GSCD oversees two internship grants to help fund internships abroad.

The Freeman Foundation Fellowship Grant provides recipients up to $6,500 to
help defray the costs of doing an internship in 16 countries in Southeast and East
Asia.

The International Internship Grant offers up to $2,000 to Elliott School
graduate students completing an internship abroad.

Their deadlines for the Summer 2017 applications are April 7, 2017.

Chad Salitan joined the Office to Monitor and Combat Trafficking in
Persons at the U.S. Department of State in 2012. As a Deputy
Coordinator for the team that produces the Department’s annual TIP
Report, Chad oversees the office’s bilateral engagement for East Asia
& the Pacific, Europe & Eurasia, and the Western Hemisphere.
Before assuming his current position, Mr. Salitan worked in the State
Department’s Office of Fraud Prevention Programs, which
coordinates Department efforts to detect and prevent visa and
passport fraud. He first joined the State Department as a Presidential Management Fellow.
Mr. Salitan was born in Rochester, New York. He earned his B.A. in international relations from
the State University of New York at Geneseo and has an M.A. in international affairs from the
George Washington University’s Elliott School of International Affairs.

Allison DeMaio is a program manager within PYXERA Global's Enterprise and Community
Development Department. In this role she manages the USAID-funded Ghana Supply Chain
Development (SCD) Program and GE SME Development Program, which both seek to increase
the sustainable participation of Ghanaian small and medium enterprises in the procurement of
employment contracts with the oil and gas sector in Ghana. She has also worked on programs in
Mozambique and India in addition to supporting the department’s business development efforts.
Allison has experience in field-level community development, microfinance, and SME sector
development in Mozambique, Ghana, and the US. Prior to her work at PYXERA Global, she was
a Peace Corps Volunteer in Mozambique as an education volunteer from 2009-2011. After Peace
Corps, Allison received her Master’s degree from The Elliott School in International
Development Studies in 2014 where she focused on the intersection of private sector and
development. While a student she received a fellowship to return to Mozambique with Building
Markets, where she facilitated 15 loans with Mozambican SMEs, valued at $3.5 million USD. As
part of the Microfinance team in the SME Financing Department at OPIC, she evaluated loans of
up to $50 million USD, and developed credit papers and credit committee presentations.

Ari Ben-Sasson has a diverse background in public
and private sector humanitarian program
management, disaster services, and grant
operations. Over the past six years has spent a
considerable amount of time working and living
outside the United States. As a DoD contractor in
Kuwait, he gained insight into international
logistics, government operations, and program implementation. Additionally, he spent time
working for rural development NGOs in Chile and on Alaskan Native reserves.

Since moving to Washington D.C. Ari has worked on relief operations with the Disaster Services
Office of the American Red Cross and helped design, coordinate, and implement short-term
exchange programs sponsored by the U.S. Department of State. Additionally, he served as a
Finance Officer for an international public health consulting firm. In this role, he helped close
out the multi-billion dollar USAID DELIVER project which worked to distribute public health
products in developing countries. Currently, he works as a Program Analyst at FEMA.

Chrysanthos (Chrys) Miliaras is DAI’s Director,
Economic Growth for the company’s Asia region. He
has over twenty years of experience helping build
sound and inclusive financial systems that promote
economic growth and reduce poverty. Prior to joining
DAI, he headed a research initiative at RTI
International that focused on developing new,
systemic strategies for financing high-growth SMEs.
He has advised microfinance institutions and banks in more than twenty countries on building
capacity, improving performance, and attracting investment. In addition, he has counseled
financial sector regulators on making legal and regulatory changes that increase access to finance
for both microenterprises and SMEs. Before joining DAI, he held leadership positions in the
field and home offices of RTI International, Chemonics International, DAI Europe, and
ACCION International. He began his career with the Federal Reserve Bank of Boston.

Affairs Review is now accepting papers for
the spring journal. Every semester, the
Review publishes student papers along with
book reviews and interviews all written and
edited by Elliott School students. It's the
perfect place to publish semester papers or
capstone essays. Submissions should be
4,000-6,000 words, address a current policy
issue, and make a recommendation.

Essays should be sent to [email protected] with
a 200-500 word abstract and be in .doc or
.docx format. The deadline for
submissions is noon on Friday, February
24th.

Upshur Whittock was born in Philadelphia and grew up in nearby
Media, Pennsylvania. He was graduated from the University of
Pennsylvania in 1992 with a B.A. in American History.

In 1994 he went to Tela, Atlántida, Honduras to teach at the Escuela
Episcopal Bilingüe Espíritu Santo. In the 1994-95 school year, he taught
fourth grade; in the 1995-96 school year, he taught English grammar to the high school.

In 2004, he took an M.A. in International Affairs, concentrating in Latin America, from the
George Washington University in Washington, D.C. In 2005, he established Bilingual Schooling
for Tela, Atlántida (BiSTA). In 2006, BiSTA was deemed a non-profit organization under
section 501©3 of the Internal Revenue Code.

John-Ubong Silas is a leading human capital expert with specialization in international
education and partnership development. He currently serves as Senior Director Program &
Engagement at LDI Africa. John-Ubong combines 10 years of experience in the US higher
education and international development space. His work experience spans positions in leading
American think tanks, United States Congress, U.S. federal government agencies, non-profit
organizations, and universities. In addition, he is Chief Relationship Officer at JUS Consulting,
an independent company serving educational institutions, government agencies, and nonprofits
in the United States and Africa. At JUS Consulting, John-Ubong focuses on partnership
development, program design and implementation, and strategic communication. He splits his
time between Lagos and Washington DC.

After many years locked away in the ivory tower, Jon Forney entered
the real world in 2014 after earning a PhD in Political Science from
the University of Virginia. As a part of earning his doctorate, Jon spent
a year in Sierra Leone traveling around the country and speaking with
former members of civil militias who had taken up arms during the
war to defend their communities. All told, he spoke with over 200
former militia members and formulated a theory about why some
militia factions chose to defend civilians while other factions largely
preyed upon the very people whom they were sworn to protect.

After graduating, Jon was hired as a survey methodologist for Forcier Consulting in South Sudan
where he was responsible for developing customized research designs as well as qualitative and
quantitative data collection tools, tailored to the monitoring and evaluation of aid programs. He
rapidly gained experience evaluating a wide range of programs across multiple sectors, including
education, health and sanitation, market dynamics, and conflict resolution. Due to a dearth of
salsa-dancing venues in South Sudan, Jon relocated to Washington, D.C. toward the end of 2015,
where he continues to work for Forcier.

Jon now serves as the Director of Research Design for Forcier Consulting and is responsible for
ensuring the quality of all of Forcier’s research products, from sample and questionnaire designs,
to analytical reports. Jon’s favorite part of his new role involves managing and mentoring a
small, but growing, technical team of survey methodologists and data nerds spread across six
countries. In his free time, Jon teaches in the International Development Studies program at
GWU, dances salsa, and lifts heavy things.

Anish Tailor is a Research Analyst at the Peterson Institute for International Economics. He
specializes in banking and financial regulation in the United States and European Union. His
work involves analyzing trends in assets, equity, and derivatives held by systemically important
financial institutions. Previously, Anish was a Research Assistant in the Emerging Markets
division of the Strategy, Policy, and Review department at the IMF. While in the ITIP program,
Anish interned at the Institute of International Finance, the Department of Commerce's Foreign
Commercial Service post at the American embassy in Singapore, and the Overseas Private
Investment Corporation

Sustainability

Tyler Lloyd graduated from Indiana University in May 2015 with a
Masters of Public Affairs and a Master’s of Science in
Environmental Science, concentrating in Environmental Policy &
Natural Resource Management, and Energy. While at IU, Tyler
combined his masters education with Peace Corps as part of the
Masters International program, where he spent two years serving as
an agribusiness volunteer in rural Burkina Faso.

After graduation, before starting at the EPA, Tyler worked at the
Clinton Foundation as part of the Clinton Development Initiative
where he helped to integrate commercial farms and other agribusinesses in Malawi, Tanzania,
and Rwanda, with smallholder outreach to increase smallholder farmers’ access to local markets
and enable them to participate equitably in those markets.

At EPA, Mr. Lloyd is an Environmental Protection Specialist in the Chemical Control Division
within the Office of Pollution Prevention and Toxics at EPA. In this role, Tyler serves as lead
author and work-group manager for several risk management regulations. In August 2016, Tyler
was recognized for a NextGen Public Service Award for his efforts to streamline the regulatory
rule writing process. Additionally, Tyler is an EPA representative on the U.S.-Canada
Regulatory Cooperation Council (RCC) and the Organization for Economic Co-operation and
Development / United Nations Environmental Program Global Perfluorinated Chemicals (PFCs)
Group.

John Friedman is Sustainability Manager at WGL.
Prior to that, he headed corporate responsibility
communications for Sodexo worldwide. He is an award-
winning communications professional and
internationally recognized sustainability expert with
more than 20 years' experience in internal and external
communications and a decade in the areas of corporate
responsibility and sustainability. His background includes developing and implementing
effective and award-winning programs that maximize stakeholder engagement, community
relations, organizational development, change management, and strategic philanthropy. John has
helped companies ranging from small companies to global enterprises to live their values and tell
their authentic stories; enhancing their ability to increase prosperity while being protective or

restorative to the environment and enhancing the human condition. @JohnFriedman on twitter,
John has been recognized by Triple Pundit (#2), the Guardian (#14) and Fast Company's
Brandfog blog as a 'leading voice' in sustainability; his insights are regular features on

management certificate as part of the Lafarge/Duke Management Training program at the Fuqua

Dominic Hawkins brings years of experience in communications strategy and consulting to
SKDKnickerbocker, where he works on corporate public affairs, progressive Supreme Court
case advocacy, non-profit communications. While at SKDK he’s worked on both DOJ and FTC
matters.
Prior to joining the firm, Dominic worked as a management consultant at Accenture for the
United States Postal Service and on the communications and public affairs teams at the U.S.
Department of State, the U.S. Department of the Interior, Reta Jo Lewis’ campaign for mayor of
the District of Columbia, APCO Worldwide and Sodexo.
Dominic is a native New Yorker (turned D.C. transplant) who graduated from The George
Washington University, where he studied communication and music.

Mike Helms has been with Oxfam America since 2008, where he started out as an assistant to
the Director of Policy and Research as well as the Director of Government Affairs. In 2010,
Mike moved fully into Government Affairs, and currently serves as an advisor in that
department. In this role, Mike works with all of Oxfam’s content teams, campaigns and support
departments to further Oxfam’s advocacy mission. Prior to joining Oxfam, Mike graduated from
Georgetown University Law Center in 2007 with a JD, and with a BA from the University of
Florida in 2004.

As an International Recruiter for Nathan Associates, Mariabruna
Jennings engages in the full-cycle recruitment of key personnel for
proposals submitted to multiple international donors (including
USAID, DfID, World Bank, MCC) on an array of economic
development topics ranging from Trade Facilitation to Business
Enabling Environment to Public Financial Management. Honing her skills in business
development, Maria also contributes to writing the personnel-related sections of proposals. She is
also responsible for advising on consultant rates and ensuring that salary verification forms are
compliant in accordance with USAID standards.

Maria is an Elliott School and University Honors Program alumna, where she majored in
International Affairs (Europe and Eurasia Concentration), minored in History, and interned with
the State Department on three occasions. She speaks English, Italian, and Spanish and has
experience living abroad in Italy and Germany. Committed to improving lives through personal
development, Maria volunteers to teach English to immigrants and refugees once a week at the
Arlington Education and Employment Program (REEP).

Jeff Lightfoot focuses on strengthening US relations with allies and partners at the strategic,
political, and commercial level.

Jeff is a vice president at the Jones Group International, an international business advisory firm
founded by former US national security advisor and NATO commander General James L. Jones.
At Jones Group International, Jeff manages the firm's relationships with legal and professional
services firms and leads the firm's work on Europe, NATO, and the GCC.

He is also a non-resident senior fellow at the Atlantic Council's Brent Scowcroft Center on
International Security where he focuses on strengthening US alliances and partnerships, with a
particular focus on transatlantic and US-GCC relations. Prior to joining JGI, Jeff was the deputy
director for the Brent Scowcroft Center on International Security at the Atlantic Council. He was
also previously an associate with the Scowcroft Group, the international business advisory firm
managed by Brent Scowcroft.

Along with his wife Simona Lightfoot, Jeff is co-founder of Eagerly DC, a career advice blog
focused on young professionals in policy in Washington, DC at www.eagerlydc.com.

Lightfoot received his BA and BS from Indiana University Bloomington and earned his MA
from the Elliott School of International Affairs at George Washington University. He has studied
overseas at Sciences Po, Paris and the Rouen Business School and speaks French.

Daniel Fuhrman is an intelligence planner at the Defense
Intelligence Agency. He is also the Command Chief Warrant
Officer of the National Intelligence Support Group of the U.S.
Army Reserve. He graduated from the Master of International
Policy and Practice program at The George Washington
University Elliott School of International Affairs in 2015.

At the Defense Intelligence Agency, Dan conducts strategic-level
planning in support of Department of Defense and combatant
command plans and operations. He coordinates across the
Department with the military services, commands, and combat
support agencies to support crisis and contingency operations.

Dan has also worked for Deloitte Consulting as a Strategy and Operations Manager at the
Transportation Security Administration Office of Intelligence and Analysis. He has nearly 25

years of service in the U.S. Army, on active duty, in the national guard, and the Army Reserve
with deployments to Bosnia-Herzegovina, Iraq, Afghanistan, and Guantanamo Bay, Cuba.

As a Command Chief Warrant Officer, Chief Warrant Officer Three Fuhrman provides advice to
the commander and represents the warrant officer corps of the National Intelligence Support
Group, supporting the careers of 80 warrant officers in the brigade. He has previously served as
the Director of the Joint Reserve Intelligence Support Element of the Defense Intelligence
Agency’s Americas Regional Center, where he coordinated and led reserve support with over 60
reservists from all four military services. Other roles Chief Fuhrman has served in are: Chief of
the reserve element of the Americas Regional Center Defense Attaché Service, Chief of Human
Intelligence Operations in a national guard mountain infantry brigade, special operations signals
intelligence operator in a national guard special forces unit, and an interpreter/translator in
Bosnia-Herzegovina.



Trade Policy

Ms. Victoria Yue joined the International Trade Administration (ITA)
in 2015 as an Oil & Gas Trade Specialist. In this role, she supports
commercial policy initiatives and export promotion activities, and
works with U.S. companies to understand the most pressing trade issues
impacting the U.S. oil and gas industry. Ms. Yue is one of the lead
authors of ITA’s Upstream Oil & Gas Equipment Top Market Report, a
market analysis publication on the global oil and gas industry and best
market prospects for increased U.S. exports, which is released at the
Offshore Technology Conference annually. She is also the team leader
for ITA’s Market Development Cooperator Program award with The Maritime Alliance and its
U.S. Maritime Technology Export Initiative.

Before joining public service, Ms. Yue was an assistant program officer at the International
Republican Institute, where she was managed democracy promotion programs in Kyrgyzstan
focused on political party development, empowerment of women and youth activists, and
improving local governance.

Ms. Yue holds a Master’s in European and Eurasian Studies with a concentration in Energy and
Environment from the George Washington University, a B.A. in Dance from California State
University Long Beach, and a certificate in Russian Language from the Russian State University
for the Humanities in Moscow, Russia.

Anku Nath joined John Deere in July 2012 and serves as Senior
Manager, International Affairs with Deere’s Public Affairs group.
In this position, she has responsibility for public affairs functions
in Asia and Sub-Saharan Africa. She also manages Deere’s
analysis and advocacy on trade policy and trade agreements,
including the Trans-Pacific Partnership and NAFTA. She is a Cleared Advisor to the U.S.
Department of Commerce’s Industry Trade Advisory Committee on Automotive and Capital
Goods, and sits on the Board of Directors for both the National Center for APEC and the Public
Affairs Council. Anku also serves as Vice-Chair of the Food & Agriculture Committee of
the U.S.-India Business Council. Prior to joining Deere, Anku served as Director for Trade
Policy Advocacy at the U.S.-India Business Council. During her tenure there, Anku launched

and managed business advocacy in three portfolios: Food & Agriculture, Retail Trade, and
Trade & Investment.

Earlier in her career, Anku was a Senior Management Consultant with IBM’s Global Business
Services unit where she focused on financial and customer relationship management projects for
the U.S. government. Prior to that, she conducted economic analysis for use in trade litigation
and M&A proceedings at two Washington-based consulting firms.

Anku has a BA in International Affairs and an MA in International Trade and Investment Policy
from the George Washington University’s Elliott School. She also earned an MSc in Statistics
from the London School of Economics. She lives with her husband and two young sons in the
Washington, DC area.

Science & Technology

Jessica Glover works as an International Program Specialist in
NASA Headquarters’ Office of International and Interagency
Relations (OIIR). For the past six years, Jessica has overseen
NASA’s bilateral relationships with countries in the Middle
East and provided executive support and analysis to the
agency’s senior leadership on strategic engagement in the
region. Additionally, she works with NASA’s Science Mission
Directorate where she advises on international engagements
with Japan, Europe, and Russia, and has negotiated numerous
Government to Government agreements to support scientific
and technical cooperation. Most recently, led negotiations on a Treaty-level Framework
Agreement on civil space cooperation with the United Arab Emirates (UAE).

Prior to her position at NASA, Jessica received her Masters of Arts in Middle East Studies from
The George Washington University. During her time at GWU, she studied in Israel, Morocco,
Egypt, and Jordan, as a Department of State Critical Language Scholar in 2009, and Department
of Defense Boren Fellow in 2010. In 2016, she was named a Kathryn Davis Fellow for Peace,
and spent eight weeks advancing her Arabic at Middlebury College.

As Oracle’s Vice President of Global Public Policy, Mr.
Joseph Alhadeff is responsible for coordinating and managing
Oracle's international and Internet-related policy issues.

As Chief Privacy Strategist, Mr. Alhadeff oversees Oracle’s
strategic planning and advocacy related to privacy, personal
information protection and management across Oracle
operations and global policy fora.

In addition to his role at Oracle, Mr. Alhadeff serves a
prominent role in several influential international organizations
dedicated to Internet policy, security and privacy. Mr Alhadeff serves as the BIAC Chair to the
OECD Digital Economy Policy Committee and the OECD Working Party on Security and
Privacy and as Chair of the International Chamber of Commerce’s Digital Economy
Commission. In the US, Mr. Alhadeff chairs the Digital Economy Committee for the US India
Business Council, co-chairs The Trans-Atlantic Business Council’s ICT working group and is
Vice Chair of USCIB’s Information Policy Committee and the Co-Chair of the SIIA
Government Affairs Committee. Mr. Alhadeff is also the Co-Chair of the US ASEAN’s

Singapore Committee, Vice-Chair of the US-ASEAN Business Council’s Technology
Committee. Mr Alhadeff also serves on the advisory boards of the Digital Security Council of
India and Wiredkids.org.

Prior to joining Oracle, Mr. Alhadeff was General Counsel and Vice President for Electronic
Commerce for the US Council for International Business (USCIB) in New York. Mr. Alhadeff
holds an M.B.A. in management and information systems from New York University, Leonard
N. Stern School of Business, a J.D. from Boston University School of Law, and a B.A. from
Oberlin College.
