Memorial Unveiling September 2021 William Gosling
On the hot sunny morning of 8 September 2021, a plaque commemorating Lord of the manor
Robin Gurnett was unveiled by William Gosling, Lord of the Manor and History
Society President, beside two acer trees planted in the Nature Reserve area of the
Heath in his memory. Robin was a long-time Chairman of the Society and involved in
many other village activities and it is hoped the trees autumn display will bring a touch
of colour to this area for years to come.
The unveiling was watched by a group representing his family and the History Society.

A Personal Reflection by John Sly

I first met Robin when Mary and I went to a History Society Meeting in the autumn of 2007 soon after we moved to the
village. At that time the redoubtable Liz Wright was Chairman, but fairly soon afterwards Liz moved to Suffolk and
Robin took over as Chairman. I volunteered to act as Secretary when Robin said that it would mean no more than writing
a few letters, but this expanded as the agenda of the Society increased, and we started to publish research.

Robin was very keen to make the Prisoner of War Camp better known inside and outside the village, and the first 'tour'
that Robin negotiated was a great success. Robin lived in the village all his life, and as a schoolboy he could remember
when the camp was built. Once Ivan Cooper's booklet on the camp was published the interest in it increased even more.

Robin himself wrote a pamphlet on 'The 1861 Census' in the village, and he was keen to encourage other members to
produce publications. Frank Walsh wrote on the Pumps and Wells of the village, I produced a booklet on the war
memorials of Hatfield Regis, and Ivan expanded his portfolio, eg on the history and conversion of the Stag public house,
and the Mill. Much of this activity was inspired by Robin who was passionate about the village and its history. He was
very keen to stimulate the younger members of the village, and persuaded the school to agree to an annual competition
(with prizes) based on an aspect of village history for Year 6 to show how studious and imaginative they could be.
Robin's death was a shock, but not a surprise, as he had been unwell for some time previously. He was buried in the
churchyard without a headstone, and the unveiling of this plaque, which is a unique event in the village, will go some way
to ensuring that Robin's memory will always be kept fresh.

Action Group on speeding

At our open forum meeting on September 11th, we talked about increased speeding in the village and agreed
we needed to form an action group comprising members of the parish council and members of the public.

The purpose of the group will be to push hard measures within the village to reduce speed... now rather than
later.

The local highways panel are listening and looking at a combination of roundabouts at both ends of the vil-
lage, revised speeding signs and reduced speed limits at school times, but they are very slow in making things
happen.

If you are interested, please come along to our next open forum meeting on Saturday October 16th 10:00am-
12:00pm.

Extract from Susan Barker’s newsletter regarding issues in our area.
Dear Residents,
In my manifesto I mentioned that I wanted to see a number of flood issues resolved and I have been
working on that ( and other things) since being re-elected.
In Leaden Roding investigations were undertaken in April and blocked drains away from the road are
now known to be the source of the problem. Further work is planned.
.Ditches that need clearing at Lea Hall in Hatfield Heath and at High Cross Lane Little Canfield are
now with Essex Legal team for enforcement.
I am waiting for a further report back on the flooding that occurs in Church Lane Great Hallingbury.
I am pleased to report that in High Roding at Dugates works have been completed; other repeat
flooding in The Street are with Affinity Water. The long standing issues in Hammonds Lane, Hatfield
Broad Oak have been dealt with as have the gullies at Nedging Hall/ Magnolia House on the
Sawbridgeworth Road in Little Hallingbury.
Finally, the issues in Stortford Road Hatfield Heath have been escalated to the Surface Water
Alleviation Team at Essex, as although extra gullies have been installed this is not expected to fully
resolve the issue.
A meeting that was to be held with the Cabinet member for Highways has been delayed but we will be
visiting Dunmow and Takeley to discuss what can be done to make some of the junctions safer for
drivers and pedestrians alike.
Now that Parish Councils are in full swing I am getting more reports of flooding or other issues that
need dealing with.

The following is an extract taken (with permission) from Sue Meyer’s letter to residents of Little
Hallingbury. As the content also affects us in Hatfield Heath, I am including it here.

UTTLESFORD LOCAL PLAN
The Local Plan provides a vision and framework for addressing the housing, economic and infrastructure
needs of the district for decades to come. UDC has been working on the Local Plan for some time now as
it is a very complex document. The latest step is for a 'call for sites'. This is where they ask landowners or
developers to put forward sites to be considered for development. The government say that Uttlesford
needs to provide 706 homes per year this equals 14,100 homes between 2020/2040 plus a buffer of 15 -
20%.
The call for sites has resulted in 299 locations being put forward, these could provide 70,000 plus homes
about 5 times the number required, therefore, many of the sites put forward will be rejected but, all will be
considered and assessed. This is where UDC is at the moment. The Uttlesford District Council (UDC) will
consider these 299 sites, alongside any that the UDC chooses to identify, when developing the Local
Plan.

No decision has been taken at this stage on which sites to include in the Local Plan. In Little Hallingbury
5 sites have been put forward (see map 1). All these sites are within the Green Belt. The Green Belt was
put in place to stop the urban sprawl. We can only hope that UDC will keep to this policy.

In addition, a very large development 'Hatfield Garden Village' also takes in part of Little Hallingbury, just
over the M11 at Goose Lane (see map 2). It then goes to the side of Woodside Green across to Hatfield
Broad Oak and back across to Hatfield Heath. A total of 6,500 homes are proposed. These developments
would destroy life in our villages as we know it. We would become urbanised.

The A1060 through our village already has speeding problems; there has been two accidents in the last
two weeks. We are constantly seeking some form of traffic calming measures to be put in. More houses
would only add to this problem. UDC will have a technical consultation in September/October 2021.

In March 2022 there will be a public consultation (Regulation 18) and an opportunity for interested parties
to comment after which the plan will be amended.
In March 2023 the version of the plan the council seeks to adopt will be available for inspection
(Regulation 19) with a limited opportunity to comment. No amendments will be made after that
consultation. The Local Plan will then be sent to the Secretary of State who will appoint an independent
planning inspector who may make further adjustments.

the B26 “Mis Laid” memorial.

��A member of the public spoke in support of the URC application for a grant and clarified the
purpose of the grant. Agreed that a grant application form be introduced to organise and make

��A member of the public, via representations to the Clerk, had asked for the council’s assistance in
keeping a watching brief on adherence to the planning conditions set for the Hastoe development.
Clerk had responded positively to the request.

��Cty Cllr Susan Barker had contacted the Clerk with news that the Local Highways Panel were to
consider a drainage ditch on Stortford Road to counter flooding. Clerk said that UALC has asked for

Noted that there had been fly tipping in Friars Lane. ML had reported it to UDC and noted that
Michael Hockley has cleared it at a cost of £120. Agreed to reimburse him and invoice UDC for

Essex Highways Devolution scheme. Members felt that we were currently doing all we can,

see an SLA established with Essex Highways.

To establish ownership and an action plan for the care and maintenance of certain trees on and

around the village green.

SS presented a suggestion that a memorial bench be erected to commemorate two past

members of RBL. Members were content with this since the proposal would be self-funding

from legacies and the parish council did not need to give permission.

Be prepared to be scared with a spooky Halloween skydive!

It’s Halloween weekend on Saturday 30th October, and to mark the occasion St Care Hospice is
looking to round up the bravest and most daring of its supporters to take on one of the most chilling… blood-
pumping… horrifically-frightening feats known to mankind… *cue spooky music*
Don’t worry - it’s actually completely safe – but you will need your wits about you for the exclusive,
adrenaline-filled St Clare Halloween Skydive in fabulous fancy dress! There will even be a face-painter there
on the day, to make sure you ‘look the part’ in those mid-flying photos!
With a parachute specially designed for two people, you will board an aircraft and soar to around 13,000 feet
(approximately two miles high!) Once you exit at up to 13,000 feet, you accelerate to 120 mph, covering
each thousand feet in approximately five seconds. At 5,000 feet the instructor will deploy the parachute
which will then be controlled by both persons until you land softly and gently some four minutes later.
If you want to experience every aspect of the sport on your very first jump, a Tandem Skydive is just the
thing! Following a short pre-jump briefing, you will enjoy the thrill of free fall and even learn the basics of
steering and landing a modern ‘square’ gliding parachute, while securely attached to a highly experienced
instructor.
For the ultimate scare this Halloween, why not face your fears and take on the ultimate bucket list item? A
skydive challenge in aid of your local Hospice charity can help them raise thousands in vital income.

Recently, climate change has brought examples of extreme weather all over the world.
Part of the solution to global warming is to use natural energy. Our ancestors harnessed
the power of water by means of water mills, thought to have been invented by the
Greeks. The Domesday Book of 1086 AD recorded no less than 5,624 watermills in
England alone. Most were used to grind wheat. They continued as a prime source of energy until the Industrial
Revolution.

The Hundred Parishes has a wealth of these mills, many retained through their conversion into private homes.
Several may be seen on Hundred Parishes walks whose descriptions can be freely downloaded from
www.hundredparishes.org

On the River Cam, Hinxton once had three water mills. One remains, a 17th-century mill built on the site of on
older one mentioned in Domesday as worth 8 shillings. It ceased to operate commercially in 1955 but now works
again on days when it is open to the public – the final opening in 2021 is on October 3rd from 2:30pm to 5pm. It
can be seen at any time from the outside – and is on our walk number 14.

Linton’s watermill on the River Granta dates from the early 18th century and there has been a mill on the site since
the 13th century. It stopped working in 1972 and has now been converted into apartments. Walk 109 passes it.

Weatherboarded 18th-century Kings Mill in Littlebury was originally powered by the River Cam and then steam
until it stopped working in 1924. Walk number 165, only 1.4 miles, passes Kings Mill during a short exploration
of historic Littlebury.

What remains of Great Bardfield watermill can be seen on walks 103 and 104, while the remains of Tilty watermill
are on walk 120.
