In our previous attempts to get our bylaws approved, we defeated all our amendments by not showing that 2/3 of the votes were carried. However, the minutes reflected that a majority of the votes were carried. The minutes must reflect 2/3 of the votes to approve the amendment. In an effort to get our bylaws approved, we will have to vote on our amendments again. I aim to get this task corrected and completed as soon as possible. Therefore, I am sending the attached amendments for 2019 and 2023 for you to review and be prepared to vote on them in June. The amendment that is highlighted is the only one the SGM approved, because it showed 2/3 of the votes carried. Supreme Bylaw Committee Report 4/15/24 Committee Members: Touchere Hall (Chairperson, TN), Kechia Pope (AL), Sandy Borum (CA), Jenuryl Fluellen (GA), Pam Harris (LA), Gwen King (MS) 1/13/24 Initial report was provided to SGC at the Mid-Winter Encampment. The committee still needed June 2023 minutes to complete the report. 2/22/24 The committee received the June 2023 minutes and promptly forwarded them to the committee. 3/14/24 The Committee chair sent SGM and SGS a question regarding the minutes. Supreme Grand Chapter Modern Free & Accepted Masons and Stars of the World Inc. MEMORANDUM TO: Supreme Grand Chapter Members FROM: Supreme Bylaws Committee DATE: April 4, 2024 RE: Approved Amendments to By-Laws Note: Supreme Grand Bylaws amendments were proposed and individually approved on June 29th , 2018. In 2019, the same amendments were read and discussed, and the sections were approved for final ratification on June 26th, 2019. Article II Objectives a. The primary objective of this body shall be to provide general supervision and training among Grand Chapters, Subordinate Chapters of the Order of Eastern Star and Membership at Large #500 within the Supreme Grand Lodge, Modern Free and Accepted Masons of the World Incorporated, Ancient and Accepted Scottish Rite Freemasonry. Motion to accept the proposed change was made by Bro. Richard Joe, Supreme Grand Associate Patron, State of FL, and seconded by Sis. Angela Sands, Supreme Grand Conductress, Commonwealth of the Bahamas. Motion carried. This amendment was ratified and approved by the Supreme Grand Chapter on the 26th day of June 2019 by a majority vote. Article III Membership Section 1 Each member shall receive the Supreme Grand Chapter Order of the Eastern Star Degree upon payment of five dollars ($5.00). Two dollars and fifty cents ($2.50) will be forwarded to the Supreme Grand Lodge. Two dollars and fifty cents ($2.50) will remain in the Supreme Grand Chapter Order of the Eastern Star. Section 2 Annual dues for members are six dollars ($6.00) payable no later than March 31st of each year. Honorary Members and Brothers are exempt from paying Supreme Grand Chapter Order of the Eastern Star dues. Life members pay dues to Supreme Grand Chapter. Section 3 The General Membership will consist of Brothers and Sisters who are in good financial standing in their Subordinate Chapter, Grand Chapter and Supreme Grand Chapter of the Eastern Star. No member shall be entitled to vote or have any representation in the Supreme Grand Chapter Order of the Eastern Star meetings who fail to pay dues and assessments. Motion to accept the Proposed change was made by Sis. Sonia T Moss, Flag Bearer, State of SC, and seconded by Sis. Doreen Peterson, State of GA. This amendment was ratified and approved by the Supreme Grand Chapter on the 26th day of June 2019 by a majority vote.


Article IV Revenue and Expenses Section 1 The Supreme Grand Chapter Order of Eastern Star shall maintain a regular checking account at a reputable bank with a balance of not less than two hundred dollars ($200.00). All withdrawals shall require two (2) signatures, one (1) being the Right Worthy Grand Treasurer and the other being the Right Worthy Grand Secretary or Supreme Grand Worthy Matron. Section 2 The revenue of the Supreme Grand Chapter Order of the Eastern Star shall be derived from annual dues, fundraisers, and the Supreme Grand Chapter Order of the Eastern Star Grand Degree fees. Section 3 The Right Worthy Grand Secretary shall notify the chapter in writing of any returned check. Any chapter with a returned check shall incur a twenty-nine ($29.00) dollar penalty fee plus any applicable bank fees associated with the returned check. Funds must be made payable by cashier’s check or money order within thirty (30) days of notification. Section 4 The funds of the Supreme Grand Chapter Order of the Eastern Star shall be used to conduct the business of the Supreme Grand Chapter Order of the Eastern Star, charitable contributions, and for the benefit of the membership in general. Section 5 The Supreme Grand Chapter Order of the Eastern Star shall pay the lodging expenses from the Supreme Grand Worthy Matron or her representative conducting official business on behalf of the membership of the Supreme Grand Chapter Order of the Eastern Star. The Supreme Grand Chapter Order of the Eastern Star shall pay three (3) nights lodging and registration for the Right Worthy Grand Secretary to attend the Supreme Grand Lodge Council Session or its Quadrennial Session. The Supreme Grand Chapter Order of the Eastern Star shall pay two (2) nights lodging and registration for the Right Worthy Grand Treasurer to attend the Supreme Grand Lodge Council Session or its Quadrennial Session. The Supreme Grand Chapter Order of the Eastern Star shall pay three (3) nights lodging and registration for the Supreme Grand Worthy Patron or his representative to attend the Supreme Grand Lodge Council Session or its Quadrennial Session pending funds are available in Supreme Grand Chapter Treasury account. Section 6 The Right Worthy Grand Secretary shall receive funds in the amount of two hundred dollars ($250.00) to be used as petty cash for the purchase of supplies and mailings. She shall keep a record and provide receipts of such expenses. Motion to accept the proposed change was made by Sis. Sadiqua Adams, State of LA and seconded by Sis. Valerie Wiggs, Supreme Grand Associate Conductress, State of GA. This amendment was ratified and approved by the Supreme Grand Chapter on the 26th day of June 2019 by a majority vote.


Article IV – REVENUE AND EXPENSES 2 nd Amendment as of June 21, 2023 Section 5 The Supreme Grand Chapter Order of the Eastern Star shall pay the lodging expenses for the Supreme Grand Worthy Matron or her representative conducting official business on behalf of the membership of the Supreme Grand Chapter Order of the Eastern Star. The Supreme Grand Chapter Order of the Eastern Star shall pay three (3) nights of lodging, registration, and half of transportation for the Right Worthy Grand Secretary to attend the Supreme Grand Lodge Council Session or its Quadrennial Session. The Supreme Grand Chapter Order of the Eastern Star shall pay two (2) nights of lodging, registration, and half of transportation for the Right Worthy Grand Treasurer to attend the Supreme Grand Lodge Council Session or its Quadrennial Session. The Supreme Grand Chapter Order of the Eastern Star shall pay three (3) nights lodging and registration for the Supreme Grand Worthy Patron or his representative to attend the Supreme Grand Lodge Council Session or its Quadrennial Session. The Supreme Grand Chapter Order of the Eastern Star shall pay registration and two (2) nights lodging for the Immediate Past Supreme Grand Worthy Matron to attend the Supreme Grand Lodge Council Session or its Quadrennial Session. Motion to accept the proposed change was moved and seconded from the floor. Motion passed: 300 Yes; 0 No; 0 Abstain. This amendment was voted and approved by the Supreme Grand Chapter on the 21st day of June 2023 by a majority vote. Article VI Officers and Their Duties Section 1- Elected Officers a. The Elected Officers of this Supreme Grand Chapter Order of the Eastern Star shall be the Supreme Grand Worthy Matron, Supreme Grand Worthy Patron, Supreme Grand Associate Matron, Supreme Grand Associate Patron, 2nd Supreme Grand Associate Matron, 2nd Supreme Grand Associate Patron, Right Worthy Grand Treasurer, Right Worthy Grand Secretary, Supreme Grand Conductress, Supreme Grand Associate Conductress, Chief Supreme Grand Chapter Trustee and two (2) Trustees of the Supreme Grand Chapter. b. The Supreme Grand Worthy Matron and Supreme Grand Associate Matrons must be a Past Grand Worthy Matron of Grand Rite. c. The Supreme Grand Worthy Patron and Supreme Grand Associate Patrons must be a Past Grand Worthy Patron of Rite. Section 4- Duties of Appointed Officers The duties of Appointed Officers of this Supreme Grand Chapter Order of the Eastern Star shall be as the title so implies in accordance with the Macoy Ritual and as prescribed by these Bylaws. d. The Supreme Grand Marshals shall escort the flags, to respond to the roll call of officers, and to conduct the procession of the Chapter. Her badge of office, the Crossed Batons within the Star, is a symbol of order and discipline and reminds you that diligence is essential in the performance of duty. e. The Chief Musician of the Supreme Grand Chapter shall furnish music for the ceremonies and enjoyment of the Chapter. Her badge of office, the Lyre within the Star, is a symbol of music and poetry and reminds you that harmony is essential in the work of our Order. f. The Supreme Grand Warder shall act in conjunction with the Supreme Grand Sentinel in protecting the Chapter from the intrusion of improper persons. Her badge of office, the Dove within the star, an emblem of peace, admonishes her that a state of harmony and serenity becomes all our proceedings, and that you should use your utmost endeavors to promote it. Motion to accept the proposed change was made by Sis. Gwen King, Trustee Near the Secretary, State of MS and seconded by Sis. Geralyn Wise, Supreme Grand Chaplain, State of FL. This amendment was ratified and approved by the Supreme Grand Chapter on the 26th day of June 2019 by a majority vote.


Article VII Meetings Section 2 All correspondence and the agenda of stated meetings of the Supreme Grand Chapter Order of the Eastern Star shall be forwarded to the Grand Worthy Matrons via postal mail or emailed forty-five (45) days prior to the General Meeting. Any recommended items for the June meeting agenda shall be forwarded to the Right Worthy Grand Secretary by April 1st of each year. Section 3 The quorum for meeting shall be the Warranted Charter and two-thirds (2/3) of the Warranted Grand Chapters in good financial standing, with a minimum of two hundred fifty (250) members in good financial standing and at least five (5) elected officers of the Supreme Grand Chapter Order of Eastern Star plus at least one (1) of the elected Supreme Grand Worthy Patrons. Motion to accept the proposed change was made by Sis Kathy Campbell, State of AL and seconded by Sis: Willa Barber, State of GA. Motion carried. This amendment and ratified and hereby approved by the Supreme Grand Chapter on the 26th day of June 2019 by a majority vote.


Article VIII Committees Section 1 The Standing Committee of the Supreme Grand Chapter Order of the Eastern Star shall be Finance, Audit and Bylaws. a. Finance Committee: The Finance Committee is responsible for preparing the annual operating budget with the assistance of the Supreme Grand Worthy Matron. The annual budget shall be distributed at the Supreme Grand Chapter Order of the Eastern Star meeting at the Supreme Grand Lodge Council Session or its Quadrennial Session. The committee shall consist of the Right Worthy Grand Treasurer and two (2) other members. b. Audit Committee: The Audit Committee shall conduct an annual audit of the Supreme Grand Chapter Order of the Eastern Star’s financial records to ensure the Supreme Grand Chapter is following acceptable banking practices and procedures and that the financial records are accurate and free of misstatements. This Committee shall audit the records of the Right Worthy Grand Treasurer and the Right Worthy Grand Secretary in accordance with the Supreme Grand Lodge Audit Committee instructions. The findings of this committee shall be presented at the June meeting. The committee shall consist of five (5) members. c. Bylaws Committee: The Bylaws Committee shall be responsible for preparing and revising the Bylaws, which shall provide the members with a set of rules and guidelines that govern the Supreme Grand Chapter. This Committee shall also be responsible for reviewing and considering any additions and/or revisions that may be deemed necessary and advisable by the members. The committee shall consist of five (5) members. Section 2 The Supreme Grand Worthy Matron shall appoint such other ad hoc committees, as she deems necessary. Motion to accept the proposed change was made by Sister Kechia Poke, State of AL, and seconded by Sis Margaret Smalls, Commonwealth of Bahamas. This amendment was ratified and approved by the Supreme Grand Chapter on the 26th day of June 2019 by a majority vote.


Article IX Amendments Section 1 Any proposed statute, bylaw changes or any amendment thereto shall be submitted in writing to the Right Worthy Grand Secretary who forwards a copy to the Supreme Grand Worthy Matron. It shall be placed on the agenda of the Supreme Grand Chapter Order of Eastern Star. Due and timely notice of such proposed changes shall be forwarded to the Right Worthy Grand Secretary at least sixty (60) days prior to the Supreme Grand Chapter Order of the Eastern Star meeting in June and forwarded at least thirty (30) days prior to said meeting to the members to the members to action can be taken. Section 2 The Supreme Grand Chapter Order of the Eastern Star Bylaws can only be changed by two-thirds (2/3) vote of the Supreme Grand Chapter Order of the Eastern Star membership at a Supreme Grand Lodge Quadrennial Session and shall become effective immediately unless the amendment includes a specific date therefore. Section 3 Parliamentary authority shall be provided from Robert’s Rule of Order Revised. Motion to accept the proposed change was made by Sis. Ann T Porter, Past Supreme Grand Matron, State of GA, seconded by Sis Cherilyn Bryant, State of TN. This amendment was ratified and hereby approved by the Supreme Grand Chapter on the 26th day of June 2019 by a majority vote.

Order of the Eastern Star 94th supreme grand session June 25, 2024 Supreme Grand Chapter Audit Committee Report


April 12, 2024 SGCOES Audit Committee Report Sis. Evon Moss, SGWM The Committee met virtually and was granted access to the records of Sis. Angela Brown, Right Worthy Grand Secretary and Sis. Ella Tankson, Right Worthy Grand Treasurer. The audit period was conducted between the dates of July 28, 2023 – February 2024. According to the audit procedures of our “Book of Guidelines.” The purpose of an audit is to ensure the policies and guidelines are being met, identify any discrepancies so that proper corrective action(s) can be taken in a timely manner. Findings: 1. In receiving the books, documents, and records from the secretary and treasurer. We found this audit to be attainable to review and complete. From the beginning, we asked the secretary and treasurer to upload all requested documents to a Google Drive. They were both tech savvy, responsive, and diligent in uploading all documents by the requested date. 2. The secretary and treasurers’ records were impressive. They were both organized and followed the guidelines of our audit procedures. 3. Both the secretary and treasurer were transparent. Both presented the committee with either a summation of documentation or communicated any details by phone before the audit began. 4. The secretary and treasurer both had notes written on receipts to explain any discrepancies or adjustments. 5. All funds submitted to the treasurer from the secretary balanced back to the bank statement.


6. Both were transparent in their documentation and records. 7. Any questions or concerns from the committee were answered expeditiously. Returned items: There was a cashed/deposited item return unpaid fee of $12.00 and a deposited item return unpaid of $6.00. We reached out to the treasurer to find out if there was communication sent to recoup the funds and fees. The treasurer stated, the chapter was contacted, and the funds were collected. Recommendations: 1. Due to unsecured email platforms, please do not send copies of checks through email. Media platforms such as Google and Yahoo are not secure. If it is necessary to do this, be sure to black out all account numbers on the check. 2. Due to the bank’s increase in NSF Fees. We suggest that the Supreme Grand Chapter OES increase their penalty fee between $50 -$80. 3. According to our “Book of Guidelines,” it states that the treasurer may secure a copy of the signature card for her records. During the transition of names of the bank account, the treasurer was not given a copy. If possible, the committee recommends that the treasurer and secretary have a copy for their records. Conclusion: 1. To all membership: When deciding to elect persons in the offices of secretary and treasurer. It is beneficial to find out if the nominees/persons running for office are technical savvy or willing to learn. Since the pandemic, we’ve all had to adjust and learn new technologies. Being willing to learn and/or having technological expertise enables us to work more efficiently. 2. In conclusion, we should all be thankful to have Sis. Brown and Sis. Tankson in office. They are doing an excellent job in taking care of both our secretarial and financial records. We, the committee, are here to announce this audit is conclusive, with no discrepancies and in great standings. Thank you for your hard work!

Order of the Eastern Star 94th supreme grand session June 25, 2024 Supreme Grand Chapter Past Matrons Council Report


Committee Report 04/15/2024 The Past Grand Matrons’ roster was sent to the Past Grand Matrons for contact purposes to unify the membership. The committee has held 2 successful meetings to set goals for the future. Items that were suggested are as follows: book reading, happy hour discussions, and quarterly meetings with guidelines restructured for a more structured council. It was also agreed upon by the Council to do something for our members that are not as active anymore. The first Grand Matron Council meeting was held on 1/23/24. We had about 1/3 of the membership on the call. It was a very productive meeting. The committee members are: Sis. Brenda K. Seay Sis. Sarah Fuller Sis. Debey Rainey Sis. Linda Wiltz Sis. Supreme Grand Chapter Order of the Eastern Star Supreme Grand Lodge Modern Free and Accepted Masons of the World, Inc. Ancient and Accepted Scottish Rite Freemasonry *** To: Sister Evon Moss, Supreme Grand Worthy Matron From: Supreme Grand Chapter Research Committee (SGCOES) Re: Committee Report Date: April 24, 2024 The SGCOES Research Committee has convened on several occasions to discuss the items presented to this Committee for research to include the Demit and Healing process. At this juncture, we have completed the preliminary research on the Demit and Healing process under the guides of Modern Free and Accepted Masons, Inc. as well as additional sources to include the McCoy Adoptive Rite Ritual, Mackey’s Encyclopedia of Freemasonry, and additional internet sources. Based upon our preliminary research, we have provided a few questions from this Committee to the Supreme Chapter to assist us in our analysis. We look forward to providing the conclusion of our research of the Demit and Healing process in the months to come. In the meantime, we shall continue to research information regarding the Order of Eastern Star that will improve our understanding of this great Order. SUPREME GRAND CHAPTER OES CHARITY COMMITTEE REPORT PROJECT NAME: SGC OES Charity Serving our Community Worldwide Committee Members: NAME TITLE Sis. DeShana Williams Committee Chair - Florida Sis. Gwennie Brown Committee Member - Georgia Sis. Stephanie Wright Committee Member- Alabama Sis. DaShawnica Morgan Committee Member - Louisiana Sis. Sonia T. Moss Committee Member – South Carolina Committee Overview/Responsibility: The SGC OES Charity committee was tasked with the vision of the SGWM Evon Moss to work with the GWM in their states who were having charity events to get everyone involved on a non-election year. The responsibility of the committee is to talk with GWM’s to obtain all of the details for their charity events to assist them with making a flyer and relay all the information back to all members throughout Modern Free & Accepted Masons of the World Inc. Family to participate. Modern Free World Inc. Member & Family, came in full force to assist with the events, when we tell you Every State was a great success. Description of Work Completed: The SGC OES Charity Committee has held several meetings from Sept. 2023 until March 2024 (Nov. 28, 2023* Dec 26, 2023 * Jan 23, 2024 *Feb 27, 2024 * Mar 26, 2024, * Apr 23, 2024,) to talk about the plans we needed to complete the vision as directed by our SGWM E. Moss. We created a design for a new t-shirt identified as the “Serving our Community” shirt to be worn as a unit on SGC OES Charity level. We have completed the following charity events in the following states: GA Session was held Sept. 23, 2023, served the USO at the ATL Airport with donations such as chips cups of noodles, protein bars, granola bars and many more items. We had a total of 3 bell carts full of items. Donations came from the following State, Georgia *Alamba * Sis. DeShana & Bro. Anthony Williams- Florida * Nia Grand of LA * South Carolina *Mississippi * Women of Destiny # 1135 * Sis. Angela & Bro Jamal Brown * Grace & Mercy # 593 * AMRAM General Grand Royal Arch * Shining Star Grand Chapter Tri- State LA Session was held on Feb 23, 2024, serving the New Orleans Women and Children’s Shelter with donations of sheets, cleaning supplies for the facility, diapers, wipe, detergent & much more items. Donations came from the following States for La: Nia Grand Chapter of LA* Patience Grand Chapter of Michigan * Precious Jewels & Pearls of Eden of GA * Heroines of Jordan – Bahamas * Ruth Grand- S. Carolina* Queen Esther – CA * Alabama * Florida IL Session held April 5, 2024, and we volunteered with the, serving Feed my Starving Childrens organization by packing lifesaving meals. We had a wonderful turnout. Originally, we only had 30 spots, but the interest was so high that the GWM was able to open 20 more spots allowing for 50 participants. We packed a total of 196 boxes that will feed 96 families. The price for the Manna Pack Rice we packed was $ 0.29. Volunteers came from the following States: Bathsheba Grand Chapter * Georgia * Alabama * Florida * North Carolina * Arkansas * Tri-State * Michigan Bahamas Session community service event is scheduled to be held on April 26, 2024, at Hands for Hunger Pantry by donating monetary gifts. We will report the dollar amount collected to SGWM Evon Moss & RSWS Angela Brown and the membership by the end of the session.


It has truly been an honor to serve our community. The Committee has been able to provide pictures documenting the Awesome job members did along with their outstanding attendance. An email report was submitted after every Charity event. The Committee would like to say a big Thank You the members of Modern Free & Accepted Masons of the World Inc. Ancient and Accepted Scottish Rite Freemasonry SUPREME GRAND OES CHAPTER SCHOLARSHIP FUND APPLICATION Eligibility Requirements Due by June 1, 2024 The Supreme Grand Chapter Scholarship Fund was established as an academic scholarship to assist, aid, and encourage students to enhance their academic abilities at institutions of higher learning. Supreme Grand Chapter OES will financially contribute to eligible students with their undergraduate studies. The Applicant Must: 1. Submit a complete application of all pages. Application must be made exclusively on forms prescribed by this Committee. No other application, oral or written, will be considered. 2. Have a grade point average of 2.5 or above as shown on a high school or college transcript. (attach transcript) 3. Must demonstrate participation in extracurricular activities including church, school, social and community organizations/events. 4. Be a relative of a member in good standing in Modern Free Inc. 5. Be an active member in good standing in Modem Free Inc. SELECTION AND AWARD PROCESS 1. All applications are assigned a number and sent to the Scholarship Committee for a blind review. 2. The recipient is selected based on a 100-point scale: a. GPA & Academics 40 points b. Essay 30 points c. Extra-curricular Activity 30 points 3. Applicants will be notified by the Scholarship Committee of the results. 4. Recipients will receive the scholarship in June upon verification of their enrollment in an institution of higher learning. 5. As long as you continue your education efforts the Scholarship Committee may make a financial contribution to your education.
