On Campus Student Guide 2021-2022

2021 - 2022

CONCURRENT ENROLLMENT PROGRAM
EARLY COLLEGE PROGRAM
STUDENT GUIDE

ABOUT THE PROGRAM

The Arkansas State University (A-State) Early College Program is a partnership between A-State and local high
schools. This program allows juniors and seniors to attend college courses on the A-State campus while earning
both high school and college credits simultaneously.
Early College Program students are enrolled in regular A-State course sections that are taught by A-State college
faculty. These courses require the same content and rigor as other college courses. The Early College Program
allows high school students the opportunity to experience college enrollment while under the watchful guidance
of their high school counselors. Furthermore, the Early College Program provides students an opportunity to gain
college credits at a greatly reduced tuition rate ($40 per credit hour; $15 application fee) while building an early
college academic transcript that will follow them in their college career.
The Early College Program is administered by the A-State Concurrent Enrollment Program (CEP). The CEP is
accredited by the National Alliance of Concurrent Enrollment Partnerships (NACEP), which is an international
symbol of quality, excellence, and rigor. As the sole national accrediting body for concurrent enrollment
partnerships, NACEP helps these programs adhere to the highest standards so that students experience a seamless
transition to college. (www.nacep.org)
Thank you for your enrollment in the A-State Early College Program. As a participant in our program, Early
College students are A-State students. As such, all A-State policies and procedures, including course
registration, course drop, attendance requirements, final exam schedules, and deadlines established on
the academic calendar, must be adhered to by Early College students. Your continued success in earning
college credits requires effort, maturity, and persistence on your part.
CEP A-State students are governed by the A-State Undergraduate Bulletin which is found at
https://www.astate.edu/a/registrar/students/bulletins/index.dot (select appropriate year)
and the A-State Student Handbook which is found at
https://www.astate.edu/a/student-conduct/student-standards/handbook-home.dot.

5. PARKING ON THE A-STATE CAMPUS
Early College students who commute to campus in their personal vehicle must purchase a $30 commuter
student parking permit which can be purchased after August 1 by going to the following link:
http://www.astate.edu/a/parking/order-your-permit/index.dot

This permit will allow the student to park in commuter zones, except those that have restricting signage, curb
colors or pavement markings, or other restrictive indicators. Commuter zones are available at any time for Early
College students. A commuter parking map can be found at http://www.astate.edu/a/parking/files/2020-2021-
Commuter-Parking-Map.pdf Plan to arrive on campus at least 20 minutes before classes begin to have
ample time to find a parking place and get to class.

Parking in the North Parking Deck is also available. It costs 50¢/hour for the pay-by-space (green) spaces. As a
commuter student, a valid parking permit is also required for the parking deck. All payment is completed
through self-service technology. The North Parking Deck has digital pay stations located at the south exits.
Download the Parkmobile app on your phone for easy pay.

Your parking permit must be displayed right side up (barcode at the bottom) on the inside of the vehicle

vehicle VIN number should not be obstructed by the permit.

Enforcement of the Arkansas State University (A-State) Parking and Motor Vehicle (P/MV) Regulations is the
responsibility of the Department of Parking Services (DPS) and the University Police Department (UPD). All
regulations are enforced 24 hours a day, 7 days a week, unless noted otherwise in the regulations. The
regulations apply to all parking lots, parking structures, on- and off-street parking stalls, streets, and properties
on the A-State campus. Moving and parking violations are subject to fines. A complete list of violations can be

6. ACADEMIC ADVISING & SCHEDULE PLANNING
Early College Program students will be advised by the high school counselor and the CEP staff regarding degree
planning and course offerings. Students will need to plan the next semester's schedule by mid-term of the
previous semester. Enrollment is based on availability of course capacity.

One of the desired outcomes of the Early College Program is to allow students to explore future degree options.
Degree information is available in the A-State Undergraduate Bulletin (see link above). Students are urged to
explore various desired future majors and choose courses that meet the basic degree program requirements.
Early College Program students are limited to enrollment in freshman and sophomore level courses. Course
levels are denoted by the first number of the course number. For example, ENG 1003 is a freshman level
English Department course; HIST 2763 is a sophomore level History Department course.

The General Education Core is a set of diverse courses from a wide range of disciplines that are required of all
students seeking a bachelor’s degree. Early College Program students should choose courses that fulfill the
General Education Core requirements. Students should review possible future degree programs to ensure that
specific General Education Core requirements for those degrees are being addressed. The General Education

7

Core is listed at https://www.astate.edu/college/university-college/advising-
center/forms/General%20Education%20Form%202021-2022%20Fillable.pdf

7. REGISTER FOR COURSES
Registration for courses will be completed under the direction of the high school counselor and/or the CEP at
the high school. A list of course registration numbers (CRNs) will be provided to student during this time.
Class Attendance Policy

• Students must be punctual for and attend every lecture, recitation and laboratory session of every
course in which they are enrolled. Students who miss a class session should expect to make up missed
work or receive a failing grade on missed work as stated in the course syllabus.

• Students enrolled in freshman or sophomore level courses numbered 1000 or 2000 may, during the
spring and fall semesters, miss no more than twice the number of lectures, recitations, laboratory
sessions, or other regularly scheduled class activities that would normally be scheduled during a week.

• For example:
⬧ For a three day schedule, the student could miss no more than six days (3 days x 2)
⬧ For a two day schedule, the student could miss no more than four days (2 days x 2).
⬧ For a one day schedule, the student could miss no more than two days (1 day x 2).

• The instructor may assign a failing grade for excessive absences.
• Students must utilize their available absences for any cause which requires them to miss class

including, but not being limited to, vacation, illness, emergency, or religious observances.
• Students who are aware that they will have absences during a term should ensure that they do not

exceed the absences available.

8. TEXTBOOK INFORMATION
• Before purchasing or renting textbooks or other materials, it is wise to attend class and check the
syllabus for required materials for the class. Do not open access codes or sealed books until
confirming they are required.
• Once a textbook is purchased or rented, use it as a valuable learning resource.
• Contact the bookstore for their guidelines concerning marking and highlighting books before doing
so.
• Keep all receipts for possible returns.

student should regularly view his/her account each term to verify accurate information. Student accounts can be
viewed by accessing MyBill.

Tuition billing statements (e-bills) are made available online in myBill every Friday during the term.
Notifications are sent to the student's email address and to any authorized user on file each week when the bill
is uploaded. Each bill can be printed and is on the University letterhead.
It is the student's responsibility to view bills and to monitor their student account.
Paper bills are only sent once at the end of the term to the address on file. This is the final bill sent to students
for the term and marks the 60 day period before the account is sent to collections.

FACTORS THAT MAY AFFECT TUITION
ACT 456 Concurrent Lottery Scholarship*

• Eligible students may obtain six hours of course tuition each semester throughout the junior and senior
years provided courses are completed successfully.

• Successful completion of courses (final grade of "C" or better) is required to continue full scholarship
award amount.

• Course must be an Arkansas Course Transfer System** (ACTS) endorsed course.
• Online courses are eligible for the scholarship.
• Student success plan must be on file at the high school.
• Counselor provides certification of eligibility and enrollment to the Concurrent Enrollment Program for

each student.
• Tuition charges will remain on the student's account until all Act 456 waivers have been applied.

Therefore we suggest that as soon as a bill is received, the tuition should be paid. Once the money
comes from the state of Arkansas, a refund will be issued.
• Please contact the CEP Office for questions regarding Act 456.

*Tuition is awarded based on availability of funding from the state of Arkansas. No guarantee of funding can be
provided by A-State until officially notified by the state.
**An endorsed course list can be found at https://www.astate.edu/concurrent.

discrepancies between the high school calendar and the A-State Academic Calendar, the A-State Academic
Calendar will be enforced.
Early College students are required to adhere to the A-State calendar even if high school attendance
requirements differ from the A-State Academic Calendar. Final exams must be completed during the
scheduled A-State final exam week.
The A-State Academic Calendar can be located at https://www.astate.edu/a/registrar/.

15. INCLEMENT WEATHER POLICY
Concurrent courses are offered at many school districts throughout the region; thus, school closings for
inclement weather can vary greatly. A-State may not always be closed when individual school districts are closed.
