THE MOUNTAIN PROVINCE ANNUAL REPORT FOR CY 2020
I. Introductory Message of the Head of
Agency
I would like to thank all the staff of the Provincial Environment
and Natural Resources Office (PENRO) and the Community
Environment and Natural Resources Offices of Mountain
Province for the full support, efforts, cooperation dedication and teamwork in the
attainment of our annual target for Calendar Year 2020.
The primary approach of the year 2020 had been promising to most of us; however, things
turned out unexpectedly with the spurt of a pandemic disease called COVID-19. It strikes
humanity affecting almost all our daily routine and affected most the implementation of
our agency programs. The pandemic made people panic to stay at home for fear of
contacting the deadly virus considering the unimaginable number of people suffering
from the disease and even loss of lives. Eventful typhoons has also ravaged the nation
especially in the northern part of Luzon but these did not stop us to accomplish our
targets, though it has affected much in the delivery of our services and has caused delay
in the accomplishment of our targets due to community lockdowns. While striving to
accomplish our targets, PENRO Mountain Province has also contributed to the workforce
against the COVID-19 disease through augmentation and assistance to LGUs/MLGUs and
amelioration services in its best capacity.
This year is still remarkable because in-spite of this pandemic we are still facing, we were
able to plan and strategize for the attainment of our targets and were able to complete
our backlogs in both physical and financial aspects. We still continue to be brave as
government workers striving to achieve and compete for the attainment of our agency’s
goal and deliver the services to our community people. Proudly I can say, congratulations
to Mountain Province for a job well done!
What we are experiencing today is a wake up call for all individuals and departments of
their sole shared responsibility in the conservation and management of our environment.
It is expected for the approaching years to be brighter especially that we have gained
enough lessons from this year’s trials. If we had performed well today, then surely we
will be attaining better performance for the next coming years.

II. Executive Summary
The 2020 PENRO Annual report of DENR-CAR, Mountain Province is the concealment of the
hard work and efforts of its personnel especially of its two implementing offices, CENROs
Paracelis and Sabangan. The delivery of all services were successfully achieved in accordance
with the CY 2020 Work and Financial Plan. As always, the Office has been taking its part in
working out all arising environmental issues and giving its best management within its area of
jurisdiction down to the CENRO levels. The trend of the attainment of the physical and
financial performance of the office for the twelve months of service delivery is shown below.

Overall, Mountain Province accomplished its regular physical targets 100% and above. Most
of the accomplished activities overshoot their targets however, in the financial
accomplishment the disbursement has been lagging behind and was able to catch up in the
last months of the year where it reached an overall financial utilization percentage of 95% of
the total allotment of 85,149,000.00. For the year, the province was allotted with
Php88,616,000.00 but an amount of Php3,467,000.00 was forgone for the 10% reduction of
budget for COVID purposes. Fund utilization was affected by the non-delivery of ICT
equipment due to inability of the service provider to purchase the items. Non-delivery of the
procured items was affected by the low supply of IT equipment due to the current emerging
COVID-19 pandemic. Part of the remaining 5% un-utilized fund is allotted for the SRI (Service
Recognition Incentive) bonus.
III. Highlights of Accomplishments
A. General Administration and Support Services (GASS)
Physical accomplishment of all activities under General Administration and Support Services
(GASS) is attained one hundred percent (100%) and above as shown in the table below:

B. Support to Operations (STO):
Under Support to Operations (STO), all activities were accomplished under Data Management
with a percentage of 97% physical and 45% financial utilization. Data Management activities
includes maintenance and operationalization of e-FIS (forest information system) and
preparation of statistical data on forestry, lands and Protected Area and Wildlife
Management; updating of ENR Profile; and the procurement of ICT equipment.
Unfortunately the service provider is unable to deliver all the procured units for IT equipment,
only 9 units out of 25 units were delivered since up to this time there is no stock available.
This has resulted to low accomplishment of both physical and financial on Data Management.
Physical accomplishment on Popular Materials in the Conservation and Development of
Natural Resources including Environmental Education is 225% accomplished with a 100% fund
utilization. The activities in the formulation and monitoring of ENR sectors plans, programs
and projects are all attained with 100% physical and financial accomplishment on planning
and management. The legitimization and adoption of Sabangan municipality’s Forest Land Use
Plan (FLUP) was 100% accomplished on July, earlier than planned under the forestry program.
C. Operations:
1. Secretary’s Ten (10) Priority Programs
1.a. Enhanced National Greening Program
The major program in Forest Development, Rehabilitation, Maintenance and Protection,
known as the Enhanced National Greening Program is now on its 10th year of
implementation. Since the start of the NGP in 2011, DENR Mountain Province has always
been accomplishing its yearly forest plantation targets 100% or more. This Province was
able to establish an additional 250 hectares plantations this CY 2020, and now
maintaining a total plantation of 12,879 hectares. This is through the efforts of both
CENROs Paracelis and Sabangan. The newly established 250 hectares plantation was
planted with 229,888 seedlings of various species like timber (167,530 seedlings),
bamboo (22,951 seedlings), other fruit trees (OFT) (24,285 seedlings) and coffee (15,122)

seedlings. The total number of produced seedlings is more than the target production of
189,446 seedlings. Excess seedlings were used to replace seedling mortality and some
were utilized during tree planting activities. The 250 hectares plantation was backed
with a budget of Php1,625,000 of which 90% was utilized. The remaining 10% is allotted
for retention payments. Reforestation activities on plantation establishment and
maintenance and protection was awarded to 13 POs in CENRO Paracelis within the
municipalities of Paracelis and Natonin; and 14 POs in CENRO Sabangan from the
municipalities of Bauko, Besao and Tadian, Mountain Province. Hence, a total of 27
Peoples Organizations were involved for this year’s greening program.

Other activities completed with 100% accomplishment is the Maintenance and
protection of established plantations. This includes the first year maintenance
and protection of the current year’s established plantations and the third year
maintenance and protection of established 2018 plantations with a total area of
750 hectares. CENRO Paracelis was able to maintain and protect an area of 384
hectares and 366 hectares for CENRO Sabangan. Activities undertaken for the
maintenance and protection were restoration activities, fuel reduction/fireline
establishment, seedling production, ring weeding, tree planting and foot
patrolling. These activities were conducted by the concerned People’s
Organization in partnership with DENR Employees, forest guards and other
stakeholders all year round from January to December to ensure 85% and above
survival rate of planted seedlings.

Other projects/activities attained under NGP:
Establishment of a seed production (SPA) area in Otucan, Bauko,
Mountain Province. The production area was aided with a budget of
Php300,000 which was totally disbursed.

SMPA (Survey, Mapping, Planning and Assessment)- A target area of
1,470 hectares was surveyed, mapped and assessed as potential areas for
CY 2021 to 2025 plantation establishment. 740 hectares were surveyed
within CENRO Paracelis jurisdiction and 730 hectares within CENRO
Sabangan. A budget of Php808,000 for the activity was spent.

Preparation of reforestation plan- A Reforestation Plan was designed and
submitted as a guide for 2021-2025 reforestation program utilizing a
budget of Php150,000. The plan contains the target areas for
reforestation/rehabilitation with the identified suitable commodities to
be planted for five (5) years starting next year.

Mountain Province has a total proposed potential area of 5,013 hectares for
reforestation for CY 2021-2025. CENRO Paracelis has 1,735 hectares
identified potential areas within its area of responsibility wherein 120
hectares are within areas with claimants and 1,625 hectares are within
ancestral domain. CENRO Sabangan on the other hand, has 3,278 hectares
potential areas within its jurisdiction of which 4 hectares are potential areas
within Protected Area (PA); 1,528 hectares are within areas without tenure
and adjacent communities; 125 hectares are within areas with tenure; and
1,621 hectares potential areas within ancestral domain areas.

Hiring of EOs – Five (5) Extension Officers under contract of service were
hired to assist regular employees in the completion of the NGP target
activities in the CENRO field offices. A budget of 1,224 was used for
salaries of hired Extension Officers.
Procurement of IT equipment- Drones and mini iPads were procured to
aide in the geo-tagging activities of personnel involved in the project. A
total budget of Php321,000 was disbursed for the IT equipment.
For the conduct of watershed characterization and vulnerability
assessment- Characterization and vulnerability assessment of the Mallig
River was accomplished and a draft was submitted by CENRO Paracelis
personnel utilizing a 770 budget.

Bamboo Propagule Production Accomplishment under the Central Office Based Fund
(COBF)
A total of ten (10) hectares bamboo with corresponding 2,040 bamboo
propagules was downloaded from the Central Office amounting to Seventy
One Thousand Pesos (Pph71,000.00). Potential areas for bamboo plantations
were surveyed and assessed within barangays Bana-ao, Tue and Mabalite, all
in the municipality of Tadian, Mountain Province. The mode of
implementation for the bamboo propagule production is Family Approach
pursuant to the Memorandum of the DENR Secretary dated May 6, 2020 on
the adoption of Family Approach in the implementation of the National
Greening Program (NGP); and following the guidelines as per FMB Technical
Bulletin No. 30 implementing the Family Approach as strategy.
The beneficiaries potted 2,046 bamboo propagules attaining a 100%
accomplishment.
Prior to the implementation of the bamboo production, consultation
meetings/IECs on the importance and benefits of bamboo and hands-on
training on bamboo propagation were conducted.

Factors that Facilitated and Hindered the attainment of targets:
a. Facilitating Factors
1. Adoption of the three-in-one (3-in-1) spot strategy in all planting
(new plantations & replanting) i.e, seedling, seed and installation
of cuttings that could serve as stake and that has the capability to
produce sprout and grow as a new plant;
2. Using stakes that has the capability to grow as new plant.
3. Replanting species that is native and naturally growing within the
plantation site;
4. Assigning Extension Officers and regular personnel to immerse in
their assigned sub watershed areas to facilitate the attainment
of targets;
5. Close monitoring of the Assigned NGP personnel to every
activities conducted by POs.

6. Engagement of Partner Agencies. Engagement of partner
agencies such as BLGUs, MLGUs, PNP, NCIP, ENRO, NIA, DPWH,
NGP POs and religious organizations to the Enhanced National
Greening Program in the conduct of tree planting/growing/
restoration within the graduated NGP plantations with burned
and areas with low survival rates.
7. Active participation of partner People’s Organization. Active
participation of our partner People’s Organization following
simple instructions and strong cooperation.
8. Provision of Desktops, Drone and IPAD for sufficient use of NGP
Staff. Provision of the said equipment greatly helped in the fast
tracking of activities and in the preparation and submission of
reports, and needed documents.
b. Hindering Factors:
1. Limited Public transportation. There were limited public
transportation due to COVID-19 Pandemic and no public transportation
allowed to operate to communities with positive cases.
- Transportation to other areas is time consuming from waiting of
vehicles to cutting of trips and then hiking from the community to NGP
areas.
2. Postponement of preliminary activities like consultation meetings
and IECs due to COVID 19 Pandemic. All activities were postponed and
were re-scheduled after the lifting of ECQ to GCQ and MGCQ depending
on the advisory of LGUs where the project sites are located.
- Monitoring of PO activities such as seedling production and
maintenance activities continued through SMS communication.
3. Low internet connectivity, gadget incompatibility and inability to use
DENR-Geocam that requires duplication of work accomplishment
hinders on-time/early submission of reports. Attendance to zoom
meetings is also affected that personnel had difficulties participating to
webinars/meetings due to low internet signals.
4. Community and Local Lockdowns due to COVID-19. Issuance of
lockdowns to areas with positive cases hindered some of the People’s
Organization. NGP Staff were not able to provide hands-on technical
assistance to partner beneficiaries.
5. Limited NGP Staff/ Multi-tasking. Overloading of work affected the
regular monitoring and supervision to POs and delay of validation due to
hectic schedule of activities.
6. There are some POs who are only reliant on payments wherein once
the contract expires, NGP areas are left with no maintenance and

protection as continual counterpart of PO since they look for another
means of living. However NGP personnel exert more efforts in implanting
to the minds and heart of POs the importance of forest for future
generations.
7. Location and distance of NGP sites is also a hindering factor in the
attainment of target on time. Most of the planting sites are only
accessible by hiking or motorcycle especially during rainy season.
8. Change and modification of planting site during tree planting activity.

9. Conflicting schedule of agricultural activities and planting season for
NGP.
10. Incapability of field personnel in the preparation of validation reports
and other required documents for payment.
Initiative/Innovations/Strategies Adopted:
As part of maintenance and protection activity on the graduated NGP sites,
the following activities were conducted by the CENRO personnel as
employee’s initiatives:
1. Tree planting and restoration activities were conducted within the
burned NGP plantations and areas with low survival through simultaneous
massive tree planting with partner agencies, privates sectors, POs and
other stakeholders.
2. CENRO Sabangan has strategically established 3 nursery sites located at
Cabunagan, Tadian; Dantay, Bontoc, and Poblacion, Sadanga. The office
has produced planting materials of about 14,000 seedlings purposely for
restoration of burned NGP plantations and sites with low survival rate.
Produced seedlings were all out-planted within the 2011-2017 NGP
plantations within the burned and areas with low survival rates.

3. Establishment of CENRO Sabangan Model Agroforestry Site. CENRO
Sabangan personnel established a two hectares model site plantation
within the 2012 NGP plantation of Sabangan SEA Kabayan Association, Inc.

located at Losad, Sabangan. A total of 350 seedlings of ice cream beans
were inter- planted with timber with an approximate area of 1 hectare.

CENRO Paracelis personnel on the otherhand adopted some strategies to
improve performance of NGP partners:
Limited no. of hectares given to partners in order to easily manage the
area.
Prioritized area along the road or accessible areas for NGP sites.
Close monitoring and technical assistance of NGP personnel on all NGP
activities from seedling production, plantation establishment and
maintenance and protection activities.
Good camaraderie between NGP personnel and Bantay Gubat.
Harmonious relationship with the PO (openness on the ideas of each
other for the improvement of the site).
Overtime service rendered by field workers and NGP OPCEN to
accomplish given target.
Early identification of qualified PO’s or partners in the implementation
of NGP project.
Utilizing some Bantay Gubat and other regular contractual who are
willing to participate in the monitoring and validation of NGP
accomplishment.
Coaching and mentoring of field personnel in Basic ArcGIS mapping.
Collaboration with LGUs/BLGUs, other line agencies and other private
organizations in conducting scheduled tree planting activities.

As an initiative of CENRO Paracelis,
the old reforestation plantation
has become a convergence tree
plantation site. The area is divided
into many sections and every
section is maintained and
protected by our partner agencies
within Paracelis. Areas were
assigned for maintenance of our
partner agencies like LGU
Paracelis, DILG, PNP and BFP, DPWH,
Office of the Congressman and a section is
also maintained by CENRO Paracelis. The
activity was all mechanized by social
mobilization and driven by strong will
power. Every time a tree planting is
conducted, the sponsoring Office takes
charge of all logistics needed for the
activity. It is expected that this activity
will be maintained not only for the year but also for the next coming years. The
convergence tree plantation site is being constantly monitored by the
Monitoring and Enforcement Section..

Some graduated NGP sites are being maintained and protected by POs even
without funding. POs are constantly reminded of their obligation to improve the
forest cover in their localities for the benefit of the next generation. Foot
patrolling and fire prevention/ suppression are being conducted in partnership
with barangay officials.

CENRO Sabangan:

1.b. Natural Resources Enforcement and Regulatory Program:
The accomplishment of all activities under the Natural Resources Enforcement and
Regulatory Program Forest Protection is also one major accomplishment. All
targets were accomplished 100% and above through the active involvement of the
communities and stakeholders in forest protection and law enforcement
undertakings. On issuance of cutting and harvesting permits, 13 out of 10 targets
were accomplished. Documentation of some activities are shown below.

On CSC assessment, the evaluation of CSCs is purposely to determine the extent of
developments introduced by tenure holders over the land they are managing and to
assess their compliance to the Stewardship Agreement (SA). Results of the evaluation
will provide information and recommendations towards better management of
tenure holders to the forestlands and including resources thereat. For the year, 381
was assessed out of its 379 target with a 103% accomplishment rating. For CENRO
Sabangan, out of the 82 CSCs assessed, 60 CSCs were rated satisfactory based on their
performance/developments in their CSC areas. The other twenty-two (22) CSCs were
recommended for cancellation due to the reasons indicated in the table below.

cancellation since these are already titled and 41 are for re-evaluation considering
that these are conflict/dispute areas.

A one hundred percent monitoring of 10 tenurial instruments, 7 CBFMAs and 3
FLGMAs were done. CENRO Paracelis has 6 tenurial holders, 3 are FLGMAs and the
other 3 are CBFMAs. CENRO Sabangan on the other hand, has 4 CBFMAs. As per
monitoring, it was found out that the 4 CBFMAs within Sabangan jurisdiction are
all active including the 3 CBFMAs and 3 FLGMAs in Paracelis. One FLGMA holder
Gloria Oredina, as per assessment almost 90% of her grazing land has been titled.

Both CENROS Paracelis and Sabangan has attained a more than 100%
accomplishment on the delineation of Forest Production Areas. Out of 100 kms.
provincial target, the two CENROs were able to delineate a total of 108.250 kms.
CENRO Paracelis were able to demarcate 55.50 kms. while CENRO Sabangan
delineated 52.75 kilometers.
