In a change to the advertised programme, the November meeting welcomed Dr.
Mark Carroll from Epping to talk about ‘Life and Death in the Workhouse’, as reflected in his
family history researches.
After the Dissolution of the Monasteries, the responsibility for looking after the poor was
transferred to the local parishes, with the first Poor Law being passed in 1606. In 1834, a new
Poor Law required local parishes to form Unions and provide a centralised facility for the area.
Thus began the building of the large Victorian Workhouses, as immortalised in Dicken’s writing.
In researching family history, it tends to be the Death Certificates that indicate someone was in
the Workhouse and then, if Admission Registers are available, you can gain an understanding of
how often a person was resident or duration of stay. The Death Certificate gives useful
information on age, place of death and cause of death – with descriptions ranging from Doctors
formal medical terms to a Managers pragmatic ‘Decay of Nature’.
Dr Carroll mentioned three Workhouses that his researches touched on, each with their own
facet of understanding. Leytonstone Workhouse was renamed Central Home Leytonstone to
counter the stigma of the workhouse branding and in 1926 was costing about £100,000 pa to the
local rate payers. At Haverhill in Suffolk, the Risbridge Poor Law Union straddled the Essex/
Suffolk boundary and a search result was initially ignored as he was expecting a London or South
Essex location and not Suffolk. He eventually found a connection of a married daughter living in a
village close to the workhouse in question. His final workhouse was at Stanway near Colchester
where the daughter of the Workhouse Manager wrote of her memories of growing up in the
building, with details of the routines and meals.
An interesting talk and showing a different perspective of the Workhouse system that can
become of interest when researching family history.

Finding help and support this winter
Health services come under extra pressure in the
winter - so it can be a good idea to consider other
routes to help.
www.uttlesfordfrontline.org.uk is a website you
can use search and identify local services and make a self-referral - this means you get the support you
need more quickly. The website is easy to use – look for services by entering key words into the search
area.
For example typing in ‘COLD’ will bring up all the local organisations that provide cold weather support,
including help to apply for winter benefits and home improvement grants, plus energy efficiency advice,
information on oil clubs, switching suppliers and handyman services.
The website can also be used to access fall prevention services, community transport options, money
advice, mental health services, heart health checks, carer support, child and family wellbeing services,
support for long term health conditions, including cancer, weight management services, drugs and
alcohol programmes and more.
If you use a mobile device, you may prefer to download the ‘Frontline Public’ app from the App Store or
google play.
Alternatively, if you don’t have access to the internet at home, you can get online for free at your local
library, (ask staff to help you), or call Healthwatch on 0300 500 1895 for details of services in your local
area.
UTTLESFORD CITIZENS ADVICE
Help to pay your fuel bills this winter
If you were born on or before 26th September 1955 and you get the State Pension or
another social security benefit (not Housing Benefit, Council Tax Reduction, Child
Benefit or Universal Credit) you may be eligible for a winter fuel payment of between
£100 and £300 to help you pay your fuel bills. Most payments are made automatically
in November or December. If you think you are eligible and have not received your money by 14
January 2022, contact the Winter Fuel Payment Centre on 0800 731 0160
If you do not qualify for Winter Fuel Payment, you may still be able to get a Cold Weather Payment if
you claim certain benefits and the average temperature in your area is recorded as, or forecast to be,
zero degrees celsius or below over 7 consecutive days between November and March. This is paid
automatically – you do not need to apply.
You could also get £140 off your electricity bill for winter 2021 to 2022 under the Warm Home
Discount Scheme. The money is not paid to you - it’s a one-off discount on your electricity bill. You
are eligible if you receive the Guarantee Credit element of Pension Credit and should receive a letter
from your supplier by December 2021. You may also qualify for the discount if you are on a low
income and meet your energy supplier’s criteria for the scheme. As the number of discounts
suppliers can give is limited you should check with your supplier as early as possible to see if you’re
eligible and how to apply.
If you are not sure how to claim or are worried about paying your fuel bills, the team of energy
specialists at Uttlesford Citizens Advice can help. Call them on 01799 618858 for benefit checks, the
warm home discount scheme and help with fuel debt, as well as information on joining oil clubs,
energy efficiency, affordable warmth and home improvement grants and the priority services register.
If you feel you can do without your winter fuel payment, perhaps consider donating it to help others in
this area who are struggling. During cold weather many elderly people are faced with the stark choice
of fuel or food, and lower temperatures increase the risk of health problems such as heart attacks,
strokes and bronchitis. Uttlesford Citizens Advice uses donations to help people save money on
heating costs, including access to help with insulation, understand what financial help is available and
manage any fuel-related debts. Donate via their website or call 01799 618840.

Mediterranean Soup Recipe for low cholesterol and part of your 5 a- day!
Cooking time: 25 minutes Serves: 4.
Ingredients
� 1 onion, finely chopped
� 1 clove garlic, crushed
� 1 tbsp olive oil
� 1 bell pepper (red or yellow), diced
� 2 courgettes, diced
� 1 tsp paprika
� 1 tsp fresh rosemary, chopped
� 1 tsp Balsamic vinegar
� 400g can chopped or pureed tomatoes
� 1-litre vegetable stock made from 2 low salt stock cubes
� 1 tbsp Tomato puree
� 1 sprig fresh flat-leaf parsley (optional)
� Freshly ground pepper
Method
1. Heat the oil in a pan and gently cook the onion and garlic for 5 minutes without
colouring.
2. Set aside 1 tbsp of diced pepper then add the remainder of the pepper along with the
courgettes, paprika, rosemary to the pan and cook for a few minutes.
3. Add the balsamic vinegar, after 2 minutes add the tomatoes and stock and bring to the
boil.
4. Gently simmer until the vegetables are cooked through and tender, about 10 minutes.
5. Finally, stir in the tomato paste. Either leave the soup as a rustic, chunky vegetable
broth or use a handheld blender to blend until smooth.
6. Season with fresh ground pepper and serve topped with the reserved diced pepper and
a sprig of parsley.

Eden Surgeries
According to the website gp-patient.co.uk, a survey was sent out in 2021 to 264 patients who attend
the Eden Surgeries. Of those, only 111 patients returned the survey which is an uptake of 42%.
These are some of the results:-

from patients and also include other pertinent questions. In the past year the Practice Manager has
been contacted on several occasions (by email and letter) to try and discuss the issues raised below,
but there has not even been an acknowledgement. I gather this manager has left, but we are not aware
if or when a replacement will be appointed.
One of the issues raised when contacting the Practice Manager was that factual information given by
the surgery would be much better than speculation on Social Media platforms such as Facebook.
This has been put together by local residents and not by Eden Surgeries.

3102 KEY TASK MONITOR
The Key Task Monitor as updated was reviewed.
3103 UDC CALL FOR SITES
NR reported on the completion and submission to UDC of the technical verification of the nine
sites local to Hatfield Heath and the one large site which has been worked on by USAG
(Unsustainable Sites Action Group). NR reported on the stresses in the working relationship in
USAG between HBOPC as compared with the three other parishes. USAG is not currently
recognised by UDC and so all four parishes are making individual submissions. Clerk to write
to UDC to clarify the position of HHPC, LHPC and GHPC. Next step is preparing for Article 19
consultation due in March 2022.

3104 HIGHWAYS MATTERS
To consider any matters relating to Highways, which should now include on the “wish list” the
inclusion of a pedestrian crossing to increase the safety of children.
To consider matters relating to speeding in the village, Little Hallingbury PC have expressed an
interest in working with us on this issue.
3105 VILLAGE GREEN
To establish ownership and an action plan for the care and maintenance of the village green and
certain trees thereon. This remains an outstanding issue.
Chairman (MB) was thanked for providing the Christmas Tree.
ML has populated the planters. Litter bins are not being cleared, Clerk to obtain a bin emptying
schedule from UDC.
3106 PARKING MANAGEMENT AND CAR PARKS
To consider any matters relating to village car parks. Spaces have been reduced by temporary
structures which have been reported to UDC planning enforcement. Essex parking partnership to
be contacted.
3107 ALLOTMENT REPORT
Activity is seasonally quiet, the rat infestation appears to be under control, one plot has recently
changed hands.
3108 PLAYGROUND
Thanks were given to SK for the work that has now been completed.
3109 JUBILEE FESTIVAL
MB outlined a provisional four-day plan in June; Thursday 02: School children dressing up and
parading in costume for the decades of the reign, evening beacon lighting; Friday 03 possible village
photo shoot; Saturday 04. Jazz evening and art exhibition; Sunday 05 usual festival activities.
Presence of the Fair during the week-end.
To consider the provision of a souvenir of the occasion, such as a mug or a medal, to be presented
to the children on the roll of the school. Agreed in principle, proposition to be brought to council.
3110 LOCAL PLAN
To consider any matters relating to the creation of a Neighbourhood Plan. Application for a
designated area made to UDC, RCCE offered a briefing meeting by Zoom in January, Clerk to
arrange.
3111 VILLAGE HALL TRUST
To consider a request from the Executive Management Committee on behalf of the Trustees of the
Village Hall for the parish council, as Custodian Trustee.

NEWS FROM THE GARDENS OF EASTON LODGE
After the Christmas and New Year break our focus at the Gardens quickly moves on to the jobs we
need to get done before our snowdrop season and to the preparation for the rest of the year.
Our first jobs in the new year are to finish winter pruning and tree planting. We have planted many
apple and pear trees in the walled kitchen garden, which need to be pruned in the winter, to keep them
in good shape and productive. And the soft fruit bushes and autumn raspberries also need pruning in
January or early February. We have been planting specimen trees too, to extend the range of our
collection: more flowering cherries, acers and sorbus, amongst others. But many of the trees in the
Gardens were planted in Victorian times and some cannot expect to last for ever. So, increasingly, we
are also thinking about succession planting, new for old. And our archivist is planning to produce more
guides to our trees for visitors.
We will also be working on our dead hedging around the edge of the Gardens. Unfortunately the
hedging is unlikely to be good enough to keep out the local deer population, so we will still need to
have wire cages around tender plants and accept that we may not see our early iris reticulata, which
the deer seem to find particularly tasty. But we are hopeful that better dead hedging in some places will
act as an extra barrier to cold winds and frosts and tidy up the rough edges of the Gardens.
We have quite a few maintenance jobs to get on with too. We hope there will be no down time – but
our work in January is very much determined by whether it is icy, wet or beautifully sunny and it can be
any of those!
Our snowdrop open days are planned for Sunday 13, Thursday 17, Sunday 20 and Thursday 24
February. Tickets will be available by mid-January.
We take on new volunteers year round, so why not think about joining us as a volunteer? We are
always looking for enthusiastic volunteers to help with gardening, carpentry, cake baking etc. There is

The Gibberd Garden and the man behind it - Architect, Town Planner, Landscape Architect and
Art Collector
Sir Frederick Gibberd CBE, RA, FRIBA, MTPI, FILA, was an Architect, Town Planner and Landscape
Architect. He undertook 94 major projects during his career and a number of his buildings are listed.
His projects included Liverpool Catholic Cathedral, Heathrow Airport terminals 1, 2 and 3, the Central
Mosque in Regents Park and the buildings for three power stations (Hinkley Point, Didcot and Sizewell A).
He also landscaped three reservoirs, including Kielder.
In 1946 he was appointed master-planner for Harlow New Town and his original plan for the town is
regarded by many as his greatest achievement.
He was knighted in 1967 for services to architecture.
Sir Frederick was totally committed to Harlow and its people. He bought the site in Marsh Lane in 1957, in
order to make a landscaped garden. Initially the house was used as a weekend home, but after his wife died
in 1970 he moved here permanently and remained until his death in 1984.
He remarried in 1972 and his second wife had contacts with a number of sculptors. During their twelve-year
marriage Sir Frederick and Lady Gibberd bought or commissioned many sculptures, which were sited in the
garden.
In his will Sir Frederick left his house, garden, sculptures
and art collection to Harlow Council for the benefit of the
people of Harlow. Unfortunately, after a ten-year long
dispute over the will, the art collection had to be sold to
defray legal costs. The house, garden and sculptures were
also put up for sale, but a local group was formed and with
the aid of National Lottery funding was able to buy them.
They are now owned by the Gibberd Garden Trust.
He was passionate about art and accumulated a magnificent
collection of modern British watercolours and drawings.
During his lifetime he donated over forty works to Harlow
Council and these are displayed in the Gibberd Gallery in the
town centre.
