The NHRCA & Our Commitment to the Community A word from our
NHRCA President
The past year has been challenging to say the least due to the Coronavirus. We have not been able to have in-person commu-
nity meetings and activities as an organization. However we did make progress in blocking the opening of a 136 bed Opioid
Addiction Program at 6040 Harford Road, after testifying before the BMZA, of which I had a major role. The zoning board did
not support the position of the CMDS attorneys and zoning was not approved. I believe this decision will save our community
from having a poorly run program, similar to The Turning Point at North Avenue, from moving into this community. The Royal
Farms issue is back on the table after 8 years of fighting having gas pumps at Harford Road and Glenmore Avenue. If you recall
right before Covid hit, a hearing was scheduled at the BMZA in March 2020, and this never took place. Royal Farms is back with
new lawyers who want to fight this decision. I will be asking everyone in the Community to consider contributing to legal fees
so that 5-6 Community Organizations can have representation from John Murphy, who also helped us out with the CMDS issue.
Councilman Dorsey and Mayor Brandon Scott have both written letters of opposition to this development. A multi-association
fundraising campaign is underway now to raise $5,000 for Atty. John Murphy to represent local communities in opposing the
development. With the traffic calming in Hamilton, the goal to make the area pedestrian friendly and the risk that is likely with
traffic at an already compromised intersection, we welcome the Royal Farms, but not the gas pumps of which are usually very
many. Big gas stations like that do not belong in small communities! It is not fair to the home owners who live close by, and
children cross at that intersection, that go to the Hamilton Library and to Hamilton Elementary/Middle School.
Due to one of our Board members, Bambi Jenkins, our advertising has tripled and expanded greatly. Bambi oversaw three
events at Woodhome Elementary/Middle School and provided Teacher Appreciation, End of the year Celebrations, and Return
to School Events for the staff. She decorated and was able to provide full meals to all the Woodhome Staff. She is a great asset
to NHRCA.
We had three successful Dumpster Days on the Woodhome Parking lot and another one coming on October 9, 2021.
As president, I responded to issues regarding neighborhood relations, code violations, and kept members updated about im-
portant events throughout Baltimore City. Although bulk trash has not returned, we did get recycling back, for which everyone
is grateful.
I think our meetings throughout the year were informative and interesting. We learned about composting, decluttering, and the
different components of how HARBEL is an asset to the community. I welcome all ideas in the future for any topics of interest.
I am always looking for new Board Members, and people to volunteer for Citizens on Patrol. If we want to keep our neighbor-
hood safe and well maintained, we need everyone to contribute in some small way. Board Meetings are every other month on
the second Wednesday of the month. Community meetings take place on the second Tuesday of the alternate months, October,
December, February, April, and June. My goal continues to be to increase the membership and attendance at the meetings. We
offer door prizes and food as motivators. It is important to know what is going on in your community and be able to talk with
your police officers, councilman, and other elected officials to ask questions.

Grace Place, Career Planning and Mentoring Center at Calvary Lutheran Church is hoping to start com-
puter classes the beginning of October. The program is a computer lab-based education environment
where learners over 21 years will participate in a self-paced method of study. The Center will be equipped
with technology and education programming to provide resources for Basic Computing and GED prepa-
ration. As the program develops, programming may be expanded to include preparation for higher level
certifications, such as Information Technology certifications. The Center will be staffed with a Director
and volunteer Tutors and Mentors who will support the study efforts of the learners. As we reach out to
welcome the community, Calvary’s Mission is to continue their long history of education, only this time
concentrating on adults who have not yet had success in school and are unable to find satisfying careers

A Fall Festival put on by
Calvary Lutheran Church, Grace Place and Dads Raising Men
Place: 2625 E. Northern Parkway Baltimore, MD 21214
Date: Saturday, September 25, 2021 (rain date, Oct. 2nd) Time: 10 am to 4 pm
Purpose: A Fund Raiser to support the programming of Grace Place Classes for Basic Computer Skills
and GED Classes for Adults, and to encourage the outreach ministry of Dads Raising Men to strengthen
the involvement of Fathers in the lives of their children.
Be a part of this fun day of activities for adults and children: by attending, offering an item(s) for the
Silent Auction Table that represents your interests or business, rent a space to sell your crafts and ad-
vertise your business, enjoy the music, eat from the food trucks, get a picture of you and the family, have
your face painted. Find a “new purse” for your glamorous outfit, make a craft with your kid, take home a
cake for dinner, cheer on the games, pet the goats. Sounds Great! You can even take the opportunity to
share a concern with the Pastor and Prayer Leader. Be a part of this community gathering, get to know
your neighbors, and help to encourage positive growth for individuals and families.

Final Dumpster Day Did you know?
We have had three very successful Dumpster Days at the Woodhome Elementary School Our community is blessed

Minutes: NHRCA General Membership Meeting – June 8th, 2021
The meeting was held at St Luke’s Church and on Zoom. Rochelle welcomed everyone back to the church, as well as the people on
Zoom.
Last time we had a speaker on decluttering, and updated everyone on BMZA which was in the minutes of the Newsletter. The
minutes were approved. The Treasure Jamila covered the beginning balance $5055.32, income dues and ads, expenses Newsletter
and dumpster day, the ending balance was $5157.76, this too was accepted by the membership.
Next was the election for the Officers and Members-at-Large for the next 2 years. We had enough votes from absentee ballots,
people at the meeting and Zoom to keep the same members on as follows;
President - Rochelle Lachance, VP - Mike Lachance, Secretary - Susan Haupt.
Board Members at Large: Beth Sherring, Mike Flannery and Cathy King.
The 2nd Dumpster Day is to be held on Wednesday, June 16th@ 9:30am, and this will be right after the school closes. The last one
we had so many show up, a few had to be turned away. DPW gets an overwhelming request for Saturday, so we picked a week-day
this time. We will still have 2 more in the near future and they will be on a Saturday.
Bambi is so happy that we have a partnership with Shontel and her Staff at Woodhome Elementary Middle School, and that we
are there to support the children in our communi-ty. Bambi shared the information for Woodhome Elementary & Middle School’s
End of Year Staff Appreciation Luncheon. They will have a visit from Mayor Brandon Scott, and donations will be sponsored
by Lovejoy’s Market, Olympia Pizza, Select Event Group, JFlorist, Tom’s Tropicals, NHRCA and Carrabba’s. Shontel, Principal
thanked the NHR-CA and looked forward to the celebration.
We have a new NE Police Commissioner, Steve H, local from Baltimore grew up in Hamilton area. He looks forward to working
with us, still working on the logistics with live meetings at the NE Police District.
Senator Cory McCray, who represents the 45th Legislative District in the Md State Sen-ate was present, he just got out of session
and felt it was one of best, passing 21 bills thru his office. He talked about 3 of them;
1) Extended Hours for the Libraries - In Baltimore City they will now be open 6 days a week.
2) Return Baltimore City Police back to the City - all residents will be able to vote on this.
3) Transportation and Safety - A lot of buses, subway trains and light rail are breaking down and not reliable. We need this for our
seniors, for our young people going to school, employees for work. Many people don’t have cars so this is very important.
Joan Colliflower from Calvary Lutheran’s Grace Place shared the Community Center will be open in the fall. Opportunities for
people to mentor and help pass test. They also have computer training. Access is on the Old Harford Road parking lot.
Pastor Lee shared Music Camp at St. Luke’s will have a meet & greet 8/8, and camp will start on 8/9. Go on St Luke’s site info@

Rochelle gave community updates;
-Shredding Event June 19, 2801 St. LoDrive.
-No ROFO, Katie@Zoning Administration said the case is back to life. Attorney John Murphy wants to know where the community
stands. Several Associations are still op-posed.
-No updates on the BMZA/CMDS, we had 41 letters of opposition.
Our Guest Speaker was Diana Emerson, Director of Community Services from HARBEL shared HARBEL has been around for 50
years. They are currently doing Food Distribu-tion since March, providing 300,000 pounds of produce,, and have partnered with
Feed-ing the Flock. HARBEL had recent funding “Forever Maryland Grant” for storm drains. HARBEL is painting storm drains to
remind people to keep them free from trash. The goal is 75, 15 have been done so far. There will be a Board Vote June 30 in person
on the “front lawn”, Kona Ice and pizza provided @ 5:30pm. Code Red Days are approach-ing and HARBEL is a resident hub,
you can go there for generators, fans and water or just stay cool in the A/C. Every Friday they have Covid testing bet. 11-2, you do
not even have to get out of your car. HRBEL continues to support the opposition of a ROFO and the CMDS. For questions contact
Diana 443 801-5107 or [email protected] . She also shared that we need volunteers for Citizens on Patrol (COP), usually a
couple hours for either a Thursday, Friday or Saturday evening. They will have new car mag-nets that will be revealed at “National
Night Out”.
Rochelle opened up questions from our members. There was concern with the Harford Road traffic. Rochelle asked this to be
referred to Councilman Dorsey. Another concern was we need the cross walks to be repainted. HARBEL will also put in a request.
There were door prizes and the meeting was adjourned. Our Next Membership Meeting will be Tuesday, Oct 12th at St. Luke’s, the
first meeting for the 2021/2022 season will have Mayor Brandon Scott as our guest speaker.
