2022 Council • Monica Menzel presented minutes from January (including new
President’s Report format)
• Don McKneely made motion to accept, Pamela Nelson seconded.
Motion carried.
• Revenue of $116k vs budget of $49.9k – Bonus has been booked.
Only slight unfavorable variance is in national dues
• Expenses are $65.3k vs budget of $84.3
• Terri Quinton made a motion to accept financials, Rob Simpson
seconded. Motion carried.
• Margo recapped outcome of retreat.
• Focus on items to start, stop, continue and measure
• Working groups have been formed and will be presenterd at the
board meeting. These are focused around the 1% growth metric.
• MBDA metrics were included in Board packet. $92k+ has been
awarded through software and hardware funded by the Corona Virus
Response and Relief grant

Hearing Testimony February 2022
Comments
NMSDC CEO and President, Ying McGuire provided
congressional testimony to the U.S. House Financial
Services Subcommittee on Diversity & Inclusion in a
hearing titled "Building Opportunity: Addressing the
Financial Barriers to Minority and Women-Owned
Businesses' Involvement in Infrastructure Projects." In
addition to NMSDC CEO, a local MBE CEO Farad Ali of
Associar offered testimony on the hardships and
concerns of financing for minority businesses.
2/8/2022 New Supplier Pam Nelson attended the New Supplier Orientation
Orientation welcomed the new suppliers and provided the name of
MBEIC leadership and overview of MBEIC purpose and
2/8/2022 MBEIC Chair activities.
Meeting
Meeting was well attended by other regional chairs.
2/9/2022 SBA Houston a. Discussion and meetings about the upcoming 50th
Region Small anniversary, marketing and branding for the council.
Business National leadership meetings opened for chairs to
Resources participate.
b. NMSDC leadership provided explanation of vision, goals
2/16/2022 Health Industry for national council are being reviewed. Expected changes
Group Navigating in technology, engagement and reporting of spend.
COVID-19 in the c. Big ask across mulitiple sessions- increased utilization of
Workplace MBEs.
d. Talks also included a potential single database that
2/22/2022 MBEIC Chair would feature MBEs, WBEs and other designations for one
Meeting stop shopping for corporates to identify MBEs.
SBA Houston region invited minority business to learn
about the resources available and new initiatives for
minority spend goals for government agencies. Dallas
regional SBA representatives also presented during the call
including Herb Austin.
DFW MSDC- Health Industry Group host Kevin J Wiley,
Attorney of the Hicks Law Group. Mr. Wiley presented
MBEs with an overview of laws, guidances and preferances
for management of employees in the worksplace. Key
points was a review of the authority of law Federal law is
the highest law of land, followed by state, county and city
jurisdictions. Participants 38
Pam Nelson as chair attended the meeting. Discussion
focused on rebranding and marketing of NMSDC and the
50th anniversary. Survey was completed to obtain status of
MBEIC chairs who are on the exectuive committee of
regional board and have voting rights.
