Reexamining SME Reviews/Job Postings
Identifying Preferred Qualifications that lead to acquisition of the ideal applicant is essential
Process Prior to the SME Review
Hiring Officials are the only subject matter experts who determine the professional qualities
of their ideal applicant and have the sole responsibility for developing/identifying preferred
qualifications directly related to the job to be filled. Failure to do so may result in lack of
eligible applicants or a need to re-post. Preferred qualifications sought/desired must be
identified on the posting in order to be included in the review.
Disclaimers
the Nurse Recruiter’s only responsibility is to review each resume for the presence of the
preferred qualification(s) as identified by the hiring official.
the Nurse Recruiter does not have the authority to make assumptions or decisions about the
eligibility of the applicant based upon qualifications other than those provided by the hiring
official.
Once a job announcement has been posted with the preferred qualifications provided by the
hiring official, no additional qualifications can be applied during the SME process.
Although qualifications such as; “good communication skills” or “good customer service skills”
may be listed in the posting, please note that they are not measurable via resume review.
Recommendations
Avoid use of qualifications that do not impact the applicant’s ability to fulfill requirements of the
posted position. For example, if the applicant makes it to the interview process, inquiries about
possession of a VA approved certification that is not a condition of employment can be addressed at
that time.
Listing “more” qualifications than needed to attract the ideal applicant does not produce better
outcomes. Seek only pertinent experience and finite time frames of such experience. “Recent”
experience includes administrative or clinical experience that has taken place within the last 5 years.
Other time frames man be specified as well. Without this information, experience spanning the entire
career of the applicant must be considered.

Did you know….
There is a required SERVICE OBLIGATION associated with the Employee Incentive
Scholarship Program (EISP)
▪ All EISP participants, whether full-time or part-time employees, are required to serve in a full-time
VHA position for a period of obligated service after completion of the applicable training or
education approved under EISP.
▪ A full-time student incurs a service obligation of 3 years, regardless of the amount of education
received under EISP.
▪ Part-time students incur a minimum service obligation of 1 year and a maximum service obligation
of 3 years.
▪ The obligated service for a part-time student is pro-rated. It is based on the proportion of the
number of credit hours carried by the student in any school year to the number of credit hours
required to be carried by a full-time student as defined in this directive.
▪ However, in no circumstance will the requirement for obligated service for a part-time student
under EISP be less than 1 year or greater than 3 years of full-time employment.

Delaying Expiration of Nursing Licenses
Excerpts taken directly from the Maryland Board Nursing website
License and Certificate Holders,
Please note that as per a revised Executive Order issued by the Governor on
June 15, 2021: Effective immediately, all licenses and certificates that would otherwise
expire prior to August 15, 2021 are extended until 11:59 p.m. on August 15, 2021, after
which time the license or certificate will expire unless renewed prior to that date.
The Board will permit licensees and certificate holders to submit their renewal applications
electronically, even if you are submitting your renewal application more than 30 days after
it was originally scheduled to expire.
If you have elected to postpone renewing your license or certificate in accordance with the
Governor’s previous temporary extension, then you are strongly encouraged to submit a
renewal application online as soon as possible, and, at a minimum, at least 30 days prior to
the August 15, 2021 deadline.
If your license or certification has not been renewed or has been inactive for greater than one
year, please contact [email protected].
