10th Regional Congress 2016

Message from the SEAMEO Council President

I am very pleased to learn that the SEAMEO RECSAM is
going to host the 10th Regional Congress on the Search for
SEAMEO Young Scientists (SSYS) between 7 and 11 March,
2016 in Penang, Malaysia.

To benefit the society as a whole, it is essential that
the SEAMEO community stimulates the interest in research
and development of the youth in our Region and encourages
them to develop new ideas, approaches and innovation. The
theme of “Youth Innovation for Sustainability” is very timely
and reflects the SSYS’s main goals, which are: to encourage
young learners to apply the scientific and mathematical
knowledge into technological problem-solving activities to
address sustainability; and to increase their awareness about
the relationship between science, mathematics, technology,
environment, economy and society.

I am certain that SSYS Congress will continue to be a regional
platform for students to engage in research projects and innovation, to exchange ideas
and experiences with their peers and educators from different Southeast Asian countries.
It is very promising to see that this Congress has attracted students from all over the
region and beyond in addressing youth innovation and sustainability. Initiated in 1997,
the SSYS has almost two decades of experience in encouraging young scientists from
the SEAMEO region to apply the scientific and mathematical knowledge creatively and
innovatively. With such experience, I sincerely believe that this Regional Congress will be
another achievement of the SEAMEO RECSAM.

In this opportunity, I wish to thank the SEAMEO RECSAM for its tireless effort in
making this biennial regional Congress a success. My sincere appreciation is also
extended to all student delegates and teacher advisors for their dedication and hard
work in making great innovation happen for this Congress.

10th Regional Congress 2016

Message from the SEAMEO Secretariat Director

SEAMEO RECSAM, one of 21 SEAMEO Regional Centres
and Networks located across Southeast Asian Region,
has been championing in providing platforms for students
and teachers to come together and share experiences in
science and mathematics education since its establishment.
One of the renowned initiatives is the Regional Congress
on Search for SEAMEO Young Scientists (SYSS). This
year, the 10th SYSS is organised under the theme “Youth
Innovation for Sustainability” to encourage our future
generation to apply science and mathematics to product
innovation and idea generation. This project is one of its
kind organised by the Centre.
As global population grows, the total number of youth
under the age of 30 constitutes more than half of the total
world population of seven billion. In most countries, the youth has their own index, youth
policy, and youth programme and forums. In order for us to sustain in this world and to
develop ourselves sustainably, it is essential that we tap the young minds for constructive
ideas as they are the future generation who will inherit the Earth. The SSYS Congress
offers that opportunity for youth to excel beyond what they have learnt in classrooms.
Not only has the Congress encouraged teamwork, it has also reflected and portrayed
SEAMEO initiative towards youth. The young generation must be able to sustain the
current global challenges by staying focused and moving towards innovation and new
endeavour steered by sustainable development perspective towards a better future.
Again, I would like to express my gratitude to all students and teacher advisors from
SEAMEO Member Countries for participating in the SSYS 2016. I wish all participants
will cultivate new knowledge, experiences, as well as friendship from this Congress to
create greater future for us all. I also hope SEAMEO RESCAM and its supporting partners
in the arrangements of the SYSS will have a productive and successful conduct of the
Congress. The current momentum should be sustained in future collaborations to help
SEAMEO RECSAM continue its journey as the leading SEAMEO Centre to leverage the
Education development in Science and Mathematics for the Southeast Asian Region.
Let us work together!
All the best. Thank you.

10th Regional Congress 2016

Rationale and Background

The Search for SEAMEO Young Scientists (SSYS) is a gathering of young scientists
all over Southeast Asia and beyond as a venue for sharing and dissemination of
information on their scientific and mathematical research projects. SSYS was
initiated in 1997 and, since then, it has been held once in every two years with a
specific theme.

SSYS aims to encourage young learners to apply scientific and mathematical
knowledge into technological problem-solving activities to address sustainability.
It aims to increase awareness of young learners about the relationship between
science, mathematics, technology, environment, economy and society. SSYS also
aims to foster camaraderie and networking among these young learners through
science and mathematics congresses, exhibitions and competitions.

Moreover, SSYS is a platform that provides opportunities to enhance the vast
potentials of youth through intellectual activity in conceptualising ideas, and through
cooperative teamwork in organising those ideas into more tangible investigative
research projects that benefit the society.

In this 21st century, diverse environmental, social and economic developments had
increased pressure and demand on sustainability and innovation. The youth, which
comprises more than half of the world’s population, plays significant role steering
future direction. Hence, youth should develop understanding, skills and proficiency
on innovation to sustain and enhance the quality of life. It is therefore important
to include sustainability in all future innovation and developments. In view of this,
SSYS serves as a platform for youth to lead the process. The focus of SSYS is to
enable the young generation to analyse current problems and investigate potential
solutions. As such, this would encourage them in developing and implementing
solutions to their everyday life problems.

At RECSAM, we believe that education is essential in attaining sustainability, and
the present generation of youth, regarded as the hope of the future, should play
a crucial role to achieve this goal. Hence, the Centre welcomes submission of
science and mathematics projects that showcase ideas and innovations aimed at
environmental sustainability, social justice and economic vibrancy within the context
of sustainable development.

1

10th Regional Congress 2016

Objectives

The SSYS is envisioned as a worthy intellectual venture and an effective medium to
promote lifelong scientific and mathematical values, interests, skills, attitudes and
motivation among the youth. It is hoped that through the SSYS, there will be an
increase in societal well-being through quality science and mathematics education
interspersed with technology, environmental, economic and societal awareness.
Specifically, SSYS aims to:
- Encourage research and development in science and mathematics among

young learners in Southeast Asia and other countries;
- Provide a forum for the exchange of ideas and experiences among students

in Southeast Asia and other countries;
- Provide a venue for intellectual and social interactions among students and

educators; and
- Identify and give recognition to outstanding young science and mathematics

researchers.

2

10th Regional Congress 2016

Congress

The Science and Mathematics Congress is a venue where the delegates will present
their projects to the members of the panel of judges and the public. The venue
of both congresses would be different accordingly. The congress will start once
the judges and students are ready. There would be a question and answer (Q&A)
session after each presentation.
- Any student from the research project team may present. Multiple presenters

are allowed as long as the presenters belong to the same team.
- Teachers are not allowed to assist the students in any way during the

presentation.
- Presentation should be done using computer, an LCD projector and MS

PowerPoint (or related) software. All presentation files will be collected from
the delegates prior to the event.
- The order of presentation for each project will be determined by drawing lots.
The drawing will be done prior to the event and the sequence will be posted
on the SSYS official website as well as SSYS social page.
- Presentation should only be for 5 to 8 minutes for each project. Should the
presentation end before the time, the presenter should announce “end of
presentation”. To remind the presenter of the time remaining, a notice board
with the message “one minute” will be showed. At the end of one minute, a
“thank you” notice will signal the end of the presentation.
- Immediately after the presentation, a question and answer session by
members of the floor will follow (for a maximum of two minutes).
