Dear all THACO employees and staff,In 2026, the global economy continues to face significant volatility and geopolitical conflicts. However, this is also the year Vietnam breaks through, emerging as a strategic destination within global supply chains, demonstrating sustainable growth and strong adaptability. This is also the first year the country implements the 14th National Congress of the Communist Party of Vietnam’s Resolution — the beginning of a new national era, driven by the aspiration for double-digit economic growth (above 10%), promoting innovation, science, technology, and private enterprise as key engines of economic development.For THACO, 2026 is the fourth year of our Five-Year Plan (2023–2027) implementing the multi-industry strategy. This is the year of acceleration and breakthrough, after three years of consistently pursuing comprehensive restructuring, with the goal of building a newgeneration, multi-industry industrial corporation characterized by high complementarity and integration, built on industrial and digital foundations, operating at large scale with high technology and technical content, meeting regional and international levels, maintaining leading roles in Vietnam, and achieving consolidated revenue of approximately VND 180 trillion by 2027 with a total workforce of over 100,000 employees, contributing to growth across localities, industries, and the country as a whole. In addition, the corporation will operate new agricultural projects by early 2027, including: large-scale, ecological, automated, smart pig farming projects in compliance with environmental and biosafety standards in Gia Lai and Dak Lak; a project comprising 300-hectare rice farms and a rice-production supporting industries and processing industrial park in Hung Yen; and a Vietnamese ginseng and medicinal herb project in the mountainous areas of Da Nang.In 2026, THACO AGRI targets fresh banana exports of over 400,000 tonnes, 20,000 beef cattle, and other agricultural products, with estimated revenue of approximately VND 12,000 billion; investment spending of VND 10,000 billion; and 51,000 employees. Revenue target for 2027 is approximately VND 40,000 billion.THE 2026 MESSAGE BY THACO CHAIRMAN TRAN BA DUONG1. THACO AGRI:By end of 2025, THACO AGRI had substantially established four large-scale integrated agricultural complexes covering tropical fruit cultivation (banana, pineapple, durian, mango, pomelo) and large-scale, industrial, organic cattle farming — from cattle breeding to fattening — featuring integrated, circular, enclosed value chain from production and farming to sales and processing, across Cambodia, Laos, and Gia Lai. In 2026, the corporation will increase an additional 10,700 hectares of bananas, totaling banana area to 15,800 hectares; fruit area (durian, mango, pomelo) to 8,200 hectares; and total cattle herd to over 200,000 head. It will continue to construct agricultural material production and processing plants, and complete the logistics system.WEEKLY BULLETIN • 307 3

DAI QUANG MINH:Dai Quang Minh's role is to invest and construct transport infrastructure, seaports, and railways in conjunction with TOD development, specialized industrial parks, urban areas, and real estate — characterized by \"specialization and integration,\" ensuring projects are executed independently yet complementarily, delivering superior and sustainable value. In 2026, amid the rapid expansion of urban transport infrastructure across Vietnam, Dai Quang Minh continues to accelerate innovation and comprehensively enhance its governance and management capabilities across the Investment – Construction – Operations value chain, on an industrial and digital platform, aligned with the latest technical and technological requirements.In 2026, 42 projects will be commenced and 12 completed, meeting requirements for scale, quality, and timelines. Key highlights include: accelerating construction of the Ben Thanh – Tham Luong Metro line and breaking ground on the Ben Thanh – Thu Thiem, Thu Thiem – Long Thanh Airport Metro lines, ensuring operations by 2030; acquiring and mastering core railway technologies (TBM tunneling, precast concrete, viaduct construction); implementing the Dau Giay – Tan Phu Expressway’s BOT project on schedule; completing the R1 viaduct section and continuing remaining sections of the four main roads in Thu Thiem Urban Area as soon as the city completes land clearance; advancing the Red River Boulevard’s Landscape project and the multi-purpose urban development project in Dong Anh and Thu Lam, Hanoi; simultaneously breaking ground on component projects at Sala Urban Area, targeting completion and operations by end of 2027 to shape Sala as a smart, green, and sustainable model urban area; expediting construction of commercial centers for THISO; and commencing and operating new industrial parks in Chu Lai–Da Nang and the Specialized Mechanical Engineering Industrial Park (786 ha) in Ho Chi Minh City, meeting the timeline for THACO INDUSTRIES' railway and multipurpose mechanical engineering complex.In 2026, revenue is projected at over VND 12,000 billion with a total headcount of 1,600. Planned capital expenditure will exceed VND 21,000 billion, in pursuit of the 2027 revenue target of VND 37,000 billion.3. THACO INDUSTRIES:THACO INDUSTRIES will continue developing supporting industries for automotive, agriculture, and multipurpose mechanical engineering, while expanding into railways, heavy industry, and hightech manufacturing through deep participation in urban railway projects and global industrial value chains, building a concentrated, large-scale production model spanning the full value chain: business – R&D – manufacturing – installation, operation – handover.At Chu Lai – Da Nang: THACO INDUSTRIES will continue expanding automotive supporting industries, mechanization solutions for agriculture, and multipurpose mechanical engineering; scaling up and investing in next-generation component, parts, and mechanical manufacturing plants, as well as electromechanical, electronic, and automation assembly plants within the 115-hectare expanded mechanical engineering industrial park. cluding: locomotives and rolling stock; specialized railway systems and equipment; high-technology, high-quality precast concrete components; specialized infrastructure construction equipment (tunnel boring machines (TBM), beam launching equipment) and TBM tunneling services; aluminum alloy-based multipurpose mechanical engineering products; and heavy industrial mechanical products serving different industries. The corporation will research, develop, and manufacture automation and intelligent control systems; electrical, electronic, and high-tech equipment for Metro projects and export markets.In 2026, revenue is estimated at over VND 15,800 billion, including export revenue of over $200 million. Total headcount: 10,000; planned capital expenditure: over VND 1,500 billion. Revenue target for 2027: VND 26,000 billion.4. THACO AUTO:Building on the experience and success of THACO-branded buses and trucks, THACO AUTO will introduce and launch THACO-branded Minibuses in June 2026, followed by its branded passenger vehicles in 2027, with emphasis on R&D and customization. The corporation will also accelerate export sales and spare parts service operations. Retail operations at provincial companies will be run in a systematic, sustainable, professional, and efficient manner. A new multi-brand passenger vehicle showroom model will be launched at the THISO Mall Tay Ho Tay; and light truck and mainstream passenger vehicle showrooms will be deployed across communes and wards.In 2026, THACO AUTO aims to sell over 96,600 vehicles and earn revenues of VND 65,500 billion, with exports exceeding $30.5 million, have a total headcount of 13,000, and capital expenditure of over VND 1,000 billion. By 2027, THACO AUTO targets revenue of VND 72,000 billion.5. THISO:THISO owns, operates, and manages commercial real estate assets, applying the strategic \"one destination, multiple utilities, service\" model connecting THACO with consumers, communities, and society at large.In 2026, THISO will continue to develop and refine its integrated commercial center model, combining automotive showrooms, hypermarkets, convention centers, food and beverages, and entertainment. Key milestones include: launching the flagship THISO Mall Tay Ho Tay (Hanoi), together with Emart hypermarket integrated with automated warehousing and the Thiskyhall Convention Center, breaking ground on the Hoang Mai project (Hanoi) as a large-scale commercial center integrating accommodation, indoor and outdoor entertainment, and four additional commercial center projects in other provinces and cities.In parallel, THISO will expand its food and beverage business with new models, including a cuisine R&D Center combined with a \"Farm to Table\" Vietnamese restaurant concept promoting THACO AGRI's organic produce, integrated with a pilot health and wellness center at Sala Urban Area. From 2026, THISO will also serve as a real estate sales agent for Dai Quang Minh, initially at Sala Urban Area.In 2026, THISO's total revenue is projected at over VND 6,000 billion with a total headcount of 3,700 and capital expenditure of over VND 1,100 billion. and international sea routes; and accelerate full-package door-to-door logistics services, with focus on fresh fruit and general cargo using specialized refrigerated containers.In 2026, THILOGI will invest in 640 vehicles (tractors and semi-trailers); 3,000 specialized refrigerated containers for fruit export transport; and will develop and operate Inland Container Depots (ICDs) in the Central Highlands and Southern regions. The corporation will also oversee the construction of two new 1,900-TEU container vessels, operating by the end of 2027.In 2026, Chu Lai Port’s total throughput is estimated at 6 million tons; road transport of nearly 27,000 containers; and maritime shipping of 113,000 containers on domestic and international routes. Consolidated revenue is estimated at VND 6,000 billion; total headcount: 2,000; capital expenditure: VND 2,000 billion. By 2027, THILOGI targets revenue exceeding VND 10,000 billion.7. THACO CHU LAI:2026 is the fourth year THACO at Chu Lai – Da Nang enters a new investment cycle, forming a new-generation multi-industry industrial ecosystem: green, smart, modern, with high integration and complementarity, comprising: an Automotive Assembly and Manufacturing Center; a Multipurpose Mechanical Engineering and Equipment Center, an Automotive Components and Agricultural Equipment Center; a Specialized Container Handling and Transport Center on the Chu Lai – Northeast Asia sea routes; an Agro-Forestry Deep Processing Center; an Urban Area with full social infrastructure including commercial services, schools, and hospitals; and a Ginseng and Medicinal Herb Cultivation and Processing Center. However, investment legal procedures have been slow. Entering 2026, with the decisive support and coordination of the Da Nang Party Committee and authorities at all levels, the investment and construction plans are as follows:• Agro-Forestry Specialized Industrial Park (451 ha) and Expanded Automotive Mechanical Engineering Industrial Park (115 ha): complete land clearance across all project areas and commence infrastructure construction; begin building processing plants in Q3 2026.• Ginseng and Medicinal Herb Cultivation Project in Da Nang's mountainous areas: finalize zoning for ginseng and medicinal herb growing areas by March 2026; complete compensation and land clearance; commence infrastructure construction for the industrial-model ginseng and medicinal herb farm and invest in a ginseng and medicinal herb seedling center in Q3 2026.• 50,000-DWT Cua Lo Channel Project: complete legal procedures for groundbreaking in June 2026.• Chu Lai Urban Area and Social Housing Project in Tam Anh Commune: complete legal procedures to obtain investment approval in June and break ground in October 2026.• Da Nang – Hoi An Urban Rail Line: complete legal procedures to obtain investment approval in April 2026; break ground on April 30, 2027; complete in January 2031.In 2026, THACO plans to spend VND 5,450 billion in capital investment at Chu Lai and hire 1,300 new employees, expanding its workforce there to 16,500. In 2026, THACO's total budget contributions are projected at VND 27,304 billion, up 29% from 2025, of which VND 21,043 billion contributed in Da Nang and VND 6,261 billion in Ho Chi Minh City and other localities.8. GOVERNANCE:In 2026, THACO will continue to refine the development strategy of a large-scale, multi-industry industrial corporation built on industrial and digital foundations, with high complementarity and integration both within and across Sub-holdings — leveraging favorable external opportunities and THACO's strong capabilities. Breakthrough – Innovative principles, elevating THACO to a regional and global brand and achieving sustainable development from 2027. Governance will be comprehensively upgraded and aligned with strategy, ensuring uniformity across the system and specialization according to each Sub-holding's business characteristics — optimal production, business, and governance models at all unit levels, with industrial production focused on automation, smart control, and digital management. The roadmap includes completing ERP for all \"grassroot production and business units\" and integrated systems by March 2026, digital platforms for all \"integrated production and business units\" by June 2027, and comprehensive digital governance by end of 2027.To ensure uniformity across THACO, core corporate functions and certain functions will be centrally managed by the THACO Headquarters and Sub-holdings leaderships. Entering 2026, the company sees this as a year of acceleration and strategic importance for its next phase of development. THACO INDUSTRIES has set a revenue target of over VND 15,800 billion, a 26% increase from 2025, while pushing forward with strategic projects to expand into railway industry, heavy industry, and high technology — laying the foundation for longterm, sustainable growth from 2027 onward.In response to the Chairman's 2026 message, THACO INDUSTRIES commits to the following priorities.On operations and governance, the company will run an integrated management model covering an R&D Center, two manufacturing complexes in Chu Lai and Binh Co (Ho Chi Minh City), and a Mechanical and Electrical Engineering Company. They will operate under KPIbased management with a focus on cost and pricing control by brands and models, as well as after-sales service pricing and value-added services. Leadership development and digital transformation will also be priorities, in which digital tools deployed to manage showroom and dealership operations comprehensively.At its Chu Lai Manufacturing Complex, the focus will be on R&D to develop products using new technologies that meet market demand, especially ensuring timely production to market. On February 23, immediately following THACO's New Year Opening Ceremony, THACO INDUSTRIES inaugurated three new manufacturing facilities: the Consumer Equipment Plant, the Specialized Equipment Plant, and the Automotive Interiors Plant. Built across a combined area of 92,000 square meters, the three factories represent a total investment of $70 million and are equipped with advanced, highly automated technology.The Consumer Equipment Plant spans 25,000 square meters with a $20 million investment. It has an annual production capacity of 150,000 fitness equipment units, 140,000 shopping carts, 100,000 household appliance products, and 50,000 sets of premium furniture, urban transit seating, and other mechanical components.The Specialized Equipment Plant covers 60,000 square meters with a $30 million investment, capable of producing 75,000 units of industrial and agricultural equipment and specialized structures, as well as 23,000 tonnes of steel structures per year.Both factories feature a fully automated production line running from blank forming, welding, and painting to assembly, packaging, and delivery. THACO–Son Hai Consortium proposes full phase-one expressway completion with nearly VND 8,500 billion The THACO–Son Hai consortium has proposed building the Dau Giay–Tan Phu Expressway to its full designed capacity in the first phase of construction, rather than in stages, to address growing traffic demand and reduce long-term investment costs. The Ministry of Construction has acknowledged the proposal, noting that completing the project in full from the outset would ensure consistency with the approved master plan, improve operational efficiency, and avoid the added costs of future expansion. According to the Ministry of Industry and Trade's Department of Industry, the railway industry could be worth more than VND 2.3 quadrillion (approximately $90 billion) by 2050.
