In recent years, the People's Republic of China, which has received symbolic recognition as the world's “factory of the world, ” has been rapidly developing in the fields of industry, agriculture, science and culture. We all know that the People's Republic of China was one of the first to recognize the state independence of Uzbekistan and establish diplomatic relations. The history of relations between the two nation goes back thousands of years. In particular, the ancient “Great Silk Road” played an important role in the trade, economic and cultural relations of the peoples of the region for centuries.
The concept of the “Great Silk Road,” which first connected China with Central and Western Asia, and then stretched through Iran, Mesopotamia to the Mediterranean Sea and became a transit and trade platform with a total length of 12,000 km, is still relevant today. Thisprogram,aglobal infrastructuredevelopment strategyadoptedbytheChinese government in2013 toinvest in about 150statesandinternational organizations, was initiatedbythe headof thePeople'sRepublicof China, Xi Jinping. Theprogram's strategyenvisions the“OneBelt”as recommendedoverlandroadand rail transport routesacross landlockedCentral Asiatothe west alongknownhistorical traderoutes, whilethe“OneRoad” includes IndoPacific searoutes regions leading throughSoutheast AsiatoSouth Asia, theMiddleEastand Africa. At the international level, the One Belt One Road program, which is considered a modern version of the Great Silk Road and recognized by the head of our country as a “new model of international cooperation,” is becoming a necessary, inclusive and open platform for achieving common progress and prosperity between regions.
It should be noted that the One Belt One Road program is currently supported by 149 countries and 30 international organizations, and the program's infrastructure projects include ports, railways, highways, power plants, aviation and telecommunications. So, the great trade routes traversed by our ancestors in the past are being digitally recreated for today, for a new future. The attractiveness lies in the fact that a powerful transport infrastructure is being formed in the southeast, the main network of which passes through Uzbekistan, which will allow the rapid development of the economies of adjacent countries.
IN ADDITION, FINANCIAL EXPERTS NOTE THAT THE BELT AND ROAD INITIATIVE COULD INCREASE GLOBAL GROSS DOMESTIC PRODUCT BY $7.1 TRILLION PER YEAR BY 2040. According to the World Bank, the Belt and Road Initiative will increase trade flows in the 149 participating countries by 4.1 percent, reduce global trade costs from 1.1 percent to 2.2 percent, and increase the gross domestic product of developing countries in East Asia and Pacific region. The probability of the same indicator is predicted at an average level of 2.6-3.9 percent. In addition, financial experts note that the Belt and Road Initiative could increase global gross domestic product by $7.1 trillion per year by 2040.
It should be recognized that, being a comprehensive strategic partner of China, Uzbekistan was one of the first to support the “One Belt – One Road” initiative. In fact, Uzbek-Chinese relations today cover all aspects of cooperation and are of a comprehensive strategic nature. In this regard, the mutually reliable relations established between the leaders of the two countries form the basis of cooperation.
In recent years, the volume of Chinese investment in our country has increased fivefold, and the number of joint ventures has tripled. There are 1,702 enterprises with Chinese capital operating in our republic. With the participation of Chinese companies and financial institutions, a number of large investment projects are being implemented in the field of high technology, alternative energy, chemistry, mechanical engineering, metallurgy, electrical engineering, infrastructure modernization and other areas. 116 of them were created on the basis of 100% Chinese investment, and 73 Chinese companies have representative offices in our country. Trade is expected to reach $20 billion in the next five years.
In particular, only on May 18, 2023 in Xi’an, within the framework of the first “Central Asia – China” summit, the President of the Republic of Uzbekistan Shavkat Mirziyoyev and the Chairman of the People’s Republic of China Xi Jinping signed a joint statement and adopted a program for the development of a comprehensive strategic partnership for a new period between the Republic of Uzbekistan and China People ' s Republic for 2023-2027. Separately, it should be noted that on the basis of this meeting, 41 documents were signed aimed at further strengthening the relations of comprehensive strategic partnership between the two countries and expanding practical cooperation.
As noted above, Uzbekistan is an important participant in the One Belt, One Road initiative. The fruitful cooperation between our countries within the framework of this major initiative is bearing fruit today. In this regard, it is important that all 4 corridors of the China-Central Asia gas pipeline pass through the territory of Uzbekistan. And we were all pleased that the Kamchik Pass, the longest railway tunnel in our country, was put into operation. In the same direction, the signing of a trilateral cooperation agreement on the construction of the UzbekistanKyrgyzstan-China railway within the framework of the Samarkand summit of the Shanghai Cooperation Organization became a historical reality. This project now serves as the basis for transporting goods from China to Europe via Uzbekistan and to the Persian Gulf countries via the Southern Corridor and expanding the geography of trade in these directions, turning Uzbekistan from an inland country into an important communication center for the region
More importantly, at the third forum dedicated to the tenth anniversary of the Belt and Road program, which took place on October 18, 2023 in Beijing, new initiatives were put forward by the head of state. In particular, special attention was paid to the increasing role and significance of this program in the context of the current geopolitical instability caused by the crisis of mutual mistrust between the leading world powers, and it was also noted that the Green Silk Road initiative, which is an integral part of this program, is, in fact, forms a common “green” agenda for the future. In this regard, it was noted that the conceptual initiatives “green agenda for Central Asia” and the green “Silk Road” should be implemented interconnectedly. Development by the head of our state of the “Green Development Program” , transformation and digitalization of economic sectors based on the requirements of “green” development, creation of sustainable infrastructure in the transport and energy sectors, launch of “green” industrial capacities, poverty reduction, “smart” development of agriculture, implementation socially significant programs in the industrial sector based on the widespread introduction of “green technologies” , as well as the fact that a number of important initiatives that determine the future of regional and global development were put forward - this was especially recognized by the world community.
Among the areas that are developing every day and reaching a new level in Uzbek-Chinese relations, along with foreign policy, economics and trade, the most notable is cooperation in the field of higher education and science. In particular, the launch of a scientific and information platform for the transfer of “green” knowledge and solutions on the basis of the Aral Sea International Center for Innovation, training of specialists in the field of green development and ecology on the basis of the Central Asian University of Environmental Studies and Climate Change, as well as initiatives to develop The joint program for the development of academic exchange turned out to be very useful for scientists. According to the Chinese Embassy in our country, currently about 4 thousand young Uzbeks are studying at leading higher educational institutions in China. Naturally, every year the number of Chinese boys and girls studying in our country under student exchange programs is growing. In our country, Chinese is included in the list of 8 priority foreign languages in the field of national education.
Northwestern U N I V E R S I T Y O F T H E P E O P L E ' S R E P U B L I C O F C H I N A It should be noted that currently Fergana State University closely cooperates with the Northwestern University of the People's Republic of China, which is included in the international TOP-1000 ranking, as well as the Institute of Paleontology and Palaeontology of the Academy of Sciences and Luoyang Archaeological University As part of this cooperation, over the past three years, 15 leading Chinese professors and teachers have conducted more than 500 hours of lessons for students of the 70220401 specialty of archeology, 60220300 of history (by country and area), 60220400 of Archeology. FSU faculty and doctoral students have participated in international forums organized in Beijing, Xi'an, Chongxing and Luoyang, and have achieved international approval for their research results. Also, Chinese scientists annually actively participate in international conferences organized by FSU departments. Over the past period, more than 50 scientific papers have been published in collaboration with Chinese scientists.
Since 2023, an agreement has been reached to conduct archaeological scientific research in Uzbekistan, including in the Fergana Valley, in the form of an international grant in collaboration with the Northwestern University of China, the Institute of Paleontology and Palaeontology and the Luoyang Archaeological Institute. Research institute. In this regard, from April 22 to May 30, 2023, Ph.D., undergraduates and students of FSU took an active part in archaeological excavation and research work carried out at the Rabat monument in the city of Baysun, Surkhandarya region In addition, the Institute of Paleontology and Paleontology of the Academy of Sciences of the People's Republic of China donated modern technical equipment to the research center at FSU. It is known that the Luoyang Institute of Archaeological Research is China's main scientific center for the study and museumization of archaeological sites. In October of this year, the authority of the Luoyang Archaeological Research Institute visited the university. With the participation of members of the delegation, the Fergana-Loyan Archaeological Research Center was opened at the university.
Now this center supports training in the direction and specialty of “Archaeological education” and museological education. At the same time, FSU young people were given the opportunity to undergo archaeological practice and training courses at the Luoyang Institute and its sites. In this regard, scientific expeditions are organized in the form of an international grant project in connection with excavations and museumization of archaeological sites in the Fergana Valley. Currently, research work has begun on the monument of the “Kuva settlement”, which is considered the main object of research of the cooperative scientific center. In this regard, on the basis of a five-party agreement between the Northwestern University of China, the Institute of Paleontology and Paleontology, the Luoyang Archaeological Research Institute, the Great Silk Road Research Center and Fergana State University for 2024-2025, a scientific project for excavations and museumization It is planned to carry out work on the archaeological monument of the Kuva settlement, the cost is 2 billion dollars. Today, about a dozen talented young personnel who have completed master’s and doctoral studies, who have improved their qualifications at leading universities in China, work in the most important structures of Fergana State University.
An important fact in this direction was that in accordance with the order of the Cabinet of Ministers of the Republic of Uzbekistan dated December 22, 2023 No. 809-F/23, an UzbekChinese educational forum is scheduled to be held on January 22-23, 2024 in Beijing. As part of this forum, Fergana State University plans to sign cooperation agreements with the largest and leading universities in China. These universities include People's University of China, Heilongjiang University, Sun Yat-sen University, Northwestern University, Southwestern University, Xi'an International Studies University. As part of the meetings within the framework of this forum, it is expected to reach agreements on the exchange of students and teaching staff, advanced training of teaching staff, short- and long-term internships, establishing joint scientific projects, giving lectures, organizing seminars, master classes, and implementing joint educational programs.
“ONE BELT – ONE ROAD” In short, the “One Belt – One Road” project is important for expanding economic cooperation, creating favorable conditions in the trade and investment sectors, developing transport and communication infrastructure, and improving cooperation in the fields of agriculture, tourism, education and culture. Long-term cooperation between the two countries, at the initiative of our esteemed President, will serve to strengthen peace and stability in our region in the future. After all, in the words of the wise Chinese people, “the happiness of the coming century will be built in this century.”
In a series of meetings that were beneficial for both parties, Rector of FSU Bakhodirjon Shermuhammadov for his attention to the field of archeology at the university and for his contribution to the development of scientific relations between the Uzbek-Chinese archaeological schools was awarded the title of “Chief Researcher” of the Luoyang Archaeological Research Institute of China People's Republic. FSU Rector Bakhodirjon Shermuhammadov was awarded a special diploma from one of the largest and most prestigious universities in China - Northwestern University. Now, on the basis of this diploma, upon the recommendation of the board of Northwestern University, Bakhodirjon Shermuhammadov will be awarded the title of “True Professor” of Northwestern University by the administration of Xi’an Province. The third day of the forumalso became joyful for FSU. The title of “Chief Researcher” of the Institute of Paleontology and Paleoanthropology of the Chinese Academy of Sciences was awarded to Rector of FSU Bakhodirjon Shermuhammadov for his great contribution to raising cooperation between the two institutes to a new level.
