Introduction to STUF United Fund / World Taiwan Foundation

世台聯合基金會 (STUF United Fund Inc., DBA World Taiwan Foundation) 成立於2009年，
為美國 501-C-3 非營利組織。自成立以來，連結全球資源，包括世界各地的NPO/NGO (非營利
組織、非政府組織)、民間企業、政府機關、以及聯合國單位，著重於災難救助、人道援助、教育文
化、公共衛生與環境保育等領域，成功地在五大洲、33個國家推動國際慈善計畫。

STUF United Fund Inc. (DBA World Taiwan Foundation) was established in 2009 as a 501-
C-3 nonprofit organization in the United States. Since it was founded, STUF United Fund has
connected global resources – including NPO/NGOs, the corporate sector, government agencies,
and UN agencies – to conduct charity projects in the areas of disaster relief, humanitarian assistance,
education and culture, public health, and environmental protection. With the core values of Share,
Trust, Unity, and Family, STUF United Fund has successfully carried out charity projects in 5 continents
and 33 countries.

世台聯合基金會也藉由與世界各地公益團體建立聯盟夥伴，共同來推動社會公益，並且有效率
地整合和分享慈善資源，擴大慈善效益。透過與聯盟組織的合作，放眼國際的同時，深耕贊助計畫
的當地社區，讓愛心與捐款能產生更大的影響力，改善人們的生活。基金會的聯盟夥伴組織，遠達
北美洲、拉丁美洲、非洲、以及亞洲地區。

The organization also promotes social changes by building alliances with public interest groups
around the world, and efficiently integrates and distributes charity resources to maximize the impact.
Through partnering with nonprofit organizations, the conducted projects can truly benefit local
communities and improve people’s lives. STUF United Fund’s affiliate partner groups are in North
American, Latin America, Africa, and Asia.

聯合國經濟及社會理事會 (UN ECOSOC) 於 2016 年四月賦予 STUF 特殊諮詢地位 (Special
Consultative Status)，除了能進出紐約聯合國總部、聯合國日內瓦辦事處、聯合國維也納辦事處之
外，也能參與各種聯合國相關會議，對於聯合國所規劃的17項永續發展目標，與許多國際組織合
作，讓公益志業產生更深遠的效益。STUF 自2010年起，即為聯合國全球企業盟約 (UNGC, United
Nations Global Compact) 的 NGO 成員，除了鼓勵企業建立社會責任的概念，也持續推動公益團
體、民間企業、政府單位的多方合作，更有效地改善社會。除此之外，於 2018 年加入 CoNGO 會
員 (Conference of Non-Governmental Organizations in Consultative Relationship with the United
Nations)，加強與聯合國諮詢地位之NGO互動。此外，STUF於2020年成為「美國總統志工服務
獎」的授權核發機構之一。

The United Nations Economic and Social Council (UN ECOSOC) granted STUF United
Fund Special Consultative Status in 2016. In addition to being able to enter the United Nations
Headquarters in New York, Geneva, and Vienna, it can participate in various UN Related meetings on
the 17 sustainable development goals stipulated by the United Nations. This status has also enabled
STUF United Fund to become partners with many international organizations, with the expectation
to realize a long-lasting impact to the communities it seeks to aid. In addition, since 2010, STUF
has been an NGO member of the United Nations Global Compact (UNGC). In 2018, STUF joined
CoNGO, Conference of Non-Governmental Organizations in Consultative Relationship with the
United Nations. In 2020, STUF was approved to be one of the official certifying organizations for the
U.S. President’s Volunteer Service Award.

在災難救助方面，世台聯合基金會多次統籌各界救災專款，幫助天然與人為災害的災民，包括
2009年台灣八八水災、2010年海地大地震、2011年日本海嘯與核災，2012年泰國與菲律賓水患、
以及紐約颶風珊迪 (Hurricane Sandy) 。2014年為高雄氣爆事件賑災，募得了超過二十五萬美金善
款。此外，2016台南地震、2017休士頓風災、波多黎克颶風、2018 花蓮地震、2021台鐵花蓮事
故以及德州暴風雪也都發起募款賑災活動。

In terms of disaster relief, STUF United Fund has repeatedly raised funds to help victims of
natural and man-made disasters – including the 2008 flood in Taiwan, the Haiti earthquake in 2010
and the Japanese tsunami and nuclear disaster in 2011. In 2012, STUF United Fund sent aid to flood
victims in Thailand and the Philippines, as well as those who were affected by Hurricane Sandy in
New York. In 2014, STUF United Fund raised $250,000 US dollars in light of the occurrence of the
Kaohsiung gas explosion. Other disasters such as the 2016 Tainan earthquake, the 2017 Houston
and Puerto Rico hurricanes, the 2018 Hualien earthquake, the 2021 Hualien railroad train accident
and Texas snow storm also prompted the organization’s fundraising efforts.

針對COVID-19疫情，世台聯合基金會於2020年捐贈了將近七萬個口罩給美國22個城市的醫療
院所、政府單位和有需要的民眾。此外，提供緊急糧食援助給祕魯偏鄉地區的家庭。2021年捐贈製
氧機到印度和印尼，以及捐贈隔離採檢艙和防護用具給台灣醫護人員。

In terms of COVID-19 relief, in 2020 STUF donated close to 70,000 masks to hospitals,
government units, and the general public in 22 cities in the U.S. STUF also provided emergency food
support to families in rural areas in Peru. In 2021, STUF donated 71 oxygen concentrators to India
and Indonesia as well as provided isolation testing booths and protection equipment to medical staff
in Taiwan.

世台聯合基金會所贊助的文化教育活動，則包括美國、加拿大之藝文活動、柬埔寨偏鄉地區的
兒童教育與成人就業輔導、台灣和祕魯的兒童教育和社區發展。2018年贊助台灣傑出的身心障礙音
樂家，到莫斯科Filantrop Foundation國際頒獎典禮活動演出及接受頒獎。2019年則邀請俄國身心障
藝術家到台灣演出和參訪。此外，近年來推動生命教育計畫以及國際科丁電腦教育計畫。

Cultural and educational activities sponsored by STUF United Fund include art activities in the U.S.
and Canada, children’s education and employment training in rural Cambodia, as well as children’s
education and community development in Taiwan and Peru. In 2018, STUF United Fund sponsored
Taiwan’s outstanding musicians with intellectual or physical disabilities to join the Filantrop Foundation
International Awards Ceremony in Moscow to accept their awards. In 2019, Russian artists with
intellectual or physical disabilities visited Taiwan for charity performance. Moreover, STUF has been
promoting Life Education Project and Coding International Project in recent years.

公共衛生的補助計畫，則著重於醫療與健康資源，包括在海地和迦納挖鑿水井，提供1500位
當地居民乾淨飲用水，於南美洲秘魯偏鄉社區提供健康醫療服務，以及於非洲烏干達設立「希望診
所」，讓不幸感染愛滋病毒的兒童以及附近5000多位居民，能有完整的醫療照顧。

Public health program focuses on subsidizing medical and health resources. Some projects
include water wells in Haiti and Ghana, which provide 1,500 local residents with clean drinking
water; health care services in rural communities of Peru in South America; and Hope Clinic in Uganda,
which was set up to provide medical resources to children who are infected with HIV and more than
5,000 local residents.

2014與2016年，世台聯合基金會協助ACC阿彌陀佛關懷中心帶領非洲孤兒於北美洲演出，助
其走向國際，二年巡迴演出募得50餘萬美元。2016、2017，有鑑於敘利亞難民之艱難處境，並對
許多歐洲國家造成重大影響，發起「為小難民送衣渡寒冬」慈善活動，於約旦、土耳其、奧地利、
希臘總共提供55,600件夾克和一萬件雨衣給敘利亞難民孩子。2019年協助非洲人民度過旱災，運送
120公噸糧米到南非與史瓦帝尼。

In 2014 and 2016, the organization supported ACC (Amitofo Care Center) to lead African
orphans to hold charity performances in North America, meeting sponsors and supporters in the
international sphere. A total of more than $500,000 US dollars was raised during the tours. In
2016 and 2017, in view of the difficult situation of Syrian refugees and its significant impact on
many European countries, STUF United Fund provided 55,600 winter jackets and 10,000 raincoats
to young Syrian refugees in Jordan, Turkey, Austria and Greece. In 2019, the organization provided
assistance to several droughts in Africa, and transported 120 metric tons of rice to South Africa and
Eswatini.

為了進一步拓展全球慈善志業，世台聯合基金會於2019年成立世台東非中心，2021年成立世
台亞太中心。

In order to further develop and carry out the projects in global charity, STUF United Fund
established STUF East Africa Center in 2019 and STUF Asia Pacific Center in 2021.

我因為台灣商會的管道而加入世台聯合基金會 (世台)，非常感謝2006年由陳秋貴和張亞鳳等
人，提議並極力推薦世界台灣商會聯合總會成立一個非官方(NGO)、非牟利(NPO)的慈善組織，
凝聚台商的力量，在國際公益平台上展現台商的團結及善心。透過世台的平台，結合美國、加拿大

以及全球的台商，積沙成塔的財力、實力、及毅力來造福人類，並且協助台灣拓展及茁壯國際的地

位。

I joined STUF United Fund (STUF) through the Taiwanese Chamber of Commerce. I am very
grateful to Thomas Chen, Ah-Fong Chang, and others who proposed and strongly recommended
the WTCC (World Taiwanese Chambers of Commerce.) to establish a non-governmental, non-profit
organization (NGO, NPO) in 2006 to gather the strength of Taiwanese business people and show the
unity and kindness of our Taiwanese entrepreneurs in the international society. STUF unites Taiwanese
business people in the United States, Canada, and all over the world, connecting financial resources
to benefit those in need and helping Taiwan strengthen its international presence.

世台在當年的總會長溫玉霞的授權下，在美國紐約申請，經過四年多的努力，在2009順利完
成立案為 501-C3 非牟利組織。世台的宗旨是：以台灣商會為主體，強調聯合推動公益、回饋社
會。使命著重於：慈善救濟、文化教育、環境保護、公共衛生。我們的願景就是讓全世界都看得到
台灣人的善行！

Under the authorization of the president of the year, Ms. Yu-Hsia Wen, STUF was established
in New York as a 501-C3 non-profit organization in 2009 after more than four years of hard work.
The purpose of STUF is to emphasize the joint effort for public charity and giving back to the society
with the members of the Taiwanese Chamber of Commerce as the core force. The mission focuses on
charitable relief, culture and education, environmental protection, and public health. Our vision is to
let the good deeds of Taiwanese be seen by the whole world!

世台開始運作時發現各國的稅法及規章制度不同，因此除了美國之外，其他國家的捐款不能享

有抵稅的益處。最後在大家的共識之下著重在北美洲經營。


When STUF began to operate, we realized that the tax laws and regulations of each country were
different. Therefore, donations outside of the US could not enjoy tax deduction benefits. Finally, with
the consensus of everyone, we focused our operation in North America.

世台13年來在陳秋貴董事長、姚宏智前執行長，林鋕銘現任執行長，陳柏宇秘書長，陳朝全財
務長以及各位董事的同心協力，慷慨解囊無私的奉獻下，善行不勝枚舉，雖然過程辛苦，成果值得
安慰。世台基本資金來自董事每年繳交的認捐，其他是個案募款的方式。其中包括緊急救難，例如
疫情中的「千萬個口罩，千萬個愛心」計畫、索馬利蘭火災救助、以及烏克蘭戰爭難民救援。也有
長期性的計畫，如生命教育課程和科丁(coding)程式教學。

In the past 13 years, STUF United Fund has made concerted efforts through the devotion of
Chairman Thomas Chen, former CEO Jefff Yao, current CEO John Lin, Secretary General Paul Chen,
Chief Financial Officer Jerry Chen, and all directors. There are countless good deeds, and although
the process is difficult, the results are comforting and encouraging. The basic funding of STUF comes
from the annual pledge of the directors, and the rest are conducted through project fundraising. STUF

joined TCCNA’s project “ten millions of masks and ten millions of love’’, conducted fire disaster relief
in Somaliland, and provided aid to Ukrainian refugees . Long-term projects include life education
courses and coding program teaching.

世台秉持著初衷與堅定經過多年的努力，在2016年取得聯合國特殊諮詢地位，成為聯合國的
NGO會員，是第一個在聯合國向全世界介紹台僑商在全球進行公益活動的台商團體。2020年世台
榮獲白宮授權，可以頒發美國總統義工獎給對社會有貢獻的義工們。

Upholding its original goals, STUF was granted Special Consultative Status by the United
Nations Economic and Social Council in 2016 and became the first Taiwanese business organization
to introduce the charity activities of overseas Taiwanese business people in the United Nations. In
2020, STUF became an official certifying organization for the President’s Volunteer Service Award.

在這十三年來，感謝陳秋貴董事長對世台的堅信，未曾間斷的捐款作為每年基本經費。另外，
在我任期七年執行長當中，當時擔任監事長的楊信國策顧問賢伉儷的慷慨解囊，大筆捐款為我補足
年度設定的募款目標，此善舉令我感激不盡。還有，陳陽明董事賢伉儷的善心義行，提供敘利亞
難民兒童冬衣夾克的布料，今年又捐贈一千件polo衫和夾克，贈送給烏克蘭難民計畫的善心捐款人
士。在此，也感謝世台親善大使暨歐洲名譽總會長張昭倫，在2016年為敘利亞難民捐出五千雙織
襪。世台的董監事們各位都是由天下凡的天使，每當有緊急個案決議執行時都大力支持。

In the past 13 years, I would like to thank Chairman Thomas Chen for his firm belief in STUF
and his continuous donation. During my seven year as the CEO, Mr. Jackson Yang, then STUF Chief
Supervisor, and Mrs. Julie Yang generously donated money to make up for the fundraising target I set
for the year, I cannot thank them enough. In addition, Director Younger Chen and his wife donated
the materials for the 56,000 winter jackets for Syrian refugee children. This year, they donated 1,000
polo shirts and jackets as gifts for the Ukrainian Aid Project donors. I would also like to thank Sharon
Chang, Honorary President of ETCC and STUF Goodwill Ambassador, who donated 5,000 pairs of
knitted socks to Syrian refugees. All STUF directors and supervisors are angels, who provide great
support whenever there is urgent need.

但願前人的努力與奉獻能受到重視和肯定，期盼有更多志同道合的善心人士，加入世台聯合基
金會，使之永續經營世代傳承。這兩年來林鋕銘執行長不斷鼓勵更多年輕人參與聯合國的活動，並
且代表世台參加 CoNGO (聯合國內具諮詢地位之非政府組織會議) 各委員會。在黃怡妙總幹事的
大力協助繼續經營之外，長期規劃和組織的健全也是世台重要的任務，才能使世台全方位的發揮實
力，順利執行世台四大使命。

I hope that the efforts and dedication of the predecessors can be valued, and I hope more
like-minded people will join STUF so there can be sustainable development. In the past two years,
CEO John Lin continues to encourage more young people to participate in UN related activities and
participated in various committees of the CoNGO (Conference of NGOs in Consultative Relationship
with the UN) that STUF belongs to. With the strong assistance of Chief Administrator Yi-Miao Huang
STUF continues to operate steadily, but long-term planning and completeness of organizational
structure are also important for STUF, which will help STUF fully exert its strength and successfully
implement the four major missions.

在2019年出版世台聯合基金會(世台)十週年特刊後，許多規劃的活動在突如其來的COVID-19
疫情下幾乎全部停擺，包含2019年和國合會專員參觀完南蘇丹難民營之後，決定在烏干達北部建立
一個社區水資源計劃及相關的募款音樂會。

After the publication of STUF United Fund’s (STUF) 10 year anniversary journal in 2019, many
of our original plans were suspended due to the sudden COVID-19 outbreak. It includes the water
resources plan in northern Uganda and related fundraising musical concerts that were scheduled
after visiting the South Sudan refugee camp with members of ICDF in 2019.

慶幸的是，2019年在烏干達成立的世台東非中心，在董事長林政良博士的領導下仍有運作. 而
世台亞太中心也在劉美德理事長的努力下，順利在台灣完成登記。此外，2019年的聯合國週邊會議,
俄羅斯殘障藝術家訪台演出，以及和桃園市政府合辦的活動，都順利進行。

Fortunately, some plans were carried out in 2019. STUF East Africa Center is still
operating under the leadership of its Chairman Dr. Jeff Lin. STUF Asia Pacific Center successfully
completed the registration process in Taiwan with the effort of its Chairlady Serena Meiteh Liu. Be-
sides, STUF organized the United Nations HLPF side event in New York, and two projects were held
in Taiwan, including the visiting of Russian artists with disabilities and the convention co-sponsored
by the Taoyuan City.

2020年開始的疫情雖然阻斷了原來的規劃，世台工作團隊調整腳步，先在美國、印度及印尼等
地發送疫情所需要的口罩、製氧機等，同時針對疫情的線上教學，建立了世台國際科丁（STUF Cod-
ing International）計畫，利用網路在肯亞、秘魯以及聖露西亞培訓科丁教學人才，進而規劃國際
比賽來提升學生的學習興趣。此外，已進行多年的世台生命教育學會，也改為線上教學，吸引全球
更多的華語家庭加入。

Although the pandemic changed our original plan, STUF’s working team adjusted our pace
quickly. First, we donated masks in the U.S. and oxygen concentrators in India and Indonesia. At the
same time, STUF Coding International Project was established and utilized the internet to train Coding
teaching talents in Kenya, Peru and St. Lucia. International coding competitions are planned to en-
hance the interest of the students. STUF United Fund Life Education Program, which has been offered
for many years, also went online to attract more Mandarin-speaking families around the world to
join.

2022年俄烏戰爭爆發，也改變了我們預定今年五月在日內瓦舉辦世界衛生大會（WHA）周邊會
議的計畫。而為了支持烏克蘭人抵抗俄羅斯的侵略，世台發起募款在過去幾個月內，贈送了三批物
資。

The outbreak of the Russian-Ukrainian war in 2022 has also changed our plans to host a side
event in Geneva during the World Health Assembly (WHA) in May. In order to support humanitarian
aid, STUF delivered 3 batches of donation items in the past few months.

世台董事對國際局勢非常關切，所以過去十幾年內，世台因應比較重大的國際事件，都積極進
行國際援助。例如2016年的敘利亞難民潮，在土耳其、希臘、奧地利及約旦發放5萬6仟件冬衣夾克
給敘利亞難民兒童。今年的俄烏戰爭及索馬利蘭的火災，也是如此。

The directors of STUF pay close attention to international affairs, therefore STUF has been pro-
viding humanitarian aid to major global incidents in the past decade. For example, during the Syrian
refugee crisis in 2016, STUF distributed 56,000 winter jackets to Syrian refugee children in Turkey,
Greece, Austria and Jordan. Related projects this year included disaster relief for the fire in Somalil-
and and support for the Ukrainians.

為了提升台灣的國際地位，世台在進行國際援助活動都會邀請駐外代表出席。也透過當地台商
朋友與該國NGO建立合作夥伴關係，再將國際援助計劃結果呈現給該國的駐聯合國代表團。

To enhance Taiwan’s presence in the international society, we invite Taiwan representatives to
join when STUF carries out international charity efforts. We also establish partnerships with NGOs
in the country through friends in the local Taiwanese chamber of commerce. Upon completion of the
projects, STUF presents the results to the country’s delegation to the United Nations.

世台的20幾位董監事是我們最大的動力來源，特別是陳秋貴董事長及林貴香副董事長，除了每
年的年度認捐以外，經常為特定項目認捐及募款。董事會也建立了堅強的工作團隊，有多位世台大
使及年輕的聯席董事協助及承辦各項工作。這些義工加上專職的總幹事及專業經理，承擔了各項活
動的計劃及執行。

STUF has more than 20 directors and is our biggest source of support, especially Chairman
Thomas Chen and Vice Chairlady Kico Lin, who, in addition to annual pledges, often contribute to
specific projects. The board of directors has also established a very strong working team, including
goodwill ambassadors and associate directors who assist with various projects. These volunteers and
our chief administrator and project managers handle the execution of our plans.

面對世事難料的第二個十年, 世台依舊保持初衷: 以完善的公司治理來推動國際公益事業，更
進一步深入參與交流聯合國的架構，發揮NGO精神。世台將推出的專案計畫STUF UN GO! ，旨在鼓勵
更多年輕人參與聯合國事務及相關的國際組織。我們計劃透過工作坊，與企業及社團連結，鼓勵更
多年輕人加入聯合國的NGO委員會參與國際事務，培養有國際觀及經驗的領導人才。

Facing the second decade of this unpredictable world, STUF continues with our original goal to
conduct charity projects through solid corporate governance and further participate in the
United Nations to carry out the spirit of NGOs. After STUF will work on “STUF UN GO!” project to
encourage young people to join UN activities and related international organizations and affairs to
cultivate leaders with global perspective and related experience.

由海外台商組成的世台經過十幾年來所建立的國際公益事務平台，具有執行力及社會公信力。
世台的架構也建立在可擴張性及包容性上，除了與35個非政府組織建立聯盟合作外 ，也透過與政府
機構合作推介聯合國永續發展目標（SDGS），台灣企業更可以和世台合作，接軌國際事務，同時善
盡企業社會責任。

STUF, which is composed of overseas Taiwanese entrepreneurs, has established an international
charity platform in the past ten plus years with capability and social credibility. The structure of STUF
is also based on scalability and inclusiveness. In addition to establishing alliances with 35 NGOs, we
also promote the United Nations Sustainable Development Goals (SDGs) through collaboration with
government agencies. Taiwanese businesses can partner with STUF to be involved in international
affairs and fulfill corporate social responsibilities at the same time.

因應烏克蘭戰事情勢，世台聯合基金會於2022年3月發動募捐計畫 “Stand with Ukraine, Tai-
wan can Help” 並動用預備金，委請旅居波蘭的世界台商總會名譽監事長楊景德僑務顧問及夫人鄧

姮琦女士協助 (二者皆為世台親善大使)，於四月、六月、七月進行了三個梯次的援助行動，幫助烏
克蘭難民。此項人道援助計劃得到 OCAC (僑務委員會) 徐佳青副委員長的大力支持，透過OACA

管道協助傳送消息，呼籲全球海外台僑與台商共同伸出援手，讓烏克蘭難民得到及時的幫助，也讓
世界看到 Taiwan can Help 。

Responding to the armed conflicts in Ukraine, STUF United Fund (STUF) utilitzed its reserve fund
and launched a fundraising project in March 2022 called “Stand with Ukraine, Taiwan can Help’’.
With the assistance of Mr. Ching-Der Yang, Honorary Chief Supervisor of World Taiwanese Chambers
of Commerce (WTCC) and Advisor of Overseas Community Affairs Council (OCAC), and his spouse,
Ms. Kaja Deng (both STUF Goodwill Ambassadors), STUF successfully made 3 batches of donations
for Ukrainian refugees. The project had the support of Ms. Chia-Ching Hsu, the Deputy Minister
of OCAC, who shared the project through OCAS’s global communication channels. This project
highlights the strength and capacity of how “Taiwan can Help”.

卡車於4月5日從波蘭往烏克蘭邊境出發，隔日上午抵達波蘭 Rzeszów 旁小鎮Łąka的倉儲。台灣駐波

33 pallets of food and aid items

In April 2022, STUF purchased 32 pallets of emergency foods and one pallet of hygiene products
locally in Poland. The trunks departed from Poland to the border of Ukraine on April 5th and arrived
at the storehouse in Łąka, which is located next to the city of Rzeszów, Poland. Ambassador Bob Chen,
Taiwan’s Representative to Poland, assigned Officer Mr. Yang and Mr. Fu from the representative
office to witness the important donation event.

跨越美國東西岸的募款活動

針對此援助計畫，世台林貴香副董事長偕同基金會在
北加州地區的陳朝全財務長、吳怡明董事、張世杰董事、
賴美智董事與曾璿憓親善大使，共同推動募款，並獲得當地許多社團響應。 另外包括邁阿密的程惠
玲董事、休士頓的梁慶輝董事、北德州的康碧娥女士、俄勒崗台商會、休士頓密儀雷藏寺的蓮進法
師也帶動眾多信眾協助募款。此外，特別感謝陳陽明董事 (舊金山知名衣廠台商) 鼎力相助提供紀
念品，“您捐一日所得, 贈您一件紀念衣”, 以烏克蘭國旗色彩為基底的polo衫和風衣夾克，上面

Fundraising effort across the U.S.

STUF Vice Chairlady Kico Lin, CFO Jerry Chen, Director Ye Ming Wu, Director Jeffry Chang,
Director Mei Chih Lai, and Goodwill Ambassador Amanda Jaskiewicz launched fundraising activities
in northern California, which was supported by many local organizations. Additionally, Director Huiling
Chiang, Director Frank Liang, Ms. Nancy Kang, Taiwanese Chamber of Commerce of Oregon, and
Abbot Earl Tse of True Buddha Society of Houston encouraged their members to contribute to this
donation. STUF is also thankful for the kindness of Director Younger Chen, a famous entrepreneur
in the clothing industry in San Francisco. He provided polo shirts and jackets with STUF logo and the
national flags of Taiwan and Ukraine.

確認物資安全送達

世台為了直接和烏克蘭的慈善機構建立管道, 確認物資有適合的受贈團體，可以安全有效率地
送達烏克蘭人民手中，特別委任盧蔓菁董事尋找和聯絡相關的烏克蘭慈善機構，經過仔細查證，選
擇上述的Charitable Foundation Volunteer Center in Ukraine。此烏克蘭慈善機構的志工都是來自各
界的專業人士，包括平面設計師、攝影師、建築師、音樂家、大學講師和醫生等，為了俄烏戰爭放
下工作，投入救國行列。

Partnership with Ukrainian NGO

To ensure the donated items can safely and efficiently arrive in Ukraine, STUF assigned Director
Janny Lu to reach out to relevant service groups. After careful consideration and investigation, the
Charitable Foundation Volunteer Center in Ukraine was chosen as the donation recipient. Volunteers
of this group include graphic designers, photographers, architects, musicians, college instructors,
physicians, who are devoted to help their fellow Ukrainians during the armed conflicts.

第二波援助於6月10日捐贈醫療器材與藥品，協助烏克蘭醫護人員搶救生命。由合作的烏克蘭
機構與當地醫師、醫護人員確認需要的物資清單，確認捐贈物品符合需求。其中有　50% 是負壓傷
口治療法所需醫療機器和耗材，25%是消毒包紮紗布，25%是藥品。近四十種的藥品採購作業極為
繁瑣，有的甚至遠從德國採購。一起參與世台捐贈的，還有三間台灣私人企業，捐贈了一台醫療機
器和耗材，以及三個棧板的食物，充分展現各界民間機構的合作與支持。

Medical devices and medicine

In June, STUF donated medical supplies and the list was confirmed by local Ukrainian physicians
to ensure the list met their needs. Half of the supplies were medical devices and consumables,
particularly for negative pressure wound therapy (NPWT), 25% of antiseptic gauze and 25% required
medicine. The process of purchasing nearly 40 kinds of medicine was extremely complicated and
some were acquired from Germany. Three Taiwanese companies joined the donation effort and
provided one medical device and three pallets of food. The partnership highlights the joint support
from public-private sectors.

和減少疼痛有關鍵性的幫助，尤其是不易癒合的大面積傷口。而 3M
公司的機器所提供的復原速度，比其他舊式機器縮短 2 到 3 倍住院

Yang contacted 3M in Poland, however, the great demand for medical delivering the donation to health facilities
supplies during the war made related purchasing extremely difficult. to save lives
Fortunately, Mr. and Mrs. Yang were able to overcome the challenges.
The NPWT device is extremely helpful to wound healing and reducing
painfulness, especially for wounds with larger areas that are harder to
heal. Since 3M’s NPWT device could reduce 2 to 3 times the length of
hospital stay compared to other machines, the donation is critical for
the Ukrainian physical and medical team.

An ambulance for the hospital in Ukraine Behind the casual handshakes and smiles

On July 8th, STUF donated a brand new ambulance to a hospital and months of communication and

Mr. Yang and Mrs. Yang spent great efforts searching for an ambulance manufacturer in
Poland. STUF appreciates the recommendation made by the Ministry of Foreign Affairs (MOFA) of
Taiwan R.O.C. about donating the ambulance to the Lviv Territorial Medical Union and for Taiwan
External Trade Development Council (TAITRA) introducing translator Ms. Julia Shemygon. STUF
Chief Supervisor Danny Chen drafted related legal documents. MOFA provided their support to the
donation and Ambassador Bob Chen (Taiwan R.O.C. Representative in Poland), Mr. Samil Yaroslaw
(representee of Lviv Territorial Medical Union, Ukraine), and Mr. Jaroslaw Stachowski (General Man-
ager of the ambulance dealer- AMZ-Kutno S.A.) all attended the donation ceremony.

Ambassador Chen said it is his honor to witness the ambulance donation ceremony. He be-

sides, is significantly meaningful as it will soon save lives in all comers of Lviv.

Charitable Foundation Volunteer Center in Ukraine posted “Thanks to Taiwan” in Ukrainian and
English on Facebook on April 12. They wrote, “Despite all the distances, time zone differences and all
the logistic challenges, our Taiwanese friends had purchased 15 tons of humanitarian aid, including
32 pallets of food and 1 pallet of hygiene, and transferred it to our warehouse.”

STUF has consolidated resources to conduct numerous
international humanitarian aid projects. For example, 55,600
winter jackets and ten thousand raincoats were donated to
Syrian children refugees in Turkey, Austria, Greece, and Jordan
in 2016 and 2017. Other charitable actions include rice delivery
to Africa in 2019, oxygen concentrators to India and Indonesia in
2021, and fire disaster relief in Somaliland as well as support for
Ukrainians this year.

索馬利蘭大火賑災: 民間與政府合作，發揮更大力量

Fire disaster relief for Somaliland: creating greater support through partner-
ship between government and NGO

2022年4月1日，索馬利蘭首都哈爾格薩市的瓦辛市集（Waaheen Market）發生火災，燒毀大
約2000至5000家的小型商鋪，造成損失約20億美元，佔該國GDP百分之六十。該市場是索馬利蘭
最大的市場，也是該國貨物進出口集散地。大火重創當地經濟，加上原本的旱災及通貨膨脹問題，
對當地人民造成巨大影響。

On April 1, 2022, the Waaheen Market close to Hargeisa, Somaliland’s capital, was hit by
a serious fire and destroyed around 2,000 to 5,000 small shops, causing 2 billion economic loss,
60% of Somaliland’s GDP. Waaheen Market is the largest market in Somaliland and an important
import and export site. The fire disaster and the original issues of drought and inflation have caused
a tremendous impact on local people.

世台聯合基金會主動發起募款，募得5萬美元，交給台灣駐索馬利蘭共和國代表處。而代表處
羅震華大使於4月30日，將此善款連同台灣政府50萬美元，以及幫幫忙基金會 (Simply Help Foun-
dation) 提供的人道物資，交給「支持瓦新市場火災受災戶委員會」。

STUF United Fund launched a fundraising campaign and donated $50,000. The fund was
handed to the Taiwan Representative Office in the Republic of Somaliland. On April 30, Ambassador
Allen Lou of the representative office handed the fund along with a $500,000 donation from the
Taiwan government as well as a container of humanitarian materials from the Simply Help Foundation
to the “National Relief and Support Committee to the Victims of Waaheen Market.”

2020年開始新冠病毒席捲全球，歐洲、美洲、亞洲等
地紛紛面對嚴重疫情。2021年，印度與印尼疫情告急，製氧
機成為醫療前線救人急需之醫療器材，世台北美總部與亞太
中心皆發動募款，由亞太中心與印度和印尼的 JCI 合作 (國
際青年商會 Junior Chamber International)，捐贈 40 台至
印度，31台到印尼，協助當地醫院幫助患者。而在台灣疫情
較嚴重的時候，亞太中心捐贈了採檢艙以保護醫護人員的安
全。

Since 2020, COVID-19 has caused great impact on the
world, and Europe, the Americas, Asia and other places all face
severe challenges. In 2021, India and Indonesia once faced
critical health crisis and oxygen concentrators were needed
urgently to save people’s lives, STUF U.S. headquarter and
STUF Asia-Pacific Center launched fundraising projects and
the Asia-Pacific Center partnered with India and Indonesia’s
JCI (Junior Chamber International), to deliver 40 units to India
and 31 to Indonesia to assist local hospitals to help patients.
In addition, when the situation in Taiwan was more serious,
the Asia-Pacific Center donated an Isolation Inspection Pod to
help protect the safety of medical staff.

美國曾在2020年成為疫情最嚴重的地區，口罩是最迫切需要的防
護用品之一，世台由黃業倫董事主導捐贈計畫，與 TJCCNA (北美洲台
灣商會聯合總會青商部)和世台基金之友會合作，將口罩送到最迫切需
要的地方，包括醫院、警察局、市政府、養老院、社區中心。在22個城
市，捐贈了 5,250個 N95口罩、22,000個 KN 95口罩、38,550個醫療口
罩、4,000個布口罩。世台也參與了 TCCNA (北美洲台灣商會聯合總會)
所發起之「一千萬個口罩一千萬個愛心」計畫。

The United States was once the most severely affected regions in
2020, masks are one of the most urgently needed protective equipment.
STUF Director Yale Huang led the donation program, which collaborated
with TJCCNA (Taiwanese Junior Chamber of Commerce of North
AmericaTaiwanese Junior Chamber of Commerce of North American)
and STUF Patrons, to donate masks to the most needed places, including
hospitals, police stations, government units, nursing homes, and
community centers. A total of 5,250 N95 masks, 22,000 KN 95 masks,
38,550 medical masks and 4,000 cloth masks were donated In 22 cities.
STUF also participated in the “10 Million Masks and 10 Million Love”
project launched by TCCNA (Taiwanese Chamber of Commerce of North
American).

除了捐贈口罩，世台也贊助食物給需要的家庭。包括捐贈給
紐約勵馨婦幼關懷中心，幫助單親媽媽與孩子們，以及透過聯盟
機構 HOOP (祕魯偏鄉發展協會) 幫助當地偏鄉社區因疫情而停
工失去收入的家庭。

In addition to donating masks, STUF also sponsored food
baskets for families in need. The efforts included donations to the
Garden of Hope in New York to help single mothers and their
children, as well as to STUF’s alliance NGO HOOP (Helping
Overcome Obstacles Peru) to help families in rural communities
that lost their income due to the pandemic.

聯合國於2013年設立 「永續發展高階政治論壇」( HLPF SDGs, The High-level Political Forum
on Sustainable Development Goals)，於每年七月舉辦此論壇，討論17項永續發展目標在全球的進
展狀況。世台聯合基金會 (世台) 於2017年開始，每年於七月會議期間，舉辦周邊會議或平行會議
(2020因疫情暫停)。2021與2022年的會議，皆以線上和實體並行的方式舉辦，並由紐約青商會協
助策畫執行。

In 2012, the United Nations established the The High-level Political Forum on Sustainable
Development Goals (SDGs) to be held each July to discuss the progress of the 17 SDGs around
the world. Starting from 2017, STUF holds a side event and/or parallel event during the convention
(except 2020 due to the pandemic). The events in both 2021 and 2022, organized by TJCCNY, were
held in a hybrid format that included online and in-person meetings.

Sustainable Development Forum Cosponsored by STUF and Taoyuan City

聯合國自 2015 年開始，推動 2030 年發展議程，涵蓋 17 項永續發展目標 (Sustainable
Development Goals, SDGs)，聯合國期望各國政府、非政府組織 (NGO, non-governmental
organizations)、企業界以及相關者, 能以 17 項永續發展目標為依據，共同致力於消持貧窮、不平
等,以及面對氣候變遷。台灣政府與企業，以及全球台商由不同的議題，投入永續發展目標的推動。

The 2030 Agenda for Sustainable Development was approved in 2015 by the United Nations
General Assembly and it covers 17 Sustainable Development Goals, SDGs. The UN urges governments,
non-governmental organizations (NGOs), businesses, and stakeholders to build on the 17 goals to
work together to end poverty, inequality, and confront climate change. The Taiwanese government,
businesses, and Taiwanese entrepreneurs around the world have been involved in the promotion of
the SDGs in various ways.

世台與桃園市政府合辦專題論壇，於2019年 9 月 24 日在桃園福容大飯店 ，舉辦「從企業社
會責任到聯合國永續發展目標 -- 成果及計畫說明會」，從多元議題呈現台灣參與國際的成效，以
及對國際社會發展的影響力，也讓社會大眾進一步了解企業社會責任和永續發展目標的意義。

STUF and the Taoyuan City Government co-sponsored a forum in Taoyuan on September 24,
2019. The forum was entitled “From Corporate Social Responsibility to the UN SGDs: A Briefing
on Achievements and Future Plans.” The presentations highlighted Taiwan’s participation in the
international society and its contribution to community development around the world. It also provides
an opportunity for the public to further understand the significance of corporate social responsibility
and sustainable development goals.

STUF Life Education Program: Life is Beautiful through Learning and Practice

「生命因為教育而美好！」是成立這專案根本的意義。成就北美地區華語社區對生命美好價值
的實踐，提供多元科學的學習機會。從「人我和諧的學習」、「親子教育的探討」，「幸福婚姻的
經營」，「社會關係的探索」，「族裔認同與適應」，「富裕人生的建立」，「身心靈的大整合」
，以及「永續的教育與學習」 八大生命教育主題出發，結合時事及社會大眾的需要，幫助大眾理解
並獲得使生命更美好所需的資訊和知識。

“Life is beautiful because of education” is the fundamental purpose of this program which aims
to empower the Mandarin-speaking population of North America by helping them realize the value
of life enrichment education and by providing them with opportunities for diverse, empirically driven
lessons in life. The 8 life education themes are “learning about harmony between people and me”,
“discussion on parent-child education”, “management of happy marriage”, “exploration of social
relations”, “ethnic identity and adaptation”, “building a prosperous life”, “integration of physical,
psychological, and spiritual” and “sustainable education and learning.” The program incorporates
current events and the needs of the public to help people understand and obtain the related information
and knowledge.

2020年新冠肺炎疫情蔓延，生活中充滿著大環境瞬息萬變所帶來的各種疑惑、焦慮、與壓
力。世台生命教育的線上課程開放全球報名、帶領學員快樂學習，創造內在的安定力量。

With the rapid spread of the COVID-19 in 2020, life was filled with all kinds of uncertainties,
anxieties, and pressure brought about by the ever-changing environment. STUF Life Education
Program’s online courses provided abundant learning opportunities to create soothing, grounding
inner power.

少年與父母關係工作坊】、【寶腦不老、寶心不憂】、【孩子經歷的三角關係-專注、情緒、行為】

心、談性】、【完美主義】等15個講題，31堂課，約 4300 人次上線學習。

There were a total of 31 courses with 15 topics including “Family Balancing during the Pandemic”,
“Understanding Mental Health”, “Parent and Youth Parent Relationship Workshop”, ”Aging with
a Healthy Brain”, ”Children Got Challenges Too - Attentions, Emotions, & Behaviors”, “Love for
Lifetime”, “Uncover Inner Potential of Happiness”, “Internet Chaos between Parents and Children”,
“Healthy Sleeping”, “Stress Relief and Meditation Workshop”, “Alzheimer’s”, “You Are Your Own
Hypnotist”, “The Art and Power of Companion”, “Talk About Sex with Your Children”, “Perfectionism”.

In 2021, program members from six metropolitan areas in the U.S. were invited to form a team,
which became the program’s main force for implementation and promotion, to achieve the vision of
sustainable operation.

世台國際科丁計劃的衷旨在於透過更容易接觸到 STEAM 教育來消除社會不平等並促進人才流
動, STEAM包括科學Science, 科技Technology, 工程Engineering, 藝術&設計Arts & Design, 數學
Mathematics。 而科丁計劃的核心價值是透過從小就在教育缺乏的社區中教授兒童及青少年程式語
言，為孩子們更好地準備在未來工作和下一代所需的核心技能。通過世台國際科丁計劃與國際各地
的夥伴合作，幫助已開發國家和發展中國家的下一代，掌握 21 世紀所需的技能和思維方式，並在
此過程中響應聯合國關於優質教育、促進工作​和​ 經濟增長，減少不平等的永續發展的目標。

The mission of STUF Coding International (SCI) Project is to eliminate inequity and promote
social mobility by making STEAM education more accessible. STEAM is an acronym for Science,
Technology, Engineering, Arts & Design, Mathematics. The core value of SCI project is to teach and
better prepare the children with the core skills needed for the next generation of literacy in the future
workplace and society by teaching children in underserved communities programming language
from a young age. SCI can work with local and international partners to help equip children in
developed and developing nations with the tools and mindset needed for the 21st-century, and in
doing so, echo UN’s SDGs (sustainable development goals) of Quality Education, Promote Work and
Economic Growth, as well as Reduce Inequalities.

世台國際科丁計劃為世界各地的學習者提供程式教育的三大關鍵元素, 其中包括 1) 科丁創新
中心: 一個地區的管理中心, 負責帶領和協助當地的科丁機構還有種子教練的培訓。2) 科丁機構:
單一各別的教學中心或學校, 負責管理教學中心或校內的教師及學生。3) 科丁線上: 教學管理平
台, 負責教材資料庫及計劃內各單位可分享教學內容。

The key components of the SCI include 1) Coding Innovation Hubs (CIH), which is a reginal
management hub that leads and coordinates reginal CIs, and also seeks and train the head coaches.
2) Coding Institutions (CI) is a teaching center (for example a school, an educational. center) that
coordinates individual teachers and students within the CIH. 3) Coding Online, which is the learning
management platform that provides the data base teaching materials and shares all resources among
all the CIHs and CIs.

世台國際科丁計劃在2021年6月正式開始後, 已完成Scatch初級的教材其中包括14堂課, 電子
教科書, 投影片, 程式碼和教學影音。在2021年底世台國際科丁平台 ( www.stufcoding.com ) 正
式上線, 成員及合作伙伴可以免費使用。

The SCI project was launched in June 2021, and the Scratch Basic is ready for use which includes
14 units, textbook, PowerPoint slides, source codes, and video. All materials are online at the Learning
Management Platform ( www.stufcoding.com ), which members and partners enjoy free access.

在2021年十月，世台和台飛國際志工交流協會合
作，在肯亞進行前導計劃,培訓了當地9位種子教練並有7位
教師完成教學課程,在2021年底有5所學校, 200多位學生
參與課程。2021年11月，世台和秘魯偏鄉協會 (HOOP)
簽定合作備忘錄，進行西班牙語教材的翻譯和編輯，預計
在2022年底上線。HOOP在當地有培訓2名種子教練，並
在2022年6月開始提供11到13歲的17位學童前導程式教
學。

In October 2021, STUF worked with TAISA to complete
the training for 9 coaches and 7 school teachers. By the end
of 2021, there were more than 200 students in 5 schools
in Kenya taking the coding courses. STUF signed MoU
with HOOP in Peru in November 2021 to translate and
edit Spanish teaching material, which will be uploaded by
the end of 2022. HOOP has also trained 2 coaches who
started to teach the first pilot coding class in June 2022 for
17 children aged from 11 to 13.

2021年12月, 世台透過台灣駐聖露西亞大使館和聖
露西亞教育部簽定合作備忘錄，駐聖露西亞陳家彥大使出
席了簽署儀式。在2022年的2月開始第一輪的教師培訓，
有15位通過培訓拿到結業證書。世台歡迎有興趣合作的機
構共同推動電腦程式教育。

In December 2021, STUF signed a MoU with the
Ministry of Education, Saint Lucia with the help of the Taiwan
Embassy in St. Lucia. The first round of training started in
February 2022 and 15 highschool teachers completed the
training successfully. STUF welcomes more organizations to
join as project partners to promote coding courses.
