military might of Germany might indicate, should the Navy not stop any fleet approaching the
coast. Today ‘The Riddle of the Sands’ by Erskine Childers is probably the most well known of such books.
Having the backing of Lord Harmsworth, Le Queux was requested to include as many towns as possible
from the Daily Mail’s readership heartlands!
The events are set in 1910 and the Germans manage to make unopposed landings on the east coast on
Sunday 1 September, with their agents cutting telephone wires and blocking the rail system, particularly in
East Anglia. The main landings were at the docks of Lowestoft and Yarmouth but also at Weybourne and
Cromer and Kings Lynn. Further landings were made on the Humber at Hull, Goole and Grimsby and in
Newcastle. The story concentrates on the German advance on London from East Anglia with an additional
landing at Maldon, leading to a major battle at Colchester before continuing their advance. At this stage
Hatfield Heath and Hatfield Broad Oak enter the story with British defences along a line from Hyde Hall -
Little Hyde Hall – Gladwyns – Sheering - Harlow. Night time advance patrols from both sides had clashed
at Hatfield Heath crossroads. ‘It was still profoundly dark when the Rifles at Hatfield Heath heard a dozen
shots cracking through the darkness to their left front. Almost immediately other reports sounded from due
east. Nothing could be seen beyond a very few yards, and the men of the advance company drawn up at the
cross roads in front of the village inn [Fox and Hounds pub, now Nursery on the Heath] fancied they now
and again saw figures dodging around in obscurity, but were cautioned not to fire until all their patrols had
come in, for it was impossible to distinguish friend from foe.’
A skirmish with an advancing German patrol in semi darkness occurred at the crossroads and after half an
hour the main battle was joined as dawn broke.
‘Twelve guns opened with a crash from Hatfield Heath, raking the Gladwyns enclosure with shrapnel,
whilst an almost solid firing line advanced rapidly against it, firing heavily. The British replied lustily with
gun, rifle and maxim, the big high-explosive shells bursting amid the advancing Germans and the houses of
Hatfield Heath with telling effect. …. In the midst of this desperate fighting the Leinsters, supported by a
Volunteer and a Militia Regiment, which had just come up, assaulted Hatfield Heath. The Germans were
driven out of it with the loss of a couple of their guns, but hung on to the little church [URC church],
around which such a desperate conflict was waged that the dead above ground in that diminutive God’s
acre outnumbered the “rude forefathers of the hamlet” who slept below. …. At this time the positions were
as follows: One German battalion was hanging obstinately on to the outskirts of Hatfield Heath, two were
in possession of the copses about Gladwyns, two were in Sheering village or close to it and the sixth was
still in reserve at Down Hall.’

Thus Hatfield Heath featured at the start of William Le Queux’s Battle of Harlow and the British retreat to
Epping and then London. He had done his homework on the local terrain and likely German tactics to carry
his story and message forward.
It is interesting that come the Great War a decade later, the Government took the prospect of invasion on
the east coast seriously and set out evacuation instructions and defined which roads were for military use
only (in Hatfield Heath’s case all five roads into the village were military ones) and which roads and lanes
the local population should take to evacuate to the Oxford area. The Dunmow Museum has a copy of the
instructions on display.

In WW2 the Home Guard defences were also geared towards holding up attackers from the east taking the
road to Harlow with three spigot mortar positions along the south edge of the Heath, two of which are still
extant. Luckily the village has only had to contend with paper plans of invasion and destruction.

Prisoner of War 11 Camp 116, Mill Lane, Hatfield Heath
Hello all Residents,

Once again I am asking for your help because Uttlesford District Council Chief Executive and his
team have refused to allow finance for Article 4 Directive to the POW11 Camp 116 which would have
protected the Camp for a long time. The POW Camp 116 was placed on the Heritage List in 2021and
we were under the impression that this would keep it protected.

“Article 4 directions are used to control works that could threaten the character of an area of acknowledged

importance, such as a conservation area.

Article 4 directions can increase the public protection of designated and non-designated heritage assets and their
settings.”
Councillor Day told Councillor Niki Champion and myself to get it approved back in May 2021 which
myself (as Chairman of your History Society) and Niki (a member of our Parish Council) asked
Uttlesford to apply as a priority. Uttlesford Planning Department wanted to apply it at very little cost.
The owner’s agents have presented a new idea for building a number of houses on the POW site which
will sell at well over a million pounds which none of us could afford. Some of the present buildings will
be converted into Holiday Homes and the rest destroyed.
If you don't know where the camp is, please visit Mill Lane and if you walk around the outside of the
perimeter fence you will see the camp. The land is privately owned so should not be entered.
We must get Article 4 Directive applied to protect the Camp 116 for years to come so our children can
understand what the terrible War was about and never let it happen again.

Hatfield Heath United Reformed Church (Dry Rot)

Dear residents of Hatfield Heath, over the past couple of years I have put several “doom and gloom” articles
concerning HHURC in our village magazine, but this article is a “good news” item, which I am very pleased to be
able to bring you.

Back in June 2020, as you know, we discovered that we had dry rot in the old school room of the Church, it had
spread down the stairs and into the Church, (luckily for us, avoiding our historic organ). After engaging specialist
contractors, we managed to get this fixed. BUT worse was to come in February 2021, it was discovered we had a
further dry rot problem at the front of the Church. Unfortunately for us, by this time the Church had been awarded
grade 11 listed status, resulting in like for like repairs. (Lime plaster, oak beams, no chemicals in any of the paint etc)
We had to have meetings between our contractors and specialists from Synod and Historic England. As you can
imagine this not only took time but also far more money than we had originally anticipated.

We were very fortunate in obtaining Grants from several sources, including our local and district councillors, Essex
County Council, The URC Eastern Synod and some very generous personal donations from members of our
congregation and other villagers who just wanted to help. The Church itself had to pay approximately 50% of the
costs and as you can imagine this has hit our reserves. Today, 01/02/22, the final decorating was finished. The work
unfortunately does not stop here, our toilets are next in line for an update, plus new carpeting in the school room.

In the coming months we will be arranging a few fund raisers to help refill the coffers, the first being our All-Sorts
Sale (AKA Jumble Sale) on Saturday the 26th of March, a planned concert plus events for the Jubilee Bank Holiday
long weekend. It would be wonderful to see as many of you there as possible.

Finally, as treasurer of the Church I would like to thank everybody who has helped in this project over the past two-

plus years, it really is most appreciated. John Jackson.

To receive and respond to questions from members of the public on matters within the remit of
the Parish Council

A member of the public asked for financial assistance towards the running of the Community
Hub similar to the assistance given to Leisure Hour. The assistance was needed because the
Village Hall Trust had charged the Holy Trinity church. This was declined. The distinction
between grants to the church and the Community Hub were explained and also pointed out
that the VHT does not make any charge to the Community Hub.

A member of the public commented about many overgrown footpaths. The distinction between
responsibility for footpaths and footways was explained, Clerk to take action with Essex CC on
footways and with UDC on footpaths and overhanging conifers.

A member of the public thanked the parish council for the grant to provide a mower for the Holy
Trinity church and said it has already been in use.

3118 REPORTS FROM COUNTY AND DISTRICT COUNCILLORS
To receive and note reports from County and District Councillors.

Dist Cllr Lemon had investigated the legality of removing an abandoned van in the village car
park.
He advised that external auditors had not signed off UDC accounts for two years, shortly to be
three years. He also noted comments from the new CEO, Peter Holt, that the council is in a
dire financial position due to the change in rules about accounting for income from its investments.

Cty Cllr Barker reported that the Stortford Road flooding issue was receiving attention from the
Surface Water Alienation Team in February.

NR outlined the activities of the parish council, including a report of the activities of
USAG (Unsustainable Sites Action Group), the withdrawal of Hatfield Broad Oak PC
from the working party and on the transition of activities to The Three Parishes Local
Planning Group (TPLPG).

Resolved: That this council delegates the responsibility for responding to the
consultations relating to Site Reference HatfieldBO 005 MIX to the councillors appointed
to represent the council on the Working Group known as the Three Parishes Local
Planning Group. But that all matters relating to financial commitments proposed to be
made by the group must be referred to the council for resolution. Not in contravention
of any superior legislation in S101A of the LGA 1972.

3132 FAMILY FUN FAIR
To consider a request from Joshua Meakin to hold a “small family fun fair” on the
Heath in May 2022. After due consideration, including the proximity to the June Fair,
the request was denied.

3133 NEIGHBOURHOOD PLAN
To report on the briefing from RCCE and UDC on 17 January and the meeting of the
Planning Committee on 24 January 2022. NR outlined the pros and cons of producing
a Neighbourhood Plan, the costs and time commitment involved over an estimated
three years.

Agreed: To proceed with the creation of a Neighbourhood Plan for the Civil parish
of Hatfield Heath. Public meeting to be arranged within the next two months. Rachel
Hoggar, UDC NP consultant, to be invited to address the meeting.

Cllr Lemon said that his membership of the planning committee was in conflict with
his role as deputy chair of the UDC planning committee and consequently he wished
to resign from this position on the parish council committee.
Cllr King was elected to fill the vacant position on the planning committee.
MB reported that he and the clerk has attended a Zoom meeting with Peter Holt, the
new CEO of UDC, who opined that UDC had vigorously fought the Stansted Airport
planning applications – this was not the general perception.
