51 transparency, equity, and the rule of law. We will place emphasis on merit in the selection of quality team members that will help in transforming Plateau. We are inclined to entering into strategic networking with the Diaspora and other special interest groups to advance development in Plateau. We will make more creative and efficient use of state-owned media outfits to unite our people, mobilise them for worthy cause and to be a voice for Pl a t e au peopl e and beyond. Legislature: We will work diligently to h a v e a n e x c e l l e n t a n d m u t u a l l y b e n e fi c i a l r e l a t i o n s h i p w i t h t h e legislature, to bring to the fore people-oriented legislations that will address the myriad of challenges in our state and add value to human lives. The Judiciary: We will create a conducive atmosphere for the judiciary to function in the dispensation of justice. We will make available the necessary logistics, human capacity and operational supports to maintain a strong, efficient and equitable judiciary. We will respect the autonomy of the Judiciary. Dear compatriots, let me reassure you, we shall work hard and leave no stone unturned in pursuing the realisation of the foregoing plans and programmes. As I conclude this address, let me e x p r e ss m y p r o f o u n d appreciation to the following institutions and personalities; The national leadership of our g r e a t p a rt y, PDP ; Ou r Presidential/Vice Presidential c a n d i d a t e ; A l l P D P Gove rnors; St a t e Pa rty Chairman/State working committee/party Chairmen a c r o s s t h e 1 7 L o c a l Government Party elders; Members of the national assembly; Atiku/Mutfwang c a m p a i g n directorate/Women/Youth campaign directorate; PDP governorship aspirants; Friends, supporters across parties, associates and youths; INEC staff (both permanent a n d a d - h o c ); S e c u ri t y personnel, Traditional rulers, Family. Ladies and Gentlemen, let me emphasize here that without your resilience, patriotism and commitment to democracy, we would definitely not be here. I therefore, solicit your u n fl i n c h i n g s u p p o r t , cooperation and goodwill to forge a common front. We will not witch-hunt, neither will we embark on blame game, but we will take a critical assessment of what we are inheriting today, and where we need to ask cogent questions, we will because we are determined to bequeath an enduring legacy. The future beckons on us to forge a partnership that will lead Plateau to her cherished destination-a land of Peace and Prosperity. I request every lover of Plateau State to join us in the cause of uniting our state. Uniting to fight the common foe that is hell bent on causing fear, pain, hardship and hopelessness in our people. By God’s grace, we shall remain resolute and hopeful. When we are united, we can do great things, we can right w r o n g s a n d w e s h a l l overcome. However, let me remind us that this would require the contributions, collaboration and cooperation of most of us. We promise to carry you along in all our endeavors and engagements. I want you to trust me to be there for you in the next four ye a rs. We Must r e form policies and institutions. This is the government you voted for, own it. Plateau State has to be better than this. I am confident that together, we can make it better. Yes, we can. W e l c o m e t o a n e w dispensation. Welcome to a new beginning. 52 INAUGURAL ADDRESS OF HIS EXCELLENCY, SIMINALAYI FUBARA, GSSRS, KSC, AS GOVERNOR OF RIVERS STATE "TOGETHER, LET'S CONSOLIDATE THE NEW RIVERS STATE" Protocol 1. Let me start by thanking God Almighty for His grace and incredible blessings. The people have spoken. Again, democracy has triumphed in our State. But the honour, glory and adoration belong to God, who is forever faithful to those who trust him. 2. I acknowledge my better half and First Lady, Her Excellency, Mrs Valerie Fubara, our lovely children, and my entire family for their unqualified love, support and prayer. 3. What an extreme privilege to have been groomed, nurtured and mentored by one of the most outstanding leaders of our country, His Excellency, Nyesom Ezenwo Wike, CON, GSSRS, POS and Life Bencher. 4. Thank you, my boss, leader and benefactor, and your lovely wife and former First Lady, Her Excellency Justice Eberechi Nyesom-Wike, DSSRS, for believing in me. God may have willed it, but you were the actualiser of this glorious dawn. You were the battle axe God used to secure resounding victories for all our party's candidates in the 2023 general elections. 5. Abillion thanks are insufficient to express my gratitude to my boss and our indomitable leader. My family lack the words to thank you. The Opobo kingdom cannot thank you enough. Only God can reward you in commensurate terms.

We salute our father, leader a n d p a t h fi n d e r , H i s Excellency Dr. Peter Otunaya Odili, CON, GSSRS and his amiable jurist wife and former First Lady, Her Excellency Justice Mary Odili, CFR, DSSRS. I welcome you both in a spirit of most humble gratitude. 7. We thank our party elders, led by Chief Ferdinand Alabraba, DSSRS, for your support and solidarity. I can't thank you enough. May God continue to keep you in good health and vitality. 8. We appreciate all our traditional rulers and the religious community for their unceasing prayer, trust and support. I also appreciate our vibrant youth, hardworking women and the rank and file of our party, the Peoples Democratic Party (PDP), for your loyalty, hard work and sacrifice. You proved that Rivers State is PDP: Rivers PDPis matchless. 9. We will strengthen our party and ensure it remains the most dominant and successful political vehicle to advance our collective and individual political interests. 10. Fellow Rivers people, today, you have given me a great responsibility to preside over our State as your Governor for the next four y e a rs. I am g e n u i n e l y touched by the spotlight and humbled by the honour. And this I will be: the Governor of all Rivers people. 11. You have invested your trust in us, and the question is how we can provide effective good governance to meet your hopes and expectations. 12.Our response is simple and majestic. By today's mandate, you have asked for continuity in leadership and like a strong relay team, we have accepted the baton to continue the race. 13. We will provide that strong, determined, focused, purposeful and responsible l e a d e r s h i p . T h o u g h enormous, we assure you we are equal to the tasks and responsibilities ahead. 14. My Deputy and I were born, bred and educated in this State. We are Christians and believe in the core values of prayer, hard work, service and sacrifice. 15. We worked in the Rivers State Civil Service for decades and have practically served every government since 1999. Our knowledge is extensively enriched by our l if e l o n g i n t e r a c t i o n s, connections and service to the State and our people in public and private capacities. 16. We know Rivers State as well as anyone. We know your hopes and expectations. We know our terrain and development challenges. We see our progress and what more to do to take us higher. 17. We have been wellg r o ome d , c h a rg e d a n d challenged none more so than by our leader, Governor Nyesom Ezenwo Wike, whos e pa ssion for the progress of Rivers State is beyond measure. 18. Being his offshoot, we will follow in his footsteps to b a l a n c e c h a n g e , consolidation and continuity. 19. Together, we embody our collective aspirations for a greater and prosperous Rivers State, a State that provides equal opportunities f o r a l l , a s t r o n g , c o m p a s s i o n a t e a n d p r o g r e ssi v e St a t e t h a t p r o t e c ts a n d e n a b l e s everyone to live in security, comfort, and prosperity. 20. Rivers State is a Christian St a t e , a n d Go d is o u r foundation. We shall govern with the fear of God and stay strong to our Christian values of trust, faith, love, care and sacrifice. 21. We shall deepen the inseparable ties between the Ch u r c h a n d t h e S t a t e government for the benefit of our people. We assure the Christian Association of Nigeria and other spiritual l e ade rs of our sinc e r e friendship, support and solidarity. 22. We will continue to support and work with the Church to defend our faith, advance our values and enhance our people's moral and spiritual well-being. 2 3 . T h e p r i m a r y responsibility of a new


54 government is to do its best to advance the security and well-being of the State and its citizens. 24. In our case, we count ourselves lucky because the impressive achievements of our leader have provided the critical building blocks for the accelerated development of the State. 2 5 . T h e r e f o r e , a s w e u n d e r t a k e o u r responsibilities, we promise to stay the course, commit to cooperative governance and expand opportunities for everyone. The wishes of our people for a happy life are our mission in politics. 26. To the Rivers State House of Assembly, our people have equally tasked us to work with the commonality of purpose to advance the common interest and good of all. Let us seize this impetus to continue to move our State forward. 27. The people have voted for us with much h o p e a n d expectation. We cannot afford to disappoint them by working at cross purposes. 2 8 . We mu st w o r k harmoniously to strengthen the administrative, legal and policy s t r u c t u r e s , s y st e m s a n d i n stit u ti o n s t o d e li v e r tangible life-changing results for our people and accelerate our development. There is no other choice. 29. We acknowledge our l e a d e r s ' r e m a r k a b l e transformation of the State's judiciary in the last eight years. I assure the legal community and Rive rs people, in general, that we w i l l h o n o u r a l l o u r commitments to our judiciary and guarantee effective, efficient and speedy justice delivery. 30. Under us, our magistrates and judicial officers shall remain the leading lights regarding administrative autonomy, personal security, working environment and well-being. 31. Fellow citizens, we know that most of our citizens are affected by the prevailing difficulties orchestrated by the poor state of the national economy. 32. While some of these economic challenges are beyond us, we understand our responsibility to take relevant measures to diversify our economy and insulate it from the headwinds. 33. Accordingly, we will prioritise the well-being of the State and citizens with a renewed focus on economic growth, people-centred projects and social services. 34. We will improve the ease of doing business and sustain a congenial fiscal regime to attract local and foreign d ir e c t i n v e stme n ts t o stimulate greater economic activities, create wealth and improve citizens' livelihoods. 35. We will adopt a reindustrialisation policy master plan and partner with the private sector to revive or establish viable industries to create jobs and empower our people.


55 36. We will also support the growth of small businesses and encourage commercial agriculture to achieve food security, industrialisation and improved living standards for citizens. 3 7 . W e w i t n e s s e d unprecedented growth in infrastructure in the last eight years, but there's still more to do. Therefore, we will follow in our leader's footsteps to invest in capital projects, including roads, bridges, electricity, supply, and social housing. 38. With its interconnecting road network, the need for affordable, conducive and safe public transportation cannot be over-emphasised as Rivers State continues to grow and expand by leaps and bounds. 39. We will, therefore, partner with the private sector to develop an integrated m u l t i m o d a l p u b l i c transportation system to advance mass mobility and access to socio-economic opportunities across the State. We will also construct the Port Harcourt Ring Road to enhance the mobility of goods and services across the State. 40. We are proud of the State's achievements in the h e a l t h c a r e s e c t o r , particularly the construction of new primary healthcare centres, the Mother and Child Hospital, the Rivers State U n i v e rsi t y Te a c h i n g Hospital, the Dr. Peter Odili Cancer and Cardiovascular Diseases Diagnostic and Treatment Centre and the contributory Healthcare Insurance Law. 41. With what is on the ground, it is evident that the primary challenges with our healthcare system are more with inadequate manpower, corruption, indiscipline and ineffective management. 42. I assure you that apart from completing all ongoing healthcare infrastructure projects, we will deal with all identified challenges and ensure that the healthcare system functions optimally to d e li v e r affo r d a b l e a n d effic i e n t h e a lt h c a r e t o citizens. 43. We are equally proud of the State's unprecedented educational advancement, especially in the last four years. Our public schools at all levels, irrespective of location, are some of the lovely and best-resourced in the country. 44. We will consolidate this progress by introducing smart schools and classrooms across the State to empower our children with world-class learning experiences and m a k e R i v e rs S t a t e a knowledge hub. 45. Let me also say that we care about our youth. We k n ow t h e y n e e d j o b s, opportunities, empowerment and the freedom to build sound, promising futures. 46. We will not abandon our youth to their fate. We will c o n t i n u e p ri o ri t i z i n g education at all levels and empower our youth with the r e l e v a n t s k i l l s a n d opportunities to become e c o n o m i c a l l y a c t i v e , productive and prosperous. 47. We believe in the job creation capacity of small and medium enterprises. And so, we shall facilitate targeted access to low-interest funds for youth entrepreneurs to st a rt o r imp r o v e t h e ir businesses, earn decent i n c ome s a n d g e n e r a t e employment for themselves and others. 48. To our civil servants, I thank all of you for your invaluable contributions to the State's progress over the years. We appreciate your indispensability and promise to meet all our obligations to you, inc luding r egul a r payment of wages, pensions, g r a t u i t y, tr a i n i n g a n d promotions. All we ask is your continued patriotism, dedication, and enthusiasm in the execution of your official duties. 49. Fellow citizens, today, we have answered your call to continue consolidating the new Rivers vision. Like the last government, we shall be ambitious in our policies and p r o j e c ts, b o l d i n o u r decisions and committed to defending and promoting the collective interest of our State.


56 50. We do not promise we have all the solutions to all our challenges. But we promise not to compromise on the quality of governance, the services we can provide, and the interest of our State. Rivers State will remain the centre of our focus and actions. With your support, we will provide that quality leadership. 5 1 . We a r e a l l e q u a l stakeholders with shared responsibility for the security of our State. We will spare no effort to keep Rivers State secure and robust. 52. We will be hard on crime and criminality. We will swiftly and firmly deal with anyone, regardless of status or position, rich or poor, who breaks our laws or dares to violate our environment, peace and security. 53. We will continue to support and motivate the security agencies to maintain law and order a n d k e e p o u r communities, roads, neighbourhoods and waterways protected, safe and secure for businesses, residents, and visitors. 54. To our friends and associates, we offer c o o p e r a t i o n , c o m r a d e s h i p a n d consultation. We need your contributions, goodwill and prayers to deliver on our mandates. 55. To the opposition, we seek respect, rapprochement and patriotism. With politics over, now is the time for g o v e r n a n c e . We n e e d collective responses to the challenges we face. We need all hands to construct the Rivers State of our dreams. Our doors are open. 56. To our youths, we encourage you not to give up on your dreams. We will work with you to realize them and secure your future. 57. To our women, we appreciate your sacrifice and contributions to building our families and educating our children. We will protect your freedoms on gender equality and support you with means and opportunities to elevate your economic status and circumstances. 5 8 . To o u r e l d e rs, we appreciate your support and sacrifice and seek your wise counsel to guide us in this endeavour. 5 9 . T o o u r f e l l o w compatriots, on this glorious day, let us all resolve to come together with optimism as one, united family to build a p e a c e f u l , s e c u r e a n d p r o s p e r o u s S t a t e f o r o u rs e l v e s a n d f u t u r e generations. 60. The task ahead may be arduous; there is no difficulty we cannot overcome if we unite and work as one. We, therefore, call on everyone to join us in the task ahead. 61. Thank you again for this privilege and opportunity to serve you as your Governor for the next four years. 62. Thank you, and God bless you all. God bless Rivers State.


57 ellow Tarabans, today, I stand on the podium Fof history with a sacred pledge to God and the good people of Taraba State that as I accept the mantle of leadership entrusted upon me by the people of our dear State, I am conscious of the enormous challenges and responsibilities ahead of me and will beginning from this hour, work day and night with deep sense of purpose to be a servant to you all. Permit me to use this occasion to salute the founding fathers of our dear State, all the past Federal Legislators, Federal Ministers, Administrators and Governors of Taraba State, as well as everyone who has contributed one way or the other to the growth, stability and progress of our state in the last 32 years. I equally salute our fallen heroes both at the national and State level for the great sacrifice they have made to have a country and a state to call our own. I am very much aware of the fact that my responsibility as the Governor and Chief Security Officer of Taraba State entails meeting the legitimate expectations of our people. Therefore, I promise that those expectations of the workers, traders, artisans, farmers, business owners, students, pensioners, traditional and religious leaders and indeed all residents of Taraba State will be met by the grace of God and with the cooperation of everyone. My administration will demonstrate a high sense of urgency, transparency, justice and innovation to tackle and solve the problems of welfare, Insecurity, poverty, illiteracy, disease, and poor infrastructure in Taraba State. Your Governor will be a people's Governor. I will be accessible, responsive, consultative and proactive in handling small and big matters of State Governance. I know that as a product of the collective will of Tarabans, there is a heavy weight of history on my ADDRESS BY HIS EXCELLENCY, AS EXECUTIVE GOVERNOR OF TARABA STATE INAUGURAL LT. COL. 58 shoulders and I accept the urgency of your expectations, the depth of your a spir a tions and your conviction in me to build a better State. M Y D E V E L O P M E N T AGENDA FOR TARABA STATE Distinguished Guests, Ladies and Gentlemen, you will recall that our party, the People's Democratic Party (PDP) in Taraba State campaigned for governorship Election on a five-point agenda namely: a. Welfare of workers and pensioners; b. Boosting the state's economy c. Home-grown infrastructure policy; d. People-focused policy on education, affordable Health Ca r e , Se curity and Soc i a l Welfare; e. Agro-Based Industrialization for Wealth and Job Creation. While a detailed programme of action will soon be unveiled on each of these 5-point agenda, let me quickly give you some insights into our policy direction. EDUCATION It is disheartening to see our State at the bottom of the national educational ratings especially in public primary and Secondary S c h o o l s ' e x a m i n a t i o n pe rformanc e , this will be reviewed. My administration will as a matter of urgency, commence a reform to salvage the Taraba State University from collapsing and to focus on improvement of learning environment in all Institutions of Higher learning in Ta r a b a S t a t e . F o r B a si c Education, we will prioritise inservice training and welfare of teachers, enhancement of school environment, entrenchment of discipline in the school system as well as involvement of the ParentsTeachers Association in our school administration system. AGRO-INDUSTRIAL Taraba is an agrarian state with lots of potentials. We will regard as critical, the need to boost wealth creation, job opportunities and food security through innovative agricultural reforms covering all the agricultural value chains. Aside the introduction of modern agricultural practices, we will shift attention to agriculture for export to take advantage of global ma r k e ts. Wh i l e w e t a r g e t agriculture export earnings, we will establish modern farmers' markets where producers and off takers can transact businesses. TOURISM In our desire to diversify Taraba economy, my administration will target the tourism sector to boost our GDP and create new jobs. De l i b e r a t e effo rts wi l l b e channeled to develop the Tourism potentials of the Mambila Plateau, Nwiyo Fishing Ponds and several other sites in Taraba State. WOME N A N D YOU TH DEVELOPMENT Wo m e n a n d y o u t h s a r e important segments in our development programme. I will work hand in hand with Youth Organizations in Taraba State to produce an impressive blueprint for youth development. I plan to ensure speedy implementation of their r e c omme n d a ti o n s. Mo r e importantly, let me assure our women that our administration will be gender – sensitive in all appointments. HEALTH The health sector in Taraba State is in need of urgent attention. Our government will give premium attention to improvement of the Primary Health care services. We will improve the working conditions of health workers and expand


59 the coverage of our health insurance scheme. We plan to establish a standard Diagnostic Centre using the Public Private Partnership model. We shall revive and expand the Kidney Centre at the Specialist Hospital, Jalingo. LOCAL GOVERNMENT REFORMS In line with our campaign manifesto, our government will e n s u r e l o c a l g o v e r nme n t autonomy in line with the provisions of the Nige ri a constitution. We will restore the l o s t g l o r y o f o u r l o c a l governments in order to make them more responsive to the needs of the people at the grassroots. All policies that are not favorable to the growth of effective local government administration will be reviewed in accordance with the law. THE PUBLIC SERVICE My administration will restore the integrity of the civil service which has been bastardised through f a v o r i t is m a n d p o l i t i c a l considerations. We will give the civil service a better orientation with a view to restoring its professionalism. In doing this, we will be fair and firm as we act only in pursuance of public interest and public service rule. I wish to assure all labor unions in the state of our administration's willingness to protect workers interest and promote their welfare at all times. We will be a labor friendly government. SECURITY We will embark on a security sector reform that will target crime prevention, detection, neighborhood policing and better synergy among security agencies. The Taraba Marshal will be revived and be strengthened while our administration will ensure operational linkage between local hunters and Taraba Marshal. A “Know Your Neighbor” security initiative will be implemented. By the grace of God, and very soon, Taraba will return to its old nature of being a haven of peace. APPRECIATION I thank the national leadership of our party, the People's Democratic Party, the Former Chairman, His Excellency, Sen. Iyorchia Ayu, A c t i n g C h a i r m a n ; U m a r Damagum, and his National Working Committee for their immeasurable support. I also thank our Presidential candidate during the February Presidential Elections, His E x c e l l e n c y , A l h a j i A t i k u A b u b a k a r , G C O N ; V i c e Presidential candidate, His Excellency Sen. Ifeanyi Okowa, CON; all PDP state Governors; the Minority caucuses of the Senate; House of Representatives and Taraba State House of Assembly, and other party stakeholders who worked so hard for the victory of our party. Let me also thank the Working Committee of the State PDP and all-party leaders in the 16 Local Government and Development Areas of Taraba State. I thank you for your steadfastness, loyalty and commitment to the ideals which the People's Democratic Party represents. I will not forget to appreciate the Nigerian Judiciary and the Independent National Electoral Commission (INEC) for their u p ri g h t n e ss, n e u tr a l i t y, professionalism and courage in protecting our democracy without fear or favor. I also commend our security agencies for providing a peaceful and conducive atmosphere before, during and after the electoral process. Finally, I extend my thanks to party men and women, friends, associates, supporters across party lines, the Media and the courageous Taraba voters who stood resolutely to defend this mandate. I am most sincerely grateful. CONCLUSION Ladies and Gentlemen, I have a grand vision of a new Taraba State. But I cannot do it alone. I therefore seek the support and cooperation of everyone to make this happen. I hereby extend a hand of fellowship to the other arms of Government, the Legislature and the Judiciary. I call on all political parties to unite in the best interest of our dear state. Election is over. Now is the time for governance. Tarabans should therefore feel free to approach us with fresh ideas in line with our manifesto. For the purpose of emphasis, I will be a Governor for all Taraba people regardless of differences in language, faith, political affiliation or any other considerations. Welcome to a new Taraba State, Nature's Gift to the Nation. Thank you and God bless you all.

In the name of the Almighty Allah the Most Beneficent, the Most Merciful, the One who gives power to whomever He pleases and takes power whenever He pleases. Glory be to Him, Almighty. 2. It is with gratitude to Allah and a deep sense of humility and honour that I welcome you all to this historic occasion. 3. I have just taken an oath before you and the whole world, to serve as the Governor of our dear Zamfara State. This oath binds me to an inviolable bond, a firm p r o m i s e a n d a h e a v y responsibility. I accept it with the deepest sense of purpose, duty, service and humility. I am grateful to the good people of Zamfara State for the confidence reposed in me and look unto Allah for His Help and Guidance. I make this solemn promise to you, that, starting now and every day for the next four years, inshaAllah, I and my Deputy will devote every ounce of our time and energy to the service of our dear state. 4. Our victory in the March 18th Governorship election was hard won. It absolutely would not have been possible without the tireless efforts and sacrifices of the resilient people of this great State. 5. I stand here to assure you that I am a Governor for all the people of Zamfara State. I am prepared to provide the needed purposeful leadership, take tough decisions and make all necessary sacrifices to better the lot of our people. I assure and give all and sundry the commitment that, the government I will lead will be honest, transparent, accountable, inclusive and result oriented. 6. We have placed emphasis on SIX principles as core in our drive to rescue Zamfara state namely: i. Security ii. Agriculture & Food Security iii. Education iv. Economy v. Healthcare; and vi. Empowerment 7. Government will in the coming days and weeks unveil its blueprint with detailed lines of action and timelines towards the realization and fulfilment of the promises we made to the good people of Zamfara State. It is important however to briefly give some insights into our policy direction. SECURITY 8. Insecurity is one major problem a ff e c t i n g t h e st a t e t o d a y. Terrorism, arson, kidnappings, cattle rustling, and banditry are daily threats that we face as a people. Sadly, Zamfara has b e c ome s y n o n ymo u s wi t h insecurity and other forms of societal degradation. What we require is a rethink of strategies, P o l i c i e s a n d r o b u s t implementation and review m e c h a n is m s a s p a r t o f a wholesome readjustment. For, we cannot continue to do the same thing over and over again and expect a different result. 9. My government will recognise the role and responsibility of the Federal Government and will work very closely to enhance our internal security. We will be proactive in constructively engaging with all the security apparatuses at the centre while working round the clock to reorganise and revamp, within the confines of the law, the local security architecture in our communities and the state at large. 10. Further, conscious of the fact that the security challenge in the state has a broader r e g i o n a l a n d n a t i o n a l dimension, my government will work closely with neighboring states in order to build the needed synergy. 11. It is necessary therefore, to seek the fellowship of our neighbors in Kaduna, Katsina, Niger, Sokoto and Kebbi States most especially to collectively confront this challenge. I am optimistic that this will help us achieve the desired results as soon as possible. 12. InshaAllah, in the nearest future, we will establish an appropriate and workable fr ame w o r k f o r c o n fl i c t r e s o l u ti o n , a n d d e v e l o p necessary care for internally displaced persons as well as come up with robust and p r o a c t i v e p e a c e a n d reconciliation framework that will ensure that IDPs' are returned to their homes. We will do this by coming up with social policies that guarantee security, justice and fairness between all our people across the state for enduring peace to reign. 13. I believe that with these actions and several others, we can provide the people of Zamfara State the security that


62 they so desire and deserve. With sincerity of purpose, political will, and determination, we will reverse the backward trajectory by the special leave of Allah. AGRICULTURE AND FOOD SECURITY 14. Agriculture remains the mainstay of Zamfara economy, mostly at subsistence level, it is never the less obstructed by the level of insecurity throughout the st a t e . We int end to whil e addressing the problem come up with proactive measures to support the sector and boost production for food and cash crops. We will pay attention to research and development, extension services, improve and maximise field yield, as well encourage both local and largescale farmers to do more in order to maximally benefit from the God given potential of the state. We will intervene by motivating production in several other ways. This will deal with the problem of food insecurity ravaging our people despite the state's slogan which says 'Farming is our Pride' . 15. To restore the glory of Agriculture, government will engage stakeholders on how to bring total turnaround in the sector and boost production through targeted incentives to farmers which will lead to generation of employment and wealth creation and therefore improve the standards of living of our people. EDUCATION 16. My Government will give the education sector the much-needed overhaul, owing to the virtual collapse of this Sector. To reverse the trend, my administration will declare a state of emergency in the education sector. We will come up with policies and programs that will champion reform, build and rehabilitate public schools; train and retrain existing Staff to build their capacities; provide adequate educational facilities. 17. Government will ensure prompt payment of teachers' salaries, allowances, and arrears of staff; as well as transform the existing system of scholarship award. With these clear solutions, we will ensure that no child is left out of school. ECONOMY 18. Zamfara State is one of the most endowed states in Nigeria. Our state has the good fortune of feeding most people in Africa's most populous nation. The pious slogan of Zamfara “Farming is Our Pride” bears salutary resonance of its riches and resourcefulness. 19. Our government will explore areas of alliance and synergy with the Federal government and genuine investors to fully harness and develop agriculture, mining and other endowments of Zamfara State. We will work tirelessly to tap, exploit and put to use for the good of our people all the God given endowments of our state. 20. We will work with a ll stakeholders to revive our textile sector, which used to be the largest employer of labour. In a similar vein, we will ensure the revival and building of more cottage industries including tie and dye, weaving, and design across the state. ON TECHNOLOGY AND REVENUE: 21. The use of technology by governments across the world has become reality. It offers innovative tools to address 21st- c entury gove rnanc e c h a ll e n g e s b e tt e r, mo r e efficiently and transparently. 22. Today marks a new era in Zamfara state; an era of t r a n s f o r m a t i o n w h e r e t e c h n o l o g y a n d r e v e n u e administration will take centre stage. My administration will commit to embracing the power of technology to streamline revenue processes and create as much as possible a Public Service that is modern and efficient. 23. We will implement worldclass technological solutions to automate revenue collection, e n s u ri n g e ffi c i e n c y a n d transparency across the state and local government level. Through the use of technology, we will automate payroll, human resource administration, eliminate bottlenecks and ensure timely and accurate payment of salaries and benefits to our public servants. E A S E O F D O I N G B U S I N E S S A N D INVESTMENT: 24. You will recall that during our campaign, we promised to bring to bear our expertise and experience from the private sector to revitalize the economy of our state. Government alone cannot afford to finance its a m b i t i o u s g o a l s o f development. We will be looking to the private sector for partnership and support. 2 5 . I n t h is r e g a r d , t h e administration will prioritize


63 ease of doing business in Zamfara as a cardinal principle. We will align our policies and practices with the Federal Government reforms on ease of doing business and the principles of Open Government Partnership. 26. In the coming days, we will set up the Zamfara State Enabling Business Environment Council which I will lead from the front to focus on improving our business environment through series of reforms to be implemented to tackle barriers that continue to impede doing business in the state. 27. We will actively collaborate with international organizations and development partners to attract investments and foster economic growth. We recognize the immense potential of our business landscape and will work tirelessly to create opportunities that encourage entrepreneurship, innovation, and sustainable development while building on d u e p r o c e ss a n d d e a l i n g d e c isi v e l y o n c o rr u p ti o n . Transparency will be the key word in doing government business. GOVERNANCE REFORMS: To position Zamfara State g o v e r n m e n t f o r o p t i m a l performance, the administration will embark on comprehensive governance reforms. We will institute measures that e n h a n c e t r a n s p a r e n c y , accountability, and efficiency in the delivery of public services. Through robust institutional framework, we will strengthen the capacity of our public service, empower execution of duties with professionalism and dedication. Moreover, we will prioritize c i t i z e n e n g a g e m e n t a n d p a rt i c i p a t i o n , l e v e r a g i n g technology to create platforms for open dialogue, feedback, and collaboration. Together, we will forge a government that is responsive, agile, and committed to serving the best interests of our people. 28. We will surely run a slim government and liberate resources to develop human capital and infrastructure for the common good of all. This is what Zamfara is in need of. That is the language spoken at the last election and we hear your voices loud and clear. We certainly will not take your trust and confidence on us for granted by the Grace of God. 29. By putting these plans into place, we can create foundations for economic growth and build economic credibility, reassure investors, and encourage job creation and growth in Zamfara. HEALTHCARE 30. Health sector in the state is bedeviled by poor funding and quality of delivery. Government will improve the quality of all primary and secondary health facilities through massive intervention in infrastructural development and the provision of equipment and standard laboratories. We will provide free antenatal and postnatal care for women and children, in order to reduce infant mortality. We w i l l e n c o u r a g e a n d effectively regulate the private sector to provide healthcare in the state. 31. We will redesign a robust and effective health insurance scheme to ensure citizens of Zamfara have access to good and affordable healthcare service and ensure better funding for primary and secondary healthcare provision. EMPOWERMENT 32. Government will restore the lost glory of the state in agriculture, industry, trade and commerce through facilitating economic activities throughout the state. We will encourage


64 businesses growing the economy, create more jobs and training opportunities across the State. CONCLUSION 36. Your Excellencies, Your Royal Highnesses, Invited Guests, Ladies and Gentlemen, I have a vision of a new Zamfara State. 37. However, I cannot do it alone. I want to use this opportunity to call on all for support and cooperation to make this happen. This is the time we have. Let us all accept that we need to make sacrifices and work collectively to resolve to rescue and rebuild Zamfara. 38. As we embark on this journey of transformation, let us remember that the challenges we face are not insurmountable. With the right loc a l industri e s, promot e innovation and create job opportunities for our teeming youth. 33. Our skills acquisition and vocational training centers across the 14 Local Government Areas of Zamfara state will be revived and improved to meet the needs of our time by producing skilled manpower for the jobs of today and tomorrow. 34. Women will be encouraged to form cooperative societies for special intervention and skill acquisition in a variety of areas. 35. We will work with strategic partners to revive the Bakolori hydroelectric power generating plant, encourage all year farming through irrigation. We can also reduce youth unemployment by providing more support to attitude of our people, blend of t e c h n o l o g y, c o n d u c i v e b u si n e ss e n v ir o n m e n t , e ffi c i e n t a n d e ff e c t i v e governance, we can build a prosperous Zamfara State that will be the pride of all. Together, let us embrace this future of limitless possibilities, as we work hand in hand to create a better tomorrow for ourselves and generations to come. 39. 70 n what could rightly be described as the I beginning of great things to come, the Peoples Democratic Party Governors' Forum (PDP-GF) on Tuesday, July 11, 2023, held its inaugural meeting under the leadership of His Excellency, Governor Bala Mohammed, CON, Governor of Bauchi State, in Abuja. Being the first since the Governors took over in most of the States, the meeting was impressively attended by 12 of the 13 Governors under the fold of the PDP, signifying their dedication and eagerness to work as a united force in the Party to bring meaningful development to the people and the country at large. All through the deliberations, every Governor participated and made meaningful contributions to issues raised, showing how prepared they PDP Governors HOLD HIGH-POWERED By Hon. C.I.D. Maduabum, LL.M MAIDEN MEETING in Abuja were for the meeting. At the end of the day, it was apparent that they all left with the spirit of unity and collaboration for the ultimate benefit of the Nigerian people. Earlier, the Director General of the PDP-GF, Hon. C.I.D. Maduabum, had issued a notice of meeting to notify the public that the Forum, under the leadership of His Excellency, Governor Bala Mohammed, CON, Kauran Bauchi, is scheduled to hold its inaugural meeting on the said date and place. He noted that it was the first meeting of the Forum since Governors Bala Mohammed and Siminalayi Fubara were elected Chairman and Vice Chairman of the Forum in June and the Governors were expected to discuss the state of the nation, especially recent developments in the country, politically, socially, and economically.


The DG added that the meeting will also discuss the State of the Forum and the role of the PDP Governors in stabilising the Party and the nation. In addition, he said, the new leadership of the Forum was likely to unfold their unity and progressive agenda during the meeting. At the end of the meeting, a communiqué was issued with the following resolutions: 1. The meeting resolved to work together and unite the Forum. The aim of the Forum is to provide a platform for peer review of issues, policies, programmes and achievements (legacy projects) of member-Governors across the PDPStates. 2. The meeting advised the Independent National Electoral Commission (INEC), the security agencies, and the Federal Government to be neutral in the conduct of the off-season elections in Bayelsa, Kogi and Imo States. 3. The meeting noted the deteriorating security situation in the country, especially the wanton destruction of lives and properties in Plateau and Zamfara States, amongst other States. The meeting consequently advised the Federal Government and security agencies to rise to the situation and bring the situation under control. 4. In the interim, the Forum would cooperate with the Federal Government on issues concerning the welfare of N i g e r i a n s a n d g o o d governance, while striving to maintain the independence and autonomy of the Forum through offering constructive criticisms where necessary. POSTPONES SOLIDARITY VISIT TO PLATEAU STATE DUE TO BAD WEATHER PDP-GF BY PATRICK PA OKON 73 Everything was ready for the take - off of the delegation of the Peoples’ Democratic Party, PDP, Governors Forum on a solidarity visit to the Government and people of Plateau State, on July 23, 2023, except the weather. The team led by its Chairman and Governor of Bauchi State, Sen. Bala Mohammed, Kauran Bauchi had gathered at the Abuja airport for lift off to Jos, capital of the state, but weather conditions refused to p e rmit t h e mo v eme n t, scheduled for 12pm. After waiting for about four hours the trip was postponed, due to the weather conditions in Jos on that day. At the end of the last meeting of the Governors Forum in Abuja, the festering and d e t e ri o r a t i n g s e c u ri t y situation in Plateau and Z a m f a r a st a t e s w e r e seriously deplored by the Governors. It was on the heels of the decision of the meeting that the weather a b o r t e d m e e t i n g w a s planned. On the other hand, it was scheduled to enable the Governors aggregate the volume of financial and ma t e ri a l support to be deployed to by the Forum to alleviate the suffering of victims of the security crises and other supportive gestures that may be required. Since May, Plateau State has struggled with a surge in clashes and raids between herders and farmers. The attacks have left thousands of people displaced, villages and properties ransacked and farmlands destroyed. The toll has been heavy. Governor Caleb Mutfwang told reporters recently after a meeting with officers of the Nigeria Army that "It is sad that more than 300 people have been killed, but the state government has started seeing positive moves by the military to arrest the ugly situation." Official records show that in the first three weeks of June, more than 150 Christians including Rev. Nichodemus Kim of the Church of Christ in Nations (COCIN) in GanaRopp, Barkin Ladi LGA have been killed, bringing to three the number of pastors slain in recent attacks in Plateau state; as confirmed in a statement issued by Gov. Mutfwang. “Conservatively, in the last three weeks, we have buried not less than 150 people in Mangu Local Government Area. In apparent response to this h i g h n u m b e r s , t h e headquarters of the Nigerian Army had to order the G e n e r a l O ffi c e r Comma n d i n g , GOC, 3 Division, Nigeria Army, Major-General Abdulsalami Abubakar to temporarily move the headquarters of its operation from the state capital Jos to Mangu district, the epicentre and one of the local government areas worst-hit by the violence. The GOC is also the commander of Operation Safe Haven. Speaking on the new drive by the Nigerian Army on the crises, General Abubakar said, "Troops have been beefed up to partake in the ongoing operations to flush out the criminal elements causing havoc in the troubled local government areas. So, b e a s s u r e d o f t h e commitment of the Nigerian Army to quickly restore normalcy to all troubled regions in the Plateau." To further buttress the seriousness of the military in putting an end to the Plateau killings, the Chief of Army S t aff (C O A S ), Ma j o rGeneral Taoreed Lagbaja, upon receiving the brief on the security situation in the area from MG Abubakar, launched a special operation code-named ‘Operation Hakorin Damisa IV’ in Mangu LGA. The House had further requested that Operation Safe Haven identify and evacuate all criminal and terrorist cells in the state and bring the situation under control. AKWA IBOM 77 Governor of Akwa Ibom State, Pastor Umo Eno, has declared a State of Emergency on the state of infrastructure in primary schools in the State. This is just as he added that the State Government will provide special incentives for teachers in schools located in rural and riverine areas to make teaching in there attractive and rewarding. For a start, Governor Pastor Eno has directed the upgrade and renovation of facilities in primary schools in the State, starting with facilities at Christ the King Primary School (CKS), Wellington Bassey Way, Uyo; which is a stone throw from the Government House, to serve as a prototype of what will happen in all the primary schools. The upgrade includes renovation of physical structures, provision of educational materials, solar lights, pipe borne water and staff quarters within the perimeters of the primary schools. Speaking during an inspection of facilities and interacting with pupils at CKS, he recalled with nostalgia, the good old days when accommodation was provided for teachers within the school vicinity. He said the arrangement was a morale booster for the teachers and enhanced their performance.The Governor also noted that because they were within the perimeters of the schools, the teachers had a strong grasp of the children in terms of character and learning. He then vowed to restore the glory days of basic education institutions in the State by providing the necessary facilities and enhanced security. “I want to get teachers back to school and to live in the school. It will help maintain discipline. I have even started a commitment with the Head Mistress and she has promised that if provided with necessary facilities, they will live here. I remember that the Compound Master of those days and other key position holders in the schools used to live within the school premises," Governor Eno said. Bala Abdulkadir Mohammed, CON, Kauran Bauchi, has commissioned 30 units of Toyota Hiace buses to ease transportation challenge for citizens and residents of the State. At the inauguration exercise in B a u c h i , G o v e r n o r B a l a Mohammed commended the former Chairman of Yankari Expr e ss, the St a t e -owned transport company, Abdulkadir Bababa, for conceptualising the i n i t i a t i v e . Th e G o v e r n o r described Bababa as a patriotic and result oriented person. Governor Mohammed said the new buses will ease the cost of transportation for the citizens, address the challenge of moving goods and service across the State and also make it cheaper for students to attend school on a daily basis. 79 FUEL SUBSIDY: DIRI UNVEILS 106 VEHICLES Governor of Bayelsa State, Senator Douye Diri, has unveiled a new transport scheme in a bid to alleviate the suffering of commuters in the State, following the decision of the Federal Government to remove fuel subsidy. Governor Diri, who inaugurated 100 cabs and six luxury buses at the DSP Alamieyeseigha Banquet Hall on Wednesday, July 19, said the initiative was his administration’s palliative to boost the cost of transportation on residents of the State. He acknowledged the hardship the subsidy removal imposed on the people, saying they will begin to enjoy the facilities at the inaugurated Bayelsa State Transport Terminal started by his predecessor, with the launch of the transport scheme. His words: “This is another historic day as we launch this fleet of transport vehicles to alleviate the suffering of our people.” “For those who have been crying over the ban on commercial tricycles at night, this is an effective replacement. The ban is, however, still in force….now, we have taxis that will run within the city of Yenagoa and environs to the Niger Delta University at Amassoma, to the airport and the Federal University, Otuoke and other towns. “I appreciate all Bayelsans for their patience. You know that your government has your welfare at heart.” The Bayelsa helmsman called on youths of the State to take full advantage of the initiative to empower themselves, just as he projected that over 100 youths would be engaged as drivers in the intra-state and intracity transport scheme. While handing over the keys of the vehicles to the General Manager of the Bayelsa State Transport Company (BSTC), Chief Timi Fanama, the Governor stressed that the new arrangement will be different from previous government’s transport initiatives and urged the management to make good us e of the v e h i c l e s t o e n h a n c e transportation in the State. On his part, Fanama urged youths to avail themselves of the scheme and embrace driving as a career. Governor Oborevwori Declares MNCH Week Open In Delta State Governor Sheriff Oborevwori of Delta State has flagged off the first round of the 2023 Maternal Newborn and Child Health (MNCH), Week in Asaba. Flagging off the celebration, Governor Oborevwori said his administration will continue with the policy on free healthcare for pregnant women and children under five that he inherited from his predecessor. He stressed that providing an a c c e ssibl e and affordabl e h e a l t h c a r e f o r m o t h e rs, newborns, and children is a critical component of any effective and sustainable primary healthcare policy. According to the Governor, it is for this reason that successive administrations in Delta State have provided free healthcare for pregnant women and children under five years. “Available data show that maternal and newborn mortality rates in Nigeria are among the highest globally….in fact, in 2015, Nigeria overtook India as the country with the highest maternal and child mortality rate in the world,” he disclosed, noting that “Nigeria's population is less than one-fifth that of India! That tells you the magnitude of the problem on our hands.” He assured that the Delta State Government will continue to do its b e s t t o i m p r o v e h e a l t h infrastructure across the State and expand the health insurance scheme to capture more people in the informal sector. “Furthermore, we shall continue to implement policies and programmes that will create wealth for our people so that they can invest in quality nutrition,” he assured. he Governor of Edo State, TGodwin Obaseki, has approved the holistic upgrade of infrastructure across over 336 schools in the State. The massive infrastructure overhaul in the schools will lead to the construction of 200 modern classrooms and water projects. The Executive Chairman of the Edo Universal Basic Education Board (Edo SUBEB), Ozavize Salami, said over 72,000 children in various schools across the State will benefit from the upgrade activities. She said 46 percent of the schools are in the urban areas and 58 per cent in rural areas. “We have been able to design progressive programmes for schools that are in rural areas as the programme is data-driven. The activities of teachers can be easily monitored as 7,000 teachers are currently being trained online and 84.4 per cent are logged on the online class,” she explained. The SUBEB Chairperson also noted that 380,000 students from various public schools across the State are currently benefiting from the State's Basic Education S e c t o r T r a n s f o r m a t i o n (EdoBEST) Programme. She noted that the reforms in the State's Basic Education sector by the Governor Obaseki-led State Government have continued to improve learning outcomes in s chools, the r eby pr epa ring children in the State for global competitiveness. “The Edo State Government has distributed 12,000 tablets; 7 million exam materials and 1.5 million textbooks across various Schools in Edo State as parents have access to their children's results. The EdoBEST Programme has been able to rebrand all schools, even those schools in the rural and riverine areas,” Salami said. Declaring open a three - day e x e c u t i v e r e t r e a t f o r Commissioners and Special Advisers in Osogbo, the State capital recently, Governor Adeleke said that the realisation of the five - point agenda of his administration will provide a solid foundation for a new Osun State. "Our first line charge is workers' welfare, salaries, gratuities, and pensions: The above flows from the close link between formal and informal workforce in Osun State. When State workers are well treated, the informal sector booms as Osun is for now almost a Civil Service State,” Governor Adeleke said at the ceremony, while adding that “our policies and progr amme s must be workers' friendly”. O u r Industrialisation efforts should be agricultural based in addition to other sectors such as solid minerals. “We must create industrial parks, agriculture processing zones, alongside our free trade zones. The target should be the development of value chains of agricultural products to access local and international markets. Targets $2 Billion Private Sector Investments In 2024 Gov Peter Mbah 83 G o v e r n o r Peter Mbah h a s disclosed that Enugu State Government will soon unveil a massive diaspora investment drive that will draw about 2 billion US dollars to the State. A c c o r d i n g t o Governor Mbah, this i n i t i a t i v e championed by State Government will mature in April 2024. Addressing a press conference at the Government House, Enugu, recently, the Governor said the initiative will begin with the launch of the Enugu State Diaspora and Investment Forum. Before the launch activity, the Governor said his administration will in Sept embe r hold a roundtable discussion with private investors in the diaspora on the roles of the diaspora and the government in the initiative. When launched, the Enugu State Diaspora and Investment Forum would be a “multi-stakeholder, fully transactional platform” c h amp i o n e d b y t h e St a t e Government to “accelerate the identification, preparation, curation, and financial closure of investment projects to achieve its private sector-led economic transformation agenda. “In its first year, the Enugu State Diaspora and Investment Forum aims to attract at least US $2.0 billion in investment interests,” he said. The Governor said the meeting slated for September would bring “bil a t e r a l and multil a t e r a l development partners, as well as senior-level executives” from commercial banks together. He said other development partners, such as public and corporate pension funds, sovereign wealth funds, private equity funds, infrastructure funds, and similar dome sti c financ i a l i n st i t u t i o n s, w i l l p a rt i c i p a t e i n t h e discussion/meeting. Governor Mbah said his administration will steer Enugu State on a path of private sectorled economic growth. He said a Diaspora and I n v e s t m e n t U n i t established within his office would implement the forum's business a n d i n v e s t m e n t m e e t i n g s , w h i l e pointing out that the forum was e x p e c t e d t o w o r k w i t h g o v e r nme n t a g e n c i e s t o facilitate policy reforms, technical assistance, support and innovative partnerships, as well as “mobilise capital for bankable projects, including net-zero aligned projects that can unlock the economic potential” of the State and South-East Nigeria. 84 OYO Oyo State Governor, Seyi Makinde, has said that the Ibadan Dry Port Project will be ready before the expected delivery date because the President Bola Tinubu-led administration understands “the benefits of developing the economic value chain.” He said the dry port project would be economically beneficial to the State, the business community and the Federal Government when completed. Makinde, who gave this assurance while speaking during an inspection visit of ongoing work at the dry port project, also said the State had made good progress with regards to the project. He s a id his administr a tion had committed huge resources to the creation of opportunities through infrastructure building and other key developments that have attracted investors and, therefore, urged youths to key into the opportunities by contributing and getting the rewards, rather than leaving the country for greener pastures. 85 Governor Mutfwang vows to reclaim solid minerals and tourism sites PLATEAU Governor Caleb Mutfwang of Plateau State has reiterated the commitment of his administration to collaborate with the Federal Government, to reclaim the abandoned mining sites scattered across the state and make them useful for agriculture, recreation and tourism. According to Governor Mutfwang not even the disturbing security situation in the state will stop his administration from achieving its plan for the tourism and solid mineral sectors of the State’s economy. The Governor told the Permanent Secretary of the Ministry of Solid Minerals, Mary Ogba, in Abuja, during a courtesy visit recently visit that he remains resolute to explore the huge solid mineral deposits in the state to grow its economy. He talked of how his administration will explore the use of modern techniques of mining exploration in line with Federal Government's guidelines to generate revenue for the state. 86 RIVERS Gov. Fubara Assures on Delivery of Port Harcourt Ring Road Project “Today, we are here to put mortar to brick to that contract signing. Some of you had doubts when we signed the contract, whether we will start it. But we did not just sign it, we have paid for it and we are here to commence the job. The importance of this road is not just connecting Eleme to Etche, Etche to Ikwerre Local Government Areas, but connecting our people." With these words, Governor Siminalayi Fubara set the tone for the flag off of construction on the multi billion naira Port Harcourt Ring Road project linking 3 Local Government Areas (LGAs) and several communities in the State. With almost 77% of the N195.3 billion contract sum already paid out to the contracting firm, Julius B e r g e r, n o t h i n g b e t t e r underscores assurance that the project will be completed on schedule. Speaking further at the flag off ceremony, Governor Fubara noted that no meaningful development can take place in any society without road accessibility. He used the opportunity to appeal to the various communities that the project will traverse to cooperate with the contractor without sabotaging their work, while assuring them of timely payment of all determined compensations. Flagging off the construction work on the project, immediate past Governor of the State, Chief Barr. Governor Kefas Declares Free Education G overnor Agbu Kefas of Taraba State has directed that no pupil in Primary and Secondary Schools in the State will pay tuition fees b e g i n n i n g fr om t h e n e x t academic session. He made the declaration in Wukari Local Government while on an assessment tour of Primary and Secondary Schools in the southern part of the State. Governor Kefas's declaration came two days after he slashed the tuition fee of the Taraba State University (TSU), Jalingo, and C o l l e g e o f N u rsi n g a n d Midwifery, Jalingo, by 50 per cent. This is regardless that the Universal Basic Education Act, 2004, provides for compulsory, free universal basic education for all children of Primary School and Junior Secondary School ages. “Let me announce to you that by the next academic session, the State Government will take responsibility for the School fees and all of you will attend school free of charge,” he told excited pupils of the schools he visited. He said the measure was part of efforts by his administration to ensure that Taraba indigenes acquire education, to enable them to realise their potential and to also “cushion the effect of the recent fuel subsidy removal.” “We will continue to support you to have a c c e ss to qua lit a tive education for a brighter future for our State,” Governor Kefas said. Noting that his administration would renovate dilapidated schools to make them meet demands of modern-day education, he assured that his administration “will invest more in infrastructural a n d e d u c a t i o n a l development.” Da n i e l Nu h u , a z o n a l Director of Education, lauded the Governor for m a k i n g o u t t i m e t o p e rs o n a ll y a ss e ss t h e condition of public schools in the State. He said with the declaration, his administration would turn around the sector within his first 100 days in office as the state of Taraba primary and secondary education is pathetic and unacceptable. 88 Governor Dauda Lawal of Zamfara State has assured that his promise of a new look Gusau, capital of the State, will soon be realised. The Governor gave the assurance recently in Gusau, at the signing of the contract for the start of work on the phase one of his urban renewal project in the State. At the ceremony, Governor Lawal affirmed his administration’s commitment to reverse the decay in infrastructure in the capital, and other urban cities in the State, through rebuilding new ones and rehabilitation of old ones, starting with the capital. According to Governor Lawal, “the signing of the contract agreement signifies that Zamfara State Government has embarked on a project that will change the narrative ZAMFARA for good,” because “the urban renewal starting with the township roads in the capital, Gusau, is the beginning of the infrastructure development that will cover all local government areas of the State.” Phase one of the township project is a road network linking the Government House to the Bello Bara’u roundabout, Tankin Ruwa Road, the old market road, and the police station roundabout, among others. Responding on behalf of the construction firm, the Executive Director of Ronchess, Samson David, said his company will replicate in Gusau, what they had done in Kaduna State. He appreciated the Zamfara State Government for finding the company worthy to be awarded the contract, while assuring that they will deliver the projects. The PDP Governors’ Forum held its inaugural meeting under the leadership of H.E Governor Bala Mohammed, CON, Governor of Bauchi State at Abuja on Tuesday, 11th July 2023.
