LETTER FROM THE SECRETARY-GENERAL
Hounorable Future Delegates,
The insurmountable joy coursing through as I welcome you to this
conference is unfathomable by any, I assure you. Having worked hard,
really hard, to make this conference a reality, I take pride in assuming my
role as the Secretary-General of what promises to be an intense session of
debates, discussions, arguments, socialization and much, much more. With
five committees and an IP being simulated, the conference promises to
cater to the tastes of everybody out there, as I promise to tend to the needs
of all attendees.
Having trained the delegates here at BPS, I can vouch for the fact that I
have now seen MUN conferences inside out, and the inside is as pretty as
the outside. The best part, though, will be seeing bright young faces at our
doors, showing us that we have now, through unmatched perseverance
and dedication joined the global village that calls itself the MUNning
society.
The conference will show you three days of fun as you had never thought
possible. Attend this world of wonder and watch yourself be carried away
into a land of disbelief as you unfold the secrets buried beneath the city
encased in golden sands. My team and I are, loyally and without complaint,
forever at your service. I believe BPS MUN 2020 can be an excellent
opportunity to test your skills as a possible future leader for your
community, your country and, why not, internationally. However, I hope
BPS MUN 2020 can be an occasion to reflect over the role of leadership
and how this can influence a community, if you think you can shed some
light on the issue and you feel ready to debate intensively for three days.
There is nothing left for me to say but come: you shall not regret it!

Rules and Procedure
Quorum
The Quorum for the conference is set at one-third of the members of the committee. A roll is not required
always. In case quorum fails, the committee sessions will be suspended at the discretion of the Chair.
Delegate Decorum
MUN as we all know is a simulation of The United Nations. Delegates are to note that during all modes of
the formal debate, they have to address them as 3rd person. Delegates have to show diplomatic skills and
should act with the utmost respect towards each other.
Rules of Procedure
1. Roll Call
The Chairperson will announce each country’s name. After delegates hear their country, they should
answer "present” or “present and voting”.
2. Setting the Agenda
At this BPS MUN 2014 we are having only one agenda. So, setting the agenda is done when we have two
agendas. At this time a delegate typically raises a motion, stating, "The delegate of [country] would like
to raise a motion to set the agenda for the committee’s discussion to [the topic that has to be discussed and
that has already been mentioned by the chairs]. If this passes by the simple majority then only the motion
passes otherwise we go by default.
3. GSL (General Speakers List)
In the general speakers list the delegations/delegates will make a statement to the committee and address
the committee in a short speech (of about 1 minute) about the agenda, their country’s stance on the
agenda, the current situation, if in anyway the country’s policies are at stake from the issue being discussed
and the proposed solutions that the delegations/delegates might offer. If after the GSL there is some time
left, then the delegations/delegates should yield the leftover time in particularly three ways:

Yield the time to the Chair: If the time is yielded to the chair then it is in the hands of the chair to utilize
the time in whichever manner they want, be it for comments and questions from the delegate who yielded
the time, yielding it further to the next delegate or elapsing the time.
Yield the time to the next delegation/delegate: The delegation/delegate can yield the time to the next
queued delegation/delegate in the GSL.
Yield the time to comments and questions: The delegation/delegate may want to by themselves want the
committee to question their speech or comments on their statement.
Note: The chair might certainly ask the committee to come up with comments and questions even if there
is no time left to yield.
4. DEBATE
The Process of Debate: Understanding the Conference Committee sessions include two main modes:
moderated caucus and unmoderated caucus. During the moderated caucus, the committee rules are
enforced and delegates are expected to participate and remain attentive and in decorum. During the
unmoderated caucuses, the committee breaks for a temporary recess so that delegates may meet with each
other and discuss ideas.The unmoderated caucus includes caucusing through an informal way wherein
delegates are free to walk in the committee and make groups to formulate the working paper, the draft
resolution and the resolution. While the rules of procedure are suspended during the unmoderated
caucuses, delegates are still expected to afford one another’s diplomatic respect. These two modes of
debate are described in further detail below.
Moderated Caucus: A type of caucus in which delegates remain seated and the Chair calls on them one at
a time to speak for a short period of time, enabling a freer exchange of opinions than would be possible in
formal debate. The delegates can raise a motion to start a moderated caucus to discuss the issues related to
the agenda being discussed. The moderated caucus time is specified when the motion is raised and the
delegate can extend the time of the caucus for the same discussion at the end of the caucus by raising a
motion to extend the time. However the motion can be overruled by the discretion of the chair.
Unmoderated Caucus: A type of caucus in which delegates leave their seats to lobby and speak freely.
Enables the free sharing of ideas to an extent not possible in formal debate or even a moderated caucus.
Frequently used to sort countries into blocs and to write working papers, draft resolutions and resolutions.

Resolution Writing
As in the United Nations, the main vehicle of progress in MUN is the resolution, a formal document in
which a committee spells out the action to be taken in order to solve a particular problem. Each resolution
should deal specifically with the topic area currently under discussion by the committee.
The main purpose of these resolutions is to apply political pressure to member states, voice an opinion on
an issue or to recommend that the UN or another agency take a specific action. The only UN organ with
binding power is the Security Council.
Working Papers: Delegates may propose working papers for the committee’s consideration. Working
Papers are intended to aid the committee in its discussion and formulation of resolutions and need not be
written in resolution format. They are brief and an abbreviated form of the resolution. Working papers
represent the first step in the process of resolution writing. A working paper unlike other formal
documents is an informal document, which gives ease to the delegates. They require no signatories, have
no absolute format, and can be about anything under your topic area.
Format: Usually they are presented in the form of a one page draft, but not necessarily so.
Drafting a Resolution
Delegates submit draft resolutions to the Dais for consideration and distribution to the entire body. Type-
written resolutions should be single-spaced, with each line numbered in the left-hand margin and the first
word in each clause underlined. Handwritten resolutions should underline the first word in each clause.
Please note that all hand-written resolutions will be typed-up before copied for the committee. Once
approved by the chair, the resolution will be assigned a number for committee consideration. The
resolution will be distributed to the committee and sponsors will be afforded an opportunity to explain the
resolution before the body and answer questions.
Sponsors and Signatories
Sponsors of a resolution are those countries that have been the principal authorities of the document and
agree and its substance. Signatories are countries that may or may not agree with the substance of the
resolution, but would like to see the resolution on the floor.
Perambulatory clauses:
The perambulatory clauses supply historical background for the issue and justify the action to be
recommended. The preamble should refer to specific factual information, situations and incidents.
Finally, the preamble may include appeals to human nature or common sense with reference tothe

UN Charter or other declarations. Each clause in the preamble should begin with an appropriate phrase
and end with a common. A semi-colon should follow the last clause in the preamble.

Operative Clauses:
The purpose of operative clauses is to present a solution to address the problem at hand in a logical
manner. The clauses should be numbered and can be as vague or specific as the sponsors would like them.
Remember, only the Security Council may pass binding resolutions. All other comments may pass
recommendations for needed action. Also, the General Assembly Plenary may only make
recommendations for the action of UN organs. It may only suggest working with other tertiary groups like
the International Red Cross. Operative clauses begin with active, present tense verbs and are followed by
a semi-colon, with a period at the very end.

Amendments
An amendment is a clarification or change to the wording of a resolution to incorporate additional
interests and concerns once the resolution has been formally introduced to the committee. Prior to formal
submission, changes may be made at any time if all the sponsors of the original resolution are in
agreement.
The process usually takes place in caucuses. There are two types of amendments:
Friendly and Un-friendly. A friendly amendment is added usually to clarify wording. It is automatically
incorporated if all of the sponsors are in favor of the amendment. There is no need to vote if this occurs.
On the other hand, an unfriendly amendment is when the sponsors are against the proposed modification.
An unfriendly amendment must be formally introduced to the committee chair with the appropriate
number of signatories. The amendment will be voted on separately before voting takes place on the
resolution itself.
Acceptable amendments may:
• Amend by addition (adds words and/or phrases);

• Amend by striking (deletes a word and/or phrase); or
• Amend by addition and strike. An amendment that changes the intent of the resolution is not acceptable
upon determination of the chair. However, the amendment sponsors may formally submit the amendment
as a separate resolution.

Recognizing that bullying is a prevalent issue in the world today,

Noting that the influence of mass media is very useful in the implication of an anti-bullying program,
Recognizing that bullying issues have resulted from a lack of education in both school teachers, bullies,
and victims,
Alarmed that millions of children around the world face bullying every day at school and online,
1. Calls upon schools to offer bullying prevention programs that educate its students about how to
prevent all forms of bullying, including cyber bullying;
2. Emphasizes that the goal of bullying prevention programs is to educate students about what
bullying is and how to stop it;
3. Invites every school around the world to implement bullying prevention programs that involve
students of every grade level;
4. Encourages teachers, principals, and parents to be responsible for implementing bullying
prevention programs;
5. Recommends that bullying prevention programs take place on school campuses during student
assemblies at least once a month during the school year;
6. Calls upon national governments and foundations to contribute, on a voluntary basis, to a global fund
that supports bullying prevention programs around the world.

VOTING
Note that the Observer Nations can only vote on procedural matters.
1. Procedural Voting-Voting on matters other than resolution. A simple majority is required to pass
such voting motions. No abstentions. All members are required to vote.
2. Substantive Voting- Voting on the resolution. After the amendments the committee moves into a
formal voting for the resolution wherein each country will have one vote. The vote can be a
“Yes”, “No”, “Yes with Rights”, “No with Rights”, “Abstain” or “Pass”.
The voting procedure will be conducted through a roll call.
There will be 3 rounds of voting, viz.
1. During the first round of voting, delegates may vote choosing a “Yes”, “No”, “Yeswith
Rights”, No with Rights”, “Abstain” or “Pass”.
2. A member nation that passes in the first sequence must vote during the second sequence.
3. A third sequence will occur in which delegates cannot “Pass”. The delegates will have to
vote a “Yes”, “No” or “Abstain”.
Note 1: Voting may be interrupted only by a point of personal Privilege.
Note 2: A delegate can only state the rights if his/her country’s policies are hindered or are
at stake. (This is in reference to the vote of “Yes with Rights” and “No with Rights”.)
Note 3: The chairs will accept the first 3 resolutions, which will be entertained on a first, come
first basis.
Note 4: If the first resolution being discussed passes, the other 2 resolutions will fail
automatically and if the first resolution does not pass, the committee will then discuss the next
resolution and so on.

DO’s & DON’T’s
At BPSMUN’20, delegates are expected to comply with the Model Code of Conduct to ensure a civil and respectful work
environment throughout the conference, similar to that of the diplomatic corps at the United Nations. Delegates who do not follow
the Model Code of Conduct will forfeit their privileges to debate and vote. In serious disciplinary cases, delegates may be asked to
leave the conference.
• Delegates must treat the other delegates, and members of the Organizing Committee with the highest level of courtesy and respect.
The delegates must be professional in their speech, actions and appearance during the conference and display respect forthe
opinions and ideas of fellow delegates.
• Diversity is a core value of the United Nations. Discrimination based on gender, color, nationality, age, religion or disabilities is
prohibited.
• Delegates must dress in formal attire, traditional national dress or western business attire. Casual wear is not allowed. • English
shall be the official working language of the Conference.
• BPSMUN’20 committee sessions will begin on time as scheduled. All delegates must join their assigned meeting rooms at least
ten minutes prior to the start of their meetings. The presence of all delegates at all committee meetings is essential for ensuring
productive debate during the Conference and a successful outcome.
• BPSMUN’20 will not tolerate any instances of harassment, discrimination, based on race, gender, sexual orientation, caste, creed,
religion, nationality etc. Further if anyone feels that they have encountered harassment, especially sexual, or discrimination,
resulting in a hostile working environment, is to report the incident to the MUN Director, Concerned Teacher In charge, Secretary
General or any Member of the Secretariat, to which the MUN Director will take appropriate action after investigation.
• All delegates are expected to have submitted their Position Papers before the deadline. Late submissions will not be accepted by
the Secretariat and shall lead to non-eligibility of the concerned delegate for awards.
• All delegates must keep their videos on at all times through the conference.
• All delegates are required to sit in a noise-free background lest the committee proceedings would be disrupted.
• Even in an online conference, delegates are expected to maintain the highest degree of professionalism and integrity. Those found
creating nuisance in committee, including but not limited to disruption of committee flow, fabrication of identity, exhibition of
explicit content shall be harshly penalized.
• No delegate or Executive Board shall be allowed to record, visually or auditory, committee proceedings without explicit consent.
We hope that your BPSMUN’20 experience will be free from any hassles
