• Meeting was held as a Zoom call. Meeting started at 7:33 a.m.
OPENING AND VOTING AGENDA
• Bonnie kicked off the meeting by thanking everyone for all their efforts over the year.
• Monica Menzel reviewed minutes from prior month and asked for motion to accepts. Betty Manetta made a motion
to accept the meeting minutes. Silvana seconded. Motion carried. Correction to prior month attendance- Rob
Simpson should reflect as attended.
FINANCIALS
• Mr. James Estes reviewed the financials. Mr. Estes informed the Board that the revenue for the YTD period ending
January was $124.4K against a budget of $50K. National Dues and Renewals are performing favorably. The
Expenses actuals were $68.5K against a budget of $83.2K
• Clifton Miller made a motion to accept, Greg Spoon seconded.
CERTIFICATIONS
• Mr. Rob Simpson presented current certification statistics. 17 New Certifications, 44 Recertifications. Don McKneely
made a motion to accept certification as presented. Heather Herndon-Wright seconded. The motion carried.
CONSENT AGENDA
• ISCWG: Jeni Rajbhandari and Clif Miller provided an update on last meeting of working group and plans for
recharging efforts for 2021. Next session will take place on March 9th, 87th Texas Legislature and bills of interest.
Clif asked board to share this with Internal Gov’t relation areas.
• Betty Manetta shared MBEIC update. Meet the chairs took place early in month with 65 attendees. Feb 17th
meeting was moved to March 3rd due to winter storms. It will be on how to Prepare a Winning Proposal
(predominately for the public sector). Rachel volunteered to host a separate session for the private sector.
PRESIDENT’S REPORTS.
• Margo reminded the board to affirm/sign annual documents – due on Jan 29th
• MBDA has been extended 90-day extension
• Meeting calendar including dates for ACCESS, Hard Hat and E-Awards
Strategic Imperative #1
• Rachel led discussion to re-invigorate efforts around create Business Opportunity
o Clif shared that Opportunity is nice but we should strive for utilization
o Terri reminded us that now is the right time to get this in front of buyers given the heightened awareness from
social injustice conversations that began last summer.
o Silvana added that given covid, local sourcing has become more prevalent
o Rachel commented that not only local sourcing has become more prevalent, but resiliency and redundancy has
become top priority
BRAGS
• Clif – recognized DFW airport for the scoring criteria of recent RFP which demonstrated a commitment to diverse
suppliers. Also recognized was the conversation with leadership series.
• Neena also recognized the quality of the conversation with the leadership and the elevated engagement she saw with
the Asian business community.

MOTES:
(1) January 2021 resulted in an adjustment
based on NMSDC National Memberships paid.
Allocation for January was $14,049, this may
change throughout the year, based of NMSDC
paid Memberships.
(2) The 2020 Bonus was received in late
Decemeber 2020, normally received in May of
following year. NMSDC allocation method and
cashflow allow for early distribution of funds.
(3) As a result of Admistrative Staff turnover we
were .required to bring in Temporary staff to
handle transition.

Review and Planning Session was held on Monday, March 8, 2021 via Teams. The meeting lasted

ACCESS 2021
ACCESSPUBLIC POLICY Kick-off May 24-26, 2021. In the process of selecting a platform provider.
MBDA
Submitted 5 year. $2,050 grant proposal. Award decisions to be communicated by June 15th with a star date
of July 1st. We are on tract to meet goals for grant year ending March 31st. A 3 month metric was added to
the extension which the capital expectation may be at risk.
The CARES Act current grant expires May 31st. We received an invitation to apply for CARES Act 2; awaiting
criteria. MBCA CARES Act impact report attached.
PUBLIC POLICY Tracking Bills that impact HUB and minority business inclusion. As a 501 c (3) entity we are
non-partisan. Our purpose is to educate and build awareness.
MBE to MBE Expenditures Reinstituted.
Effective April 1, 2021 MBE to MBE spend will be added to certication and recertification pllications. DFW
MSDC was an earlier adopter of reporting MBE spend and tracked for several years.
