Recommended Mitigatory measures during Construction Phase:

The impact of the construction phase on the environment would basically be
temporary in nature and is expected to finish on completion of the construction
programme. The following measures may be adopted by the project proponents:

• Proper drainage facilities will be implemented to avoid wastewater/water stagnation from
possible sources like, catch pits or sedimentation basins to restrict the breeding of
mosquitoes.

• Most of the work in construction phase is labour intensive. The labour would require fuel for
their cooking. The Contractor in assistance with the project authority will assist to establish a
system of distribution of fuel through local administration to restrict any illegal felling of trees.

• Proper Sanitary arrangement for the workers will be done within the project site.
• Initiation of plantation program all around the complex. This plantation will reduce the

fugitive dust as well as dampen the noise levels. In addition to that it will improve the
aesthetic value of the area.
• Rubbish, debris, broken materials and others will be kept properly within project area at
suitable place with proper water sprinkling arrangement to prevent fugitive dust spreading.
• Introduction of screening wall all around the project area to such a height, that fugitive dust
will not travel outside the project area.
• Water would be sprinkled on regular basis on road surface, material dumping and handling
areas and other places to reduce dust from work place, during material handling and traffic
movements.
• Limiting vehicle speed so that it could not generate dust.
• The construction materials will not be dumped on public roads around the property.
• Applying water and maintaining soils in a visible damp condition for temporary stabilization.
• Loading and unloading of construction materials will not be done at night at the store yard
considering the huge noise likely to be generated from this activity.
• Concrete pouring and casting will not be done at night.
• Ambient and DG set noise levels not to exceed the permissible limit. Every care to be taken
for noise control.
• Construction site will be disinfected at regular intervals.
• Ensuring that walking surfaces or boards at height are of sound construction and are

provided with safety rails or belts.

• Providing protective equipment; helmets etc.

• Fire extinguishers and buckets of sand to be provided in the fire-prone area and elsewhere.

• Adequate emergency first aid system will be provided at project site.

Recommended Mitigatory Measures during Operation Phase

It is advised to adopt the following mitigatory measures by the project authority in order to
mitigate and control the environmental impacts that may arise due to operation of the
project.

1) Wastewater generated from this project during operational phase is around 213 kld.
Sewage generated from the project will be collected through a well designed network and
treated in a STP based on FAB technology followed by tertiary treatment. The excess
treated wastewater will be discharged into the panchayat drain.

2) Garbage will be treated at source for biodegradable, recyclables and inert material
during construction will be 366 MT (construction waste) and 57 kg/day (285 persons @
0.2 kg/day) and operational phase will be 910 kg/day. Biodegradable part (about 50% of
total quantity) will be treated in-house by installing mechanical composter, Non
biodegradable recyclables will be sold to the vendor and non biodegradable inert
Material will be disposed off in SLF by Project proponent in association with panchayat
as per the guideline given by SEAC/SEIAA/WBPCB for management of Municipal solid
waste.

3) Plantation development program initiated during the construction period will be
completed. Water would be sprinkled at regular intervals on road surface and other
places to reduce dust from traffic movements. Suitable rainwater harvesting system will
be installed to utilize the rainwater in best possible manner.

4) Environmental awareness among all the peoples is very much needed for proper
environmental management. Overall improvement of the environment quality will be
dependant on the environmental awareness among all the sections of people associated
with the proposed project.

5) Good housekeeping practices play a vital role in the area of all environmental
management plans.

6) Guideline should be provided to the users to ensure conservation of energy and water.

POST PROJECT MONITORING PROGRAM
The suggested post project monitoring to be conducted in various categories are:
