2020 Annual Report- Abra

I. Introductory Message
DENR Abra is always committed to fulfill its functions towards the attainment of its

goals and objectives in the service of all Abreños. I am truly honored and with great pride to
be able to lead DENR Abra. Having been entrusted as the PENR Officer of this agency, whose
performances are beyond extra ordinary accomplishments has been so fulfilling.

Nine months ago, I came as a mere stranger to what I call now my DENR family in the
Cordillera and in the Province of Abra. I have never felt so blessed and delighted for the warm
welcome of everyone. So much support and cooperation have been unfailing and with that, no
task was ever impossible because all of you have done his part in one way or another in
achieving our targets proving that we have successfully accomplished much for this year 2020.
Significant tasks were handed over to us but I was confident that we will be able to surpass
every challenge and finish the race with flying colors. The tasks ahead of us from the prior
months were challenging but I was certain that we can outdo what is expected of us because
persistence, determination and dedication to public service abound each and every one, from
the CENROs, Division Chiefs, Section and Unit Chiefs down to rank and file employees. Our
team work built each other’s strengths that we were able to transcend difficulties. With great
support and unity as one DENR Family, we better ourselves, we work together and we attain
our goals and objectives as one.

This Annual Report is a collaborative effort to present the fruitful endeavors from the
Technical, Management and Support Services, which serves to unveil what has been
accomplished for the year 2020. Indeed, it is a year to be grateful for having accomplished
much in the fulfilment of the goals and objectives that resulted from effective planning,
competent policy and decision making and teamwork.

To the DENR CAR Management, headed by Regional Executive Director Engr. Ralph
C. Pablo and the Division Chiefs, ARED Atty. Cleo Sabado – Andrada and Forester Augusto
D. Lagon and the whole DENR CAR, we are grateful for the insurmountable support you have
given DENR Abra throughout the year.

As the year ends, we have only proven that efficiency and resiliency were factors that
kept us through amidst the world health crisis we are in. In the light of Bayanihan Spirit, Abra
has proven that no adversity can hinder our zeal of passion and compassion as public servants.
COVID-19 may have brought scare to all of us and changed our normal ways, nonetheless,
the pandemic only brought the best in us and enabled us to draw more strength and resilience
in the performance of our duties and responsibilities in harmony with our own values:
Discipline, Excellence, Nobility and Responsibility.

On this note, I congratulate and commend each and every one of you, for a job well
done, and more tasks that will be done better. Let us take pride in being members of the DENR
Family!

II. Executive Summary
In the midst of the world health crisis brought about by COVID-19 pandemic,

efficiency and resiliency thrived among Abreños. The year 2020 has been challenging due to
COVID-19 restrictions and some uncontrolled circumstances, nevertheless, DENR PENRO
Abra, having the most target in the Region was still able to efficiently and effectively deliver
the outputs expected from them. The pandemic took off on the first quarter of the year that
brought scare and drastically changed the way of life, nonetheless, they were able to withstand
the tough times. The pandemic only brought out the best in them and enabled them to draw
more strength and resilience in the performance of their duties and responsibilities in
protecting, preserving and managing the environment and natural resources.

PENRO Abra, took significant steps in the implementation of the Department’s 10-
Priority Programs in the entire Province of Abra and was able to effusively accomplish its
targets for the year 2020 with notable achievements. Even with challenges along the way, its
programs and projects reached the farthest municipality on a par with other areas under the
jurisdictions of its two CENROs respectively. This year’s accomplishments embarked on the
successful implementation and realization of the Priority Programs of DENR in Abra,
specifically on Clean Air, Clean Water, Solid Waste Management, Enhanced National
Greening Program, Intensified Forest Protection and Anti-Illegal Logging, Geo-Hazard,
Groundwater Assessment and Responsible Mining, Enhanced Biodiversity Conservation and
Improved Land Administration and Management.

Driven by its vision, mission and mandate, PENRO Abra was able to go beyond its
best efforts as compared from the prior years. With very satisfactory results and even
exceeding expectations, both Management Services Division and Technical Services Division
played vital roles in the attainment and completion of all targets. In terms of the over-all
physical and financial performance, this Annual report shows that all programs and activities

are 100% completed. Under the Enhanced National Greening Program, although there were
no new established plantations, the rehabilitation, maintenance and protection continue to over
4, 240 hectares of formerly established plantations. Undoubtedly, programs on reforestation
and forest protection remain a continuous effort. Activities on Intensified Forest Protection,
Forest Utilization, Protected Area and Biodiversity Management and Wildlife Conservation
were strengthened and were operationalized under LAWIN System. Activities and mobility
may have been limited due to the heightened risk of COVID-19, where some areas were closed
due to lockdown, but the Technical teams were able to manage and implement its monitoring
and enforcement activities while ensuring the observance of safety health protocols. On Land
administration and management, a total of 791 patents were disposed under the Residential
Free Patent exceeding the target of 742 patents for the year and 184 Agricultural Free patents
over the 100 target. Surveyed residential and agricultural areas were far beyond the 100%
target.

The over-all performance does not only arise from activities of the Technical Services
but go hand in hand with General Administration and Support Services and Support to
Operations. Equally, the Management Services share the same very satisfactory performance
and 100% accomplishments of targets. The Act Promoting Ease of Doing Business and
Efficient Delivery of Government Services (RA 11032) took an important role in the
attainment of accomplishments as it served us a guide to ensure timely, efficient and excellent
public service. With the improved Client Satisfactory Service (CSS) we offer to our clients,
we have by far delivered efficient and effective delivery of services. The CSS report showed a
100% accomplishment of PENRO Abra. Human Resources Interventions such as coaching,
mentoring, and send off to trainings/ webinars were also carried out to guarantee development
and growth of every employees in the performances of their duties and responsibilities. Even
when face to face was not yet possible due to COVID risks, the management through the

Human Resources Development Section Regional Office, continue to hone the skills and
potentials of its employees through webinars.

It is also noteworthy that a new PENR Officer was installed on March 3, 2020 holding
the Plantilla position as PENRO of Abra, which has been vacant for a long time. PENRO Abra
is currently under the leadership of Forester Marcelo G. Bumidang, Ph.D. With his initiatives
and unfaltering support in ensuring strengthened implementation of all programs and activities
of the agency, he also guaranteed the welfare of employees and their work space. That is why,
more improvements of the PENRO Buildings and Hostel were completed during this year,
through his determination.

Other activities also include the conduct of CEPA activities. Though face to face was
limited, PENRO Abra was not hindered in the campaign of raising awareness to the different
sectors of the community. All throughout, Campaign on Education and Public Awareness were
mobilized through different platforms such as electronic media and/or virtual information
dissemination activities. Employees also actively participated in the different activities on
raising environmental awareness, advocacy on women’s rights and gender equality, campaign
to end violence on women, and promoting Cordilleran heritage during the Cordillera Month.
At the onset of COVID-19 pandemic, the generosity and kind hearts of all employees
prospered as they voluntarily shared their donations for the communities under lockdown.
Aside from their monetary donations, they also shared their time and effort in preparing the
relief goods up to the distribution day. Out of their own resourcefulness and ingenuity,
employees crafted customized face shields and distributed to front liners in the different
checkpoints in Abra.

Above all, the Human Resource composed of employees, both regular and job order
personnel of the whole DENR Abra were the greatest contributors to the success of the

organization. The concerted best efforts of each and every one resulted to the realization of all
goals and objectives for the year. As Sec. Roy Cimatu said in one of his speeches, “the strength
of the agency lies in the hands of its empowered, very promising and competent human
resource”.

III. Highlights of Accomplishments
Collaborative efforts from employees and management of DENR Abra, stakeholders,

environmental partners and the support and guidance of DENR CAR Management were all
factors that led to the success in the attainment of all targets. As such, this Annual Report aims
to present the different highlights of accomplishments for the year 2020.

A. General Administrative and Support Services
Although most of the programs and activities are inclined in the Technical Services

Division, the General Administrative and Support Services is instrumental in the realization of
all targets to ensure efficiency, compliance and effective delivery of services. The year may
have brought challenges in most aspects of our work, but in compliance to the directives of the
President and through the guidance of Civil Service Laws and Rules and other related policies
as well as IATF recommendations, we took into consideration the safety of all officials,
employees and clienteles during the declaration of quarantine period. Hence, in order to ensure
100% operations and delivery of service amidst the pandemic and without compromising the
safety and health of employees, a skeleton workforce was adapted. Staff were given work from
home assignments and were monitored for their compliance by their supervisors. Forest
Guards (Bantay Gubat) who were locked down in their respective localities participated in the
manning of community quarantine facilities. DENR Abra ensured that COVID-19 protocols
were strictly implemented and followed by all personnel and clients. As such, social distancing,
wearing of face mask, hand sanitizing and checking of body temperature upon entry to office
premises were strictly observed. A handwashing station and foot bath were also installed. The
procurement of three-unit fog machine for each office were utilized for regular office
disinfection to ensure a COVID-free working environment for everyone. Daily COVID
Reports were being submitted as part of monitoring activities of the Central Office.

Still in relation to the pandemic, the Management Services Division initiated activities
to be of assistance to our frontliners and to communities who
were greatly affected by lock down, limiting them to other
resources. Employees crafted customized face shields and they
donated to frontliners at the checkpoints and health cares.
Subsequently, donation of relief goods was also organized,
wherein employees donated a day of their salary to be able to
purchase hygiene kits, medical and food stuff to affected
communities.

DENR Abra adheres to good governance and ensures that there is an updated Citizen’s
Charter in place. Aside from posting to conspicuous places of the office, the Citizen’s Charter
was also presented through electronic multimedia
presentation and a hardcopy of the latest edition is
displayed at the Public Assistance and Complaints
Desk (PACD) for easy access and transparency. With
the foregoing, the Act Promoting Ease of Doing
Business and Efficient Delivery of Government
Service (R.A. 11032) also took an important role in the
attainment of targets paving the way to an efficient,
timely and effective public service. The Client Service
Satisfaction Survey (CSS) was also significant in the daily activity of the office to ensure that
clients receive a good customer service. DENR Abra has also attained 100% accomplishment
on this.

The Human Resources Management Unit under the guidance of the Chief Management
Service Division, various HR interventions were conducted to employees in the form of
coaching, mentoring, re-orientations, and attendance to trainings or webinars to ensure that
employees even rank and file ones are given equal opportunities to enhance their skills and
develop potential abilities and personal development.

DENR Abra continue to provide CEPA to the community even with the presence of
the pandemic. Information, Education, Campaign Program (IEC) were strengthened using the
different social media platforms due to the restrictions of mass gatherings in line with COVID-
19. However, on the first quarter, they were still able to reach communities and the youth to
campaign for environmental awareness and lobby active participation among them.

B. Support to Operations (STO)
On the Data Management including Systems Development and Maintenance, Abra for

this year maintained six (6) Information System Management namely: online electronic-
National Government Accounting System E-NGAs), DPIS, Enhanced Forestry Information
System (eFIS) which served as the online database of all DENR tenurial instruments; the Land
Administration and Management System (LAMS) which is designed to provide effective
management of land records and efficient delivery of lands transaction and information to the
public; and the Client Satisfaction Survey (CSS) which is intended to help the agency
understands what our clienteles think about our services for further improvement and
Automated Statistical Reporting System (ASRS) which was stopped due to system failure. The
province had accomplished 65 approved CTPOs submitted online thru
operationalization/maintenance of eFIS. Environment Natural Resource Profile updating for
2019 of DENR Abra was accomplished and submitted since end of March 2020.

Likewise, 10 statistical reports were prepared and submitted to the Regional Office thru
the PENR Office comprising of quarterly Forestry Statistical and Biodiversity Monitoring
System, and semestral Lands Statistical Report.

On Popular Materials in the Conservations and Development of Natural Resources
including environmental education, 22 press/feature releases were prepared and submitted to
the Regional Public Affairs Office (RPAO) for review and for posting at the official facebook
page of DENR CAR RPAO for widespread dissemination. These press releases featured all
significant activities conducted most especially during the height of the pandemic in the
province like the distribution of relief goods in the most affected communities.

Under the Formulation and Monitoring of ENR Sector, Policies, Plans and Projects, 99
NGP site visits were conducted by the PENR Officer/CENR Officers, Technical Division
Chief and ENGP Focal person of both CENROs to monitor and evaluate the established
plantations.

For Forest Land Use Plan (FLUP) PENRO Abra has 6 targets of previously approved
FLUP for adoption to LGUs thru SB Resolution and 3 preparation and drafting for CY 2020
namely: Lagayan, San Quintin of CENRO Bangued and Lacub for CENRO Lagangilang.

The targeted municipalities for the preparation and drafting of FLUP were the
Municipalities of Lacub, Lagayan and San Quintin. As part of the preparatory activity,
consultation meeting/orientation on FLUP was conducted by Provincial FLUP Team
comprised of Local Chief Executives, Vice Mayors, members of the Sangguniang Bayan,
Punong Barangays, municipal employees and other stakeholders. A Municipal TWG was also
created through a Mayor’s Executive Order.

Likewise, a Memorandum of Agreement was forged between DENR and LGUs for the
conduct of Forest Land Use Planning. Community mapping and ground validation/walk
through were conducted on the identified sites to gather information pertaining to the areas.

The active participation of the communities in all the activities had contributed on the on-time
formulation of the FLUP of these municipalities.

With Regards to issuance of permits and certification under Forest Utilization, 113
Chainsaw Registrations were issued, 54 Certificate of Verification (COV) and 2 cutting
permits. The office was also able to issue two (2) Certificate of Tree Plantation Ownership
which are being monitored and inventoried for updating of their plantation records. Also, on
forest product price monitoring, PENRO abra had consolidated for (4) price data summary
report submitted quarterly to the Regional Office with monthly breakdown. Likewise, there
were five (5) Lumber Dealers monitored monthly within the province.

C. Operations
1. Secretary’s Ten Priority Program
1.1 Intensified Environmental Protection

Republic Act No. 9275 or the Philippine Clean Water Act has the mandate to keep and
maintain clean, healthy and safe for consumption of the community. CENRO Lagangilang’s
counterpart this mandate participation to the R.I.V.E. Rs (Recognizing Individuals/Institutions
towards Vibrant and Enhanced Rivers) for Life. This program aims to award the three cleanest
rivers in the entire country. Activities being implemented include aesthetic and water quality
improvement that uses the baseline data and monthly water quality sampling as well as solid
waste management. The entry of DENR Abra is the Tineg River which is one of the longest
river systems in the province with an approximate length of 96 kilometers that originates from
the mountains of Tineg, Abra and joins the Abra River at Calaba, Bangued, Abra. Its basin
covers the whole jurisdiction of the municipalities of Tineg, Lacub, Malibcong, Lagayan, San
Juan, and portion of the municipalities of Licuan-Baay, Lagangilang, Dolores and La Paz.
Tineg River was classified as class B which makes it suitable for Recreational Water Class 1
primarily for contact recreation such as bathing, swimming, skin diving, etc. (particularly those

designated for tourism purpose.) The river has one designated water quality monitoring station
located at Salucag, Dolores, Abra that measures the water quality of the river based on the
parameters of Biochemical Oxygen Demand (BOD) and Dissolved Oxygen (DO). In general,
Tineg River was maintained by the community as class B river.

DENR PENRO Abra together with the two CENROs in partnership with LGU’s, are
continuously monitoring the conservation and proper use of the river and enforce Solid Waste
Management Act, and Republic Act No. 9275 or the Philippine Clean Water Act, to keep and
maintain Tineg River clean, healthy and safe for consumption of the community.

In compliance to R.A. 9003 or the Ecological Solid Waste Management Act, clean-up
drives and strengthened information and education campaigns were pursued through minimal
mass gatherings following the heath protocols imposed by COVID-19 pandemic. Different
social media platforms were also utilized to ensure a wider range of audience. As a result,
gradual improvement on SWM starting from the municipal level down to the barangay level
was observed. Evident thereto the establishment of numerous Barangay MRF's. Livelihood
opportunities were also provided to the municipalities whose Municipal MRF's are now
producing hallow blocks and bricks from crushed/pulverized waste materials. LGU's through
their PCO's counterpart are more resilient towards environmental permits to different projects.
Barangay residents are now more vigilant and aware through our intensive enforcement of
ESWMP. The strong collaboration and hard work of DENR and EMB management with our
LGUs acted as the main catalyst that to this accomplishment.

EMB CAR through PEMO Abra has notable accomplishments for the calendar year.
They conducted, facilitated and attended different environmental activities that strengthened
the partnership of DENR Abra and EMB-CAR with the Twenty-Seven (27) Municipalities,
their respective barangays and stakeholders and gained the gradual cooperation of Abrenians

in their compliance to Environmental Laws being enforced in the Province of Abra. Such
accomplishments are as follow:

 Survey of firms operating without permits and clearances under PD 1586
(Environmental Impact Statement System), R.A. 8749 (Clean Air Act), R.A. 9275
(Clean Water Act), R.A. 6969 (Hazardous Waste).

 Compliance monitoring of firm operating with permits and clearances under the
abovementioned Environmental Laws and R.A 9003 or the Ecological Solid Waste
Management Act.

 Under R.A 9003, PEMU Abra conducted validation and assessment on the compliance
of Municipalities in the Programs, Projects and Activities (PPAs) contained in the
Approved Ten Year Ecological Solid Waste Management Plans (TYESWMP).

 Conducted investigation of alleged direct discharge of waste water and pig wastes with
NIA Abra in Tayum and Bangued Municipalities;

 Joint inspection with DPWH CAR Regional and Abra District Engineering Office of
road constructions with and without ECCs;

 Acted on reports of illegal activities on excavation, septic waste discharge, pig wastes
and other environmental complaints and issues;

 Followed up the status of unliquidated EMB MRF funded Projects of 15 MLGUs.
 Conducted ocular inspections to validate the veracity of online information as

requested by Clearance and Permitting Division (CPD) of EMB CAR for
Municipalities of Tineg, Sallapadan, Licuan Baay for ECC Applications.
 Facilitated the conduct of River Clean-up in the Municipalities of Boliney, Bucay, 7.
 Sallapadan, Daguioman and Bucloc and inspection/monitoring of Commercial Sand
and Gravel Extractions Sites with CENROs and PENRO.

 Attended LGU invitations for the judging of Solid Waste Management activities for
the establishments of Barangay Eco Parks showcasing barangay waste reduction and
waste diversion practices.

 Submission of daily residual waste generation for the 27 Municipalities and special
waste generation of LGUs and Medical Institutions as COVID updates as per DENR
Central Office Memorandum

 Submission of weekly status report in the compliance of LGUs in the Programs,
Projects and Activities as stated in their Approved Ten Year Solid Waste Management
Plans of the Twenty Seven Municipalities from October to November 2020 as per
instruction of EMB, DENR CAR ;

 Submission of daily residual waste generation for the 27 Municipalities and special
waste generation of LGUs and Medical Institutions as COVID updates as per DENR
Central Office Memorandum

 2. Submission of weekly status report in the compliance of LGUs in the Programs,
Projects and Activities as stated in their Approved Ten Year Solid Waste Management
Plans of the Twnty Seven Municipalities from October to November 2020 as per
instruction of EMB, DENR CAR ;

 Attendance to the virtual Technical Conference on December 3, 2020 of Abra
Provincial Hospital with EMB, DENR CAR Legal Unit and EME Division on the
Notice of Violation issued.

 Reorientation of ENR Laws with PENR Officer Marcelo G. Bumidang to the following
Municipalities of Tineg, Langiden, Sallapadan, Bucay, Daguioman, Bucloc, Bangued,
Licuan Baay, Malibcong, and Boliney.

 Conducted lectures of the Environmental Laws and Clearance highlighting the R.A
9003 to Divine Word College of Bangued as requested by their Father President Rev.

Gil Manalo and Municipalities of Lagayan and Pilar as requested by the Municipal
Mayors for their Officials and Department Heads.
 Assistance to ENRO Abra in the formulation, write-shop review and editing of Abra
Provincial Solid Waste Management Plan in coordination/cooperation with
representatives from the 27 Municipalities; and
 Conducted other activities related in the enforcement of DENR Environmental laws
requested by CENRO Bangued, CENRO Lagangilang, PENRO Abra and EMB CAR
Regional Office, Abra Local Government Units and stakeholders.

1.2. Enhanced National Greening Program
The issuance of Executive Order No. 193, marked the implementation of the Expanded

National Greening Program (e-NGP). This is a continuation of the reforestation and greening
effort of the country’s remaining unproductive, denuded and degraded forest lands until FY
2028 as a respond to the harmful effects of climate change. The e-NGP also aids as a key to
eradicate poverty, conserve and protect our natural resources. Though this program, the upland
farmers, People’s Organizations and local communities were given livelihood. Aside from the
local communities that were provided with livelihood, there were also young professionals
who were hired as Extension Officers and Support Staff for the year. They closely work with
the POs in the community to provide technical assistance in the implementation of e-NGP.

For CY 2020 the 3rd Year PMP of CY 2018 Established Plantations marked an
indispensable achievement for DENR Cordillera Administrative Region because the 90%
financial utilization was attained despite of the limited movement of NGP personnel to perform
field work activities. 4,240 hectares of 2018 established plantations were maintained and
protected equivalent to 100% accomplishment.

During seedling production, 579,656 seedlings were produced against the 526,960
targets. This is equivalent to 110% accomplishment. The dedication of the different NGP
partners assisted by the Site Manager and Extension Officers assigned further resulted to the
85.75% survival rate based from the in-house validation conducted by PENRO and CENROs
composite teams. The use of Social Media platform had helped in extending technical
assistance to the 154 Peoples Organization under the arms of both CENROs for the realization
of this accomplishment.

Another activity that hampered down by the pandemic is the Survey and Mapping of
New Plantation target (SMP) for years 2021 & 2022. But with the vigor and determination of
NGP personnel, the annual target was exceeded by 5 percent. A total of 2,164 hectares were
assessed, mapped and prepared with Site Development Plan and GIS Maps. Of these 2,164
hectares potential area, 1,514 hectares is programmed for CY 2021 while 650 hectares for CY
2022.

The target on bamboo propagule production under the Central Office Based Fund
(COBF) is contracted to families. These beneficiary families as identified in coordination with
the Punong Barangay concerned were resident of Barangays. There were five (5) families
contracted to produce the bamboo propagule requirement of 10.0 hectares which is equivalent
to 2,040 or 240 per hectare. The nursery operation commenced immediately after the awarding
of Letter of Agreement (LOA) and issuance of Notice to Proceed with the technical assistance
of the Extension Officer and Site Manager assigned. The nursery was established in the
backyard of the partner families for closer maintenance. The cuttings were made up of two
nodes and potted in a 6x6x8 inches polyethylene bags. The families were able to produce 2,450
inclusive of the 20% mortality allowance. The project sites are located contagiously in
Peñarrubia & Sitio Bituen, Lenneng, Licuan-Baay, a forestland area with few species of both

indigenous and exotic species. Some portions are also covered with different species of
grasses/weeds.

Added activity was the conduct of assessment/validation of 2011-2016 NGP graduated
sites with the Commission on Audit (COA). A total of 19 NGP plantation sites covering an
area of 1,096 hectares established in 2011, 2012, 2013, 2014, 2015 and 2016 located in the
municipalities of Licuan-Baay, Danglas and Tineg were assessed using drone shots for easier
and faster validation process. Based on the result of the 100% validation/assessment, the
plantation sites have an average survival rate of 39.45%. The low survival of plantations is
directly accounted to the absence of maintenance activities and lack of protection by the
People’s Organization after the third year when the project was terminated.

The overall financial performance of the e-NGP on MOOE including COBFs and CO
is 90%.

Part of CENROs initiative, restoration activity was conducted on plantations which
were not funded or graduated NGP sites. Said activity was participated by POs concerned,
CENROs Personnel, LGUs, PNP, Philippine Army and other NGP partners. The restoration
activity commenced from June to September and for the whole duration of rainy season.
Furthermore, the restoration activity was in complementary with the celebration of
Environment Month. Seedlings planted during the activity were the excess seedlings produced
by the POs and donation or replacement seedlings of tree cutting permittees.

1.3. Intensified Forest Protection and Anti-Illegal Logging
The collective efforts of the Anti-Illegal Logging Task Force, Monitoring and

Enforcement Section (MES) composed of Forest Protection Officers, Forest Rangers and
Forest Guards (Bantay Gubat), partner agencies for the enforcement of ENR laws and policies
and other stakeholders, ensures that the mandates of the Intensified Forest Protection and Anti-
Illegal Logging Program are met. The intensive forest protection activities such as regular
patrolling in the hotspot area and 24/7 regular manning of the fourteen (14) strategically
located forest products monitoring stations had resulted to apprehension and hauling of a total
8,362.44 bd.ft of wood flitches of different species with a market value of 711,694.57 pesos,
exceeding the annual target by an overwhelming 1,775 percent. Likewise, fourteen (14)
administrative proceedings were conducted presided over by the OIC-CENR Officers and six
(6) criminal cases were filed for violation of PD 705 and PD 9175.

The 5-patrol teams comprising of Forest Rangers and Forest Guards of the Enforcement
Section have patrolled a total of 964.3605371 km on its LAWIN activity within Forest
conservation areas including graduated NGP sites. The acquisition of 2 geotagging devices
helped the enforcement teams of both CENROs in documenting the observed threats during
the patrolling. 22 observed threats had been recorded with actions taken for CY 2020. These
are: 3 cutting of trees, 3 landslide and mudslide, 3 slash and burn farming and 11 typhoon
related and 2 garbage.

The participation of Enforcement personnel to the strategic planning conducted by the
PENR Office had capacitated them to increase their effectiveness and efficiency in the
performance of various ENR protection activities for CY 2021.

The procurement of additional 2 motorcycles and 2 geotagging devices also contributed
to the overall accomplishment of the Enforcement Section. In terms of financial utilization, the
section had obligated and disbursed 100% of its annual target
1.4. Improved Land Administration and Management

The RPS has major targets for the year, this includes Residential Free Patent Processing
and Issuance (PPI) under RA 10023, Agricultural Patent Processing and Issuance under
Comprehensive Agrarian Reform Program, titling of public school sites, and encoding of

allocation book in LAMS. Included are surveys of residential, agricultural and government
lands. To date, RPS was able to accomplish 106.60% of the 742 target lots on residential, 203%
of the 100 target lots on agricultural, 112.50% out of 8 target lots on titling of government
lands. On the other hand, Records Section has managed to encode the allocation book of all
the 27 municipalities of Abra representing 100% accomplishment.

The Regulations and Permitting Section (RPS) accepted and processed a total of 452
carpetas with an aggregate area of 43.4391 hectares. 791 applications for Residential Patent
with total area of 10.1349 hectares, 110 for Agricultural Patents with total area of 22.2206
hectares and 8 Special Patent applications for public and quasi use with an area of 0.0836
hectares. Patents were transmitted to the Registry of Deeds for registration five days upon
transmittal to the office of the PENR Officer for approval. These applications were mainly
accepted from the subdivision surveys executed within the jurisdiction of CENRO
Lagangilang, Abra specifically the municipalities of Dolores, Lagangilang, and San Juan.

Moreover, the Survey team conducted Residential survey on 369 lots, of which 367
lots were approved against the 283-target equivalent to 130%. On Agricultural survey 37.0717
hectares was accomplished against the 15 hectares target equivalent to 247% accomplishment.
On the Survey on Rapid Land Tenure Appraisal, 72 residential lots were surveyed with an
aggregate area of 6.4358 hectares and 9 agricultural lots with an area of 6.4358 hectares. On
the resolution of land dispute/cases, the office has 3 land dispute/case resolved. Furthermore,
the overall percentage of financial accomplishment is 100%.

Stakeholder’s involvement and participation has significantly contributed to the
accomplishment of targets of the Regulation and Permitting Section. Increased levels of
awareness through limited IECs conducted and some virtual campaign of programs and
projects have established improved linkage between LGUs, the community and other
government agencies.

Furthermore, the continuous coordination of this Office with the Local Government
Units’ (LGUs) officials and employees relative to the implementation of DENR-LGU
Partnership on Land Titling played a major role in accomplishing our targets on Patent
Processing and Issuance (PPI) on Comprehensive Agrarian Reform Program (CARP),
Residential Free Patent Act (RFPA) and other Provisions of the Public Land Act.

Active participation of this Office to activities of the Joint (DAR-DENR-LRA-NCIP)
Provincial Steering Committee has strengthened the partner agencies’ awareness to programs
and projects of the DENR thus increasing also their participation to its implementation.
Likewise, issues on overlapping jurisdiction and conflicting claims in respective programs
have been discussed with the Committee to ensure rights of farmer beneficiaries and IPs are
always being considered.

A bill known as the Casamata Hill Natural Monument Act of 2020 was also proposed
which declares the Casamata Hill at Barangay Zone 5, municipality of Bangued, province of
Abra as a protected area under the category of natural monument providing for its management
and funds thereof.

The personnel of DENR-CENRO Bangued, Abra conducted an interview to the
selected persons living at Casamata Hill National Park in Bangued, Abra in order to determine
and gauge their level of Knowledge, Attitude and Practices (KAP) on protected areas including
its resources. The activity does not only involve interview but a survey of protected area
occupants including analysis of data gathered so that the policy makers will be guided in
making decisions for a better sound management of protected areas. Eight (8) selected
respondents were representatives from the Philippine National Police, Philippine Army,
Provincial Government of Abra, etc.

CENRO Bangued conducted IEC activities to educate school children, youth and the
concerned barangays on the importance of biodiversity and how they can participate, in their
own simple ways, in the conservation of biodiversity.

CENRO Bangued has also become observant of the different special events related to
environment and natural resources such as Wetland’s Day, Environment Month and the likes.
Correspondingly, activities in celebration to these events are being carried out like clean up
drive, tree planting and IEC.

With regards to the office accomplishment on the Wildlife Management activities, a
monthly updated report on the Wildlife Permit Holder was submitted and accomplished on
time stating the accurate and actual wildlife in the facilities of Mr. Eustaquio P. Bersamin of
Peñarrubia, Abra; Atty. Hamilcar Bigornia and Mrs. Regine B. Brioso both from Bangued,
Abra within CENRO Bangued jurisdiction while CENRO Lagangilang were the facilities of
Atty. Marco Bautista in San Juan; Rex Ballacillo and Robert Victor Seares Jr. of Dolores,

Abra. With the active support and committed service of the 42 Wildlife Enforcement Officers
(WEOs) on Environmental Awareness, no illegal wildlife activities being sought in their area
of jurisdiction and they serve as augmentation and assistants to the CENRO manpower in the
protection of wildlife resources abundant within the forest of the local community.

The establishment or designation of additional areas for inclusion in the System

through NIPAS otherwise known as RA7586 as amended by ENIPAS or RA 11038 series of

2018 follows the same procedure as that of the initial components. Through a collaborative

approach and full support of our partner stakeholders in the Local Government of Tineg

through the leadership of its Local Chief Executive Honorable Corinthia Crisologo, Non-

Government Organization like Abramazing Tour and most importantly from the Office of our

Lone District representative of Abra Hon. Joseph Sto. Niño Bernos, the establishment of a new

protected area in the province of Abra has come to reality in the name of Tineg Forest Protected

Landscape (TFPL).

and even at the onset of

rainy season had it not

been with the concerted effort of all stakeholders of the protected area especially the local

communities of Tineg the first four legal steps have been successfully conducted for this

CY2020. The selection and mapping, conduct of Protected Area Suitability Assessment as

well as the conduct of Public Consultations to the ten (10) barangays has not been easy to the

office especially to the PASA Team. Said activities are difficult and laborious considering the

45.19km distance and rugged road accessibility of the protected area from the town proper but
the team satisfactorily completed everything that is needed on the field. The PASA entails
primary data collection and onsite observation completion of FORM I which involves the
photo documentation of various ecosystems, natural features all in geotagged; and secondary
data from LGU concerned and other sources of Information; conduct of Key Informant
Interviews at least 10% of the populace of the proposed PA (FORM 2).

Throughout the year the office is continuously gaining valuable insights from its
stakeholders getting various advocacy in combating biodiversity loss. The passages of
ordinances by our LGUs in the conservation, protection and management of our remaining
natural resources is just one positive result of our intensive conduct of CEPA. Likewise, the
increasing number of various caves identified from 16 to 30 that can be sustainably managed
through the concept of ecotourism. Lots of falls and caves were identified and discovered
within the AOR and are included in the database for consideration under cave and wetland
management.

Geohazards, Groundwater Assessment and Responsible Mining intends to capacitate
communities to their adaptation to geologic hazards, as well as provide them critical data on
groundwater resources. As CENRO Lagangilang’s counterpart to ensure the smooth
implementation of this program and avoid its adverse effect among upland less privilege
households and indigenous peoples, investigations of mining, sand and gravel issues, concerns
and mine site verification was conducted Engr. Vicent O. Panarngon, the MGB Embedded
Personnel assisted by the staff of this office.

On June 24, 2020, an ocular inspection at Sitio Cap-capo, Brgy. Pobacion, Licuan-
Baay and near vicinities was conducted in response to a report of an alleged Small-Scale
Mining activities being undertaken in the area.

Moreover, the office had provided

assistance to the team from Environment

and Natural Resources Office -Provincial

Government of Abra (ENRO-PGA) on the

validation of commercial Sand and Gravel

Applications (SAG) within the province of

Abra. As of to date Ten (10) applications

were validated by the team and were Validation of Commercial Sand & Gravel applications together with
inspected for their Area Status and ENRO-PGA

Clearance.

Provincial Mining Regulatory

Board (PMRB) meeting was conducted on

October 27, 2020 which was attended by

the PMRB members/representatives,

PMRB TWG members, DENR Abra, and

some SAG operators. Issues and concerns

regarding Minahang Bayan applications

and SAG operations in the province were PMRB Meeting

raised and addressed. Monitoring and inventory of SSM and SAG activities were undertaken

simultaneously with the investigation of complaints and validation of permit

application/renewal.

Ocular Geologic Investigation was also conducted on landslides that were considered

and reported as threats by the LAWIN team during their patrolling activities

Additional activity conducted was an investigation on the complaint regarding road

widening/rehabilitation from concerned residents at Lenneng, Baay-Licuan, Abra. The

complaint was about the dumping of earth materials excavated along the river. Further concern
was on the siltation of the river and possible accumulation forming a dam that could result to
flooding of the nearby residential and agricultural area. As a result of the investigation, the
contractor was advised to stop the dumping activity and instead find a proper dumping area
for the materials excavated.

Complimentary to all the activities conducted, IEC on responsible mining and the
mining laws to address issues and concerns were steered by the office.

2. Key Programs in Support of the Secretary’s Ten Priority Programs
To support the Secretary’s Ten Priority Programs, various programs are being

implemented by the Department. One of which is the assessment of Certificate of Stewardship
Contract (CSC) holders. For CY 2020, a total of six hundred forty-eight (648) were
successfully assessed and evaluated with an aggregate area of 409.41 hectares by end of
October 2020. This is equivalent to 100% accomplishment. These CSC holders are primarily
situated in the Municipalities of Lagangilang, Lacub, Malibcong, Manabo, Bucay, Sallapadan
and Tineg.

During the conduct of CSC assessment, some areas were found out to be within A&D so
the office recommended these for cancellation and advised the holders with developments to
apply for an absolute title through the issuance of Free Patent.

Additionally, DENR Abra and evaluated existing fifteen (15) Community Based Forest
Management Agreements (CBFMA) with an aggregate area of 3,184.21 hectares which were
monitored and evaluated for their area of hectarage. These CBFMA areas were developed
through the implementation of the National Greening Program implemented by the CBFMA
PO itself and other NGP PO’s. With these 15 CBFMA issued by the office, twelve (12) of
them are active while remaining three (3) are in-active.

Livelihood/enterprise development for CBFM was also provided in the form of
financial support for the coffee processing. The beneficiary CBFM for this year is the Licuan-
Baay Bumangonan Association Inc. and Lingey Masakbayan Farmers Association of Bucloc,
Abra.

Another tenure instrument being monitored and evaluated by the office is the Forest
Land Grazing Management Agreement (FLGMA). There are four (4) registered FLGMAs
under DENR – Abra with an aggregate area of 921 hectares. These FLGMA’s are both located
at Tumalip, Licuan-Baay, Abra and are leased by: Zaldy S. Daguio (360 has); Benido S.
Balaoas (180 has) respectively; Efren Alvis (56.0) situated at Sitio Nagbalitangan Palaquio,
Bucay, Abra and Purugganan Cardenas (325.0) at Naguillian, Sallapadan, Abra.

Delineation of Productive and Protected Forests is another program implemented by
DENR – Abra for CY 2020. Objective of program as stated in the FMB Bulletin No. 5, is to
determine the relative locations of the protection and production forests on the ground
supported by GIS-generated resources maps that can be integrated with environment and
development planning activities. With the purpose stated, in spite retrained mobility during the
height of COVID-19 pandemic and far-off location of the delineation site, this office has

delineated 412.034540 km on grounds with corresponding shapefiles submitted to the
Regional Office.

D. Results/Outcomes
The strong collaboration and partnership with National Government Agencies, Local

Government Units, Local Communities, and other stakeholders played as major contributor to
the accomplishment of targets of DENR - Abra for CY 2020. Good and proper coordination
with our partners largely determined the level of support and participation they provide. In the
National Greening Program for instance, good relationship and coordination with the
Indigenous People spell the success of the NGP. Our clienteles were also satisfied in availing
the services rendered to them as projected on the conducted Client Satisfaction Survey (CSS).
Moreover, the transparency of the Citizen’s Charter ensured the compliance of the office to
the Anti-Red Tape Act.

The strengthened Information, Education, Campaign (IEC) has resulted to the strict
enforcement of ENR Laws and Policies. This is evident from overwhelming accomplishment of
the forest protection on apprehension and hauling of undocumented forest products. This has
resulted from the reports received by the office from different concerned citizen. Likewise,
number of stakeholders who are availing the services of the Forest Utilization continue to grow.
More clients are also visiting the office to inquire for the requirements of free patents and public
land survey and later on availing the program.

E. Significant progress or Milestones
Accomplishments on the targets of the priority programs, projects and activities of

DENR – Abra for Calendar Year 2020 were completely attained.
The attainment of the planned targets for Calendar Year 2020 such as Forest Utilization

and Regulation and others had brought great challenges to all personnel involved especially so
with the current situation that the Pandemic has brought to us. DENR – Abra and its partners
were able to utilized lessons learned from previous years’ experience of project
implementation, ignoring the unnecessary experiences while replicating the good ones for this
years’ accomplishments. Along with these, implementation strategies were formulated and
adhered to at the course of programs implementation that contributed to the aggressive
accomplishments of targets.

In terms of forest utilization and regulation aspect, rigorous inspection and monitoring
of forest products were conducted prior to the issuance of numerous cutting and transport
permits for this year. Registration for the Private Tree Plantation were likewise encouraged by
DENR for private tree plantation owners. In addition, on-site visitation was carried out to
ensure the veracity of the permits being issued to the clients.

For this year, there were one hundred fifteen (115) Chainsaws issued with Certificate
of Registration. Survey of price of lumbers sold by different lumber dealers within CENRO
Bangued jurisdiction were strictly monitored. On the whole, there were five (5) Lumber
Dealers monitored monthly. As a total, there were twelve (12) updated forest product price
monitoring data submitted.

The monitoring of compliance of forest management arrangements or tenures was also
conducted, this includes the monitoring and assessment of four (4) Forest Land Grazing
Management Agreement (FLGMA), two (2) Special Land Use Permits (SLUP), and fifteen
(15) Community-Based Forest Management Agreements (CBFMA).

Another equally important target that has been done under forest management is the
assessment of Certificate of Stewardship Contracts. The CBFM Officer together with four (4)
technical staffs has successfully assessed the issued CSCs. 648 out of 643 annual target of
expired/cancelled/abandoned Certificate of Stewardship Contracts (CSC) were also evaluated
and assessed with categorical recommendations for each CSC.

The enhanced revenues collected from issuance of utilization permits, registration of
private tree plantations, chainsaw registrations and other forest and land charges can also be
considered as an accomplishment. For this year alone, revenues generated totaled to PhP
446,993.5 as gross revenue. The increase in the revenue collection is a result of the strict
implementation of Executive Order No. 23 and other forest utilization and regulation policies.

Policy and Implementation and Action Taken
Policy implementation on the various programs, projects and activities ensures how

one will be successful. Enactment alone does not guarantee its success. For this year, policies
concerning good governance as well as environmental protection and conservation are
rigorously implemented by the department.

For good governance, RA 11032 or the Ease of Doing Business and Efficient
Government Service Delivery Act of 2018 is strictly implemented. As part of its
implementation, Updated Citizen’s Charter of the agency was crafted. Its crafting helped the
client to shorten the turn-around time of transaction availing the services offered by the agency.
Posting of the same had provided transparency to clienteles.

In addition, ENR laws and policies such as EO 23 (moratorium in cutting trees in timber
forest), PD 705, RA 9175 (Chainsaw Act), RA 9147 (Wildlife Act), RA 9275 (Clean Air Act)
and RA 9003 (Ecological Solid Waste Management Act) were instigated. Deputized
Environment Natural Resources Officer’s (DENROs) and Wildlife Enforcement Officers

(WEOs) for hotspot municipalities were mobilized to seize illegally collected, possessed
and/or traded wildlife, or parts, by-products and/or derivatives. An Anti-illegal Logging Task
Force was created as mandated by the parameters for the implementation of EO 23. This task
force along with the enforcement personnel were tasked to seize or confiscate all logging
equipment, including but not limited to chainsaws, bulldozers, tractors, graders, trucks and
other logging tools. Provincial Anti-Illegal Logging Task Force (PAILTF) was reactivated.

Furthermore, DENR as whole is currently implementing the Environment Management
System (EMS) under ISO 14001:2015 as a framework used by the agency to identify, manage
and reduce the environmental impacts of its operations and activities to deliver services. This
also serves as a tool to address risk associated with threats and take advantage of opportunities
in the workplace.

PROSPECT FOR CY 2021
The accomplishment of DENR – Abra for CY 2020 signifies good leadership from the

management both in PENRO and CENRO levels and a strong inter-relation among the
workforce of the office. The experiences lessons learned and DENR Core Values of all
personnel during the implementation of the different programs, projects and activities is
imperative keystone to a more productive CY 2021.

On 2021, we envision programs inclined to GAD. In support to the mandate of GAD,
DENR – Abra aims to propose a construction of a lactating/nursery room for working mothers.
Its construction will give mothers peace of mind while working, thus boosting their
performance enabling them to maximize their output for CY 2021. In addition to this, a
cooperative will be established and as such, a canteen for all employees will be put up. This
project will cater to the basic needs of employees including clients such as food or snacks so
they don’t have to go far from the office during breaks and to maximize their work hours

efficiently. The cooperative will also give way to other source of income of the cooperative
promoting the welfare of employees as well.

On the Enhanced National Greening Program, establishment of new plantation for CY
2021 is another tangible way in forest restoration, poverty reduction, climate change mitigation
and adaptation among others, in addition to the protection, conservation and development of
our natural resources. This project will benefit 98 families and 80 Peoples Organization in
different upland communities, leading to the production, planting and maintenance and
protection of 1,807,724 seedlings of different species within 1,514 hectares of tenured and
untenured forest lands. These target areas will be distributed in the different municipalities in
the province of Abra.

The completion of the Complete Staff Work for the establishment of the Tineg Forest
Protected Landscape for CY 2021 will pave way to the legislation of the proposed protected
area in the municipality of Tineg, Abra. This will help not only in generating job opportunities
to Abreños but also in the development of the municipality thru the application of the
provisions of the Expanded National Integrated Protected Areas System Act of 2018.

The province of Abra has the greatest number of potential areas among the provinces
in the Cordillera Administrative Region in terms of land disposition based on statistics. The
result of the Rapid Land Tenure Appraisal conducted in the Municipality of San Juan as the
pioneer recipient municipality in the province will be the backbone for the completion of the
CY 2021 target on both public land survey and patent processing and issuances of CENRO
Lagangilang. RLTA determines the actual patentable areas to accelerate land titling in the
country as it is one of agenda of the present administration to finish land disposition by end of
2022.

Stringent implementation of ENR Laws and Policies in the 27 municipalities under the
jurisdiction of DENR – Abra and maintaining good relationship with different enforcement

agencies, LGUs and development partners is the main course the Enforcement Unit eyes
towards a more intense forest protection and environmental conservation. Conduct of IECs in
far flung communities will capacitate awareness of the provisions of PD 705 among the
populace. Establishment of forest product monitoring station nearby the hotspot areas,
proposal of forest guard station and look out towers in CY 2021.
