STANDARDS-BASED ENGLISH LANGUAGE CURRICULUM

1. The Standards-Based English Language Curriculum (SBELC) for Sijil
Vocational Malaysia (SVM) in vocational colleges is aligned to the mainstream
SBELC.

2. The following documents must be downloaded from the link set up by BPLTV.

2.3 Template for Classroom Assessment (PBD)

3. The purpose of this document is to provide lecturers with support and
information on planning, creating and delivering their lessons throughout the
semester. Please note that all English Language Panels are to prepare their
own Scheme of Work for Semester 3 and 4.

5. Supporting Information for designing Scheme of Work
The Scheme of Work consists of 34 lessons with each lesson lasting a total of

60 minutes.
Lecturers will need to plan and adapt their lessons accordingly.

and learning standards.

5.2 Lesson
Each lesson within the Scheme of Work follows the lesson type.

5.3 Main Skill Focus

Each lesson may have one main skill focus and one complementary skill.

5.4 Theme
The two (2) given themes are:
Semester 3 : Science and Technology
Semester 4 : Consumerism and Financial Awareness

5.5 Language / Grammar Focus
This will be related to a grammatical structure / function (e.g Present Simple
versus Present Continuous )

5.6 Content Standards and Learning Standards
The given Content and Learning Standards must be taken from the
“Kurikulum Standard Kolej Vokasional” (KSKV) for SVM.

5.7 Main Skill and Complementary Skill
Each lesson within the Scheme of Work focuses on one main skill and one
complementary skill. Learning Standards may be covered as a main skill
or as a complementary skill. It is therefore critical that lecturers ensure that
both the main skill and the complementary skill are covered in each lesson.
The complementary skill is not an optional skill that can be ignored or
dropped from the lesson. Doing this may mean that learners do not receive
adequate practice in and exposure to all the given Learning Standards
within the Curriculum Framework. When lecturers are planning their lessons
they must therefore ensure that both the main skill and complementary skill
are each assigned a suitable learning objective.
Lecturers should also be aware that the main skill and complementary skill
should not however be given equal time and attention within the lesson.
Lecturers will need to ensure that the complementary skill is covered, but
the degree of attention this complementary skill receives in comparison to
the main skill will be up to the teacher’s own professional judgement as they
will know better the specific learning needs of their learners.

5.8 Activities and Materials
In implementing the teaching approaches, lessons and curriculum
materials,lecturers must take into account the varying needs and abilities of
learners. In addition, sufficient opportunities to practise the desired
language skills should be provided to ensure that Learning Standards are
achieved.Therefore, it is important that appropriate activities and materials
be used for students of different learning styles so that their full potential
can be realised.

7. Steps to preparation of Scheme of Work

4 Use the Form 4 Textbook (Full Blast Plus 4) as the main

Identify units in the textbook that is based on the themes for
6 Semester 3 and 4. Please refer to the BPK SOW Form 4 as a
7 guide.
8 Extract appropriate material from the unit based on the Content
9 and Learning Standards and themes for Semester 3 and 4.
Take note that not all the materials in the unit is aligned to the
10 Learning Standards in the KSKV SVM for Semester 3 and 4.
Select material from other resources if it’s not found in the
11 textbook.
12 Map all the content and learning standards to ensure all have
been used. All learning standards must be taught whether as a
13 main skill or a complementary skill. (Appendix 2)
Lecturers are advised to ensure there is a balance in the
frequency the learning standard is used to plan a lesson.

Prepare a Content Organization table. (Appendix 1)

Identify the language and grammar focus for each lesson.

Develop the Learning Outline based on the material selected.
The Learning Outline provides guidance to lecturers for the
delivery of a lesson.
Use Textbook-based lessons in the Learning Outline that will
provide teachers with a structured description for what to cover
and how to plan their lessons.
They refer to specific activities in the Student’s Book and the
associated guidance available in the Teacher’s Book.
Develop non-textbook lesson based on the needs and interest of
learners. All lessons must be aligned to content and learning
standards for each semester.
Arrange all lessons to cover 1 cycle of the skills specified :
Listening/ Speaking/Reading/Writing.
Lecturers can also plan blended learning lessons. Blended
learning is an instructional approach where the learning is
imparted using both the traditional face-to-face classroom training
and online training through videos, chats, social media platforms,
or webinars, etc. It is not just a combination of teaching modes but
also a combination of Instructor-controlled and learner-controlled
learning.

9. Content Organization

9.1 The Panel of English Language Trainers has designed a “Sample Content
Organization” of the lessons to be covered for Semester 3.
This document can be used as a guide to develop the Scheme of Work.
However, all Kolej Vokasional lecturers can use their own Content Organization

to develop their own SOW based on the steps given above.

( Refer to Appendix 1 )

9.2 Lecturers must develop their own Content Organization and Scheme of Work.

10 PERFORMANCE STANDARDS
10.1 Performance Standards refer to the six levels of learners’ progress in the

acquisition of the four language skills; Listening, Speaking, Reading and
Writing. Lecturers can diagnose the learning strengths and weaknesses,
measure learners’ progress against the teaching.
10.2 Specific Performance Standards Guides for Listening, Speaking, Reading
and Writing are provided in the KSKV .These Guides provide lecturers with
reference to gauge learners’ progress in the four language skills. Lecturers
can use the specific descriptors to determine the performance level of their
learners in the respective language skill.
10.3 The performance levels indicate learners’ progress in learning. There are
six levels which indicate learners’ progress in the four language skills that
are arranged in a hierarchy. The levels take into account the knowledge,
skills and values stipulated in the curriculum.
10.4 Lecturers should plan, construct assessment or instruments, examine,
record levels of acquisition based on the KSKV. To ensure that assessment
improves the ability and mastery level of the learners, lecturers should carry
out assessment that has the following characteristics:
- Use of various methods of assessment such as observations, oral

presentations, quizzes, question and answer, task sheets or written
assignments to document learners’ progress in learning.
- Use of various assessment strategies that can be carried out by lecturers
and learners.
- Take into account the various levels of knowledge and skills learned.
- Allows learners to exhibit various learning capabilities.

- Assess the learners’ mastery level based on the Learning Standards

and Performance Standards.

- Use the Template for Classroom Assessment (PBD) to record

learners’ progress for each skill. As the template is modified from

the template used for PBD in mainstream schools, some features are

not aligned.

11 ASSESSMENT

11.1 Continuous Assessment

* Continuous Assessment (CA) must be done according to schedule given in

the Scheme of Work.
